        The decommissioning project of NPP is a large-scale project, with various risks. Successful implementation of the project requires appropriate identification and management of risks. IAEA considered risk management “To maximize opportunities and to minimize threats by providing a framework to control risk at all levels in the organization”. Framework-based risk management allows project managers to identify key areas in which action should be taken at an appropriate time. Also, it enables effective management of projects by supporting decision-making on sub-uncertainty. Risk could be categorized according to the source of the risk. This is called Risk Breakdown Structure (RBS), and is documented as a risk assumption register through a risk identification process. IAEA considers various factors when defining risks in accordance with ISO 31000:2009. IAEA SRS No.97 presents a recommended risk management methodology for the strategy and execution stage of the decommissioning project of nuclear facilities through the DRiMa project conducted from 2012 to 2015. The risk breakdown structure classified in DRiMa project is as follows: (1) Initial condition of facility, (2) End state of decommissioning project, (3) Management of waste and materials, (4) Organization and human resources, (5) Finance, (6) Interfaces with contractors and suppliers, (7) Strategy and technology, (8) Legal and regulatory framework, (9) Safety, and (10) Interested parties. They have various prompts for each category. Such a strategy for dealing with risks has negative risks (threats) or positive risks (opportunities). The negative risks are as shown in avoid, transfer, mitigate and accept. On the other side, the positive risks are as shown in exploit, share, enhance and accept. During the decommissioning, a contingency infrastructure is needed to decrease the probability of unexpected events caused by negative risks. The contingency infrastructure of decommissioning project includes organization, funding, planning, legislation & regulations, information, training, stakeholder involvement, and modifications to existing programs. Since all nuclear facilities have different environmental, physical or contamination conditions, risks and treatment strategies should also be applied differently. This risk management process is expected to proceed at the stage of establishing and implementing a detailed plan for the decommissioning project of each individual plant.

        The U.S. Nuclear Regulatory Commission (NRC) states that every environmental report prepared for the licensing stage of a Pressurized Water Reactor shall contain a statement concerning risk during the transportation of fuel and radioactive wastes to and from the reactor. Thus, the licensee should ensure that the radiological effect in accidents, as well as normal conditions in transport, do not exceed certain criteria or be small if cannot be numerically quantified. These are specified in 10 CFR Part 51 and applied in NUREG-1555 Supplement 1 Revision 1, which deals with Environmental Standard Review Plan. Corresponding regulations in Korea would be the Nuclear Safety and Security Commission Notice No. 2020-7. In Appendix 2 of the Notice, guides on the radiological environmental report for production and utilization facilities, spent nuclear fuel interim storage facilities, and radioactive waste disposal facilities. In this guide, unlike the regulations in the U.S., there are no obligations for radiological dose assessment for workers and public during the transportation. Therefore, overall regulations and their legal basis related to risk assessment during transportation conducted for the environmental report in the U.S. were analyzed in this study. On top of that, through the comparison with regulations in Korea, differences between the two systems were figured out. Finally, this study aims to find the points in terms of assessing transport risk to be revised in the current regulatory system in Korea.

        For the geological risk assessment of deep-depth underground condition by excavation work or tunneling, since rocks and geologic structure of each country is different, it is necessary to objectify or classify quantitatively deep-depth underground risk evaluation in accordance with Korean geologic characteristics. It could be summarized major factors of rock failure and underground space deformation by geological and geotechnical features as geologic structures, overburden, rock mass characteristics, groundwater, high stress and additional categories. Induced main factors that could be identified and predicted intermediate to deep-depth underground risk through literature investigation and analysis study on research trend related to the underground geological engineering. In order to assessment the risk of rock mass excavated from 100 m or more to several kilometers deep below the ground are classified into about 19 factors, and can be divided into 6 categories. Using these risk factors as basic data, weights for each factor for each category can be set, and further, the risk of excavated rock mass can be calculated.

