Approximately 95% of the world's trade moves by containers, primarily on large ships, but also on trains, trucks, and barges. The system is efficient and economical, but vulnerable. However, the rise of terrorism and the possibility that a container could be used to transport or actually be the delivery vehicle for weapons of mass destruction or high explosives have made it imperative that the security of shipping container system be greatly improved. This study proposed a trend of container security and its Countermeasures.

국제해사기구(IMO)에서 검토되는 의제들은 갈수록 다양해지고 있으면, 내용도 목적기반선박건조기준(GBS), 선체보호도료의 성능기준개발(PSPC), 선박장거리위치추적제도(LRIT) 등 세부적인 사항까지도 국제적인 표준화를 도모하고 있는 추세이다. 본 논문에서는 IMO 각 위원회의 최근 동향을 살펴보고 이에 대한 한국의 대응 및 활동현황을 조사 분석해 본 결과, A그룹 이사국 지위에 맞는 역할 수행이 아직 미흡하고 정부의 IMO 대응능력을 지속적으로 뒷받침 할 연구지원 인프라가 없는 것으로 나타났다. 이에 한국은 국가차원에서 국제해사동향에 정책적으로 접근할 필요성을 절실히 인지하여야 하며, 국제해사정책을 주도할 수 있는 국내외 인프라 완비가 필요하다고 판단된다.

사람의 인격권보호는 다양한 문제를 발생시킨다. 우선 사람의 인격(Personlichkeit)이라고 할 때 그 의미가 무엇인지 그리고 人개념과 인격개념이 서로 어떠한 연관관계에 있는지 물어보아야 한다. 그 다음으로는 누구로부터 그리고 어느 한도로 그리고 무엇으로부터 사람의 인격을 보호해야 하는지 해결해야 한다. 사회에는 많은 사람들이 함께 산다. 따라서 모든 사람들은 자신의 인격을 실현하기 위하여 같이 사는 다른 사람들의 인격 실현을 침해해서는 안 된다. 또한 공공질서의 이익도 고려해야 한다. 마지막으로 타인의 인격을 침해하는 자에 대한 제재가 무엇인지가 문제된다. 특히 금전의 손해배상책임을 부담하는지가 문제된다. 사람의 인격은 독일법에서 광범위하게 보호된다. 달성된 보호수준은 높다. 개별적인 영역에서 법발전의 내용은 유동적이다. 특히 인격권과 언론, 예술의 자유와의 관계에서는 유동적이다. 정리되지 않은 것은 물론 인격보호의 법률적 기초이론, 특히 소위 일반적 인격권에 관한 법률적 기초이론이다.

It is an important and urgent issue to improve process capability in quality control. Process capability refers to the uniformity of the process. The variability in the process is a measure of the uniformity of output. A simple, quantitative way to express process capability, the degree of variability from target in specification is defined by process capability index(PCI). Almost process capability indices are defined under normal distribution. However, these indices can not be applied to the process of non-normal distribution including reliability. We investigate current research on the process of non-normal distribution, and advanced method and technology for developing more reliable and efficient PCI. Finally we suggest the perspective for future study.
