본 연구는 사회복지조직의 정부보조금 현황 및 실태를 고찰함으로써, 사회복지재정의 문제점과 개선방안을 도출하는 데에 목적이 있다. 이를 위해 사회복지조직 중 대표적인 종합사회복지관, 노인복지관, 장애인복지관의 세입 및 세출을 살펴봄으로써, 사회복지조직의 정부보조금 현황 및 실태를 조사하였다. 또한, 기존 문헌연구들을 통해서 사회복지재정의 문제점과 개선방안을 도출하였다. 사회복지조직에 대한 정부보조금의 현황을 살펴보면, 종합사회복지관의 경우 전체 예산에서 정부보조금 비율은 29.9%로 나타났고, 노인복지관의 경우 전체 예산에서 정부보조금 비율이 65.9%로 나타났고, 종합사회복지관의 경우 전체 예산에서 정부보조금 비율이 75～79%로 나타났다. 이런 결과를 통해서 사회복지조직 중에서 장애인복지관이 가장 많은 정부보조금을 받고 있으며, 그 다음으로 노인복지관, 종합사회복지관의 순으로 나타났다. 이것은 사회복지조직에서 정부보조금 비율의 차이가 매우 크다는 것을 의미하고 있다. 즉, 종합사회복지관은 노인복지관이나 장애인복지관에 비해 재정적 어려움이 크며, 기부금 및 후원금 확보를 위한 노력을 더욱 발전시켜야 한다는 것을 의미한다. 사회복지재정의 운영체계 개편의 필요성이 제기되고 있는데 첫째, 중앙정부내에서 분산된 정책추진체계로 인한 국정관리차원의 정책조정이 미흡하며, 둘째 중앙과 지방정부간 수직적 정책집행의 병목현상으로 인해 복지서비스 전달체계에 비효율성이 존재하며, 셋째 지방정부간 복지서비스 수요 및 정책대응능력의 지역간 격차가 심해지고 있고, 넷째 복지예산 결정 및 배분과정에서 수요자 참여와 지방자치단체의 기획이 미흡하며, 다섯째 복지계획과 재정기획의 연계가 미흡한 실정이다. 따라서 이제는 성과중심 복지재정운영체계 구축이 필요하며, 이를 위해서는 첫째, 복지수혜대상자들에 대한 기본욕구조사와 단계별 재정 계획 수립 및 민간단체 참여활성화를 위한 재정지원과 성과 공개 등의 수요자 중심의 복지재정 운영 원칙을 설정하며, 둘째 지방의 복지기회 기능강화를 위한 광역자치단체 중심의 포괄보조 확대와 집행단계에서의 보조금에 대한 재량 확대 등의 성과중심의 이전재정 체계를 구축하며, 셋째 재정원칙에 따른 국가와 지방의 책임 구분 등의 중앙지방간 복지재정 기능을 조정해야 한다.

A institute developed Quality Assurance(QA) program for nuclear R&D projects to meet the demands of its customers' requirements for recognized quality standards and nuclear industry accepted practices. It was implemented by project quality assurance plan as a new process. This paper is designed to introduce the process of establishment and execution of nuclear quality assurance programs for R&D as a case study. This QA program can be used as a reference to other organization on implementation of QA for R&D projects.

