        본 연구에서는 고해상도인 아리랑 2호(KOMPSAT-2)와 ENVISAT ASAR(Synthetic Aperture Radar) 마이크로웨이브 위성 영상을 이용한 유류 분포 면적 추정과 저해상도인 해색위성 자료를 이용하여 허베이스피리트호 유류오염 사고 발생 전후의 클로로필 a 농도를 분석하였다. KOMPSAT-2와 ASAR 위성에서 추정된 유출유 확산 분포 면적은 각각 59,456 m2 과 1,168 km2로 추정되었다. QuickScat 위성관측 바람은 유류오염 사고 전후에 북풍과 북서풍이 우세하였고, 유류오염 사고 당시 바람은 10m/s 이상의 강한 북서풍이 탁월하였다. 태안과 안면도 연안해역의 클로로필 a의 월별 농도는 유류사고 당시인 2007년 12월에 각각 2.9 mg/m3과 2.5 /m3 이었으나, 그 한 달 후인 2008년 1월에는 각각 6.3 mg/m3과 3.7 mg/m3로 클로로필 a 농도가 현저하게 증가하였다. 또한, 이들 지역에서 콜로로필 a 농도의 단기변화는 유류오염 사고 발생 1-2 주일 후에 그 농도가 감소한 것을 알았다.

        본 연구는 현재 유류오염손해보상에 관련한 국제기금 보상체제의 한계점(피해보상한도액, 손해사정기간의 장기간, 영세업자의 증빙자료, 사고초기의 생계문제 등)을 살펴보고 프랑스, 스페인, 한국 등 3개국이 관련 특별법 및 정부정책에 의거 국제기금의 보상한계점을 어떻게 해결하는 지를 비교분석하여 정책적 시사점을 제시하고자 한다. 그동안 대형 유류오염사고에 대한 세계 대부분의 정부조치는 해난사고의 예방, 사고의 수습, 사고의 원인조사, 해양환경복구 등에 치중되었고 피해보상에 관하여는 민사상의 문제로서 직접적으로 관여하지 않았다. 다만 현재 유류오염피해배상 및 보상과 관련된 국제협약인 민사책임협약(CLC)과 국제기금협약(FC)의 제정 및 가입 그리고 관련 국내법의 입법은 정부가 주도하였다. 그러나 프랑스는 1999년 Erika호 사고, 스페인은 2002년 Prestige호 사고, 한국은 2007년 Hebei Spirit호 사고에서 정부의 정책 및 특별법의 제정을 통해 피해보상과정에 적극적으로 관여하고 있다. 이는 각국이 이러한 대형유류오염사고들 이전에 발생한 대형 유류오염사고들(프랑스의 Amoco Cadiz호 사고, 스페인의 Agean Sea호 사고, 한국의 Sea Prince호 사고)에서 피해배상 및 보상이 원활히 이루어지지 않았기 때문이다.

        Demand for organic analysis increase as industries are growing and many products are spreaded in the daily life. One of many products is oil spill dispersant. It was used for oil accident in the ocean. When oil spill dispersant spread at the ocean, the petroleum in the ocean is dispersed. The oil spill dispersant is made of non ionic surfactant and petroleum oil. The non ionic surfactant disperse petroleum from oil accident. The other part is petroleum oil which has aromatic hydrocarbon. Because the aromatic hydrocarbon is cancerogenic material, it directly injure animals in the ocean. This cause the second pollution in the human body. Many oil accidents still are controlled by oil spill dispersant. Therefore quality control of the oil spill dispersant become important and this also demand for the exact quantitative analysis of aromatic hydrocarbon. Hereupon the first we develop separate petroleum oil from surfactant. The second standardize analytical method of aromatic hydrocarbon in the separated petroleum oil.

