        The objective of this study is to improve safe execution of the management plan in Construction Technology Promotion Act. This research addresses the issue how to prevent the collapse of facilities under construction and after completion, improve the examination system, and execute Improvement of Safety Management Plan. To achieve this goal, research providing insights into understanding the ways in which creating and presenting safety checks and deploying safety training measures effectively is imperative.

        Due to increased demand for remodeling and repair in construction market in recent year, the usage of horse scaffold is increasing in the indoor finish works. Injuries related horse scaffold are mainly caused by poor installation or of careless handling of scaffold. Approximately 300 workers are injuried at construction site every year, it is accounting for about 1.5% of the total construction sector and has increased on a year-to-year trends. But the main contents between national standards and speccifications related to the manufacture and usage of horse scaffolds are mutually inconsistent, In particular, the rules on occupational safety and health standards are the basis for the prevention of industrial injuries, there is no explicit application being made to the horse scaffold commonly used on construction sites. The purpose of this study was to analye the manufacture and usage situations in order to reduce construction injuries that occur at the horse scaffolds. It will be utilized the results of the analysis as the basis data for unifying the major domestic standards and specifications associated with the manufacture and usage of horse scaffold.

        This study of small & Medium-Sized construction sites construction disaster prevention technology conduction-site visits from the map results report by the inspector on-site advice and technical guidance for the analysis of deficiencies and potential construction of disaster revealed the potential factors causing an accident as follows. As a results, Should not be a once a month visits. Therefore should be changed at least twice a month to help prevent accidents of this system is to be judged.

Context of construction accident causes with construction accident rate relationship analysis and case analysis of technical guidance, through a survey of stakeholders in the technical guidance drawn the problems of the construction accident prevention technical guidance system and ways to improve on this.

        1993년 수립된 국가기간간선도로망 계획(7×9)에 따라 추진되어온 우리나라의 국토간선망 건설은 국민 의 교통애로 해소와 경제성장 및 지역 균형 발전에 크게 기여하여 왔다. 그러나, 최근 들어 사회의 요구가 사회복지 등에 초점이 맞추어지면서 도로건설을 둘러싼 주위환경은 더욱 엄격한 경제적 타당성을 요구하 고 있다. 이러한 사회적 분위기에 따라 국토간선도로망이라 할지라도 과거와 같이 고규격 도로인 고속도 로 건설만으로는 소기의 성과를 달성하기 어려워지고 있으며, 다양한 사업추진 방안 마련이 필요하게 되 었다. 따라서, 본 연구에서는 지역주민의 요구사항을 반영하면서 기존 국도를 활용하여 국가기간망을 건 설함에 따른 효과를 분석하고자 하였다. 국토간선망 중 동서5축의 일부에 해당하는 증평~괴산 구간을 대상으로 고속도로 건설시와 기존 국도를 활용한 자동차 건설시의 공사비, 용지비, 부대비 등의 사업비를 비교하였으며, 지역주민 설문조사를 통해 지역주민이 요구하는 간선도로 수준에 대하여 조사하였다. 연구 결과, 고속도로 건설시 42.7km에 16,914 억원에 이르는 공사비는 자동차전용도로 건설을 통해 1,295억원으로 절감이 가능하였으며 지역주민들은 통행료가 없는 자동차전용도로 건설을 더욱 선호하고 있는 것으로 나타나 향후 국가기간망 건설시 교통수 요가 적은 오지 지역의 경우 기존 국도 활용을 적극적으로 검토하는 것이 필요할 것으로 판명되었다.

        Many fatal and non-fatal injuries occurred as a result of unexpected falls from horse scaffolds during structural or finishing works such as painting, plastering, or plumbing. Therefore, this study is to improve safety standards for horse scaffolds used mostly in the interior finishing works. But hazard elements for the horse scaffolds has not been specifically identified. This study has analyzed the accidents of horse scaffolds to prevent construction accidents and the characteristics of a serious accidents related the horse scaffolds. It was suggested a safety management plan and a group of accidents characteristics. The results of this study are expected to be utilized as basic data for prviding a reference related to the horse scaffolds and to be unified the regulations associated with the horse scaffolds.

        본 연구는 부산광역시의 ‘해양수도21 기본계획’의 분야별 목표를 확인하고, 선행연구와 지역언론을 통해 각 분야에 대한 현 실태를 평가하는 것을 목표로 했다. ‘해양수도 건설’ 계획의 5개 중점 전략을 평가하기 위한 분석틀은 구조적 관점과 제도적 관점으로 설정하였고, 이를 통해 자료들을 정성적으로 평가했다. 분석결과, 항만인프라 구축 분야에서는 항만의 환경과 안전기준, 다원화된 항만관리기관간의 협의회가 필요하였다. 해양수산 분야에서는 저개발 어장의 재정 비, 단계별 산학협력 장려가 요구되었다. 해양문화·관광분야는 축제와 공간을 연계한 관광코스 개발, 역사와 현재가 조화된 관광자원의 개발이 필요하였다. 그리고 해양인력·정보 분야는 해양클러스터 실무진 협의회 개최, 일자리 수요 를 반영한 인력양성이 요구되었으며, 해양경제 분야는 해양금융 관련 기관의 협업을 위한 운영방식 개발, 해운거래소 설립과 해양펀드 운영 등이 필요하였 다. 본 연구는 해양수도 건설계획에 대한 외부평가 자료를 정성적으로 파악하 였으며, 향후 명확한 데이터를 토대로 한 정량적인 분석도 필요한 것으로 판단 되었다.

