본 연구는 한국 정치에서 매니페스토의 지체원인 및 대안을 탐색하고 자 매니페스토 실천 및 문제해결 실천지향성을 학술연구 및 자료를 통해 주로 살펴보았다. 더 나아가 기존의 논의를 구조적, 행위자적, 환경적 차 원으로 구분하여 해당 과제의 대안을 시론적 의미에서 제시하고자 한다. 현대사회는 네트워크 사회로 형상화되며, 각 개인과 집단은 사회의 원자 화된 모듈로서 정체성을 기반으로 자신들의 정치적 의견을 제시하거나 구체적인 목표를 확립시킬 수 있는 조건을 갖추고 있다. 아울러 정치행 위에 대한 상호실패에 대한 대안적 의제를 제시할 수 있는 환경(시민참 여형, 개방형 등)이 활성화된다면 더 큰 정치발전을 이끌어 낼 수 있을 것이다. 한편으로 매니페스토의 약점으로 꼽히는 정치의 현재화, 즉 체제에 대한 보다 긴 안목의 정치적 자세가 결핍되어 단기간의 이익에 몰두 하는 정치행태의 한계에 대해서도 긍정적인 답을 제시할 것으로 기대한다. 매니페스토 가운데 정치참여와 절차, 운영에 대한 자발성이 시민사회 에 뿌리내리고, 이의 해석과 판단에 대한 협업이 운동의 맥락에 내재되 어 학습될 수 있다고 본다. 매니페스토 정책선거가 적극적인 시민참여를 배태할 수 있는 만큼, 성숙한 정치문화의 형성에도 도움을 줄 것으로 본 다.

Background: Lower trapezius muscle function is important for the prevention and treatment of shoulder injuries. However, scapular posterior tilt movement has been overlooked in lower trapezius strengthening exercise programs. Objective: To examine the effects of prone arm lifting with scapular posterior tilt (PALSPT) on trapezius muscles. Design: Crossover study Methods: 17 healthy males were recruited for participation in this study. Participants performed backward rocking diagonal arm lifting (BRDAL) and PALSPT. To train participants in scapular posterior tilt movements for PALSPT, visual biofeedback of scapular movements was provided using a motion sensor. Electromyography (EMG) activities of the middle and lower trapezius were recorded using a surface EMG system. Differences in middle and lower trapezius muscle activity between BRDAL and PALSPT exercises were analyzed. Results: Lower trapezius muscle activity was significantly greater during PALSPT than during BRDAL (p=.006). Although greater EMG activity was observed in the middle trapezius during PALSPT than during BRDAL, this difference was not significant (p=.055). Conclusions: The results of the present study indicate that scapular posterior tilt movements must be considered in lower trapezius muscle strengthening programs.

The root of Paeonia lactiflora has been used in Chinese medicine. We conducted to check the comparative qualities of ethanol solvent extraction (PLE) and supercritical carbon dioxide extraction (PLS) of P. lactiflora root. PLE had higher antioxidant and polyphenol contents than PLS. But, PLS were significantly increased peroxisome proliferator-activated receptor (PPAR)-α. In addition, PLS inhibited the adipocyte differentiation of 3T3-L1 cells. When treated with the extract at a concentration of 100 μg/mL, the Wnt/β-catenin pathway reporter luciferase activity of HEK 293-TOP cells increased approximately by 3-folds compared to that of the untreated control group. These results indicate that P. lactiflora supercritical carbon dioxide extract may serve as a cosmeceutical for improving skin barrier function and the treatment of obesity.

Energy and environmental are always two major challenges for the sustainable development of the modern human being. For avoiding the serious environmental pollution caused in the fabrication process of porous carbon, a popular energy storage material, we reported a facile, green and activating agent free route hereby directly carbonizing a special biomass, Glebionis coronaria. A nitrogen doped hierarchical porous carbon with a specific surface area of up to 1007 m2 g−1 and a N doping content of up to 2.65 at.% was facilely fabricated by employing the above route. Benefiting from the peculiarly hierarchical porous morphology, enhanced wettability and improved conductivity, the obtained material exhibits superior capacitance performance, which capacitance reaches up to 205 F g−1 under two-electrode configuration, and no capacitance loss is observed after 5000 cycles. Meanwhile, the capacitance retention of the obtained material arrives up to 95.0% even under a high current density of 20 A g−1, illuminating its excellent rate capability. The fabricated nitrogen-doped hierarchical porous carbon with larger capacitance than commercial activated carbon, excellent rate capability and cycle stability is an ideal cost-efficient substitution of commercial activated carbon for supercapacitor application.