        본 연구는 청소년 정서􌝆행동 특성이 자살 위험에 미치는 영향을 파악하고 위험집단의 취 약성 파악에 목적이 있다. 종속변수는 자살 생각과 계획, 시도를 포함하여 자살 위험으로 설정하였고, 독립변수는 일반적 특성과 학교폭력의 위험요인, 정서.행동 요인, 성격 요인으 로 설정하였다. 첫째, T-검정과 ANOVA를 활용하여 일반적 특성에 따른 각 변수의 차이를 파악한 결과 자살 위험과 정서.행동 문제에서 여학생의 위험성이 높게 나타났다. 약물 오남 용과 자존감, 부모와의 관계에서는 남학생이 높았으며, 성적에 따른 자살 위험의 차이는 유 의하지 않았다. 둘째, 다중회귀분석을 활용한 자살 위험 영향요인 파악에서는 성적과 자존 감이 높고, 부모 관계가 긍정적일수록 자살 위험이 낮아졌다. 자살 위험을 높이는 요인으로 는 심리적 부담(.733), 기분 문제(.327), 약물 오남용(.174), 인터넷 의존(.146) 순으로 나 타났다. 셋째, 교차분석을 활용한 집단별 차이를 분석한 결과 자살 위험의 비중이 높은 집 단은 심리적 부담, 기분 문제, 불안 문제의 관리군과 자기통제 부진의 일반군, 약물 오남용 관리군, 인터넷 의존 일반으로 파악되었다. 넷째, 로지스틱 회귀분석을 활용한 자살 위험성 분석에서는 중학교 1학년, 고등학교 1학년의 위험성이 높았고, 기분 문제 관리군, 약물 오 남용 관리군, 불안 문제 관리군, 인터넷 의존 관리군, 낮은 자존감 집단과 낮은 공동체 의식 집단에서 자살의 위험성이 큰 것으로 파악되었다. 청소년 자살 위험은 개인의 성격, 정서.행 동 특성 및 사회환경적 요인이 상호작용하여 복합적으로 나타나므로, 위험군의 개별적 접근 보다는 지역사회 공동체에 의한 협력 프로그램의 개입이 필요하다.

        In addition to simply providing quality food to the people, the fishery industry must be maintained and developed because it has various functions such as national food security, preservation of natural scenery, protection of national territory, and revitalization of the local economy. However, risk factors such as climate changes and environmental destruction have raised concerns about the sustainable development of the industry. Since these risk factors are becoming larger and more complex over time, it is time to conduct research related to the risk of the fishery industry. Therefore, the purpose of this study is to explore the risk factors facing the fisheries at this point, to analyze the economic ripple effect of regional fishery product supply shortage, and to draw implications. As a result of this study, the economic ripple effect of fishery product shortage per won was highest in Busan, followed by Gangwon, Gyeongnam, and Gyeongbuk. Considering the size of the local fishery industry, Busan had the highest supply shortage per 1% of local fisheries production. It is also necessary to prepare special risk management and countermeasures for these regions since the effect of supply shortage in regions such as Jeonnam, Gyeongnam, and Jeju is large compared to other regions.

        Tuna purse seine fishery (TPF) constitute more than 60% of distant water fishery production in Korea based on a statistic of 2018, and 28 ships from four different companies were under operation at the western and central Pacific Ocean. On this research, common risk factors during TPF were investigated via enumeration of five years Korean fisherman’s insurance payment statement, followed by some counterplans to diminish the accident rate. The accident rate of TPF on the Pacific Ocean peaked by 43.0% in 2014 and constantly decreased to 23.0% until 2018, presenting an average of 33.6%. Meanwhile, the accident rate on the Indian Ocean reached the highest point 55.1% in 2014 and declined to 11.6% in 2016, having an average of 24.7%. The average accident rate of the Indian Ocean scored 8.9% lower than the rate of the Pacific Ocean, but no statistic significance was observed. Depending on the process of operation, ‘casting or hauling of net’ was the most frequent part that people received an injury (40.4%). When the accidents were classified by their types, ‘falling down’ was the most recurrent cause of the injuries (28.5%). At the point of severity, the worst injuries were induced by crush hazard. Considering aforementioned accident frequency and severity, all the factors on the accident type list were divided into three different groups including high risk, moderate risk, and common risk. This study is expected to contribute to the reduction of occupational accidents during the work of fishermen and establishment of a safety management system for distance water fishing vessels.