        The effect of weir construction (2009~2011) was investigated on algal bloom dynamics and surrounding conditions in the Youngsan River by analyzing the long-term (2001~2014) data provided by the Water Information System, Ministry of Environment. The data include chlorophyll a and water properties such as total suspended solids (TSS), ammonium (NH4 +), nitrate (NO3-), orthophosphate (PO43-), total nitrogen (TN), total phosphorus (TP) and DIN/DIP molar ratio collected from 12 stations along the channel of the river. Temporal variations were examined using data collected monthly from 2001~2014 and Box-Whisker plot was used to examine the difference in algal bloom dynamics between before (2006~2008) and after (2012~2014) the weir construction. Pearson’s correlation analysis was also used to analyze the correlation of parameters. The results showed that TSS affecting water turbidity increased during the construction but decreased especially at the stations located in the upper and middle regions of the river after the construction. Ammonium concentrations increased whereas the concentrations of other nutrients decreased after the construction inducing an increase in N:P molar ratio. Chlorophyll a decreased suddenly during the construction but increased clearly after the construction at the stations where TSS decreased. This indicates that algal blooms can develop in the Youngsan River due to a decrease in turbidity that increases light penetration in water column although the concentrations of nutrients such as orthophosphate were reduced after the weir construction.

        To secure water resources, dams are normally constructed on the upper - middle part of streams, and it generates physical disturbances such as habitat alteration and stream fragmentation. Such construction can restrict movement of aquatic organisms, especially for freshwater fish which is one of top predator in aquatic ecosystem, and cause genetic fragmentation and community change. In this study, to investigate impact of habitat alteration after dam construction on freshwater fish, we monitored fish community changes, and compared fish fauna between dam reservoir and inflows. Additionally, movement characteristics and habitat boundaries of four species were identified by radio telemetry method. The study was conducted in the Gunwi Dam which was constructed in December 2010. Radio telemetry was applied to Pungtungia herzi, Zacco platypus (living lotic and lentic), Silurus asotus (lentic preferred species) and Zacco koreanus (lotic preferred species). The number of species was remarkably decreased (4 family, 10 species) comparing with before the dam construction (7 family, 15 species). Specifically, Coreoleuciscus splendidus, Niwaella multifasciata, Liobagrus mediadiposalis, Coreoperca herzi and Odontobutis platycephala that inhabit in the lotic environment were not collected in the study area. A total of 8 species were caught in both the dam reservoir and tributaries except 2 species (C. auratus and S. asotus). Sorenson’s similarity between the reservoir and its tributaries was high (0.842). All of the radio tagged species stayed in the reservoir except S. asotus which moved to the tributary. These species mainly utilized the shallow littoral zone as a habitat. These results could be useful as a baseline data for efficient management of fishes in lakes.

        본 연구는 건설행정제재처분의 특성과, 행정제재처분이 건설업 전반 및 개별기업에 미치는 영향에 대하여 실증분석을 하였다. “건설산업은 제도산업 이다”라는 말이 있듯이 행정제재처분이 건설업에 미치는 영향은 여 러 모습으로 나타나고 있다. 이러한 제재처분의 효과를 분석하고 보다 효과적인 대안을 개 발하여 정책제안을 하는 것이 본 연구의 목적이다. 건설 관련법과 관련한 논의 와 판례를 살펴보면, 학술적 주장의 기조는 ‘법의 과잉’ 문제와 법과 제도가 건설산업의 선진화를 가로막는 가장 주된 장애요인의 하나로 논의되고 있으 며, 이러한 법과 제도를 혁신하는 것이 선진화를 촉진하는 길이라 여기고 있다. 한편 판례 의 태도는 현존하는 법질서를 존중하고, 그 해석에 있어서도 문리적 해석에 그치고 있음을 알 수 있다. 현재 건설제도에 관한 법이 너무 많은 것은 사실이다. 물론 법의 과잉여부를 판정할 객관 적 기준이 있는 것은 아니나, 우리나라 건설법제의 경우 다른 산업분야에 비해 상대적으로 많다는 것을 부인하기는 어렵다. 각 법률 간의 구조도 서로 얽혀있어 건설법무전문가라도 이를 모두 알기에는 어려움이 크 다. 건설산업의 선진화와 국제경쟁력 확보라는 차원에서 처벌규정에 의존하고 있는 법체계 에서 탈피하여 체계적인 법제도의 정비가 필요한 시점이다.
