상가건물 임대차 계약에서 임차인의 권리보장은 소상공인에게는 생존의 문제이다. 상가임차인의 안정적인 영업기간과 보증금 등을 보장하기 위해 2002년「상가건물임대차보호법」을 제정, 2013년 8월까지 모두 7 차례나 개정하였다. 그러나 법규정 미비, 법해석상 혼란 및 임대인의 악용으로 동법의 실효성이 여전히 문제가 되고 있다. 따라서 본 연구의 목적은 상가임대차 실태분석을 토대로 동법의 문제점을 도출하고, 이의개선방안을 제시하는 것이다. 전국 소상공인을 상대로 8,000개 유효 표본을 분석한 결과 보호대상범위, 임대료 인상 상한선, 임차인의 계약갱신요구권 등의 문제점을 도출하였으며, 이의 개선방안은 다음과 같다. 첫째, 상가임차인의 보호비율을 확대하려면 상가건물임대차보호법의 적용대상을 확대하는 방향으로 상가건물임대차보호법이 개정되어야 한다. 둘째, 보증금액의 상한제를 유지하면서 월차임을 보증금에 환산시키지 않아야 함과 동시에 시행령 개정을 통하여 연 12% 월차임 전환률을 하향 조정할 필요가 있다. 셋째, 최장존속기간의 개선방안으로 임대차계약갱신청구권을 현행 5년에서 최소 7년 또는 10년으로 연장하는 방안이 타당하다.

국내보리의 수매중단에 따른 원료곡 수급의 대책을 마련하기위한 기초자료로 보리를 이용한 가공제품을 생산하고 있는 전국의 가공업체 현황과 시중에 유통되고 있는 가공제품의 종류와 가격을 조사하고 이들의 품질정도를 분석한 결과는 다음과 같다. 1. 전국적으로 수집된 보리가공제품(주류제외)에 의해 조사된 보리가공업체의 수는 153개였으며 시도별로는 경기 >충북 >전남 >전북 >경북 >경남 =충남 >강원 >서울 순이었다. 2. 보리함유 가공제품(주류제외)의 품목 수는 17개였으며 가공제품의 수는 240종이었다. 3. 보리가공제품의 품목별 수는 혼합곡 >찰보리쌀 >일반보리쌀 >미숫가루 >보리차 >엿기름 >압맥 >보리과자류 순이었다. 4. 보리가공업체가 생산하는 제품의 종류는 평균 1.6종이었으며 전체업종의 68%가 1 ~ 2 종류를 생산하며, 5종 이상을 생산하는 업체도 13%정도 되었다. 5. 보리쌀 제품류별 유통가격은 압맥(찰성) >흑맥(메성) >할맥(메성) >찰보리쌀 >압맥(메성) >메보리쌀 순이었다. 6. 친환경제품은 일반제품에 비해 평균 41%정도 가격이 높았으며 제품에 따라 12~93%의 가격 차이를 보였고, 차이가 큰 순으로는 보리차 >찰보리쌀 >압맥 >미숫가루 >혼합곡이였다. 7. 동일품목 내에서도 가공업체에 따른 차이는 미숫가루가 가장 커서 최고가가 최저가의 4배 이상이고, 보리차음료(PET병), 보리차(티백), 찰보리쌀(친환경)은 3배 이상의 차이를 보였다. 8. 찰보리쌀 제품 42종 중 찰성순도가 높은 제품이 13종, 찰성과 메성이 혼합된 제품이 26종, 완전 메성인 제품이 3종이었으나, 찰성순도와 이들의 가격 간에는 관련이 없었으며 오히려 찰성순도가 낮은 제품이 비싼 경우도 있었다. 9. 메보리쌀 제품 34종 중 표시가 잘못된 찰성 보리쌀 제품이 1종 있었고, 찰성과 메성이 혼합된 제품이 2종 있었다. 10. 보리 엿기름제품 30종의 평균 효소력가는 131oL로 낮은 편이었으며 150˚L미만의 품질이 낮은 제품이 절반이상이었다. 11. 보리 엿기름의 효소력가와 제품가격 간에 관련이 없었으며 오히려 품질이 낮은 제품이 비싼 경우도 있었다.

