        본 프로젝트는 최근 사회적 이슈가 되고 있는 미세먼지 저감 숲 조성을 목적으로 진행된 것이다. 대상지는 전라남도 여수 국가산업단지로 부지면적은 32,550,850㎡이다. 매립지이자 중화학공업단지라는 특수한 여건을 고려하여, 여수산단의 녹지조성 가능지 발굴을 포함한 종합적인 저감 숲 조성 마스터플랜 제시를 최종 목표로 한다. 아울러 산단 입주기업의 사업장 내부에 대한 미세먼지 저감녹지 조성에 대한 방안제시도 포함하는 것으로 진행하였다. 연구결과를 요약하면 다음과 같다. 여수 산단지역과 입주기업의 사업장 내부의 조사 분석을 실시하였고. 미세먼지 저감 숲 조성사업의 실현가능성 및 녹지조성 효과 등을 근간으로 하여 크게 3단계 사업권역으로 구분하였다. 그리고 산단 주변의 자연지형 즉 산지 및 녹지를 연계 활용하여 2개의 녹지 보전·형성축을 계획했다. 북측 녹지축은 산단 내부의 산지 및 도로녹지 등을 연계하는 1차 미세먼지 차단축, 남측 녹지축은 여수시가지로 유입되는 미세먼지 차단을 위한 2차 완충기능 목적이다. 미세먼지 저감 숲 조성 마스터플랜은 산단 도로 등 시설배치 및 녹지분포 등 공간구성에 따라 구간 및 유형을 구분하였다. 그 결과 여수 국가산단 전 지역이 총 10개 타입으로 분류되었으며, 각각의 유형에 대해 적용 가능한 미세먼지 저감 숲 및 녹지공간의 조성방법과 식재구조 그리고 저감수종 등을 제시했다. 기본계획은 산단의 도로, 녹지, 구릉지 등 공공영역 즉 사업장 외부공간을 중심으로 수립하였으며, 그 외 사업장 내부 즉 사적영역에 대해서는 입주기업의 여건 및 주변상황에 따라 선택하고 시도할 수 있도록 공간구성 및 식재수종 선정 등 다수의 계획모델을 제시했다.

        본 연구는 새만금 기본계획 중 녹화공간 계획 및 계획변화를 분석하고, 현재 진행 중인 사업에서 발생하는 녹화공간의 문제와 과제를 정리함으로서 개선방안을 모색하는데 목적을 두고 있다. 새만금 기본계획에 나타난 녹화공간의 문제로, 공원녹지는 사업 대상지별 확보에 의해 거점공원의 조성 및 연속적 녹지대 조성의 어려움이, 방재림은 연접한 기반시설과 일체성이 확보되지 못해 초래된 사업비 증대 및 그 사업비의 미확보가, 환경생태용지는 높은 비매립율과 수상태양광 설치로 녹화시기의 장기화가 대두되었다. 진행 중인 사업에 나타난 녹화공간의 문제는, 동서·남북도로는 바다준설토로 매립되고 방수제 역할을 함으로 인한 녹지형성의 어려움, 새만금산업단지는 지속적인 공원녹지율 감소, 수변도시는 단지내 공원녹지율 20%에 방재림이 포함됨으로 인한 녹화면적의 감소 등이다. 이러한 문제로부터 새만금녹화를 위한 개선방안으로, 첫째, 거점공원 확충을 위해서는 도시지역권·광역권 근린공원을 새만금 기본계획 및 예산에 반영할 것을, 둘째, 녹지는 토지이용계획과 정합성을 도모한 확대를, 셋째, 방재림의 빠른 조성을 위해서는 인접지 수상태양광 발전단지 조성 시 발생하는 준설토와 발전수익의 활용을, 넷째, 타 용도로 활용이 계획되어 있는 환경생태용지는 그 위치와 기능의 조정을, 마지 막으로 다양한 사업의 공원녹지를 총괄할 도시공간조성과의 신설을 제안하였다.

        The recent trend of local tourism is moving toward the discovery of hidden resources, breaking from the concept of utilizing the existing resources, and of creating various stories based upon discovered resources. Accordingly, this research is about establishing master plans for a tourist destination named Jeongeupsa, a ballad made during Baekje Kingdom, which is a literary resource representing Jeongeup-si. These plans will be established by applying a research process of spatial storytelling. This research contains theoretical consideration through advanced research on spatial storytelling and Jeongeupsa. The spatial storytelling research process that is suggested shall include an analysis of the context of texts, understanding of sense of place, application of a theme and a story, construction of a space, and sharing of a story. The space composition is as follows: First, district of Jeongeupsa based on the story resources of Jeongeupsa, a ballad made during Baekje Kingdom; second, Beakje Jeongchonhyun based on the story resources of the Keunsaeam wells; finally, it was composed of Jeonghae village district through story resources of Jeonghae village. The spatial storytelling system has applied while establishing master plans for the tourist destination in order to turn a tourist destination into a space where visitors can easily be aware of various story resources that a space has and stories and visitors can interact and communicate each other, breaking from the old unified planning system. The purpose of this research is to find a new method of tourist spot planning. I hope the method suggested by this research can be of help to a process of realizing various tourism resources.