급속한 경제발전은 많은 국가에게 여러 가지 시사점을 주고 있다. 특히, 경제발 전 초기에 KIST설립을 통해 산업발전의 초석을 쌓은 일은 한국 산업발전의 성공요인 중 하나라고 알려져 있다. 그동안 KIST사례에 대한 여러 연구가 있었지만 기술경영 관점에서 KIST의 성공요인을 이론적인 분석틀 안에서 체계적으로 사례연구를 진행한 사례는 많지 않다. 본 연구에서는 역동적 역량과 혁신시스템 이론을 기반으로 KIST사례에 대한 정책적 요인을 분석해보고자 한다. 특히, 산업정책, 과학기술정책, 인력정책을 토대로 KIST의 기술적 역량과 혁신시스템 내 조직적 역량을 통해 산업발전을 이룬 성공요인에 대해 심층적인 사례 분석을 실시하도록 한다. 본 연구를 통해 개발도상국의 과학기술정책과 산업발전에 대해 정책적 시사점을 줄 수 있을 것으로 기대된다.

Proteasome inhibitors can improve the efficiency of cancer treatments by inhibiting nuclear factor κB(NF-κB) activation in cancer cells. Lentils are a type of beans of which consumption of such beans is increasing. The purpose of this study was to investigate the effects of lentils extract (LE) on the proteasomal activities, NF-κB activation, and cell cycle in HepG2 human liver cancer cells. LE treatments inhibited proteasomal activities at concentrations of 10, 50, and 100 μg/mL respectively, and repressed NF-κB activation at concentrations of 1, 10, and 100 μg/mL respectively, in HepG2 cells. LE treatments at concentrations of 1, 10, and 100 μg/mL respectively, increased sub-G1 cell population in HepG2 cells, which may be the result of apoptosis. The results suggest that LE inhibited NF-κB activation partially with its proteasome inhibitory activities, and the increase of sub-G1 cell population was induced partially, by inhibition of NF-κB activation in HepG2 cells.

This study aimed to provide insight into methods for activating management of traditional markets by understanding differences in merchant perception according to whether or not the merchant has participated in management activation education. Analysis of merchants’ levels of perception of market activation found that educated merchants had a higher perception of pre-post modernization satisfaction, promotion of traditional market revitalization projects, and post-support changes in sales. In a co-marketing context, educated merchants showed significant differences in onnuri gift certificates, bargain sales, festivals and events, and advertisement promotions. With regards to perception of management performances, educated merchants showed statistically significant higher responses for items such as satisfaction with the current vendor, increased sales, and increased customer awareness. The results in this study may be incorporated into the policy-making processes of the government or local governments in order to revitalize traditional markets, and merchant education for activation of management is deemed to be continuously necessary.

본 연구는 농촌중심지활성화사업의 목적과 추진전략에 맞추어 사업계획 초기단계에서부터 문제점을 점검할 수 있는 지표를 살펴보고, 농촌중심지 활성화사업에 대한 개선방향을 살펴보고자 하였다. 연구의 결과는 첫째, 중심성 분석결과 중심지구내 계획이 500m구간 내에 설정되어 집중도가 높게 나타나고 있는 지구는 전라남도 옥곡면과 성전면지구와 충남 금산읍지구의 사업들이 집중도가 높게 설정되어 추진되고 있다. 둘째, 하드웨어사업비와 소프트웨어사업비를 년도별로 살펴보면, 기초생활사업비는 전체사업비의 50%이상을 차지하며, 지속적으로 증가하고 있고, 지역경관개선사업비는 지속적으로 20%아래로 줄어들고 있는 실정이다. 반면에 역량강화사업비는 사업의 유지 및 성장동력으로서 지역주민들의 역략강화 프로그램이 지속적으로 개발되고 있다. 셋째, 기초생활기반확충의 하드웨어사업 예산이 비중이 높으므로 증가할 경우 자연히 타사업의 예산이 줄어들고 있다. 사업목적의 성취를 위하여 역량강화사업의 활성화를 꾀하여야 하나 오히려 시행계획단계에서 역량강화사업비가 줄고 있다.

목적 : 증식당뇨망막병증과 같은 망막질환은 시력상실에 이르게 하는 현대 눈 질환 중 가장 중요한 질환이다. 본 논문에서는 산화스트레스와 관련된 망막변성과 같은 혈관리모델링을 유발하는 혈관평활근세포(vascular smooth muscle cell, VSMC)의 활성화에 대한 4-hydroxynonenal(HNE)의 중요성에 대해 고찰하고자 한다. 방법 : 망막질환은 비정상적 혈관신생의 특징이 있으며 이는 세포증식과 세포자살의 증가와 관련되어 있다. 증식당뇨망막병증에 있어 혈관신생은 기존에 존재하고 있는 혈관으로부터 새로운 모세혈관들이 자라나는 복잡한 단계의 현상이다. 따라서 우리는 이와 같은 혈관리모델링을 유발하는데 있어 HNE의 VSMC의 활성화에 대한 역할을 조사하였다. 결과 : HNE는 VSMC에서 nitro oxide(NO)의 생성을 증가시켰다. HNE는 세포구조의 교란과 다양한 산화스 트레스 관련 퇴행과정을 일으킴으로써 혈관기능이상에 이르게 한다. 또한 HNE는 protein kanse B(Akt)의 인산화를 증가시켰다. HNE에 의한 산화스트레스는 Akt 인산화와 세포증식의 유발에 있어 중재자의 역할을 하는 것으로 사료된다. 결론 : HNE에 의한 산화스트레스는 망막동맥경화의 발병과 혈관신생과 같은 혈관의 교란에 중요한 역할을 하는 것으로 사료된다. HNE의 VSMC 활성화에 대한 역할은 산화스트레스 관련 망막변성에 있어 혈관리모델링의 촉진과 발달에 중요한 역할을 하는 것으로 사료된다.