        As the Busan harbor is getting susceptible to oil Pollution. the authors analyze the historical records of oil spill accidents and investigate the shoreline features. In addition. we evaluate the response capabilities and compute the required stockpiles of marine oil spill response with the worst case scenario in this area. As a result, it is shown that the recommendable oil spill response is to contain and mechanically recover all oils at sea surface in winter. while chemical dispersants can be used in summer with mechanical containment and recovery, and it is also found that off-shore booms of 3,000m and off-shore skimmers of 986MT/hour recovery rate should be stockpiled with 10,000∼60,000 liters of concentrate chemical dispersant and small amount of synthetic organic sorbents for possible use.

        Marine environment has been polluted and damaged by many sources such as industrial waste, natural seepage, oil spill and offshore production etc. Among them, oil spill from oil tankers is one of most harmful sources to marine lives as its input amount is huge at a limited area for short period. In Korea, the port of Yeosu is known to be very vulnerable to oil spill with large amount of petroleum transported across the harbour. In this regards, the author analyzed and reviewed marine environment and appropriate response to marine oil spill at this area. For these purposes, oceanographic and meteorologic features as well as regional characteristics of harbor facilities, shipping routes, marine traffic and fisheries were investigated, also traffic densities were analyzed in order to check marine accident probabilities making direct observations for 72 hours visual1y and by portable radar.

        A three-dimensional digital image processing technique is proposed to quantitatively predict the dispersion phenomena of oil droplet onto the surface of the water. This technique is able to get the dispersion rate of an oil droplet three-dimensionally just below the surface of the water over time. The obtained dispersion rate obtained through this technique is informative to the investigation into the relationship among the gravity, surface tensions between oil, water, and air. This technique is based upon the three-dimensional PIV(Particle Imaging Velocimetry) technique and its system mainly consists of a three CCD(Charge Coupled Device) cameras, an image grabber, and a host computer in which an image processing algorithm is adopted for the acquisition of dispersion rate oil an oil droplet.

        To find characteristics and areas of greater risk of oil spill at the coastal waters in Korea, some of risk factors were analyzed with historical data of oil spill and marine traffic. As a result, it is characterized that frequency of oil spill is increasing year by year and greatest percentage of spill source is fishing boat. It is proposed that the ports of Ulsan, Yeosu, Incheon and Pusan will be designated as primary area of risk as they have a higher risk of oil spills and its response authority is required to maintain appropriate regional response capability for prompt and effective response to a future spill incident. In addition, the regional response equipments at Ulsan are examined under a assumption of a medium size spill and it is found that the use of chemical dispersant can be an alternative when mechanical containment and recovery is not feasible in this area, and the existing response equipments may be appropriate to address that size of spill. However, the response authority is required to maintain more numbers of stronger boom for unsheltered waters and more quantity of concentrate dispersant to disperse all spilled oils on the water, furthermore the response authority should be prepared for a possible future catastrophic spill with sufficient equipments.

        To predict the oil spill dispersion phenomena in the ocean, the oil spill response model, which can be used for strategic purpose on the oil spill site, based on Lagrangian particle-tracking method was formulated and applied to the neighboring area with Pusan port where the oil spill incident occurred when the tanker ship No.1 Youil struck on a small rock near the Namhyungjeto on September 21, 1995. The real-time tidal currents to be required as input data of the oil spill model were obtained by the two-dimensional hydrodynamic model and the tide prediction model. Evaluation of tidal currents using observation data was successful. For wind data, other input data of oil spill model, observed data on the spot were used. To verify the oil spill model, the oil spill modelling results were compared with the field data obtained from the spill site. Compared the modelling results with the observation data, there exist some discrepancies but the general pattern of modelling results was similar to that of field observation. The modelling results on 7 days after spill occurred showed that the 40% of spilled oil is in floating, 36% in evaporated, 23% at shore, and 1% in out of boundary, respectively. According to the evaluation of weighting curves of effective components to the dispersion of oil, the winds make a 37% of contribution to the dispersion of oil, turbulent diffusion 39.5%, and tidal currents 23.5%, respectively. Provided the more accurate wind data are supported, more favorable results might be obtained.

