        Decommissioning plan of nuclear facilities require the radiological characterizations and the establishment of a decommissioning process that can ensure the safety and efficiency of the decommissioning workers. By utilizing the rapidly developed ICT technology, we have developed a technology that can acquire, analyze, and deliver information from the decommissioning work area to ensure the safety of decommissioning workers, optimize the decommissioning process, and actively respond to various decommissioning situations. The established a surveillance system that monitors nuclide inventory and radiation dose distribution at dismantling work area in real time and wireless transmits data for evaluation. Developed an evaluation program based on an evaluation model for optimizing the dismantling process by linking real-time measurement information. We developed a technology that can detect the location of dismantling workers in real time using stereovision cameras and artificial intelligence technology. The developed technology can be used for safety evaluation of dismantling workers and process optimization evaluation by linking the radionuclides inventory and dose distribution in dismantling work space of decommissioning nuclear power plant in the future.

        PURPOSES : In this study, the flatness of a sidewalk surface was evaluated by measuring the vibration acceleration experienced by wheelchair users passing the sidewalk using a walking measure. The objective of this study is to derive a linear equation for converting the vibration acceleration of a sidewalk surface measured using a walking measure into vibration acceleration of a wheelchair. METHODS : To this end, field measurements were obtained. Twenty sites with different sidewalk surface materials were selected to measure the vibration accelerations of the walking measure and wheelchair. A regression analysis was conducted with the measured root mean square value of the vibration acceleration, and a linear equation expressing the walking measure and wheelchair vibration acceleration was derived. RESULTS : The regression analysis was conducted by inputting the vibration acceleration of the wheelchair into the Y-axis and that of the walking measure into the X-axis. Thus, a linear equation between the walking measure and wheelchair acceleration could be derived. Further, linear equations could be derived and applied based on the situation using various standard walking measures and wheelchairs. These equations could be used to convert the vibration acceleration of the walking measure into that of the wheelchair. Substituting the converted vibration acceleration into the comfort level specified in ISO 2631-1 was expected to indicate the flatness of the sidewalk. CONCLUSIONS : This study confirmed that a linear equation for the two vibration accelerations could be derived by measuring the vibration accelerations of the walking measure and wheelchairs of 20 different sites. The vibration acceleration measured using the walking measure could be converted into that of the wheelchair using this linear equation. In addition, the flatness of the sidewalk could be evaluated by measuring the vibration acceleration of the walking measure using this linear equation.

        When the heat flux on the heating surface following changing heat condition in the boiling heat transfer system exceeds critical heat flux, the critical heat flux phenomenon is going over to immediately the film boiling area and then it is occurred the physical destruction phenomenon of various heat transfer systems. In order to maximize the safe operation and performance of the heat transfer system, it is essential to improve the CHF(Critical Heat Flux) of the system. Therefore, we have analysis the effect of improving CHF and characteristics of heat transfer following the nanoparticle coating thickness. As the results, copper nanocoating time are increased to CHF, and in case of nano-coatings are increased spray-deposited coating times more than in the fure water; copper nanopowder is increased up to 6.40%. The boiling heat transfer coefficients of the pure water are increased up to 5.79% respectively. Also, the contact angle is decreased and surface roughness is increased when nano-coating time is increasingly going up.

        Marine traffic engineering has been pushed to the limits due to a rising demand in the shipping business. Merchant ships are growing dramatically, both in numbers and in size. To keep pace with current developments, automation seems to be one viable option when it comes to keeping ships running with fewer seafarers available. The aim of this paper is to monitor a modern day mariners’ performance while working in a tense situation. The objective is to define the size of the safety domain whilst overtaking a vessel. The approach was to assess the ship’s domain area within a 3 nm wide traffic separation scheme by using a ship handling simulator. From the simulation results, an overtaking domain was determined as 1.36nm long and 0.4nm wide. Safety domains in real-life situations were experienced on a much smaller scale compared to the previous findings. The working load for this particular operation is expected to be stressful and highly skilled orientated.

