        PURPOSES : This study aims to deduce the appropriate interval of cross passage for small vehicle exclusive roads within urban underground roads to ensure safety. METHODS : This study evaluated evacuation safety by fire and evacuation simulations. The simulation was applied to a passenger-caronly urban underground road, which was performed in the entry/exit section with a gradient of 6.0% and the mainline on level grade. The values of the variables for the simulations were determined to be close to the actual situation based on of the statistics and the results of previous studies. In the simulation scenario, the cross passage interval was visible. The evacuation safety was evaluated by comparing the “evacuation completion time” and the “smoke diffusion time.” Evacuation safety can be desirable when the evacuation completion time is shorter than the smoke diffusion time. RESULTS : According to the results of the simulation, the desirable cross passage interval is 180 m for the entry/exit sections with a 6% gradient in passenger-car-only tunnels. This criterion may be prolonged to an interval of 210 m and a width of 0.9 m for the construction reduction, based on the results of the statistical analysis. CONCLUSIONS : According to the results of this study, the risk indices of the “Small Vehicles Road Tunnel Fire Safety Facility Installation and Management Guidelines” may be supplemented by the tunnel class and the gradient of the entry/exit section. In addition, the guideline may provide an improved interval of evacuation cross passage and the width of the cross passage door by the safety index.

        In this study, internationally widely utilized bioeconomic models were used to make a comparison and analyze the effectiveness of red snow crab fisheries management measures. As a specific effect analysis, biological and economic effects of both total allowable catch (TAC) and effort reduction management measures were analyzed simultaneously. Model results showed that the red snow crab biomass would be decreased from 106,000 tons to 73,076 tons after ten years when the TAC is set to and maintained at the current level of 26,000 tons. The amount of biomass would be increased to 125,316 tons when the level of TAC is set to 22,000 tons. In cases of reduced fishing efforts, a 30% decrease from the current level would result in greater biomass and NPV would be also estimated at the highest level. In addition, a sensitivity analysis by market price was conducted to analyze the minimum TAC level of the red snow crab offshore pot fishery. Results showed that the minimum TAC level would be 8,210 tons when the market price increased by 30% and it would be also 15,247 tons when the market price decreased by 30%. Furthermore, results of the sensitivity analysis by fishing cost showed that the minimum TAC level was analyzed to be 13,857 tons when the fishing cost increased by 30% from the current level.

        해양오염사고가 발생하면 삼면이 바다인 우리나라는 막대한 피해를 입게 된다. 국내 해양오염사고를 분석한 결과 오염원 대부분이 소형어선과 예인선이었으며 특히, 예인선의 좌초에 의한 해양오염사고 발생률이 높아 시급한 안전대책이 요구된다. 본 연구의 목적은 해양오염사고의 주요 오염원인 예인선에 의한 좌초사고 예방방안을 마련함으로써 2차적으로 발생 가능한 해양오염사고를 감소시키는데 있다. 이러한 방안을 마련하기 위하여 보령해역을 운항하는 예인선 61척의 GPS 플로터에 과거 좌초사고 발생위치 63개소를 표시하고 선장들에게 표시된 좌초위치를 주의하여 확인하면서 운항하도록 하는 실험을 하고 효과여부를 조사하였다. 실험결과 20개월의 실험기간 동안 피험선박에 의한 좌초사고 발생이 한 건도 없었고 선장대상 설문조사 결과 응답자 40명 중 36명(90%)이 안전항해에 상당한 도움이 되었다고 응답하여 실험 효과가 검증되었다. 실험결과를 적용하여 GPS 플로터에 좌초사고 위치표시 및 알려지지 않은 암초 위치정보를 홈페이지에 게시하는 등의 방법으로 제조사 및 사용자에게 정보제공 방안 제안 등 다양한 좌초사고 예방에 관한 정책제언을 하였다.

        A well-established characterization method is required in powder bed fusion (PBF) metal additive manufacturing, where metal powder is used. The characterization methods from the traditional powder metallurgy process are still being used. However, it is necessary to develop advanced methods of property evaluation with the advances in additive manufacturing technology. In this article, the characterization methods of powders for metal PBF are reviewed, and the recent research trends are introduced. Standardization status and specifications for metal powder for the PBF process which published by the ISO, ASTM, and MPIF are also covered. The establishment of powder characterization methods are expected to contribute to the metal powder industry and the advancement of additive manufacturing technology through the creation of related databases.