The purpose of this paper is to make better suggestions such as how to improve the labor-management cooperation and how to establish the efficient occupational safety & health law through studying the labor-management cooperation system in the occupational safety & health.

The snow melting system by electric heating wires which is adopted in this research is a part of road facilities to keep surface temperature of the road higher than freezing point of water for melting the snow accumulated on it. The electric heating wires are buried under paved road at a certain depth and operated automatically and manually. Design theory, amount of heating, and installation standard vary according to economic situation, weather condition, installation place and each country applying the system. A main purpose of this study is figuring out the appropriate range of required heat capacity and installation depth and pitch for solving snowdrifts and freezing problems with minimum electric power consumption. This study was performed under the ambient air temperature(-2℃, -5℃), the pitches of the electric heating wires(200 mm, 300 mm), heating value(250 W/m2, 300 W/m2, 350 W/m2).

본고는 眉巖日記에 나타난 敎育 및 科擧制度의 실상에 대하여 살펴보았다. 眉巖은 학자로서의 자세와 교육목표가 분명하였다. 특히 교육의 중요성 강조와 함께 당시의 학풍을 쇄신시키고자 노력하였다. 그러므로 그는 학문의 자세와 공부 방법, 그리고 교육방침을 분명하게 제시하고 있다. 眉巖日記를 보면, 鄕校, 四學, 成均館 등에서의 입학시험과 인원, 學令, 강의와 시험과목, 시험시기와 성적 평가 등 敎育과 관련된 제반사항, 그리고 응시자격, 錄名과 保單子, 응시 인원, 試官의 擬望과 資格, 試題의 出題와 採點, 科場에서의 감독과 부정행위 등 科擧와 관련된 구체적인 사항들이 기록되어 있어 당시의 교육제도와 과거제도를 검토하는 데 중요한 사실들을 알려주고 있다. 그런데 眉巖日記에 기록된 것을 보면, 특히 과거제도에 있어서 감독을 소홀히 하고 부정행위가 만연하여 상당히 문란하였음을 알 수 있다. 眉巖은 弘文館에서 관직생활을 주로 했기 때문에 교육과 과거와 관련된 일에 관여하였다. 그러므로 교육 및 과거 시행에 있어서의 여러 절차와 문제점을 직접 파악할 수 있었다. 따라서 다른 어떤 기록보다도 당시의 교육 및 과거제도에 대하여 충실한 기록을 남길 수 있었다. 그런바 眉巖日記는 16세기 후반(특히 宣祖 초년)의 교육 및 과거제도의 실상을 파악하는데 귀중한 자료로 평가된다.

기존의 정수처리 공정인 응집 침전 과정을 대체하여 분리막을 이용한 상수처리 시스템의 개발을 목적으로한다. 따라서 4가지 형태의 정수처리 공정과 분리막의 분획 분자량을 변화시켰을 때 막 투과수의 변화와 안정적이며 높은 투과수를 얻기 위해 필요한 운전 조건의 최적화를 실험하였다 실험결과 한외여과막이 정밀여과막보다 막 투과수 감소경향이 완만했으며 초기 투과수 회복율은 더 높았다. 수질 분석의 결과 한회여과막이 정밀 여과막보다 우수하였지만 전처리에 의한 차이는 나지 않았다. 운전 조건에 따른 flux 는 온도, 선속도가 높을수록 압력이 낮을수록 flux 감소율이 적은 경향을 나타내었다.

This study aimed to provide preliminary data for the improvement of the tree doctor qualification test (first written test), which was newly created by enforcing the Forest Protection Act on June 28, 2018., The high demand for system improvement accelerated this study. The results were analyzeds through literature and questionnaire surveys. Writing test questions and the license of the tree doctor qualification exam are currently managed by the Korea Forestry Research Institute, and it is deemed that the test should be entrusted to Human Resources Development Service of Korea for fair and transparent management. Additionally, the plan for the improvement of the subject-wise scope of examination questions writing, difficulty of test questions, and acceptance rate of the first test should be prepared after public hearings or seminars related to the examination questions.

