        Squid is one of the important fisheries resources in Korea. Therefore, squid has been designated and managed as a target species of total allowable catch (TAC) since 2007, but the catch amount is gradually decreasing. The analysis was conducted to identify the change of relative fishing power index to develop the vessel and gear technology that may have improved the fishing efficiency of the offshore squid jigging fishery from 1960s to 2010s. Gross tonnage per fishing vessel increased with the increase in size until 1990, but then gradually decreased to 41.0 tons in 2000 and 37.1 tons in 2010. The illuminating power (energy consumption) by fishing lamps increased to 180 kW in 2005 and stabilized to 120 kW in 2015. Jigging machine started to be supplied to fishing vessels from the early 1970s, and fish finders began to be supplied in the early 1980s and gradually increased. Therefore, the relative fishing power index in the offshore squid jigging fishery increased from 1.0 in 1980 to 1.1 in 1990, to 3.5 in 2000 and to 2.5 in 2010, but the increment rate slowed down gradually. The results are expected to contribute to reasonable fisheries stock management.

        Overfishing capacity has become a global issue due to over-exploitation of fisheries resources, which result from excessive fishing intensity since the 1980s. In the case of Korea, the fishing effort has been quantified and used as an quantified index of fishing intensity. Fisheries resources of coastal fisheries in the Korean waters of the East Sea tend to decrease productivity due to deterioration in the quality of ecosystem, which result from the excessive overfishing activities according to the development of fishing gear and engine performance of vessels. In order to manage sustainable and reasonable fisheries resources, it is important to understand the fluctuation of biomass and predict the future biomass. Therefore, in this study, we forecasted biomass in the Korean waters of the East Sea for the next two decades (2017~2036) according to the changes in fishing intensity using four fishing effort scenarios;  ,  , 0.5× and 1.5× . For forecasting biomass in the Korean waters of the East Sea, parameters such as exploitable carrying capacity (ECC), intrinsic rate of natural increase (r) and catchability (q) estimated by maximum entropy (ME) model was utilized and logistic function was used. In addition, coefficient of variation (CV) by the Jackknife re-sampling method was used for estimation of coefficient of variation about exploitable carrying capacity (CVECC). As a result, future biomass can be fluctuated below the BPY level when the current level of fishing effort in 2016 maintains. The results of this study are expected to be utilized as useful data to suggest direction of establishment of fisheries resources management plan for sustainable use of fisheries resources in the future.

        해사안전법 제76조 및 국제해상충돌방지규칙 제18조는 어로에 종사하고 있는 선박에 대해 타 선박에 대한 항법상 우선권을 부여하고 있다. 그러나 위 법률상 어로에 종사하고 있는 선박으로서의 항법상 지위를 인정받기 위해서는 ① 특정 선박이 어로작업에 종사하고 있어야 하며, ② 어로작업에 종사함으로 인해 해당 선박의 실질적 조종성능이 저하되어 있어야 한다. 이 때 특정 선박이 어로작업에 종사하고 있음으로 인해 조종성능이 실질적으로 제한되어 있는지 여부는 어로작업의 행태 등을 감안하여 각 사안 별로 개별적으로 판단할 문제이다. 또한 어로작업에의 종사 여부도 직접적인 어획활동과 밀접한 관련성이 있는 사전 · 사후적 행위나, 연속된 각 어획활동이 시간적 · 물리적으로 밀접히 연관되어 있어 전체적으로 하나의 어로활동이라고 볼 수 있는 경우에는 각 어획활동의 중간에 있는 선박도 어로에 종사하고 있는 선박으로 볼 수 있을 것이다. 나아가 ③ 원칙적으로, 해사안전법 제76조 등에서 규정한 어로에 종사하고 있는 선박으로서의 법적 지위를 갖기 위해서는 위 법률이 정한 적절한 등화 등을 표시하여야 한다. 다만 어로에 종사하고 있는 선박으로서의 법률 소정의 적절한 등화 등의 표시를 하지 않은 경우에도, 해당 선박의 행태 · 조업상황 · 침로 및 속도 등을 통해 해당 선박이 어로에 종사하고 있음으로 인해 조종성능이 실질적으로 제한되어 있다는 사실을 다른 선박이 명확히 인식할 수 있었던 경우에는 예외적으로 이러한 선박도 해사안전법 제76조의 어로에 종사하고 있는 선박으로서의 법적 지위를 갖는다고 볼 것이다. 한편 실질적으로 어로에 종사하고 있지 않음에도 어로에 종사하고 있는 듯한 외관을 표시한 경우, 원칙적으로 해당 선박에 대해 해사안전법상 어로에 종사하고 있는 선박으로서의 항법상 지위를 부여할 수는 없을 것이다. 다만 해사안전법 소정의 항법상 등화 및 형상물의 표시는 해상교통안전을 확보하기 위한 직접적인 요소라는 점에서 어떠한 사유로든 어로에 종사하고 있는 선박으로서의 등화 등을 표시한 경우에는, 신뢰의 원칙상 해당 선박과 상대 선박은 해당 선박이 해사안전법 제76조에서 정한 어로에 종사하고 있는 선박임을 전제로 항해하여야 할 것이다.