        In this study, the Bayesian state-space model was used for the stock assessment of the Blackfin flounder. In addition, effective measures for the resource management were presentedwith the analysis on the effectiveness of fisheries management plans. According to the result of the analysis using the Bayesian state-space model, the main biometric value of Blackfin flounder was analyzed as 1,985 tons for maximum sustainable yield (MSY), 23,930 tons for carrying capacity (K), 0.000007765 for catchability coefficient (q) and 0.31 for intrinsic growth (r). Also the evaluation on the biological effect of TAC was done. The result showed that the Blackfin flounder biomass will be kept at 14,637 tons 20 years later given the present TAC volume of 1,761 tons. If the Blackfin flounder TAC volume is set to 1,600 tons, the amount of biomass will increase to 16,252 tons in the future. Lastly, the biological effectiveness of the policy to reduce fishing effort was assessed. The result showed that the Blackfin flounder biomass will be maintained at 13,776 tons if the current fishing efforts (currently hp) level is set and maintained. If the fishing effort is reduced by 20%, it will increase to 17,091 tons in the future. The analysis on the economic effect of TAC showed that NPV will be the lowest at 1,486,410 won in 2038, 20 years after the establishment of 2,500 tons of TAC volume. If the TAC volume is set at 2,000 tons, NPV was estimated to be the highest at 2,206,522,000 won. In addition, the analysis on the economic effect of the policy to reduce the amount of fishing effort found that NPV will be 2,235,592,000 won in 2038, 20 years after maintaining the current level of fishing effort. If the fishing effort is increased by 10%, NPV will be the highest at 2,257,575 won even thoughthe amount of biomass will be reduced.

        본 연구는 항해사가 근접상황에서 심리적 충돌의 두려움으로 당황하여 규정된 충돌 회피조치를 수행하지 못하는 인적오류 상황을 연구하였다. 연구 목적은 선박 간 근접상황에서 항해사의 인적특성 요인인 승선경력, 면허등급, 연령요인이 충돌위험도에 미치는 영향을 규명하는 것이다. 본선과 상대선박 간 네 가지 대표적인 근접상황의 충돌침로에서 항해사가 지각한 충돌위험도 값을 측정, 정량화된 데이터를 얻기 위하여 시뮬레이터를 이용하여 충돌위험도 측정실험을 설계하고 두 척의 선박이 거리 2.5해리에서 충돌상황까지 상호 10 노트의 속도로 접근할 때 본선의 30명의 항해사의 심장박동변이를 측정하여 항해사가 지각한 충돌위험도 측정데이터를 확보하였다. 측정 값에 대한 다중회귀분석 결과 항해사의 승선경력과 면허등급 요인은 충돌위험도에 부(-)의 영향을 미쳤고, 연령은 영향을 미치지 않았다. t-검정 결과 승선경력≤4년인 항해사는 승선경력≥5년인 항해사 보다 충돌위험도 값이 유의미하게 높았고 면허등급 요인은 4 ~ 6급 그룹이 2 ~ 3급 그룹보다 충돌위험도 값이 유의미하게 높게 나타났다. 본 연구결과는 충돌위험경보시스템 개발에 적용될 수 있을 것이다.

        This study aimed to analyze the economic feasibility of the reduction of working safety accidents in stow net fishery through the prevention education to fishing crews. The benefit was evaluated by estimating insurance payment amount that was reduced through prevention education. The decreasing rate of working safety accidents was presumed to follow the experience in Japan. The cost was assumed as the cost of textbook development. Results indicated that IRR was estimated to be 79.9% in case of scenario assuming no additional operating costs while IRR was 56.3% in case of scenario assuming 10% additional operating costs. In addition, the economic feasibility would be secured when annual operating costs increased to 274 million won according to the result of sensitivity analysis.

