One of the important components of a nuclear fuel cycle facility is a hot cell. Hot cells are engineered robust structures and barriers, which are used to handle radioactive materials and to keep workers, public, and the environment safe from radioactive materials. To provide a confinement function for these hot cells, it is necessary to maintain the soundness of the physical structure, but also to maintain the negative pressure inside the hot cell using the operation of the heating, ventilation, and air conditioning (HVAC) systems. The negative pressure inside the hot cells allows air to enter from outside hot cells and limits the leakage of any contaminant or radioactive material within the hot cell to the outside. Thus, the HVAC system is one of the major components for maintaining this negative pressure in the hot cell. However, as the facility ages, all the components of the hot cell HVAC system are also subject to age-related deterioration, which can cause an unexpected failure of some parts. The abnormal operating condition from the failure results in the increase of facility downtime and the decrease in operating efficiency. Although some major parts are considered and constructed in redundancy and diversity aspects, an unexpected failure and abnormal operating condition could result in reduction of public acceptance and reliability to the facility. With the advent of the 4th Industrial Revolution, prognostics and health management (PHM) technology is advancing at a rapid pace. Korea Hydro & Nuclear Power, Siemens, and other companies have already developed technologies to constantly monitor the integrity of power plants and are applying the technology in the form of digital twins for efficiency and safety of their facility operation. The main point of PHM, based on this study, is to monitor changes and variations of soundness and safety of the operation and equipment to analyze current conditions and to ultimately predict the precursors of unexpected failures in advance. Through PHM, it would be possible to establish a maintenance plan before the failure occurs and to perform predictive maintenance rather than corrective maintenance after failures of any component. Therefore, it is of importance to select appropriate diagnostic techniques to monitor and to diagnose the condition of major components using the constant examination and investigation of the PHM technology. In this study, diagnostic techniques are investigated for monitoring of HVAC and discussed for application of PHM into nuclear fuel cycle facilities with hot cells.
The Severe Disaster Punishment Act had recently been established in order to promote safety and health (OSH) management system for severe accident prevention. OSH management system is primarily designed based on risk assessments; however, companies in industries have been experiencing difficulties in hazard identification and selecting proper measures for risk assessments and accident prevention. This study intended to introduce an accident analysis method based on epidemiological model in finding hazard and preventive measures. The accident analysis method employed in this study was proposed by the U.S. Department of Energy. To demonstrate the effectiveness of the accident analysis method, this study applied it to two accident cases occurred in construction and manufacturing industries. The application process and results of this study can be utilized in improving OSH management system and preventing severe accidents.
This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.
한국선원통계연보에 따르면 2016년 기준 선원의 직무상 재해율 6.02%는 고용노동부에서 발행한 2016년 산업재해 현황분석에 따른 육상노동자 평균재해율 0.49%보다 12.3배 높은 것으로 나타나 선내 안전·보건과 관련한 사고율이 심각한 수준이다.
2006년 해사노동협약에는 규정 제4.3조, 제3.1조 및 제1.1조에 선원의 재해와 관련하여 선내 안전·보건 관련 규정을 두고 회원국에서 이행하도록 하고 있으며, 우리나라 선원법에서도 제78조부터 제83조까지 동 협약 제4.3조, 제3.1조 및 제1.1조 수용을 위한 법적 근거를 마련하였다. 특히, 선원법 제79조에서는 협약의 요구사항인 선내 안전·보건 및 사고예방 기준을 해양수산부장관이 정하여 고시하도록 되어 있다. 그러나 협약의 요구사항을 선원법 개정을 통해 법으로는 수용하였으나 선내 안전·보건 및 사고예방 기준의 제정과 같이 실제 이행이 되지 않고 있어 선원의 재해율이 협약이 이행되기 전과 비교하여 개선이 되지 않고 있다.
따라서 이 논문은 선원의 재해율 감소를 위한 하나의 방안으로 해사노동협약 규정 제4.3조에서 요구하는 선내안전보건기준의 법적 성질을 선박소유자의 안전배려의무를 중심으로 살펴보고 그 이행 및 집행을 위한 제도적 개선사항을 제안하였다.
