      This study collected video footage of accident-risk scenarios on actual roads using automobiles and motorcycles. A total of 191,500 km was driven with three vehicles and one motorcycle, capturing 6,550 near-miss accident videos. The footage was analyzed and categorized based on the 27 parameters of the iGLAD(Initiative for the Global Harmonization of Accident Data) accident categories. Parameters difficult to classify under iGLAD were localized to fit domestic conditions, and further analysis identified areas needing optimization. The categorized data was organized into a web-based database platform, providing statistical analysis and search functions for scenario development. Future use of this data will support the creation of safety evaluation scenarios for autonomous vehicles, enhancing traffic accident investigation and analysis systems. Expanding the database to include data from secondary roads and parking areas is expected to increase its applicability and value.

      Human stampedes were a major hazard that could occur during mass gatherings, but they have received limited attention in korea. However, after the 10.29 Itaewon disaster, this atmosphere has turned around. The cause of such an accident and how to prevent it should be considered. The main aim of this study is to identify the reason why did the accident happen at that time, the root cause, and the triggering cause with Delphi-AHP survey method. In addition, various preventive measures were investigated by experts to prevent accidents similar to 10.29 Itaewon disaster. Problems and solutions were presented by collecting expert opinions on the causes and preventive measures of the 10.29 Itaewon disaster. However, the opinion of the experienced peoples who experienced the risk at the Itaewon was not included, so further investigation is considered necessary.

      This study aims to understand the current status of exemptions for traffic accidents during the return of emergency vehicles and to provide suggestions for improvement. A survey was conducted on 3,500 firefighters to investigate the perception of traffic accidents during the return of emergency vehicles, and responses from 505 participants were analyzed. Based On the demographic characteristics and perception of the participants, frequency analysis and variance analysis were used as research methods to analyze basic statistics and the current situation. The results showed that firefighters have concerns and anxieties about traffic accidents during the return of emergency vehicles, and the need for applying exemptions and enacting explicit legal provisions was statistically confirmed. Based on these results, we suggest a policy for exemptions to improve the preparation for re-deployment and to alleviate the concerns and anxieties of firefighters.

      우리나라 해양안전심판원은 해양사고가 발생하였을 때 해양안전심판절차에 따라 해양사고를 조사하는 기관으로 해양사고를 전문으로 조사할 수 있는 역량을 갖춘 조사관을 필요로 한다. 해양안전심판원의 조사관은 2급 이상의 해기사면허를 요구하고 있으며, 승 선경력을 갖춘 경력자로 선박에 대한 전문지식을 소유하고 있지만, 해양사고 조사에 관한 기술 역량은 별도의 교육이 필요하다. 하지만 현재의 해양사고 조사관을 위한 교육은 행정업무가 주된 내용으로 조사 기술 역량 향상에는 부적합하여 이에 대한 개발이 시급한 실정이 다. 본 연구는 해양사고 조사관을 위한 기술 역량 강화를 목적으로 해양사고 조사관 교육 콘텐츠를 설계하기 위해 진행되었다. 이를 위하 여 현행 조사관 교육내용의 분석, 관련 법령의 검토, 선진 해양국가 및 국내 유사 교통기관들의 조사관 교육내용을 분석하였다. 연구의 결 과로써 조사 기술 역량 강화에 중점을 둔 교육 콘텐츠를 설계하였고, 이를 각 5일이 소용되는 신규교육과 전문교육 과정으로 나누어 제안 하였다. 설계된 교육 콘텐츠를 바탕으로 우리나라 해양사고 조사관의 업무여건 등을 충분히 반영하여 심층적인 연구가 진행된다면 조사 기술 역량 향상에 큰 도움이 될 것으로 사료된다.

      In order to collect basic data for the improvement of fishing systems in coastal improved stow net fishery, a questionnaire survey and on-site hearing were conducted from May 10 to June 11, 2019 on the basic items of coastal improved stow net fishery and safety accidents that occurred during fishing operation. The questionnaire for the survey on the actual conditions of coastal improved stow net fishery consisted of a survey on basic matters (six questions) and a questionnaire (six questions) on safety accidents occurring during fishing operation. The results of the survey on basic items were analyzed by region (Incheon, Seocheon, Gunsan and Mokpo), by the captain’s age (less than 50 years of age, 50 to 60 years and more than 60 years of age), by the captain’s career (less than 20 years, 20 to 30 years, 30 to 40 years and more than 40 years) and by the age of fishing vessel (less than 10 years, 10 to 20 years and more than 20 years). According to the survey on basic items of coastal improved stow net fishery such as the captain’s age, the captain’s career, the age of fishing vessel, the fishing nets in use, the crews on board and the operation days per voyage by region, the average captain’s age was 55.7 years, the average captain’s career was 20.5 years, the average age of fishing vessels was 9.0 years, the average numbers of nets used by fishing boats was 14.0 sets, the average numbers of crew on board a fishing boat was 4.4 persons and the average numbers of operation days per voyage was 4.9 days (p < 0.05). As a result of the survey on safety factors during fishing operations, such as experience of ship accidents, major causes of ship accidents experienced, causes of ship accidents (first priority), experience of human accidents, major causes of human accidents, and causes of human accidents (first priority), more than 96% of the respondents experienced ship accidents including collisions with other vessels or fishing gear during fishing operations. The most significant cause of the accident was the other’s fishing gear installed in the fishing grounds. The first possible causes of ship accidents during fishing operations were found to be other fishing gear installed in fishing grounds, steering or engine failure, and inability to avoid accidents during casting and hauling nets. The survey of the experience of human accidents, such as injuries or sea falls, showed that more than 90% of the respondents experienced human accidents during fishing operations. The most important cause of accidents experienced during fishing operations was stucked in a fishing gear during casting and hauling nets. The first important causes of accidents during fishing operations were movement of the fishing gear during casting and hauling nets, damage of the fishing gear such as rope cutting. The results are expected to be provided as a basic data to prevent safety accidents occurring during fishing operation and improve the fishing system in the coastal improved stow net fishery.

      최근 선박충돌사고 또는 좌초사고와 같은 중대한 해양사고를 조사할 때, 사고 관련자의 피로도(Fatigue)가 선박의 안전운항에 부정적인 영향을 미치는 인간과실(Human error) 유발요인으로 작용하여 항해사의 인지능력 및 업무수행능력을 저하시키는 중요한 요인으로 인식되고 있고, 이에 대한 많은 연구가 수행되고 있다. 본 연구에서는 국내 해양사고관련자에 대한 피로도를 체계적으로 조사 분석하기 위한 일환으로 미국연안경비대의 피로도 조사프로그램을 분석하여 국내 해양안전심판원 웹사이트에 조사프로그램을 구현하였으며, 그 결과를 고찰하여 효율적인 피로도조사가 수행 가능하도록 몇 가지 방안을 검토하였다.
