        Accidents that may cause overturning occur while forklifts are moving in a logistics center. Accidents can be prevented depending on the forklift driving habits of the forklift driver. The reach-type forklift forks that have completed the unloading operation must be moved inside the forklift. However, depending on the weight of the cargo, it takes time to move the forklift forks, which reduces productivity. When a reach-type forklift is moved with cargo loaded, the center of gravity of the cargo may change, causing the forklift to overturn. The distance range between cargo and forklift fork masts to prevent reach-type forklift overturning accidents was studied. The possibility of a forklift accident was tested by varying the distance between the forklift fork mast and the cargo from 1cm to 10cm. As a result of the research, it is necessary to proceed with work by distinguishing the distance between the fork mast and cargo centered on 5cm.

        본 연구는 2024년 11월 제주 해상에서 발생한 금성 135호 침몰 사고를 중심으로 고등어 대형선망 어업에서의 침몰 사고 원인을 분석하고, 안전성 강화를 위한 개선 방안을 제시하고자한다. 국내 대형선망 어업은 대규모 어획 작업의 특성상 어획물 이동과 복원력 감 소의 위험이 내재되어 있으며, 이는 선박 침몰 사고의 주요 원인으로 작용할 수 있다. 금성 135호 사고는 대량 어획 작업 중 어획물 이동 과 복원력 상실이 복합적으로 작용했을 가능성이 제기되며, 사고 원인이 아직 명확히 규명되지 않았음에도 초기 정황과 분석을 통해 주 요 위험 요소를 파악할 수 있었다. 본 연구는 등선 위치 조정, 자동 장력 조절 장치 및 실시간 하중 모니터링 시스템 도입, 그리고 복원성 기준 개선과 같은 구체적인 개선 방안을 제안한다. 이러한 방안은 하중 이동과 복원력 저하로 인한 사고 위험을 효과적으로 줄이고, 대량 어획 작업의 안정성과 안전성을 동시에 강화할 수 있다. 결론적으로, 금성 135호 사고는 대형선망 어업의 특수성을 반영한 안전 기준 마 련과 기술적 개선의 필요성을 시사하며, 본 연구에서 제시한 개선 방안은 유사 사고를 예방하고 어업 현장의 안전성을 높이는 데 기여할 것으로 기대된다. 본 연구는 대형선망 어업의 작업 안정성을 향상시키기 위한 실질적인 정책적·기술적 대응책 마련에 중요한 자료를 제 공한다.

        As the use of shared kickboards rapidly increases, personal mobility (PM)-related accidents are frequently occurring. These accidents are mainly caused by careless behavior, which is typically indicated by neglecting to wear a helmet, speeding, signal violation, or illegal driving owing to incorrect driving methods. This type of user behavior increases the risk of accidents; for this reason, there is an urgent need to prepare effective measures for the safe use of shared kickboards. To reduce PM accidents, this study proposes a charging model that promotes the safe behavior of shared kickboard users. The core aim of this model is to persuade users to comply voluntarily with safety rules through incentives and penalties. Specifically, by providing a discount rate when wearing a helmet, the user is encouraged to wear a helmet, whereas in the event of an accident, a penalty is imposed to emphasize the disadvantages that occur when the safety rules are violated. This incentive structure is expected to contribute to the development of safer driving habits among shared-kickboard users. To verify the effectiveness of this charging model, simulations and user surveys were conducted in parallel. It was found that the user’s safety behavior improved, and the incidence of accidents decreased considerably. This confirmed that the proposed charging model not only reduced accidents but also naturally formed a safe driving culture for users. The shared key proposed in this study can benefit the operating company, and policymakers can contribute in the future by sharing key issues that are expected to play an important role in presentation and punishment, and provide a new paradigm for sharing key paradigms.

        도시의 확장 및 광역화로 지상에서의 물리적인 도로 공급 및 확대는 현실적으로 어려운 상황에 직면하였으며, 이를 해결하기 위한 정책의 일환으로 경부고속도로 지하화 사업으로 대표되는 고속도로 지하화 사업이 추진되고 있다. 지하공간을 이용한 도로의 입체적 확장은 새로운 도로 공급용지의 공간적 확대뿐 아니라 지상도로의 교통량 분산으로 교통정체 완화, 차량으로 인한 소음 및 대기오염 문제 완화 등 도로교통체계의 효율성 및 문제점을 개선할 것으로 판단된다. 그러나 현재까지는 지하도로의 설계 및 시공 관련 기술을 위주로 개발 및 적용되고 있어, 운영 및 안전관리에 필수적인 지하고속도로 교통류 관리에 관한 연구는 이론적 수준에 머물고 있는 한계가 상존한 상황에 있다. 이에 본 연구는 지하고속도로 안전 향상을 위한 사고 예방 및 대응 기술 개발의 전단계로 유고 상황에 대응하기 위한 교통관리 개념을 유고 상황에 따라 변화되는 혼잡 지속시간을 추정할 수 있는 교통류 진단과 지하고속도로 내 유고 발 생 후 교통류 혼잡 회복 및 상태 안전화로 나누어 제안하였다. 이를 기반으로 향후 추진될 기술 개발의 단계를 교통류 변동 지표 개 발, 교통류 진단 알고리즘 개발, 교통류 해석ㆍ추정 알고리즘 개발, 교통관리 현장 적용 및 검증의 4단계로 기술 개발 로드맵을 제시 하였다. 본 연구의 결과는 향후 추진되는 K-지하고속도로 안전 확보를 위한 사고 예방 및 대응 기술 개발에 대한 실효성 및 신뢰성을 높이는데 기여할 것으로 사료된다.