        To predict the oil-spill dispersion in marine waters, the oil-spill dispersion model based on Lagrangian particle-tracking method was developed and applied to Kwangyang and Jinju Bay. The tidal current movements to be required as input data of the oil-spill dispersion model were obtained by a two-dimensional numerical tidal model. Evaluation of tidal current movements using mean tide was successful. Modelling results were compared with the field data obtained at spill site. There were some descrepancies between modeling results and field data. However, the general pattern of modelling results was similar to that of field data. Provided the real-time tidal currents and more accurate wind data are supported, more favorable results can be obtained.

        It is necessary to develop the one stop system in order to protect our marine environment rapidly from oil spill accident. The purpose of this study is to develop real time database for oil spill prediction modeling and implement real time prediction modelling with ESI and server-client GIS based user interface. The existing oil spill prediction model cannot provide one stop information system for public and government who should protect sea from oil spill accident. The development of multi user based information system permits integrated handling of real time meteorological data from external ftp. A server-client GIS based model is integrated on the basis of real time database and ESI map to provide the result of the oil spill prediction model. End users can access through the client interface and request analysis such as oil spill prediction and GIS functions on the network as their own purpose.

        유류유출사고는 치명적인 해양 생태계파괴를 가져올 뿐만 아니라, 막대한 방제 및 피해보상비용이 발생하므로 일종의 재난으로 받아들여지고 있으며, 초기 방제대책으로써 유출유의 확산범위를 정확히 예측하는 것은 중요하다. 본 연구에서는 허베이 스피리트호 유출사고에 대하여 외력요소를 고려하여 유출유 확산모형을 구축한 후, 확산분포에 대한 수치계산을 수행하여 만리포 및 신두리 일대 해안에 유류가 유입되었던 유출사고 13시간 후인 2007년 12월 7일 오후 8시와 인공위성 사진이 존재하는 2007년 12월 11일 오전 11시의 확산분포를 관측상황과 비교하여 검증하였다.

        Polycyclic aromatic hydrocarbons (PAHs) were investigated in seawater and marine sediment from Anmyundo coastal area after oil spill. The concentrations of total PAHs in surface and bottom of seawater at August were 31.1 to 142.6 ng/L and 5.9 to 50.9 ng/L in August and November, respectively. The concentrations of PAHs in sediment were 21.0 to 102.9 ng/g D.W. and 32.3 to 57.4 ng/g D.W. in August and November, respectively. PAHs concentrations in seawater and sediment in August were higher than those in November about 2.5 and 1.4 times, respectively. Diagnostic ratio (PhA/AnT and FluA/Pyr) were investigated to identify source of PAHs in seawater and sediment. The PAHs in seawater originated from pyrolytic source and those in sediment originated from pyrolytic and petrogenic source. The glass, wood and coal origin was higher than petroleum origin on the combustion origin of PAHs in seawater and sediment. The seawater of Anmyundo costal area recovered from oil spill, but the sediments of that were weakly influenced by oil spill until now. Because this area is developed many fishing grounds, demanded Long Term Environmental Monitoring Program (LTEMP). The concentrations of PAHs on depth of sediments were investigated at station 8 and 10. The concentrations of PAHs were decreased with increasing depth.

        This study aims to propose the concept design of oil spill protection robot which can rapidly intervene to control the oil spillage situation at the sea. Taking into account the fact that a huge amount of oil is transported trans-continentally by oil tanker, none of industrialized countries are completely safe from the marine oil spill which results in social, economical and ecological damages to their communities. The employment of double hull-oil tanker, pipe line transporting can be most safe way. Yet complete prevention of oil spill is probably not realistic. Accordingly the alternative solution to control marine oil spill and minimize the damages caused by the incident using intelligent robot technology based on swarm control method is proposed. The main features of oil spill protection(OSP) robot is explained via following three perspectives. Firstly, from functional point of view, OSP robot system safely and efficiently replaces oil boom installation manually conducted by human workers with intelligent robot technology based on swarm control theory. For second, its modular architecture brings efficient storage of main components including oil boom and facilitates maintenance. For the last, its geometric form and shape enables whole system to be installed to helicopter, boat or oil tanker itself with ease and to rapidly deploy the units to the oil spill area.