        현대 산업사회의 제조업에서는 생산을 가장 중요시하고 있지만 안전에 관한 의식도 많은 관심의 대상이 되고 있다. 사고예방을 위한 지속적인 노력에 따라 사고 건수는 점차 줄어들고 있으나 치명적인 중대 산업사고는 오히려 증가하여 산업재해로 인한 사망자 수는 줄어들지 않고 있다. 이와 같은 상황에 따라 중대 산업사고를 예방하기 위한 수단으로 공정안전관리제도를 도입하여 시행하고자 하고 있다. 하지만 일반 제조업에서는 화공안전의 경우와 같은 공정안전을 측정하는 방법이 아직 미흡한 실정이다. 따라서 본 연구에서는 제조업의 공정을 안전에 대한 관점에서 분석하고 효율적으로 공정별로 측정하여 관리할 수 있는 기법을 제시하고자 한다. 제안되는 기법은 안전에 대한 항목은 기업의 관리자들을 통한 AHP 가중치를 결정하고 각 공정을 정규화된 행렬을 이용하여 제안하였다.

        In this paper, we implement a portable bioelectric signal measurement system for the safety of industrial workers. The developed system consists of two parts: the one is boielectric signal measurement unit and the other is signal analyzer system with PDA. The former includes signal processing part, A/D convertor, and 8051 based microprocessor, the latter includes software for signal analysis and display. The developed system detects industrial worker's ECG and displays and stores it to PDA. The ECG data in PDA can be transmitted to PC located in a distance, allowing a doctor to review the ECG and make a treatment decision. A doctor analyzes the ECG data and gives medical treatment to industrial worker.

As a part of development of the software of Measurement of Safety Cost which is appropriate for the domestic environment, this study is developing a software based on Noguji method, which is one of the methods of Measurement of Safety Cost, and to appraise the efficiency of the management of Measurement of Safety Cost we will implement and improve the software in the case of the domestic enterprises.

        Currently, the cable safety management of cable supported bridges is calculated by the ratio of the measured tension to the design tension. The measurement of the tension is performed by indirectly estimating the acceleration measured at the cable surface in terms of the tension. The method of converting the cable vibration response (acceleration) into the tension is disadvantageous in that the damage of the individual strand (or wire) in the cable is not clearly reflected in the tension because the measurement is not reliable and is managed only by the total tension. The purpose of this study is to improve the cable safety management system by evaluating how the damage of individual strand of MS type cable, which is mainly applied to cable-stayed bridges, affects the safety level managed by level of cable tension.

A systematic approach is proposed to process the raw data for generating appropriate safety assessment indicators. The software for structural state evaluation includes (i) format conversion of raw data, (ii) noise filtering, (iii) generation of assessment index, (iv) state evaluation. Determination of the limit state included in the condition evaluation step is discussed and an example of the graphic user interface of the software is shown.

        Waterside structures such as dams or levees are essential for flood protection, and flood induced failures of such structures can cause serious damages. Real-time safety prediction can prevent most of the damages to inland or the consequential economic damages induced by flood hazards. This study introduces a method of real-time safety prediction by evaluating the correlation between numerical simulation, real-time measurement, and geo-centrifuge data.

        Recently, demand for systematic and scientific management system is increasing as national consciousness of safety improved. Various studies on monitoring and management techniques of important facilities are being carried out, but it is difficult to conduct swift countermeasures in case of real disasters. Specially, damage inflicted by disasters would be preventable when stability of construction sites as in downtown area or tunnel construction sites where human and material damage is expected to be high can be identified promptly. This study developed a scene visualization measurement sensor using LED and applied on the safety management of structures. The scene visualization measurement technique can change the paradigm of existing measurement methods. The technique will allow users to determine safety of structures promptly and easily in real time without professional help. Also, it will reduce professional manpower for structure management during or after completing the construction, and it can minimize damage from disaster occurrence through quick response when unusual symptoms occur.

        교량 계측시스템의 계측항목 중 거더 중앙부 처짐은 교량 상부구조의 대표적인 거동 특성이며, 중요한 상태평가 항목이다. 교량 계측시스템에서 교량 경간 중앙부 처짐에 대한 관리기준치를 설정하는 여러 가지 방법 중 도로교 설계기준의 처짐 제한치를 적용하는 경우도 있다. 그러나 도로교설계기준의 처짐 제한규정은 안전성 측면보다는 사용성 측면에서 검토되어 실제 교량에서 발생할 수 있는 위험상황에 대하여 어느 정도 안전을 보장하는지 판단하기 어렵다. 본 연구는 현재 교량 설계시 경간 중앙부 처짐의 사용성 검토 기준이고, 일부 교량 상시계측시스템의 경간 중앙부 관리기준치로 적용되고 있는 도로교설계기준의 처짐 제한치가 포함하고 있는 파괴(항복)에 대한 실질적인 안전율을 추정해 보고자 실내구조실험을 통하여 일반 철근콘크리트 거더의 안전율을 추정하였다.