        PURPOSES : A highway operates in a continuous flow and has restricted access. When an accident occurs on a highway, the impact on the traffic flow is large. In particular, an accident that occurs in a tunnel has a more significant impact than an accident that occurs in a general section. Accordingly, the management agency classifies the tunnel as a dangerous section and manages a tunnel of more than 1000 m using the Tunnel Transportation Management System. The purpose of this study was to select dangerous tunnels that require intensive management for the efficient management of highway tunnels. METHODS : In this study, for the selection of dangerous tunnels for expressways, all highway tunnels were classified into five clusters by characteristics. The traffic accident severity — equivalent property damage only (EPDO) — for each tunnel cluster was derived through a traffic accident analysis. Based on the severity analysis results, the safety performance function (SPF) for each cluster was established, and the accident risk tunnel was selected based on the potential safety improvement (PSI) value of each tunnel calculated using the empirical Bayes (EB) method for each tunnel cluster. RESULTS : As a result of the analysis, accident risk tunnels were selected based on the PSI values of the tunnels for each highway tunnel group. Finally, 55 hazardous tunnels were identified as hazardous tunnels: 13 tunnels in Cluster 1, 3 tunnels in Cluster 2, 15 tunnels in Cluster 3, 18 tunnels in Cluster 4, and 6 tunnels in Cluster 5. CONCLUSIONS : After classifying all 1232 tunnels on the highway into five clusters according to tunnel characteristics, EPDO analysis was performed for each tunnel cluster. To this end, the SPF for each cluster was constructed, and accident risk tunnels were selected based on the PSI value of each tunnel calculated using the EB method for each tunnel cluster. The tunnel cluster was classified as a typical tunnel type. As a result, most of the first and second values were calculated from cluster E (long tunnel cluster).

        In recent years, juvenile offenders have made up an increasing number of all criminal suspects, and minor crimes are becoming a more serious social problem in most countries and regions around the world. While community correction occupies a very important position in the minor crime punishment system, current community correction risk assessments mainly depend on qualitative analysis or simple mathematical statistics using collected data. In combination with relevant theories and regulations, this paper offers a systematic look at the development and theories of community correction and the related risk assessment system and analyzes the characteristics of community correction risk assessment methods of juvenile offenders in different countries. Moreover, it discusses some new risk assessment technologies based on artificial intelligence theory for community correction risk evaluation of juvenile offenders. The effectiveness of the proposed community correction risk assessment method is verified using some real-world community correction assessments.

        목적: 국민건강영양조사 제7기(2016-2018) 원시자료를 이용하여 황반변성에 영향을 줄 수 있는 만성질환을 파악 하고자 수행되었다. 방법 : 국민건강영양조사 제7기(2016-2018) 자료 중 40세 이상의 성인 중에 황반변성 진단여부에 응답한 4,356명의 대상으로 만성질환과의 관계를 분석하였으며, p<0.05인 경우 유의한 것으로 판단하였다. 결과 : 황반변성은 연령에 따라 유병률이 높아졌는데, 연령과 관계된 만성질환 중 심근경색증에서만 유의한 결 과를 얻을 수 있었다. 또한, 심근경색증의 위험요인인 이상지질혈증과 이상지질혈증을 일으키는 고콜레스테롤혈증 도 황반변성과 관계가 있는 것으로 나타났다. 결론 : 황반변성은 연령과 관련된 만성질환 중 심근경색증, 이상지질혈증, 고콜레스테롤혈증과 관련이 있음을 확인하였다.