        Recently marine accidents involving floating objects have been continuously increasing due to domestic coastal traffic conditions, and as a result cases of secondary-linked reduction gear damage have also occurred one after another. This research aims to evaluate the ship propulsion system safety through the analysis the effect of the torsional stress generated on the propeller shaft system when a rope or net is wrapped around a propeller at sea through theoretical analysis, simulation analysis, and ship empirical test.

        안전은 해군과 같은 위험성이 높은 환경에서 활동하는 조직에게 필수적이다. 효과적인 안전관리는 지속적인 개선과 보완을 통 해 유지되어야 하며, PDCA cycle을 활용하는 것이 일반적이다. 하지만 해군에서는 안전 규정 강화와 교육 확대에도 불구하고 안전사고가 지속적으로 발생하고 있다. 이는 안전사고 분석 및 분류 시스템 개선의 필요성을 보여준다. 본 연구에서는 해군 안전사고 분류체계를 분 석하고 문제점을 파악하여 효과적인 분류체계를 구축하는데 중점을 두었다. 이를 통해 안전사고 결과를 데이터화하고, 사고의 근본 원인 을 파악하며, 중장기적인 안전관리 정책 수립에 기여할 수 있도록 12자리의 해군 안전사고 분류 코드를 제안하였다.

        This study aimed to quantitatively analyze the risk using data from 329 safety accidents that occurred in aquaculture fisheries management vessels over the recent five years (2018-2022). For quantitative risk analysis, the Bayesian network proposed by the International Maritime Organization (IMO) was used to analyze the risk level according to the fishing process and cause of safety accidents. Among the work processes, the fishing process was analyzed to have the highest risk, being 12.5 times that of the navigation, 2.7 times that of the maintenance, and 8.8 times that of the loading and unloading. Among the causes of accidents, the hull and working environment showed the highest risk, being 1.7 times that of fishing gear and equipment, 4.7 times that of machinery and equipment, and 9.4 times that of external environment. By quantitatively analyzing the safety accident risks for 64 combinations of these four work processes and four accident causes, this study provided fundamental data to reduce safety accidents occurring in aquaculture fisheries management vessels.

        When a fire breaks out in a distribution center, it causes a lot of damage. And the most casualties are caused by Fire accidents. Therefore, training for fire prevention should be mandatory at the distribution center. Also, the contents of education should be different in room temperature warehouses and low temperature warehouses. Fire education in low-temperature warehouses should be more emphasized. This is because many fires occur in low-temperature warehouses. In this study, a study was conducted to determine the important order of training hours and contents for fire prevention education according to the type of distribution center. The importance of time and content for safety education in all types of warehouses did not differ significantly. It was first decided that safety prevention training should be conducted periodically in all types of warehouses

        In order to prevent accidents via defective ammunition, this paper analyzes recent research on ammunition life prediction methodology. This workanalyzes current shelf-life prediction approaches by comparing the pros and cons of physical modeling, accelerated testing, and statistical analysis-based prediction techniques. Physical modeling-based prediction demonstrates its usefulness in understanding the physical properties and interactions of ammunition. Accelerated testing-based prediction is useful in quickly verifying the reliability and safety of ammunition. Additionally, statistical analysis-based prediction is emphasized for its ability to make decisions based on data. This paper aims to contribute to the early detection of defective ammunition by analyzing ammunition life prediction methodology hereby reducing defective ammunition accidents. In order to prepare not only Korean domestic war situation but also the international affairs from Eastern Europe and Mid East countries, it is very important to enhance the stability of organizations using ammunition and reduce costs of potential accidents.

        This study analyzed the factors affecting the effectiveness of the Chemical Hazard Risk Management (CHARM). A survey was conducted on 104 learners who participated in the Risk Assessment training course at Occupational Safety and Health Training Institute. Through a self-administered questionnaire, the effect of personal characteristics, corporate characteristics, and safety and health level of the company on the effectiveness of chemical risk assessment was investigated. As a result of statistical analysis, the safety and health level of the company had a positive (+) effect on the effectiveness of Chemical Hazard Risk Management(CHARM), but personal characteristics and corporate characteristics had no relation to it. This study can be used as basic data for further research related to chemical risk assessment in workplaces.

        This study would analyze a survey conducted with 609 workers to use the results as materials for the settlement of safety culture for the characteristics of the establishment by assessing the status of the workers’ exposure to harmful risks and the impact on safety culture to present the following conclusions. This study has significance in that it found that exposure to harmful/dangerous factors in the establishment and the workers’ experiences of occupational accidents affect their perception of safety culture and that in particular, ‘worker safety priority’ of the safety cultural factors was an important factor, and it is judged that continuous studies are necessary so that the perceptions of safety culture will spread in the establishment.

        The Severe Disaster Punishment Act had recently been established in order to promote safety and health (OSH) management system for severe accident prevention. OSH management system is primarily designed based on risk assessments; however, companies in industries have been experiencing difficulties in hazard identification and selecting proper measures for risk assessments and accident prevention. This study intended to introduce an accident analysis method based on epidemiological model in finding hazard and preventive measures. The accident analysis method employed in this study was proposed by the U.S. Department of Energy. To demonstrate the effectiveness of the accident analysis method, this study applied it to two accident cases occurred in construction and manufacturing industries. The application process and results of this study can be utilized in improving OSH management system and preventing severe accidents.