        The aim of this study is to develop suitability site indicator of urban-rural return to fishing and to analysis priority of the indicators. The study is based on literature review, expert survey and AHP(Analytic Hierarchy Process) methods. This study found 5 factors(natural environment, acceptance environment, social overhead capital, economy, fishing environment) and 21 detail variables. as a result of AHP, fisheries resources, acquisition convenience of fishing license, income(except fishing), attitude of local resident, one-person household income, high income fishing were showed high priority. This result indicate that economic foundation is most important factor for suitable site of the returning.

        Despite the accident rate for fishing vessels accounts for 70% of all maritime accidents, few studies on such accidents have been done and most of the them mainly focus on causes and mitigation policies to reduce that accident rate. Thus, this risk analysis on sea accidents is the first to be performed for the successful and efficient implementation of accident reducing measures. In risk analysis, risk is calculated based on the combination of frequency and the consequence of an accident, and is usually expressed as a single number. However, there exists uncertainty in the risk calculation process if one uses a limited number of data for analysis. Therefore, in the study we propose a probabilistic simulation method to forecast risk not as a single number, but in a range of possible risk values. For the capability of the proposed method, using the criteria with the ALARP region, we show the possible risk values spanning across the different risk regions, whereas the single risk value calculated from the existing method lies in one of the risk regions. Therefore, a decision maker could employ appropriate risk mitigation options to handle the risks lying in different regions. For this study, we used fishing vessel accident data from 1988 to 2016.

        Most of the literature on modern-day slavery focuses on women and children as victims of the sex industry. This disproportionate emphasis on sexual exploitation has resulted in conflation of the term trafficking with prostitution, which has led to an understanding of human trafficking issues as separate from other workplace abuses that amount to slavery. By exploring modern-day slavery in the Southeast Asian fishing industry, this paper may fill a research gap within the study of human trafficking as well as sharpen our awareness of slavery practices, not only in the sex industry, but also in workplaces like fishing vessels and seafood processing factories. This paper will argue that the proximity of modern slavery to sexual exploitation and the lack of differentiation between smuggling and trafficking crime has led to the ignorance of contemporary slavery practices in other sectors.

        Marine casualties of small fishing vessels (SFV) of less than 20 tons are frequent in Korea. The analysis was conducted to identify the cause and then prepared reduction plan using the marine casualty statistics of fishing vessels for the last five years from 2012 to 2016 by the Korean Maritime Safety Tribunal to reduce the marine casualties of SFV. According to the analysis of the type of whole vessels occurring marine casualty, fishing vessels accounted for an average 68.0 %; moreover, except for 2014 when M/V SEWOL ferry capsizing occurred, the rate of death and missing due to marine casualties occurred from 68.3 % to 91.2 % in fishing vessels, and an average 79.5 % was found to be urgent need of a measure. Marine casualties occurrence depending on the gross tonnage of fishing vessel was found that the most occurred at less than 5 tons, followed by the order of 5 to 10 tons or less. However, crews who boarded on SFV do not have any training program for them, except for the fishing safety training of fisher who carry out fishing for shipowners and crew of the coastal and offshore fishing vessel in accordance with the safety regulations for fishing vessels in the Fisheries Cooperative Association. Therefore, it is necessary to revise the training program so as to improve the preventive action and then emergency response including the fishing safety compliance with each fishery, safe navigation, machinery inspection and emergency response. Also, an SFV of less than 5 tons of 56,000 vessels is boarded by unqualified fishers. It would also be possible to consider subdividing small boat operator’s certificate to enhance their qualifications. It is expected that marine casualties of SFV will be reduced if active efforts are made to improve the safety consciousness of fisher and shipowners as well as the reorganization of fishing safety training and the small boat operator’s certificate system.