        이 연구는 한국불교의 대표적인 포교 성공사례 중 한 곳인 한마음선원을 대상으로 포교 성공요인과 위험요인을 분석한다. 연구자는 일반적인 관점 과는 다른 관점, 즉 성공요인보다는 위험요인에 주목한다. 이를 위해 성 공적인 포교 사례들을 개별적이고 독립적인 사례들로서 주목하여 각각의 사례에서 성공 요인을 분석하는 기존 방법론이 아닌 새로운 방법론을 제 시한다. 대략적으로 정리하면, 성공사례들 속에서 공통적인 ‘성공적인 포 교 조건’을 정리하고, 특정한 사례(이 연구에서는 한마음선원)를 대상으로 성공적인 포교 조건 중에서 가장 취약한 것이 무엇인지 점검하고 그 대 안을 찾는다. 성공적인 포교 조건은 조직 요소와 전법 활동요소로 구성되 며, 불교조직의 요소는 불법승의 체계를 갖춘다. 첫째, ‘불’을 의미하는 사찰지도자의 리더십. 둘째, ‘법’을 구축하기 위한 것으로 사찰지도자의 이념과 그 이념을 전달하는 교육체계, 셋째, ‘승’을 위한 사찰지도자의 이 념을 반영한 운영체계와 신도조직이다. 그리고 전법 활동은 교화를 지향 하는 포교와 ‘법’의 실천과 요익중생의 구체화인 사회적 실천으로 구분할 수 있다. 특히 전법활동은 사회와 사찰이 만나는 접점으로 사회적ㆍ지역 적 요구를 반영해야 성공적인 포교 활동이 가능하다. 선행연구와 한마음 선원의 자료를 통해 현재 한마음선원은 포교 조건을 충족하고 있음을 확 인하였다. 그리고 위험요인으로는 대행스님 리더십의 새로운 정리와 계 승, 사회활동을 검토하였다.

        The purpose of study was to examine the factors influencing fast food consumption in Korean adolescents. The analysis was conducted using cross sectional study data from the 16th Korea Youth Risk Behavior Web-based Survey in 2020. A total 54,948 middle and high school students participated in this study. The subjects in the analysis were 28,353 males and 26,595 females, 28,961 middle school and 25,987 high school students. In total, 56.6% Korean adolescents consumed fast food once or twice weekly and 25.4% consumed fast food more than three times weekly. Logistic regression analysis revealed that fast food consumption was significantly associated with dietary behavior such as lower breakfast intake (OR: 0.930, 95%CI: 0.891~0.970, p<0.001), higher soda drinks consumption (OR: 2.563, 95%CI: 2.452~2.678, p<0.001), and higher sweet drinks consumption (OR: 1.898, 95%CI: 1.818~1.982, p<0.001). For psychological and health behavior factors, fast food consumption was also significantly associated with higher perceived stress (OR: 1.239, 95%CI: 1.163-1.321, p<0.001), higher smoking (OR: 1.300, 95%CI: 1.164~1.453, p<0.001), higher drinking (OR: 1.193, 95%CI: 1.112~1.280, p<0.001), higher depression experience, higher loneliness experience, and lower subjective health, In conclusion, fast food consumption in Korean adolescents was associated with undesirable dietary habits and psychological and health behavior, suggesting that appropriate education programs are necessary to reduce such behavior.

        Recently, the number of cases of fire spreading due to exterior materials of buildings is increasing. Due to the nature of modern architecture, which emphasizes the aesthetics of buildings, because buildings pursue a splendid appearance, they are inexpensive and have relatively good insulation performance, but an increasing number of buildings are adopting insulation materials that have poor fire safety performance. The risk of spread is also greatly increased. Since the exterior wall of a building is made of a variety of materials and structures, it is composed of a combination of several elements, including materials such as insulation and finishing materials. Therefore, it was determined that it was necessary to introduce a more systematic evaluation method for building exterior materials, and to improve the system reflecting this, away from the existing evaluation method that only checked the fire safety performance of finishing materials.