        본 연구는 연해구역에서 어선 및 소형선박의 해양사고 예방을 위하여 현행 상선 중심의 항행안전정보(NSI) 제공시스템의 문제 점을 인식하고 어선 등 소형선박의 안전항해를 지원하기 위한 효과적인 NSI 제공방안에 관한 연구이다. 주요 연구내용으로 첫째, 최근 해양사고 실태 및 특징을 고찰하고 NSI 중점 제공대상을 식별하였다. 둘째, 현행 NSI의 문제점을 진단하고 통합성·대 국민 접근성·활용성이 강화된 NSI 통합플랫폼(NSIP) 구축방안을 제시하였다. 셋째, NSIP 활용방안으로 한국형 e-Navigation(e-Nav) 사업과 연계하여 개발 중인 e-Nav 선박 단말기에 사용될 전자해도(ECS)에 부가정보 형식으로 다양한 NSI를 적용하고 선박이 항해위험구역 또는 속력제한구역 진입시 자동으로 시청각 알람기능이 작동되도록 설정하는 개선기능을 제안하였다. 이는 관련기관과 GPS플로터 전문제작업체의 전문가 의견을 검토 한 바 기술적으로 가능하며 상용화된 스마트폰 앱에도 적용 가능한 것으로 확인되었다. 본 연구결과의 활용방안은 어선 등 소형선박에 NSI를 제공함으로써 해양사고 예방기능과 함께 e-Nav 서비스에도 적용이 가능한 것으로 판단된다.

        우리나라는 항행교통안전을 위하여 19개 항만과 3개 출입항로에 속력제한구역을 설정하고 제한속력을 지정하고 있으나 항만별 로 제한속력이 다르고 실질적 관리수단의 부재로 제한속력 위반 행위가 빈번히 발생하고 있으며 이로 인하여 인적과실에 의한 선박 충돌 사고가 지속 발생하고 있다. 본 연구는 첫째, 무역항 및 진입수로에서 발생한 해양사고를 분석하였다. 분석결과로 최근 5년간 1,344건(연 평균 269건)이 발생하였고 어선에 의한 사고(563건)가 상선(508건)에 비해 많았으며 특히, 군산항의 어선 선장 50명을 표본으로 설문조사한 결과 45명(90 %)이 제한속력을 알지 못하고 있었다. 둘째, 속력제한 위반 선박에 있는 운항자에게 위험을 알리기 위하여 GPS 플로터 및 전 자해도시스템(ECDIS)에 음성경고 기능과 메시지 경고기능도입을 검토·제안하였다. 셋째, 관련기관과 항법장치 제작업체를 대상으로 전문 가의견을 조사한 결과 제안된 경고기능이 기술적으로 가능한 것으로 확인되었다. 본 연구결과는 선박해양플랜트연구소에서 추진 중인 e-NAVIGATION 사업에 반영 가능하며 선박운항자에 대한 인적과실 감소와 한국형 e-NAVIGATION 구축에 도움이 될 것으로 기대된다.

        PURPOSES: The purpose of this study is to develop a traffic accident prediction model using statistical data, to analyze child traffic accidents in school zones. Furthermore, we analyze the factors affecting child traffic accidents, as obtained from the results of the developed model. METHODS : From the literature review, we obtained data for child traffic accidents and various variables relating to road geometry and traffic safety facilities in school zones. We used these variables and data to develop a child traffic accident analysis model. The model was then developed into three types using the Limdep 9.0 statistical tool. RESULTS: As a result of the overdispersion test, the Poisson regression model was applied to all types of models with an overdispersion coefficient of close to zero. The results of the model development are as follows. The main model (all scope of analysis) was for a kindergarten, considering a local roadway, the accessibility of the roadway, the number of unsignalized intersections, and the school zones in commercial area as variables that increase traffic accidents. Sub-model typeⅠ(only the roadway connected to the main entrance) was for a kindergarten, considering a local roadway, skid resistant pavement, no-parking signs, the number of unsignalized intersections, and the number of commercial facilities as variables that increase traffic accidents. The main model and sub-model type Ⅰ showed a reduction in accidents when using forward-type traffic signals. Sub-model typeⅡ(only the roadway not connected to the main entrance) shows that the local roadway is the variable that most increases the probability of traffic accidents. However, when the roadway and walkway are separated, the probability of traffic accidents decreases significantly, by up to 90%. CONCLUSIONS: The results of this study demonstrate the need to restructure the method used to improve school zones. Moreover, the effect of various traffic safety facilities was quantitatively analyzed.