        In the area around Jeju Island, the squid jigging fishery and the hair-tail angling are popular. Therefore, the study on the characteristics of the formation and shift of fishing grounds is very important. We have received and analyzed AIS data of all vessels around Jeju Island from October 16, 2016 to October 16, 2017, and extracted the positions of the fishing vessels with the same operational characteristics as the fishing vessels of their fisheries. The distribution chart of the frequency of fishing vessels appearing in each predefined fishing grid (1 NM × 1 NM) was analyzed. So we took a analogy with the monthly shift of fishing grounds. Many fishing vessels appeared in the seas around Jeju Island from November 2016 to January 2017, and the frequency of their appearance was maintained. In November, however, fishing vessels were mostly concentrated in coastal waters. Yet, the density gradually weakened as they moved into January. From February, the frequency itself began to decline, making it the worst in April. The high concentration of fishing vessels in the waters leading from Jeju Island's northwest coast to south coast in November is believed to be related to the yellowtail fishery that are formed annually in the coastal waters off the island of Marado. In May 2017, the appearance frequency of fishing vessels increased and began to show a concentration in coastal waters around Jeju Island. Fishing vessels began to flock in waters northwest of Jeju Island beginning in July and peaked in August, and by September, fishing vessels were moving south along the coast of Jeju Island, weakening the density and spreading out. Between July and August, fishing vessels were concentrated in waters surrounding Jeju Island, which is believed to be related to the operations of fishing vessels for the squid jigging fishery and the hair-tail angling.

        The objective of this study was to estimate physical properties and fishing performances of net twine with improved PBS copolymer resin (Bio-new), the existing PBS/PBAT blending resin (Bio-old) and commercial Nylon (Nylon). The tensile strength of Bio-new monofilament was equal to Bio-old and the elongation of Bio-new was about 6 % higher than that of Bio-old in wet condition. The physical properties tests were carried out to estimate breaking load and stiffness in dry and wet conditions, respectively. In the results, the breaking load of Nylon netting was the highest whereas the elongation of Bio-new was 1.4 times higher than that of Nylon netting in wet condition. The breaking load of Bio-old netting was about 9.2 % higher than that of Bio-new netting. However, the elongation of the Bio-new netting was about 3% higher than that of Bio-old. The stiffness of the Bio-new compared to Bio-old was improved about 34 % in dry condition and about 32 % in wet condition. The filed experiments of the fishing performance were conducted with three kinds of drift nets with different netting materials in the coastal sea of Jeju. The each experimental drift net made of different materials showed the similar fishing performance. Bio-old drift net yielded less catches of small sized yellow croaker than other drift nets. The netting materials affected the fishing performance and length distribution of catches in the drift nets.

        연·근해어선들은 운항 또는 조업시 안정성(복원성능 및 횡동요 저감 성능)을 향상시키기 위해 여러 가지 부가물을 설치하며, 일반적으로 Fig. 1과 같이 세 가지로 분류할 수 있다. Bare hull을 포함하여 각 부가물이 단독으로 부착된 경우 3가지, 복수의 조합으로 부착된 경우 3가지 그리고 3가지 모두 부착된 1가지에 대하여 수치 계산을 수행하였다. Table 1은 Bare hull에 대한 주요치수를 나타낸 것이고, Table 2는 3가지 부가물에 대한 주요치수를 기술하였다. 3가지 선체 부가물에 대하여 CFD에 의한 유체동역학적 성능을 평가하였다. 각각의 부가물에 대하여 단독, 2개씩 조합된 복수 그리고 3개 모두 부착된 경우에 대하여 평가를 하였다. 1번 부가물의 경우 압력저항이 마찰저항 보다 차지하는 비율이 큼을 알 수 있었다. 2번과 3번 부가물의 경우 압력저항과 마찰저항이 거의 대동소이 함을 알 수 있었다. 복수조합과 3가지 모두 부착된 경우 부가물 상호간의 상관관계는 매우 작음을 알 수 있었다. 11노트에서 2번 부가물과 모든 부가물이 부착된 경우 유효마력 관점에서 약 9 % 차이를 보였다.