현대의 고도화된 첨단기술로 인해 누구나가 전자상거래나 인터넷뱅킹 등을 할 수 있게 되면서 개인의 금융정보와 신용정보는 전자화되어 종합적이고 체계적으로 수집, 가공, 처리할 수 있게 되었다. 그러나, 단순히 일반적인 개인인식정보가 아니라 보험가입과정 등에 제공되는 개인의 건강정보나 신용정보가 공개되는 경우 개인에게 훨씬 심각한 영향을 미칠 수 있으며, 더욱이 그 정보가 불법적으로 유출되거나 악용되는 경우 그 개인 뿐만 아니라 국가 사회적으로 심각한 문제를 일으킬 수 있다. 이에, 금융회사 특히 보험회사가 취급하는 개인정보는 개인의 건강상태나 신용에 관한 사항을 담고 있는 중요한 정보로서 보호될 필요가 있다. 즉, 앞으로도 자본주의가 고도화 되면 될수록 이와 같은 각종 정보기술을 이용한 개인의 신용정보나 금융정보의 불법사용이나 유출 등에 따른 다양한 문제가 발생할 수 있으며, 그에 따른 분쟁이 양상도 복잡하고 다양하게 전개될 것으로 보인다. 이와 관련해, 보험사업자는 당해 기관의 영업행태, 개인신용정보 활용 정도 등을 고려하여 개인신용정보 관리보호정책을 수립하고 이의 실행을 담보할 수 있는 구체적인 지침과 체제를 구축할 필요가 있는 것이다. 한편, 보험사업은 통신판매사업이나 방카슈랑스(Bancassurance)사업 등 그 사업의 형태에 따라 은행 등 타사업자와 정보의 교류가 활발하게 이루어질 수 있는 사업분야의 하나로서 고객개인정보의 보호와 더불어 그 정보의 활용문제 또한 부각될 수 있는 분야이다. 즉, 현대 정보통신기술의 발달로 인해 사업자들이 개인정보를 보다 쉽고 광범위하게 수집하고 처리할 수 있게 하게 됨에 따라 그 수집처리 과정에서 발생할 수 있는 개인정보의 유출 등을 방지하는 등의 개인정보보호의 필요성이 중요하게 부각되는 반면, 현대 자본주의 시장경제에서 그 정보를 보다 다양하고 원활하게 이용 활용할 수 있는 방안도 함께 연구될 수 있는 것이다. 자본주의 경제의 보다 원활한 성장과 발전을 위하여는 개인정보보호에 못지 않게 개인관련정보를 합리적인 범위 내에서 그 접근, 저장 및 이용 내지 활용할 수 있도록 함으로써 신용정보의 효율적 이용과 그 보호의 문제를 조화시킬 필요가 있는 것이다. 이를 통해 개인정보를 이용한 보험산업 등 각종 관련 산업의 발전과 더불어 개인정보보호라는 중요한 가치가 상호 공존할 수 있는 길을 모색해 볼 수 있다.

탐구는 학교과학에서 지속적으로 강조되어 왔다. 하지만 학교에서 주어지는 문제는 학생들이 일상생활에서 경험하고 부딪치는 문제들과는 여러 면에서 다르다. 본 연구의 목적은 학생들이 문제에 대한 인지도식을 거의 갖고 있지 않을 때, 과제에 대한 태도와 사고력이 문제해결과정, 특히, 문제공간의 형성과 정교화에 어떻게 영향을 미치는지를 알아보는 것이다. 이를 위하여 연구자는 미국의 한 영재센터 여름방학 프로그램 중 4-6학년 영재학생 대상 '레고 로봇 수업'에 참여한 학생들의 문제해결전략을 추적하였다. 결과는 다음과 같다. (1) 과제의 선택과 파악방법, 작동자에 대한 인식의 차이 등 과제에 대한 태도는 서로 다른 문제공간을 형성하게 하였다. (2) 분석적 사고, 융통성, 효율적인 정교화 기술, 기존 인지도식의 적용 등의 사고력의 수준 차이는 문제공간의 정교화 차이와 문제해결의 성공여부로 이어졌다. (3) 초기의 문제공간의 차이는 문제해결전략의 형성 차이를 가져왔지만, 사고력 없이는 효과적인 문제해결전략의 정교화가 이루어지지 못하였다. 마지막으로, 위의 결과를 바탕으로 과학탐구를 증진시킬 몇 가지 사항이 제안되었다.