To prepare activated carbon with a high specific surface area, oxygen functional groups (OFGs) that can serve as useful electron donors during KOH activation were treated with nitric acid and incorporated into activated carbon. OFGs are incorporated differently according to the surface characteristics of starting materials. Up to 22.46% OFGs are incorporated into wood-based activated carbons (WACs), the C=O, COOH contents was 1.90, 17.05%, respectively. Whereas up to 12.82% OFGs are incorporated into coconut shell-based activated carbons, the C=O, COOH contents was 4.12, 6.15%, respectively. The OFGs used for increasing the specific surface area are the carbonyl group, and as the content of the functional group increases, the carbonyl group spreads to the carboxyl group. The specific surface area of activated carbons increased by 10–68% with an increase in the carbonyl group up to 6% (maximum point of carbonyl group). On the other hand, the specific surface area for WACs increased when the carboxyl group was 10% or below, but decreased by 6–15% when it increased to 10% or excess.

Nelumbo nucifera Gaertn has been usedas a traditional remedy and food source in South Korea. It promotes gastrointestinal function and controls blood pressures. Nelumbo nucifera Gaertn water extracts supplement at 5, 10, 50, 100, 250, 500, 1,000 μg/mL after a 48 h pre-treatment with the mitogen (ConA or LPS) increased the mouse splenocytes proliferation. Water extract supplement also increased the cytokine production (IL-1β, TNF-α and IFN-γ), measured by a cytokine ELISA kit. For the result of in vitro study, the proliferation of splenocytes and cytokine production activated by peritoneal macrophages increased when water extracts were supplemented in the range of 50~500 μL/mL concentration. Specifically, the levels of the splenocytes proliferation, IL-1β, TNF-α and IFN-γ were the highest at 250 μL/mL concentration. This in vitro study suggestedthat supplementation with Nelumbo nucifera Gaertn water extracts may enhance the immune function by regulating the splenocyte proliferation and enhancing the cytokine production activating macrophage in vitro.

빅데이터의 활용을 둘러싼 법적 쟁점은 개인정보보호를 우선할 것인지 아니면 빅데이터의 활용을 우선할 것인지의 문제로 귀결된다. 보건의료정보는 그것이 제한 없이 공개될 경우 개인의 신체 적⋅사회적 지위에 미치는 영향이 크다는 점에서 민감한 개인정보에 해당하는바, 개인정보보호의 대상이 된다. 그리하여 기존의 개인정보보호법제는 정보주체의 사전동의(opt-in방식)가 있는 경우를 전제로 정보의 수집⋅분석⋅이용을 규율하고 있었다. 그러나 국민 개개인에 대한 맞춤형 보건의료 서비스를 제공하기 위해서는 대량의 보건 의료정보를 신속하게 사용할 수 있어야 할 것이다. 결국 정보주체의 사전동의를 전제하는 기존의 방식으로는 내재적 한계에 부딪힐 수밖에 없으며 이에 대한 해결책이 강구되었다. 최근 정부가 발간한 개인정보 비식별 조치 가이드라인은 비식별 조치가 완료된 개인정보는 정보주체의 사전동의 없이도 제3자에게 제공이 가능하도록 하는 내용을 규정함으로써 전향적인 태도를 보이고 있다. 나아가 보건의료정보는 비식별 조치를 취함으로써 정보의 가치가 하락하는 경우 역시 발생할 수 있는바, 정보의 유형에 따라 예외적인 opt-out방 식의 도입을 검토할 필요가 있다. 또한, 동 가이 드라인은 법률의 위임 없는 행정규칙 내지는 유권해석에 해당하는바, 사법적 판단이 필요한 경우에 법적 안정성이 부족하다는 한계가 있다. 따라서 가이드라인의 취지와 핵심 내용을 개인정보보호법 또는 법률의 위임을 받은 법규명령에 반영 하기 위한 법 개정이 필요하다.

The purpose of this study was to analyze whether FSH and LH hormone treatment directly or indirectly affect embryo development in embryonic development. To determine this, we compared the development of embryonic cells through the expression pattern of MMPs. As a result, 33.8% of blastocysts were formed in FSH added group, 20.8% in LH added group and 10% in FSH + LH added group. In addition, the activity of MMP-9 was highly detected in the FSH-added group, and the expression of Casp-3 was much lower than that of the other groups. These results suggest that the addition of FSH seems to increase the activity of MMP-9 in embryonic cells, and that LH, on the contrary, may activate MMP-2 activity. In addition, the expression level of MMP-2 in the FSH-added group was high in the Trophoblast cell group and in the LH-added group, the hormone ideal secretion might affect the development of the embryonic cell.