        This study analyzed the condition of marine accident and disaster rate of crew of Korean fishing vessels by vessel type, and checked the Australian safety management system and relevant regulation in Korea to suggest measures to build coastal/offshore fishing vessel safety management system in Korean coastal/offshore fishery. As a result, the power and production amount of Korean coastal/offshore fishing vessel is consistently decreasing while marine accident is increasing. Disaster rate of crew was higher than land industry, especially, the disaster rate of coastal/offshore fishing vessel was very high (100.0‰). Australia applies safety management system differed by vessel type and operation waters which fully considers the characteristics of pertinent vessel. The average accident rate of fishing vessels with gross tonnage over 20 tons among the Korean coastal/offshore fishing vessel was 13.6%, which was significantly higher than fishing vessels with gross tonnage below 20 tons (1.4%). Such result indicates it is urgent to implement safety management system to fishing vessel with gross tonnage over 20 tons and introduce fishing vessel safety supervisor. Establishing safety management system of coastal/offshore fishing vessel will contribute to consistent industrial development by achieving the general goal of reducing marine accident and spreading safety culture.

        The aim of this study is to investigate influence of moon light to the fishing of squid jigging fishery in the southwest Atlantic Ocean based on analyses of date taken from 127 vessels in Falkland fishing ground by squid jigging fishery from 2010 to 2015. Catch and CPUE were analyzed between the new moon and full moon phases. Catches of the new moon phase were higher than those of the full moon phase by 7.6% and CPUE expressed in mt/day-vessels and mt/line-day were also higher by 18.2%, 18.2% respectively. However, as a result of statistical analysis at a significance level of p > 0.05, no significant statistical differences in catch, mt/day-vessels and mt/line-day were found between the new moon and the full moon as a result of statistical analysis at a significance level of p > 0.05.

        세계풍력발전협회(GWEC) 2017년도 Global Wind Report에 따르면 전세계 풍력에 의한 발전용량은 2001년도 23,900MW에서 2016년도 486,790MW로 비약적으로 발전하고 있다. 반면 국내 발전원별 총발전량 비중에서 풍력에 의한 발전은 0.2% 불과하다. 국내외 발전원별 정산단가가 풍력으로 전기를 생산하는 데 드는 발전원가가 석유 등 화석연료 발전원가와 같아지는 Grid Parity에 이미 도달하여 풍력발전에 의한 전기의 생산은 더욱 확대될 것이다. 본 연구에서는 전 세계 해상풍력설비의 88%가 위치하고 있는 유럽의 주요 해상풍력발전단지의 선박통항 규정과 어로활동에 대한 기준을 분석하여 향후 국내 해상풍력발전단지 설치 시 선박통항 및 어로활동 기준 설정 시 고려되어야 할 사항을 제시하였다.

        본 연구는 어선전복경보시스템 개발을 위해 어선의 횡동요 특성을 파악하고 시간영역 횡동요 운동 시뮬레이션을 수행한다. 어 선전복경보시스템의 검증을 위해서는 전복 상황을 가정하여 시험을 수행하고 실제 어선 계측을 수행해야 하지만, 상황의 위험성으로 인 해 현실적으로 불가능하다. 또한 많은 전복사고의 경우 횡동요와 밀접한 연관이 있는 것으로 조사되었다. 이에 따라 어선전복경보시스템 의 핵심인 어선의 횡동요특성을 정확히 파악하여 시간영역 기반 횡동요 시뮬레이션을 수행하고 해당 정보를 통해 시스템에 탑재된 경보 시스템의 알고리즘을 검증한다. 주요내용으로 첫째, 횡동요 운동 특성을 운동 시험을 통해 계측하고 파악한다. 특히 어선과 같은 소형선 박의 경우 CFD 및 포텐셜 코드를 포함한 해석적인 방법으로 점성과 관련된 횡동요 해석이 어렵다. 이에 따라 횡동요 운동 모드에 초점을 맞추어 운동 시험을 수행하고 횡동요 RAO를 도출한다. 둘째, 횡동요 RAO를 이용하여 Wave Spectrum과의 조합으로 시간영역 운동 시뮬레 이션을 수행하고 전복 경보 알고리즘을 검증한다.
