본 연구는 새터민의 한국사회에서의 소외와 적응문제 그리고 새터민 선교가 잘 이루어지지 않는 이유에 대한 문제제기로부터 시작되었다. 그동안 새터민의 국내정착문제는 새터민을 대상으로 한 지원과 그에 따른 그들의 변화만을 탐색해왔기 때문에 쉽지 않았다. 그래서 이 문제를 해결하기 위하여 한국 사회일원 모두가 새터민과의 상호관계 속에서 사회공동체 측면으로 접근할 필요성이 대두되었다. 먼저 국내 정착과정에 있는 새터민과의 통합을 위한 기초를 놓기 위해서는 내국인과의 차이점과 유사점을 명쾌하게 확인하는 작업이 필요하였다. 이는 상호간 공감을 불러일으킬 수 있도록 이질성은 동질성의 회복차원에서 이해되어야 하고, 차이는 공존을 발생하는 원인으로서 받아들여야 함을 전제로 한다. 이것은 새터민만을 문제의 대상으로 삼는 것이 아닌 한국 사회 구성원들도 문제 대상의 입장에 있다는 것을 의미한다. 이러한 인식은 사회복지 면에서는 통합적인 사고에서, 선교적인 면에서는 통전적인 사고에서 출발하는 것이다. 이러한 가정 하에서 본 연구는 새터민의 삶의 질과 신앙에 영향을 주는 요인이 무엇인지를 살펴보기 위하여 설문조사를 활용한 양적연구방법을 시행하였는데 개인특성, 환경특성, 개인과 환경의 상호관계 특성에 따라서 비교분석하였다. 각 특성들의 차이 그리고 삶의 질과 신앙의 차이는 t 검증과 일원변량분석(one way-anova), 각 특성들이 삶의 질과 신앙에 미치는 영향은 회귀 분석(Regression Analysis)등의 통계분석을 활용하였다.그리고 선교에서는 복지로서의 사회구원과 신앙으로서의 영혼구원이 같은 개념이 아니며, 양자가 혼합된 요소도 아니며, 별도의 통전적인 새로운 요소임을 알 수 있었다. 즉, 신불신을 막론하고 사회복지적 지원은 공히 이루어져야 하지만 그것이 신앙의 모든 것이 아니기 때문에 선교는 이와는 별도로 이루어져야 한다. 또한 새터민 자신의 문화성이나 긍정성은 기독교의 복음적 신앙을 세울 수 없으며, 오히려 사회적 지지와 종교적 의지가 기독교 신앙을 견고히 하는데 필수 요인임이 확인되었다. 결국 새터민에게 가족과 사회적 구성원의 정신적 지지가 안정적으로 국내 정착하는데 가장 중요하며, 여기에 그들의 기독교 복음의 수용은 삶의 질과 신앙에 모두 긍정적 시너지 효과를 가져왔다. 따라서 통전적 새터민 선교가 효과적으로 되기 위해서는 복지는 복음 안에서 이루어질 때 삶의 만족도가 극대화 되었고 새터민을 사회 일원으로 굳게 세워짐을 알았다. 내국인과 상호관계에 두터운 새터민은 향후 북한선교에도 크게 기여하게 될 것이다.

This study has started to pose problems about Saeteomin’s alienation and adaptation in the Korea society and unsuccessful mission work for Saeteomin. Saeteomin’ ssettlement problem has not been easy, because only the financial support for Saeteomin and the changes it hasbroughttothemhavebeenfocusedandrevieweduntilrecently.Therefore, in order to resolve this problem, the need for all members of the Korean Society to approach the problem through the mutual relationship between the Saeteomin and community has emerged.First, it is necessary to confirm explicitly the differences and the similarities between the locals and Saeteomin who are in the process of settlement in order to bring the foundation for unification. In order for this to stimulate mutual consensus, heterogeneity should be understood in terms of homogeneity and the difference should be accepted as the cause of coexistence. This means that it is not the problem only for Saeteomin, but also for all members of the Korean society. This perception starts from integrative thinking in terms of social welfare, and from wholistic thinking in terms of missionary work. Under these assumptions, this study, in order to figure out what influences Saeteomin’s quality of life and faith, used quantitative methods with surveys and compared accordingly to personal quality, environmental characteristics and the mutual relationship between the individual and environment. A t-test and one way ANOVA were used to measure differences of each attribute, and the difference in the quality of life and faith, and statistical analysis tools such as Regression Analysis were used for measure the influences of attributes on the quality of life and faith. In missionary work, the concepts of the social salvation as welfare and the soul salvation as faith are not same. Two concepts do not exist in mixed forms but form a new wholistic element. Regardless of faith, support as social welfare should be provided. However, because the support is not everything in religion, it should be separate from missionary work. Also, it has been confirmed that Saeteomin’s own culture value and postiveness do not bring the Christian faith, but instead that social aid and religious support are necessities to solidify the Christian faith. Eventually, to Saeteomin, the stable settlement of family and society members’ mental upport are very important and their acceptance of the Christian faith has brought a positive synergy effect to both the quality of life and faith. Therefore, in order to be effective and wholistic mission for Saeteomin, the welfare should be established in the Christian faith, which will maximize the satisfaction and help Saeteomin to settle firmly as a member of the society. Saeteomin with a strong mutual relationship with local people will also influence the outcome of the upcoming North Korea missionary work.