        The aim of this study is to analyze the relationship between international oil price as a fuel cost in overseas fisheries and skipjack tuna price as a part of main products in overseas fisheries using monthly time series data from 2008 to 2017. The study also tried to analyze the change of fishing profits by fuel cost. For a time series analysis, this study conducted both the unit-root test for stability of data and the Johansen cointegration test for long-term equilibrium relations among variables. In addition, it used not only the Granger causality test to examine interactions among variables, but also the Vector Auto Regressive (VAR) model to estimate statistical impacts among variables used in the model. Results of this study are as follows. First, each data on variables was not found to be stationary from the ADF unit-root test and long-term equilibrium relations among variables were not found from a Johansen cointegration test. Second, the Granger causality test showed that the international oil prices would directly cause changes in skipjack tuna prices. Third, the VAR model indicated that the posterior t-2 period change of international oil price would have an statistically significant effect on changes of skipjack tuna prices. Finally, fishing profits from skipjack would be decreased by 0.06% if the fuel cost increases by 1%.

        It was turned out by shrimp beam trawl monthly survey from March, 2015 to February, 2016 that different species composition and abundance of the fish assemblages in Sacheon Bay and coastal waters off Namhae, Korea were compared. As a result of monthly measured sea temperature and salinity of Sacheon Bay and coastal waters off Namhae, sea temperature of both areas was changed seasonally; however, differences in sea temperature occurred during certain periods depending on the region. Salinity was generally low in Sacheon Bay affected by fresh water, and both areas was low in summer and high in winter. A total of 73 species representing 37 families were collected in Sacheon Bay. The dominant fish species in terms of numbers and biomass were Liparis tanakae, 23,077 inds./km2, 332.1 kg/km2. A total of 91 fish species representing 49 families were collected in coastal waters off Namhae. The dominant fish species in terms of numbers were Leiognathus nuchalis, 139,683 inds./km2 and biomass were Chelidonichthys spinosus, 1,078.6 kg/km2. Analysis of dendrogram of the clustering showed that Sacheon Bay and coastal waters off Namhae were distinctive featured (global R = 0.691, p = 0.017). And except of summer season (July-October), there was a distinctive feature seasonally (global R = 0.844, p = 0.001). The fish species that appeared in common in both areas, where fish species caught in Sacheon Bay, an important inner bay,were smaller than those caught in coastal waters off Namhae appeared. It presented that Sacheon Bay plays a more important role in spawning and nursery ground for fisheries resource than coastal waters off Namhae, Korea.

        This study is aimed to compare stock assessment models depending on how the models fit to observed data. Process-error model, Observation-error model, and Bayesian state-space model for the Korean Western coast fisheries were applied for comparison. Analytical results show that there is the least error between the estimated CPUE and the observed CPUE with the Bayesian state-space model; consequently, results of the Bayesian state-space model are the most reliable. According to the Bayesian State-space model, potential yield of fishery resources in the West Sea of Korea is estimated to be 231,949 tons per year. However, the results show that the fishery resources of West Sea have been decreasing since 1967. In addition, the amounts of stock in 2013 are assessed to be only 36% of the stock biomass at MSY level. Therefore, policy efforts are needed to recover the fishery resources of West Sea of Korea.

        This study is aimed to take a stock assessment of blackthroat seaperch Doederleinia seaperch regarding the fishing effort of large-powered Danish Seine Fishery and Southwest Sea Danish Seine Fishery. For the assessment, the state-space model was implemented and the standardized catch per unit effort (CPUE) of large powered Danish Seine Fishery and Southwest Sea Danish Seine Fishery which is necessary for the model was estimated with generalized linear model (GLM). The model was adequate for stock assessment because its r-square value was 0.99 and root mean square error (RMSE) value was 0.003. According to the model with 95% confidence interval, maximum sustainable yield (MSY) of Blackthroat seaperch is from 2,634 to 6,765 ton and carrying capacity (K) is between 33,180 and 62,820. Also, the catchability coefficient (q) is between 2.14E-06 and 3.95E-06 and intrinsic growth rate (r) is between 0.31 and 0.72.