The occupational health and safety accidents were continuously increased during handling, usage and manufacturing the chemical materials according to increase of small and medium sized enterprises in domestic industries. These accidents mainly resulted from insufficient occupational health and safety management and deteriorative facilities and focused on corresponding operation to minimize the damage of accidents after occurrence. But, it was required that we grasped the occurrence causes of occupational health and safety risk in handling, usage and manufacturing the chemical materials and develop the adequate corresponding operation and system according to the possible occurrence of occupational health and safety risk. This study deals with the development of risk assessment model to derive the risk and important risk of occupational health and safety and then help to construct the self-controlled occupational health and safety system for small and medium sized enterprises handling the chemical materials.
The purpose of this study is to investigate the problem on safety and health training system in Occupational Safety and Health Act(OSHA) and to find countermeasures to improve it in the construction industry. The questionary survey was done on aiming at tracing the legal drawbacks of safety and health training system. The questionary was prepared to target on site workers, management supervisors, and safety supervisors in various construction sites. After analyzing the answers from the survey, realistic and optimal countermeasures on derived problems were proposed. These should be included on the next revision of OSHA.
OSHMS(Occupational Safety and Health Management System) is able to define as a typical convergence of all kinds of activities and elements that support maintaining safety at workplace and protecting employee's health. In particular, fundamental function of OSHMS is preventing diverse hazards at workplace through high level of regulation compliance. Furthermore, insuring safety in workplace, protecting employee's health and increasing effectiveness in manufacture are OSHMS's additional functions. Based on the division of manufacture in 2009 Survey on Current Status of Occupational Health & Safety data, the study analyses certain relation between OSHMS and level of regulation compliance. The main finding is that most activities and elements which formed by OSHMS are being affected by regulation clauses.

Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) has many difficulties to set up the OSHMS system because of limited natural and human resources. In this study, the rating system as a judgment method of an OSHMS based on the certification standard of the OSHMS, which was suggested in previous study, was developed for SMS to adopt voluntarily the OSHMS, certify KOSHA 18001, and improve the safety and health level.
The safety & health can not be accomplished by only one side's effort of labor and management. To establish high level of occupational safety & health system, we have to recognize the extent of participance and need to study about how to keep the labor-management cooperation in good condition. The purpose of this paper is to make better suggestions such as how to improve the labor-management cooperation and how to establish the efficient occupational safety & health law through studying the labor-management cooperation system in the occupational safety & health.

현재 우리나라는 1997년 7월부터 KOSHA18001 인증제도를 운영하여 사업장의 안전보건경영시스템 구축을 지원하고 있다. 그러나 사업장 규모에 따라 그 수준이 현저하게 차이가 있을 뿐만 아니라 안전보건경영시스템의 평가기준이 복잡하고, 어렵기 때문에 담당자들이 시스템 인식에 어려움을 겪고 있다. 특히, 중소규모 사업장은 한정된 자원과 인력으로 자율안전보건경영체제를 구축하기에는 더욱 어려움이 크다. 따라서 본 연구에서는 국내 중소규모 사업장의 자율안전보건경영체제 구축을 지원하기 위해 선진국의 안전보건경영 관련 사례와 국내 사업장의 의견을 바탕으로, 중소규모 사업장용 안전보건경영시스템 인증기준(안)을 개발하였다.
Safety management cost, US one thousand billion has been input to the construction area from 1995 to 2000 but the management quality is still in the developing country level. The above mentioned increase of accident rate are attributed to the generous code regulation, net fit to the sense, varying with time change, but the more fundamental reason of this is no practical construction safety management system, up to now. Hardware-orienting operation for the system could be a main reason of this problem. In this paper, we developed a model for efficient construction safety system. Therefore, safety, health, environment management system was compared, the management method was found, and task standard and object were selected. The structure of database will be possible to prevent industrial injury and environment pollution prevention.