In the end of August 2008, atrocities against Christians of Khandamal district of Orissa state in India occurred by Hindu mobs driven by Bajrang Dal, the youth wing of Hindu World Council: 59 people were killed, 18,000 were injured and 159 churches were damaged, along with 4,400 houses. Apparently, this communal violence was erupted from the antipathy of Hindu nationalists towards conversion movement of Christian missionaries. Yet, inwardly, the poor Khands tribe felt jealous of rich Panas tribe after being converted to Christianity. The Bajrang Dal attempted to take advantage of such communal tension for the political purpose of taking seats in the upcoming 2009 general election. Communal violence happens dime a dozen in India. Yet, recently, the target of Hindu nationalists was directed to Christians in the tribal areas of Orissa rather than to Muslims, previously the major enemy of Hindus. The reason was the steep increase of Christians in this district due to missionary activities. The leaders of Hindu nationalists were in the grip of fear and vented their anger over this issue. According to the ideology of Hindutva(Hinduness), Indian nation has to be necessarily a Hindu nation and the Hindus alone are the true sons of the soil. Moreover, the non-Hindus are a menace, the polluted to be purged, if they would not be assimilated to Hindu way of life. The feature of nationalism of K. Hedgewar of Rashtriya Swayamsevak Sangh was cultural nationalism which elevated India to the goddess of motherland. From the perspective of Hindutva, the conversion of Hindus to non-Hindu religion is an anti-national activity, thus, they should put it down by all possible means. Likewise, the communal ideology of the Hindu nationalism is exclusive, chronical, and subjected to violence. In this regional context, Christian missionaries should respect Hindu gods and goddesses and understand their faith and Hindu nationalism rather than villify them. In order to avoid unnecessary clash, it is recommendable for Christians to involve in inter-personal evangelism and establishing house churches rather than in building churches and institutions. Missionaries should encourage the local Christians to be financially independent so that Christianity can be presented as a genuine spiritual religion. Urban middle class Hindus should be the target of missionaries, moving from the previous lower strata of Hindu society.

우수한 교원을 양성하는 일은 국가적인 과업이 아닐 수 없다. 따라서 우수한 예비교사 인력을 확보하고 교육시키며, 임용제도를 개선하기 위해 정부에서는 많은 노력을 기울여 왔다. 그럼에도 아직도 예비교사 과잉공급, 프로그램의 전문성 미흡, 교원의 현장 적응력 부족, 미흡한 교수 확보, 교육여건 및 지원체제 미흡 등 숱한 문제가 제기되고 있다. 이러한 문제를 해결하기위해 그 동안 양성체제 개편에 관한 여러 방안들이 제시되었으나 아직도 논의 과정에 있는 것들이 많다. 앞으로 중등교원 양성교육의 발전을 위해서는 교육기간을 연장하고, 목적형과 개방형을 절충한 경쟁적 시스템을 구축하는 동시에, 임용 개선을 비롯한 관련 교원정책 추진이 필요하다. 이러한 방향 아래 양성인원 자율 조정, 프로그램의 특성화·전문화 강화, 교육실습 강화, 우수 교수요원 확보, 그리고 교육여건 개선 등이 지속적으로 이루어져야 할 필요가 절실하다.

As Samuel Huntington has asserted, this world suffers from tension and conflicts between diverse cultures. According to Paul Tillich, the core of culture is religion. There is no clear understanding of culture without appropriate understanding of religions. There has been a long history of tension between Christianity and Islam, although the two have the same Abrahamic tradition. Afghanistan began its Islamic tradition in the 18th century in the Pashtun tribe in the area of Kandahar. A Korean short-term mission team sent by Saem Mul Church was kidnapped by the Taliban armed troops. Two members of the team were then killed by the Taliban in July 2007. The rest of them were released after negotiations between the Korean government and the Taliban were made. Koreans had different opinions about the short-term mission team sent from the Saem Mul Church in the city of Sung Nam, Korea. Some people rebuked them. Others kept silence. Some churches encouraged them. In this critical situation, the Korean Church was embarrassed. This study attempts to offer some suggestions to help the Church overcome this crisis by providing missiological insights based on evangelical mission theology. First, missions need to be carried out according to the promise and the commission revealed in the Scripture. Second, missions should be implemented with the guidance of the Holy Spirit through the prayers of the church. Third, missionaries need to understand the various cultural situations of the area where they are called to serve. Fourth, churches and missionaries should be one in Jesus Christ as the doctrine of the Trinity states. Fifth, mission groups need to put a holistic mission into practice as Jesus Christ exemplified in His time on earth. Sixth, mission groups need to be free of an imperialistic paradigm in the age of postcolonialism. The Korean Church has to repent of negligence and pride over underdeveloped countries since it has become materially affluent. The Church needs to be incarnational in terms of attitude and holistic in terms of ministry in order to help the people to become Christians in a non-Christian world like Afghanistan. The blood shed by the two Korean short-term missionaries in Afghanistan will produce an indigenous church in the Islamic country because the blood of martyrs are the seed of the church as maintained by Tertullian in his Apology.