세계 각국은 기후변화에 대응하기 위한 노력의 일환으로 재난관리시스템의 고도화를 활발히 전개하고 있다. 이러한 관점에서 특히, 문화재는 상대적으로 희소적 가치를 가지고 있고 재난에 대한 취약성이 높은 자산으로서, 효과적인 재난관리를 위한 시스템 구축의 필요성이 더욱 절실하다. 효과적인 문화재 재난관리시스템 구축을 위해서는 문화재 재난관리 관련 기초정보가 요구되는데, 이에 대한 체계화가 미흡하고 정보가 매우 빈약한 실정이다. 이에 본 연구에서는 효율적이고 체계적인 문화재 재난관리시스템 구축을 궁극적 목표로 설정하고, 이를 위해 관련 연구 및 정책동향을 종합적으로 분석하고, 주요 사례를 중심으로 시사점을 고찰하여 시스템 구축의 당위성을 검토하는 한편, 현황진단을 통해 시스템 구축의 기본방향을 설정함으로써 효과적인 시스템 구축을 위한 기반을 마련하고자 하였다.

The total electron content (TEC) using global positioning system (GPS) is analyzed to see the characteristics of ionosphere over King Sejong station (KSJ, geographic latitude 62°13′ S, longitude 58° 47′ W, corrected geomagnetic latitude 48° S) in Antarctic. The GPS operational ratio during the observational period between 2005 and 2009 is 90.1%. The annual variation of the daily mean TEC decreases from January 2005 to February 2009, but increase from the June 2009. In summer (December-February), the seasonal mean TEC values have the maximum of 26.2 ± 2.4 TEC unit (TECU) in 2005 and the minimum of 16.5 ± 2.8 TECU in 2009, and the annual differences decrease from 3.0 TECU (2005-2006) to 1.4 TECU (2008-2009). However, on November 2010, it significantly increases to 22.3 ± 2.8 TECU which is up to 5.8 TECU compared with 2009 in summer. In winter (June-August), the seasonal mean TEC slightly decreases from 13.7 ± 4.5 TECU in 2005 to 8.9 ± 0.6 TECU in 2008, and the annual difference is constantly about 1.6 TECU, and increases to 10.3 ± 1.8 TECU in 2009. The annual variations of diurnal amplitude show the seasonal features that are scattered in summer and the enhancements near equinoxes are apparent in the whole years. In contrast, the semidiurnal amplitudes show the disturbed annual peaks in winter and its enhancements near equinoxes are unapparent. The diurnal phases are not constant in winter and show near 12 local time (LT). The semidiurnal phases have a seasonal pattern between 00 LT and 06 LT. Consequently, the KSJ GPS TEC variations show the significant semidiurnal variation in summer from December to February under the solar minimum between 2005 and 2009. The feature is considered as the Weddell Sea anomaly of larger nighttime electron density than a daytime electron density that has been observed around the Antarctica peninsula.

The need to have the effects of horticultural therapy as a scientific treatment according to horticultural therapy processes progressed by the therapist's intentions and to have horticultural therapist acknowledged as a special occupation has been recognized. Consequently, this study has been performed in hopes of specialty enhancement, joint responsibility during treatment and an exhaustion solution of therapists for horticultural therapy with the execution of the "supervision" through a phased practical training system as a specialized education method of therapists. The present status of the "horticultural therapy supervision" was researched with horticultural therapists and reserve horticultural therapist as subjects and the present form was illustrated, and the method and contents of how they wanted to receive this supervision was researched through surveying. Also, whether there is a difference in administrative, educational, and supporting horticultural therapy supervision and overall horticultural therapy supervision according to the horticultural therapist and reserve horticultural therapist group, horticultural therapy(main treatment) experience, horticultural therapy performance degree, horticultural therapist foster curriculum type.
