The results of managing odor controlled areas which were the industrial complexes in Incheon area were estimated to produce the improvement methods of management those areas. The odor characteristics and the state of odor detection by questions with living citizens neighboring the area were estimated and many kinds of odors were smelt with the locations and the elapse of time. And the more effective management methods in odor controlled regions were investigated.

노인장기요양보험제도는 비전문적인 가족 요양을 계획적인 전문적 요양, 간호서비스 제공 등으로 대체함으로써 노인의 신체기능호전, 사망률 감소 등으로 삶의 질을 크게 향상하고, 요양시설에 대한 부담을 보험화해서 가족의 부양 부담을 경감하며, 여성 등 비공식 요양인의 기회비용과 노동손실을 줄여 경제적 편익과 경제, 사회 활동에 매우 필요한 제도이다. 특히 급성기 병상에서 요양병원이나 요양시설로 서비스 전달체계가 효율적으로 운용되고 무엇보다 노인의료비 절감효과가 크다. 그러나 사회복지서비스 전반에 미칠 문제로서 법제도 이분화, 포괄범위의 문제, 관리운영주체 및 전달체계 등과 같은 몇 가지 중요한 과제를 해결해야 한다. 첫째, 법제도의 이분화로 시설서비스에 있어 노인복지법과 보건의료관계법 사이에서의 문제를 해결하여야 한다. 둘째는 대상자 범위 및 관리운영 체계로 노인장기요양보험 대상자의 단계적 확대가 필요하며, 관리운영 체계는 지역사회 중심의 통합적 서비스 제공을 통해 지자체의 서비스 책임을 강화하고, 시설 및 인력 인프라의 확충을 통해 서비스 질적 수준 향상을 도모하여야 할 것이다. 셋째는 요양시설의 경영의 문제로 정부지원에 의해 운영하던 방식을 이제는 경영이라는 의식의 전환이 필요하며, 무엇보다도 시설의 운영조직을 구축해야 한다. 노인요양시설 대부분이 직계식(수직적) 조직 형태를 띠고 있는데 노인장기요양에서는 라인 앤드 스탭(line & staff)조직으로 변경하여 노인요양시설로 하여금 시장지향적으로 유도하며 고객가치를 창출하는 이용자 중심적 노인장기요양서비스를 제공하여야 할 것이다.

본 연구는 IT 운영관리 부분이 글로벌 환경 하에서 기업의 경쟁력 및 기업의 역량을 키우기 위해 관리개선에 집중하고 있으며 기업에서는 이를 위해 아웃소싱을 통해 운영관리 프로젝트의 성능 및 품질 개선의 일환으로 프로젝트의 목표와 수행실적을 극대화하기 위하여 SLA(Service Level Agreement)를 적용하는 사례가 늘어나고 있다. 하지만 성공적인 SLA (Service Level Agreement) 적용을 위하여 구체적인 사례 연구를 통해 서비스 제공 수준을 최소 서비스 수준 이상의 IT 서비스 품질을 보장함으로써 비즈니스 경쟁력의 우위를 확보하여 각 영역별 서비스 품질 측정을 위한 목표 서비스 수준보다 개선된 IT 운영관리 개선을 이루고자 사례연구를 통하여 살펴 보았고, 프로젝트 운영 관리는 점진적으로 진보되고 있으며 이에 따라 대부분의 프로젝트 관리에 있어서 프로젝트의 목표와 수행 실적은 목표대비 수행 실적이 정량적인 지수로 나타나기는 하나 보다 구체적인 SLA(Service Level Agreement)를 도입하여 품질관리에 있어서 향상된 결과를 얻기 위하여 최소한의 목표보다 더욱 향상된 결과를 도출할 수 있으며 최적의 결과를 얻기 위해 선택할 수 있는 체계적인 평가기준 정립은 매우 중요하다.

The Construction of u-City is spreading under leading the government and the full-scale u-City operation is scheduled to unfold as Dongtan u-City has been completed. While a local self-government city takes over and runs the u-City, a procurement of operating costs and the development of business model utilizing the u-City assets become new issues. In this paper, in order to establish the systematic operating framework of u-City, we suggest some applicable models based on analyzed structure of operating costs and assets. we provide a base framework through comparative analysis about operating costs for each model. It helps to select a relevant model according as the characteristics of each City.