Diakonia means serving neighbors through sharing and healing in their place what we can do. Spiritual worship in church is accompanied by serving neighbors as reasonable, sensible and logical service because liturgy is integrated with man and work as Ancient Greeks. In other words, it means public work. Because worship is common public work and service for the world, true worship must be accompanied by true service. For its service, dual ministry types, or the Service of the Word and the Service of response to the Word must be carried out rightly. To the effect of this, We can say that the history of the church has been a series of an effort for its mission. In this paper, we present missionary works, after historical examination, centering around important persons, system and accidents, making the representative services a main subject in order to easily understand the overall direction of Diakonia on the western churches. The First Church evaluated relief works highly, activated Diakonia, but has a risk of distorting the Gospel, relating to salvation indirectly in its ideological background, by teaching retributive justice. Also, The First Church failed to reach the social structural service. therefore, one of the evil practices, slavery has been recognized as it was. Since the Reformation, Martin Luther criticized an Indulgence and a mistake of charity. Because he didn't regard relief facilities as a direct work of the church, but its management and responsibilities as the government, he was more interested in establishing the theology than practicing the charitable work and Diakonia. On the other hand, John Calvin looked upon relief facilities which are independent of the government ideal. Because neighborly love was originated from faith, Christians accepted neighbors as an object of serving. Diakonia must begin from self-denial and sacrifice. To save the people in the lurch, He institutionalized a deacon. The campaign of settlement house in the nineteen century established settlement house for the poor with two purposes to become a friend of settlers. The campaign of settlement house in England has been religiously influenced. On the disaster of Westminster Cathedral, Vicar Barnett rent a slum in London and made a volunteer living with some students. The first settlement house in America stemmed from Neighborhood Guild of New York City founded by Stanton Coit in 1887. Christians welfare service organization, “Inner Mission” was founded by Johann. H. Vichern. Since the middle part of nineteen century, they found out a social cause of poverty, disease, and problems. To get rid of this cause, they maintained to improve the social structure. Before the industrialization, they thought the cause of the poverty and deficiency naturally and personally. Since the Industrial Revolution, due to the low wages, exploitation, and industrial disasters, many labors became a low class in quantity. They set up a recognition not to solve the poverty, disease, deficiency and troubles with an individual relief. This recognition influenced the church and was embodied in twelve century. Social Gospel campaign, Religious Socialism campaign or Responsible Society from Ecumenical Society have advanced in the direction of Diakonia into the reform of social structure.

미국에서 많은 특허개혁과제들이 계속하여 입법화에 실패하여 온 이유는 다양한 특허개혁과제들에 대한 우선 순위를 설정하는 도구가 없었기 때문이다. 차별적인 충격법은 다양한 특허개혁과제들에 우선 순위를 설정하는 유용한 도구이다. 차별적인 충격법은 나쁜 특허에 대하여만, 혹은 나쁜 특허에 대하여 더 충격을 가하는 특허개혁과제를 우선 입법하여야 한다고 말한다. 우리나라에서도 차별적인 충격법은 유용한 도구가 될 수 있다. 많은 특허개혁과제들에 대하여 차별적인 충격법을 적용하면, 입법의 우선 순위를 설정할 수 있다. 차별적인 충격법은 좋은 특허와 나쁜 특허의 구별에서 유래한다. 이러한 구별은 내용 면에서의 구별이다. 내용 면에서 접근하는 특허개혁 과제가 우선 순위일 가능성이 높다. 특히, 특허소송의 불확실성 제거나 특허에 대한 정보접근권의 보장과 관련된 특허개혁과제가 차별적인 충격을 가하게 되므로, 입법의 우선 순위가 될 가능성이 높다.

본 논문의 목적은 한국 교정제도에서 감독을 받고 있는 외국인범죄자의 교정처우 실태를 분석하여, 향후 외국인범죄자 교정처우의 발전방향을 모색하는데 있다. 최근 교정당국은 교정처우의 대상이 되는 외국인의 양적증가뿐만 아니라 재범위험성이 높은 성범죄사범 및 경제적 궁핍에 기인한 경제사범의 증가로 인한 새로운 도전에 직면하고 있다. 그러나 이에 대한 적극적인 접근이 이루어지지 않고 있다. 이에 4가지의 과제를 제시했다. 첫째, 교정당국 및 교정직원은 외국인범죄자에 대한 이해를 높여야 한다. 둘째, 외국인범죄자 전담기관 및 전담부서의 설치가 필요하다. 셋째, 외국인범죄자 요구에 맞는 교정프로그램의 개설이 요구된다. 넷째, 외국인범죄자 취업지원프로그램의 개설이 필요하다.