        Microcystins (MCs) are cyano-toxins mainly produced by cyanobacteria in the genera of Microcystis, Anabaena, and Oscillatoria. The concentrations of MCs in the water bodies and fish tissues taken from the four weirs (Ipo, Gangjeong-goryeong, Baekje, and Juksan) in the four main rivers in Korea, and the health risk of human due to consumption of toxin-detected fish was examined. The maximum values of MCs concentration in the water samples were as follows: Juksan (3.261 μg L-1), Gangjeong-goryeong (1.014 μg L-1), Baekje (0.759 μg L-1), and Ipo (0.266 μg L-1) weirs. The MC-RR concentration was the highest among the MCs, and MC-YR was not detected. MCs of 0.222~9.808 μg g-1 dry weight were detected in the liver of 3 out of 215 fishes of 16 species, and below the detection limit in muscle. As a result of comparing the feeding characteristics of the collected fishes and toxin concentrations in water and fish tissue, it was concluded that the biomagnification of MCs through the food chain did not occur. It was judged that there was no health risk due to the consumption of the fish detected the toxin, based on the amount of the fish intake of the Korean people and the allowable daily intake of MCs. However, in order to reduce the health risk due to MCs, further studies should be conducted to analyze the concentration of MCs contained in fish tissues collected at various times in the area dominated by harmful cyanobacteria to obtain data on the exposure of MCs due to fish consumption. In addition, it is necessary to establish the management guidelines for MCs in fish tissues.

        대한민국은 선진국이지만, 건설공사현장에서는 여전히 대형건설사고가 끊임없이 발생하고 있다. 이에 본연구는 건설안전의 예방을 기술적 접근보다는 법사회 학적(철학적) 사유 방식을 선택하여 ‘법사회학 이론적 차원’과 ‘방법론적 차원’ 으로 나누어 접근하였다. 법사회학 이론적 접근 방법에는 ‘한나 아렌트’, ‘라깡’, ‘바우만’, ‘동형화 이론’, ‘지젝’이 주장하는 이론을 적용하였고, 방법론적 차원 으로는 법사회학적 이론 차원에서 초래된 위험유형사례를 상호 대비하여 법사 회학적 이론과 사례, 판례, 통계분석을 참고하여 건설대형 사고가 법사회학 이론과 밀접한 연관성이 있는 것을 입증하였다.

        Power generation construction projects involving large amounts of capital can affect the survival of a company along with huge economic losses in the event of a business failure. In general, private companies are organizations with challenging risk taking tendencies while public companies have a risk averse tendency to avoid risk, so these differences in organizational tendencies make it difficult to respond to risk. In particular, public companies are more likely to fail than private companies because they choose the contradiction of risk picking to enter overseas markets with high uncertainty despite their tendency to risk averse due to the nature of the organization. Therefore, these organizations need risk management techniques that reflect a risk-averse strategy. Accordingly, this paper analyzes the risk management research papers of the existing overseas development EPC business in order to find the risk management techniques related to the organizational tendencies of public companies and proposes “establishing a performance audit system for risk management of the organizational tendencies of public companies” as a way to extract the risk factors through the examples of overseas development projects of public companies and to manage the organizational tendencies of public companies that affect them.

        The food delivery platform labor market has been continuing to grow rapidly in Korea, which resulted in traffic accident increases of delivery riders. To prevent traffic accidents while delivery, this study conducted a survey for 462 delivery riders and analyzed the statistical relationships of delivery characteristics and risk perception with delivery accidents. The results of this study revealed that riders with young age (20s: 46.6%) and/or low delivery experience (less than 1 year: 50.6%) had significantly higher proportion of accident experience than other age groups (over 40s: 36.2%) and high delivery experience (more than 2 years: 36.4%). In addition, side job riders (61.5%) showed significantly higher proportion of accident experience than main job riders (39.1%). The riders with accident experience had more number of deliveries per hour (weekday: 3.56, weekend: 3.91) than the riders without accident experience (weekday: 3.29, weekend: 3.68). Lastly, the riders with accident experience rated significantly higher perceived level of risk on weather, violation of traffic laws, uninspected motorcycle, receiving calls while driving, missing safety training, missing personal protective equipment than the riders without accident experience. This study suggested four aspects based on the study results to prevent traffic accidents for delivery riders.