        We have studied bioremediation of effective microorganisms on crude oil spill in Taean, west-coast of Korea. Oil contaminated soil samples were collected on December 14, 2007, seven days after the Hebei Spirit oil-spilled accident. Total petroleum hydrocarbon (TPH) was measured to evaluate the effectiveness of effective microorganisms (EM) which were composed with yeast, photosynthetic bacteria and lactic acid bacteria on oil degradation. TPH concentration before EM treatment was 323.8 mg/kg, whereas TPH concentrations on 2 days after EM treatment and that of control (without EM) was 102.1 mg/kg and 170.6 mg/kg, respectively. On six days after EM treatment TPH was 91.3 mg/kg and that of control was 127.7 mg/kg. Percentages of degraded crude oil were 47.3% without EM and 68.5% with EM, 60.6% without EM and 71.8% with EM on 2 and 6 days after EM treatment, respectively. These results clearly showed that the application of effective microorganisms toward oil-contaminated soil was quite useful to degrade crude oil spill. These results were derived from the effects of biostimulation of microbial media nutrients and bioaugmentation of effective microorganisms. If we carefully apply these effective microorganisms, it can be a useful bioremediation method to recover oil-contaminated marine ecosystems.

        As potential of oil spill accident in Busan area is growing with an increase of trade and marine traffic, it become important to provide a realistic and practical response plan to address spilled oil effectively. The authors make a most probable scenario of spill accident to investigate an seasonal applicable response techniques. As a result, it is found that mechanical recovery and/or shoreline clean-up operation are required at the eastern shore of Taejongdae in spring and autumn. In summer, since spilled oil moves and contaminates a lot of sensitive areas in Suyeong Bay, a prompt action is required to mechanically contain and recover as much oil at sea surface as possible, at the same time shoreline counter-measures are commenced. In winter with off-shore wind, no action will be required because there is no risk of oil migration to shore. In addition to mechanical recovery and shoreline clean-up, the use of concentrate dispersant can be an primary option especially in spring and autumn as there is less possibilities to contaminate sensitive areas and sufficient deep waters. However, special care is taken to select response options according to the weather condition at the time of spill.

        Simulation model for diffusion of oil spill is developed. The model can perform real time simulation in the case of oil spill accident in the ocean. The model consists of three dimensional ocean circulation model and model for diffusion of oil spill. Real time flow fields which are used in the calculation of advection of oil spill are obtained in the three dimensional ocean circulation model. The model for diffusion of oil spill includes the evaporation dissolution emulsification and downward diffusion. For the verification of the model it is applied to the oil spill from the accident of Sea Prince. The results shows good agreement.

        Microorganisms producing bioemulsifier were isolated from the sea water in Pusan coastal area. The isolated strain which had the highest emulsification activity and stability was identified as the genus Acinetobacter from the results of morphological, cultural and biochemical tests and named Acinetobacter sp. EL-C6 for convenience. The compositions of optimum medium for emulsification of crude oil by Actnetobacter sp. EL-C6 were crude oil 2.0%, NH_4NO_3 0.2%, K_2HPO_4 0.01%, MgSO_4·7H_2O 1.0%, CaCl_2·2H_2O 0.1% and NaCl 3.0% at initial pH 7.5 and 30℃, respectively. The cultivation for emulsification of crude oil was carried out in 500㎖ shaking flask containing 100㎖ of the optimum medium at 30℃. The highest emulsification was observed after 5 days. The utilization on the various hydrocarbon of the Acinetobacter sp. EL-C6 showed that utilization of n-alkane compounds were better than that of aromatic compounds. Among the petroleum compounds, crude oil was best utilized by the Actnetobacter sp. EL-C6.
