최근 일본에서 발생한 지진으로 이동통신용 전자장비들이 많이 파손되었으나. 국내에서 제작되어 일본에 설치된 모제품은 강진에서도 대부분 구조적 손상이 없었다. 본 논문에서는 이동통신 네트워크 장비의 정/동적 특성을 평가하기 위하여 제품의 유한요소 모델을 생성하여 정적 및 동적 구조해석을 수행하였다. 또한 Zone 3 GR-63-CORE 동적 실험을 수행하여 제품의 안정성을 검증하였고, 유한요소 구조해석 결과와 비교하여 실험과 해석 결과가 유사함이 입증되었다. 구조해석 결과인 동적 응답특성은 실험보다 다소 크게 나왔으며, 부재의 특성파악을 위해 구조물의 치수를 설계변수로 하여 진동특성에 대한 민감도 해석으로 고유진동수에 민감한 부재를 판별하였고, 치수변경으로 경량화 설계치를 산출하였다. 경량화된 디자인의 동적 응답변위가 원래 디자인보다 작게 나와 최적화 결과가 유용할 것으로 보인다.

This paper proposes the selection model of the telecommunication company using an analytical hierarchy process. When selecting a telecommunication company, consumers conflict the difficulty In decision-making because there are many competitive and complementary factors of telecommunication companies. To select an optimal telecommunication company, consumers need to consider a number of different quantitative and qualitative factors such as fare, various services, additional function and so on. In this study, we use the analytic hierarchy process based method for selecting the telecommunication company considering various factors to help consumers' decision-making for their benefits.

As broadcasting and telecommunication are vigorously fused in network, terminals, services, business and markets, content industry's value chains (production, distribution, consumption) are changing. Especially, I tried to find out how changes in cultural content industry policies such as sharp increase in content demands according to multi-platforms took place in terms of laws, budgets, organization and support policies, and suggest cultural content industry policies based on experts' evaluation on support policies for the cultural industry. The results of this study are as follows. First, the government's supporting systems should be integrated by considering roles of policies, promotion, and regulations for the industrial development; Second, the cultural industry should be developed based on culture and art; Third, supporting efforts which used to be provided on genre should be selected and focused to stress industrialization based on infrastructure setup for the cultural industry; Fourth, by activating cultural content distribution, foundations for domestic consumption and exports should be built firmly; Fifth, leading projects should be developed which satisfy suppliers and users based on industrial policies; Finally, we should expect problems caused by fusing content policies of broadcasting and communication and make policies to guarantee profit models in the market, and keep providing policies which can boost markets as well as maintain development momentum.

본 연구에서는 통신선 가설 보조 기구인 조가선에 이상 장력이 작용하였을 때 전주의 영향을 유한 요소 해석을 통하여 평가하였고, 전주와 가공 광통신선에 대한 보호 기구를 설계 ․ 해석하여 보호시스템을 개발하였다. 보호시스템은 일반하중 또는 풍압과 일반적인 불평형 하중에서는 조가선이 탈락되지 않고 일정강도 이상이 가해지면 조가선이 자동 탈락되어 전 주의 절손 방지 및 전주에 거치되어 있는 광통신선의 단선 방지 역할을 한다. 이러한 보호시스템의 구조는 유한 요소 해 석을 통하여 해석되어졌고, 실제 제품에 대한 인장강도를 측정함으로써 성능을 입증하였다.

In recent European telecommunication base transceiver stations(BTS), a membrane laminated air filter is reported to replace a heat exchanger in order to cool internal digital units of BTS. The concept of using the air filter is for the direct ambient cooling (DAC) of BTS without heat loss generally found in the heat exchanger type BTS. In the present study, a performance evaluation experiment was conducted to investigate the pressure drop characteristics with dust loading and the particle collection efficiency of the air filter for the DAC of BTS. Finally, the long term operation lifetime of the air filter for BTS was suggested with a given fan rotation speed.

One is the real society and the other is virtual society. To live in each society, people must have their own unique identity. A person's identity in real society is ascribed by his/her social status. However, in virtual society, one can create an identity in his/her individual way. Name and e-mail ID are very effective ways to distinguish one from others in each society. Therefore, in this study, the ways of creating an e-mail ID are researched and nine aspects of making an identity by using language is examined. As a result of this research, it is concluded that an e-mail ID has distinctive characteristics that a family name does not, which stem from spontaneity and creativity.

As the telecommunication technology and internet have prevailed in the world, the training systems for companies, distance-education system and e-learning system, change dramatically in order to overcome the environmental uncertainty and strengthen the core competency. There are two kinds of training systems: Web based training and postal service based training. In this paper, the service quality factors for postal service based training system are obtained by reviewing literature and survey. Then, the effect of service quality factors on educational performance is investigated by developing and analyzing 16 research questionnaires. The significance of educational effect is tested according to the characteristics of learners and training system, the level of learners' positions and educational curriculum.