        일탈에 대한 연구의 출발은 혁신의 경우 프로세스의 일탈에서 수반된다는 주장(Dougherty & Heller, 1994)으로부터 시작되었으며 이를 통해 긍정적 측면의 건설적 일탈(constructive deviance)로 개념화 되 었다. 조직을 둘러싼 환경변화는 조직구성원들로 하여금 창의적인 사고와 이를 통한 문제해결 및 선제적 인 행동을 요구하는데 건설적 일탈의 개념이 혁신과 변화 그리고 선제적 행동 측면에서 조직의 규정과 규범을 어기면서까지 더욱 적극적인 행동의 의미를 갖는다는 점에서 건설적 일탈행동의 선행변수의 규명 은 필요하다. 본 연구는 건설적 일탈행동의 선행변수로 임파워링 리더십의 영향력을 살펴보고자 하며, 이 들 변수들 간의 관계에서 어떠한 과정과 맥락으로 영향력이 나타나는지를 규명하려는 목적으로 수행되었 다. 건설적 일탈행동의 선행변수로 임파워링 리더십을 설정하였으며 직무열의를 매개변수로 설정하였으며, 직무열의가 건설적 일탈행동에 미치는 영향력에 있어서 위험감수성향의 조절효과도 살펴보았다. 또한 매개와 조절을 모두 반영한 조절된 매개효과도 살펴보았다. 건설적 일탈행동은 대인관계와 조직도전으로 구성하였다. 관련 변수들에 대한 문헌을 토대로 연구가설을 설정하였는데 직접효과, 매개효과, 조절효과 그리고 조절된 매개효과 가설을 설정하였으며 광주광역시 소재 제조업 15개, 서비스업 30개 기업에서 근 무하는 조직구성원들을 대상으로 설문을 활용하여 연구가설을 검증하였다. 동일방법편의 문제의 해결을 위해 상사와 조직구성원들로 응답원을 나누었으며 총 404부의 설문지를 최종분석에 활용하였다. Hayes(2018)의 프로세스 매크로를 활용한 실증분석 결과를 살펴보면 첫째, 임파워링 리더십은 건설적 일 탈행동: 대인관계, 건설적 일탈행동: 조직도전에 정(+)의 영향력이 나타났다. 또한 임파워링 리더십은 직 무열의에도 정(+)의 영향력이 나타났다. 둘째, 직무열의는 건설적 일탈행동: 대인관계와 건설적 일탈행동: 조직도전에 직접적으로 정(+)의 영향력이 나타났다. 또한 임파워링 리더십과 건설적 일탈행동: 대인관계, 건설적 일탈행동: 조직도전과의 관계를 매개하고 있었다. 셋째, 위험감수성향은 직무열의와 건설적 일탈 행동: 대인관계, 건설적 일탈행동: 조직도전과의 관계를 조절하고 있었다. 즉, 직무열의가 건설적 일탈행 동에 미치는 정(+)의 영향력은 위험감수성향이 높은 경우 더욱 확대되고 있었다. 마지막으로 직무열의의 매개효과는 위험감수성향이 높은 경우 매개효과가 더욱 높게 나타나고 있어 조건부 간접효과가 나타나고 있음을 확인하였다. 조직구성원들의 건설적 일탈행동을 높이기 위해서 임파워링 리더십 발휘가 필요하다 는 것을 알 수 있었으며, 이들 사이의 관계에서 직무열의가 매개하고 있다는 것을 알 수 있었다. 또한 직 무열의가 건설적 일탈행동에 미치는 영향력에 있어서 위험감수성향이 높은 경우 영향력의 확대가 이루어 지고 있다는 것도 알 수 있었다. 임파워링 리더십과 건설적 일탈행동과의 관계에서 직무열의의 매개도 위험감수성향이 높은 경우가 큰 의미를 갖는 것으로 나타났다. 연구결과를 토대로 임파워링 리더십과 건 설적 일탈행동과의 관계에서 어떠한 과정과 맥락으로 영향력이 나타나는지를 규명하였다는 점에서 이론 적 의의 뿐만 아니라 실무적 의의도 갖는다.