The purpose of this study was to investigate the effects of different objects and target location of dominant hand on the non-dominant hand movement kinematics in a bimanual reaching task. Fifteen right-handed volunteers were asked to reach from same starting point to the different target point of right and left hand with grasping the objects of different size. Independent variables were 1) three different object types (small mug cup, name pen, and PET bottle), and 2) three different target locations (shorter distance, same distance, and longer distance than the non-dominant hand) of the dominant hand. Dependent variables were movement time (MT), movement distance (MD), movement mean velocity (MVmean), and movement peak velocity (MVmean) of the non-dominant hand. Repeated measures two-way analysis of variance (ANOVA) was used to test for differences in the non-dominant hand movement kinematics during bimanual reaching. The results of this study were as follows: 1) MT of the non-dominant hand was increased significantly when traveling with grasping the mug cup and reaching the far target location, and was decreased significantly when traveling with grasping the PET bottle and reaching the near target location of the dominant hand. 2) MD of the non-dominant hand was significantly increased during reaching the far target location, and significantly decreased during reaching the near target location with dominant hand. 3) MVmean of the non-dominant hand was increased significantly when traveling with grasping the PET bottle, and was decreased significantly when traveling with grasping the mug cup of the dominant hand. Therefore, it can be concluded that the changes of the ipsilateral hand movement have influence on coupling of the contralateral hand movement in bimanual reaching.

목적 : 본 연구의 목적은 발달성협응장애 아동에게 과제중심접근 치료가 효과적인지 알아보기 위하여 문헌 분석을 통하여 중재결과를 ICF 모델로 제시하고자 하였다. 연구방법 : 대상자는 DSM-Ⅳ 진단 기준에 따라 발달성협응장애에 해당하는 0∼12세 아동으로 과제중심 중재방법인 신경운동 과제훈련과 일상 작업수행의 인지중심 접근 두 가지에 관하여 1995년 1월∼2007년 11월까지 게재된 논문을 Pubmed와 Medline을 통해 체계적 고찰(systematic review)을 하였다. 결과 : 중재 효과는 과제중심 중재결과 자료 중 17개(62.96%)가 중재효과가 있는 것으로 분석되었다. 이중 신경운동과제 훈련 접근법에서 5개(18.52%), 일상작업수행의 인지 중심 접근법에서 12개(44.44%)가 중재효과가 있는 것으로 분석되었다. ICF 모델로 제시한 결과 신체 기능 및 구조 영역을 평가한 자료가 14개(51.85%), 활동 및 참여 영역을 평가한 자료가 13개(48.15%)로 나타났다. 그러나 중재효과는 신체 기능 및 구조 영역에서 6개(22.22%)이었던 반면 활동 및 참여 영역에서 11개(40.74%)로 분석되었다. 결론 : 과제중심접근 치료가 발달성협응장애 아동에게 효과가 있는지 알아보기 위해 체계적 고찰을 하였다. 고찰 결과 과제중심접근이 ICF model의 활동 및 참여 영역에서 더 효과가 있는 것으로 나타났다. 분석 논문 수가 8개라는 제한점이 있으나, 국내작업치료분야에서 체계적 고찰을 통해 이러한 지식을 활용하고, 임상적 사용에 대한 근거를 제시할 수 있다.

One of the issues in Korean language education is the development of effective alternatives to teach Korean language to immigrant labors. This article deals with the Korean language education for immigrant labors from the point of view of Korean language education policy. It explores the actual conditions of Korean language education for immigrant labors including its meaning and its features. It points out that Korean language education for immigrant labors changes the existing paradigm of Korean education and it has some unique features and problems that cannot be resolved by the capability which has been accumulated during the development process of Korean language education. In this paper, three alternatives are provided to develop Korean education for the immigrant labors. First, every party concerned with Korean education for immigrant labors should participate in working out the master plan. Second, existing regular Korean language education circles and Korean language education circles for immigrant labors collaborate and raise the level of cooperation. And lastly, the accessibility to Korean language education of immigrant labors should be raised.