경쟁적 통신시장 환경에 있어서 보편적서비스의 확보는 여전히 중요한 규제정책의 목표의 하나로 남아 있다. 본 연구는 경제이론의 관점에서 보편적서비스 개념을 분석하고 현행 음성전화 보편적서비스 제도의 문제점과 함께 고도 보편적서비스제도의 타당성에 대해 고찰하는데 목적이 있다. 본 연구의 결과에 따르면, 보편적서비스 제도의 의의와 목적에 비추어 저소득 계층에 대한 전화요금 보조는 사회복지정책의 일환으로 정당성을 갖지만 농어촌 지역에 대한 전화요금 감면은 그렇지 못하다. 따라서 우리나라 음성전화 보편적 서비스제도는 저소득층, 장애인 등과 같은 사회적 약자에 대한 표적지향적 사회복지정책으로 전환하는 것이 바람직하다. 이와 같은 정책제언은 초고속 인터넷 접속에 대해서도 유효하다. 향후 보편적서비스의 범위를 초고속 인터넷서비스까지 확대하더라도, 그 대상은 표적지향적 사회복지정책의 성격에 맞게 저소득 계층, 학교, 도서관 등에 국한해야 할 것이다. 저소득계층에 대한 정책 지원의 경우에도 인터넷의 특성을 감안해 가급적 지역접근센터를 활용하는 방안을 검토할 필요가 있다. 보다 근본적으로는 기존 사회보장제도를 보다 내실화하고 강화하는 것이 보다 효과적이고 바람직한 사회복지정책이 될 수 있다.

情報通信技術의 발전은 우리들에게 많은 변화를 가져다 준다. 그 경제적인 측면만 보더라도, 새로운 기술은 기존시장의 경쟁구도를 바꾸어 놓거나 전혀 새로운 시장을 열어주기도 한다. 한편으로, 이와 같은 기술의 발전과 시장의 변화 내지 새로운 시장의 등장은 다양한 紛爭을 수반하기도 하고, 다른 한편으로 새로운 시장에서의 합리적이고 공정한 경쟁의 規範(norm) 내지 새로운 商道德(commercial morality)을 형성해가거나 요구하게 된다. 특히, 정보통신산업의 규제완화와 더불어 공정하고 자유로운 경쟁의 중요성이 커지게 되었다. 인터넷기술의 급속한 발전으로 인해서 전혀 새로운 시장이 형성되지만, 바람직하다고 판단된 行爲規範(norm)이나 商道德이 형성되지 아니한 경우에는 어떻게 분쟁을 예방하고 무엇을 기준으로 분쟁을 해결할 것인가? 이것이 이 논문의 출발점이고 주된 검토대상이 된다. 이 논문은 우선 現行法 가운데 公正競爭防止法, 獨占規制法, 民法등에서 不公正競爭行爲가 어떻게 취급되고 있고 그에 대한 救濟手段(remedies)은 무엇이 있는지 법규정의 解釋論과 判例를 중심으로 살펴본다. 인터넷 등의 정보통신기술의 발전에 따라서 새로이 등장하는 분쟁을 해결하는데 현행법이 만족스러운 해결을 해주지 못하고 있는 것으로 보인다. 특히 기술의 발전에 따라서 형성된 새로운 시장에서의 일정한 유형의 행위가 違法한 것인지 여부에 대해서 현행법이 전혀 아무런 기준도 제시해주지 못하거나 또는 위법하다고 판단되는 경우에도 적절하고 만족스러운 구제수단을 제공해주지 못하는 한계가 있다. 우리나라의 경제규모와 산업구조도 선진화되어서 이제는 소위‘시장의 보이지 않는 손’의 힘을 신뢰하고 중시해야 할 필요가 있다. 따라서, 독점규제법과 부정경쟁방지법은 인터넷시대에 시장의 보이지 않는 손이 효율적으로 작동할 수 있도록 改正될 필요가 있다. 뿐만아니라 인터넷시대에 참여하는 기업들이 어떠한 行爲規範을 따라야 하는지에 대해서도 필요하다면 일정한 기준을 법률로 정할 필요가 있는데, 특히 인터넷住所窓을 둘러싼 분쟁의 현황을 총체적으로 검토해서 산업전체의 이익과 消費者厚生(consumer welfare)을 극대화할 수 있는 行爲規範과 標準을 􃧉法化할 필요가 있다.

세계는 지금 경제 전쟁이 진행 중이다. 그 한가 운데에 정보통신산업이 있다. 한편, 정보통신산업 은 그 기기 및 서비스간 호환성 및 상호운용성 (Interoperability)을 생명으로 한다. 여기에 정보통 신 표준화의 중요성이 있다. 일반적으로 정보통신표준(Standard)이라 함은 통신망으로 연결되어 있는 각종 정보시스템이 다 양한 형태의 정보통신 서비스를 제공하거나 이용 하는 데 있어 필요한 통신 주체간에 합의된 규약 (protocol)과 이러한 규약의 집합을 의미하며, 이러 한 표준을 만드는 과정을 표준화(Standardization) 라고 한다. 한편, 1995년 WTO 체제가 출범하면서, 미국 등 선진국은 자국 산업을 보호하기 위하여 공식표 준화 활동에 박차를 가하고 FTA 체결 등 다양한 통상협상을 통하여 각국의 표준화 활동에 간섭하 고 있다. 이처럼 표준화의 중요성이 인식되면서, 표 준을 장악한 자는 모든 것을 얻는다(Winner takes all)고 한다. 바야흐로 현재는 전세계적으로 표준화 전쟁(Standards War)이 한창이다. 본 논문은 국내 정보통신 표준화 체계에 대하여 설명하고, 현재 정보통신 표준화를 둘러싼 국내외 법적􀓋제도적 쟁점에 대하여 소개하고자 한다.