Two functions are considerable in the record management of policy management system operation. The first one is to prove that shows the conforming status of the management system requirements. The second one is to prove that shows the performing status whether the policy management system is operating effectively to the company. However, the second function requires the high level data analysis techniques, and it is more important for the decision making of the company operations. That is, the second function is more closer than the first function to the top manager's policy management tool. This paper is prepared to offer a study on the desirable record management which is necessary to the scientific decision making process. The scientific decision making requires the analysis of data derived from the reliable records. It is also aimed to enlighten the relations between the reliability of records and the adoption of the results of analysis in associated with the top manager's decision making.

The use of the gas turbine for power supply is increasing recently. Accordingly, the operation and maintenance cost of the gas turbine is gradually increasing and the various efforts to cut the cost are needed. For an operation and maintenance cost saving of the gas turbine, reductions of the new purchasing charge and the reproduction repair cost of the hot gas parts are required through more effective operation and life management methods for the hot gas parts. The hot gas parts are the main parts of the gas turbine and they are replaced with the periodic. In this research, efficient operation and life management methods for the hot gas parts were presented with the cases. The methods were analyzed and verified based on real data and the cases for improving a lifetime were utilized in the field.

In order to improve the management of food waste treatment facility, this study investigated the emission characteristics of odorous compounds around treatment process and deodorization equipment of three food waste treatment facilities(the transformation, feed production and composting facility). Furthermore, the removal experiment of odorous compounds using various absorbent was conducted. The odor concentrations of food waste storage hopper and separation process were higher than other processes and the major odorous compounds were methyl mercaptan, acetaldehyde, hydrogen sulfide and ammonia. The odor removal efficiencies of deodorization equipment such as activated carbon tower, wet scrubber and biofilter were mostly insufficient. Especially, the removal efficiency of wet scrubber is lower than the others, therefore the improvement of optimal operating condition is required. As a result of removal experiment of various absorbent, the removal efficiency was over 98% in case of 1% H₂SO₄+K₂HPO₄ for ammonia, KMnO₄ for acetaldehyde and KMnO₄ and 5% NaOH+KH₂PO₄ for hydrogen sulfide and methyl mercaptan. To achieve the effective odor control of food waste treatment facility, it is necessary increasing the removal efficiency of scrubber by using optimal absorbent for target odorous compounds.

일본에서는 2007년부터 PFI(Private Finance Initiative:민간혼합운영)방식에 따른 민영교도소가 설립되어 본격적인 운용이 시작되었다. 이것은 치안의 악화에 따른 범죄의 증가와 엄벌화의 경향에 따른 형의 장기화 등에 따른 교도소의 과밀수용 등의 문제점을 해결하기 위한 시책이라고 할 수 있다. 즉, 일본의 PFI 교도소설치의 배경으로는 ①과밀수용, ②행형개혁, ③규제완화문제 등이 지적되고 있다. 구체적으로 살펴보면 최근의 경향인 미결수용자, 초입수형자, 여자수형자의 증가에 의해 각 행형시설의 수용률이 증가하여 이에 따른 직원의 업무 부담도 증가함에 따라 그 해결책의 강구가 시급한 문제로 부각되었다는 점, 또한 2002년 나고야(名古屋)교도소 폭행사건 등을 계기로 일본의 행형운영의 폐쇄성 등이 지적됨에 따라 행형현장에서의 투명성의 향상이 시급한 과제로 논의됨과 동시에 「국민에게 이해받고 지지받는 교도소」라는 이념의 실현을 위하여 행형운영에의 시민참가가 새로운 과제로 부각되었다는 점, 한편, 관제시장을 민간에게 개방하여 그 참가를 도모한다는 것은 새로운 고용의 창출, 지역경제의 활성화와 지역인구의 증가 등에 연결되므로 규제완화정책의 구조개혁특구제도를 활용하여 시장개방을 추진하는 경우에는 행형시설의 운영도 그 대상이 된다고 하는 등의 현실적인 사정 등이 있었다고 할 수 있다. 이에 본 논문에서는 이와 같이 실시된 일본의 PFI교도소의 설립경위 및 의의 등을 개관하고 우리나라의 민영교도소의 확대에 있어서 필요한 시사점과 적용가능성 등에 대하여 개관하였다.

본 연구는 평택시립안중도서관과 지역 주민의 적극적 참여로 이루어진 정보 서비스, 독서 및 문화 프로그램 추진 사례를 통해 지역 공동체 중심 공간으로써 공공도서관과 사서의 역할을 되짚어보고 시민들과 함께 추진한 공공도서관 프로그램의 세 가지 방향을 중심으로 지역 도서관 프로그램의 서비스 방향을 제시하고 있다.