        The goal of this master plan is to utilize the historical and cultural landscape resources of Deokjin park, with a thousand years of history, to improve the park’s value, promote the creative development of the historical and cultural landscape, increase the number of tourists, and tourists’ experience elating to traditional culture in the northern district of Jeonju, Korea. To establish master plan, this study analyzed the location, natural environment, and human environment of Deokjin park. The target of this study was limited to the area surrounding Deokjinji within Deokjin park. In order to reflect visitors’ opinions, a survey was conducted relating to the tourism resources around Deokjinji. “Masterpiece of the world! Deokjin park” was selected as a vision statement for the park. The theme of the master plan for the area surrounding Deokjinji is “Pure love that has bloomed for a millennium in Deokjinji,” with the motifs of millennial history and lotus flowers. The development strategy includes thematizing the love of Deokjinji over a thousand years, strengthening the connections with nearby resources, and specializing in the nightscape and nighttime activities. This study suggested the following as facilities for year-round tourism: a traditional dike to reinforce the historic nature of Deokjinji; a performing ferryboat that connects Deokjinji with Jeonju Pansori (traditional dramatic songs); a water lily greenhouse and a botanical garden of sweet-flags/lotuses, thereby using lotuses, as the representative resource of Deokjinji. In particular, the dike around Deokjinji has been designed as the millennial love dike trail, taking into account the historic nature and structural significance based on its thousand-year history and its unique curved shape.

        The objective of this study is to analyze the investment adequacy of the projects implemented according to the master plan on sewerage rehabilitation at Seoul. The planned and actually implemented ratio of invested money on sewage treatment plants (STPs) to sewers were compared in two temporal periods. Though the planned ratio of investment on STPs to sewers was 50:50 (in 2009-2020) , the actual implemented ratio in 2009-2013 was 34:66. Until 2020, the greater investment ratio on STPs to sewers should be made considering the necessity of coping with stricter legal compliance on advanced treatment, stormwater treatment and so on. The priority of the planned and partially implemented projects among four STPs and at each STP was evaluated. Considering only the performance indicator of reduced load of BOD, T-N, T-P per the capacity of each STP facility, the performance among four STPs was shown as Jung-Rang>Tan-Cheon>Seo-Nam>Nan-Ji. The reverse order of the performance results in the past may be considered for future investment priority, but the efficiency of operation implemented at each STP, deteriorated status of each STP, investment in the past and so forth should also be considered. As for the priority of projects conducted within each STP, projects related to legal compliance (such as advanced tertiary treatment, stormwater treatment, etc.) have highest priority. Odor-related project and inhabitant-friendly facility related projects (such as building park on STPs, etc.) has lower priority than water quality related projects but interactivity with end-users of sewerage should also be important.

        The Korea Energy Master Plan was first developed in 2008 to achieve sustainable economic development and energy security while considering environmental impact. The plan is to be updated every five years to consider environmental changes and changes in energy market supply and demand. In response to climate change, the 2008 master plan identified the need to reduce greenhouse gas emissions as the primary global issue for energy policy. The plan calls for maximum use of nuclear power and renewable energy and dramatic curb of energy demand. Its energy policies primarily focus on ways Korea can provide an affordable and stable supply of power while supporting economic growth and industrialization (Ministry of Trade, Industry and Energy [MOTIE], 2014). The policy has brought significant growth to the renewable and nuclear power generation industries. However, cheap electricity has increased electricity consumption and destabilized the supply-demand power balance. The construction of more power plants to meet growing electricity demands has also had negative impacts such as increased greenhouse gas emissions, an overloaded electricity transmission network, and opposition from local residents near power lines and power plants. In accordance, the second energy policy in 2014 focuses on (MOTIE, 2014): 1. Transitioning to demand management 2. Building a distributed generation system 3. Balancing between environmental and safety concerns 4. Enhancing energy security and energy supply stability 5. Establishing a stable supply system for each energy source 6. Shaping energy policy to reflect public opinion Regarding market trends and consumer/industry demands, the Korean economy is relatively high in energy use per GDP unit. Korea’s many energy-intensive industries and cheap electricity have caused the industrial sector to sharply increase its demand for cooling and heating. The Fukushima nuclear power plant accident in Japan heightened public fears about nuclear power generation. From 2010 to 2035, as developing countries grow in economics and population, global energy demand is expected to increase by 48.3% and greenhouse gas emissions by 40.2%. As the cost of oil rises and unconventional energy sources such as shale gas and tight oil are developed, negotiations on a new post-2020 global climate framework will change the energy market landscape. Regarding energy demand management, the plan focuses on revising electricity rates to ease overconsumption and to reflect environmental and social costs such as refurbishment of nuclear facilities and the transmission network, different pricing for different types of voltage use, progressive rate relief, and expansion of critical-peak pricing. It applies information and communications technology (ICT) demand management by deploying smart grid incentives for energy storage system installation, revising standards for building design, and invigorating the demand management market. To balance electricity consumption ratios, the plan advocates increasing renewable gas, coal, and oil consumption. To establish a stable supply system for each energy source, the plan suggests diversifying oil import routes to respond aggressively to global market changes such as the emergence of shale gas. It recommends supplying more than 15% of power from distributed sources such as integrated energy systems, renewable energy, and in-house generators, and constructing power plants in areas that have sufficient electricity transmission capacity. It also suggests accelerating the use of eco-friendly and renewable energy sources such as solar, wind, geothermal, fuel cells, and energy storage systems to reduce CO2 emissions. In environmental protection and improved safety for power plant operation, the plan advises using greenhouse gas reduction technologies such as ultra-supercritical and carbon capture and storage for thermal power plants as soon as they are available. It prioritizes nuclear plant safety by expanding investment, improving management of aged plants, and fostering planned and preventive inspections. It also recommends responding proactively to energy-related conflicts by improving transparency in electricity transmission network and spent nuclear fuel management policies. The plan gives several insights into the future of energy marketing. First, as electric charges increase, customers will have more interest in energy issues such as electricity consumption and CO2 emissions when they purchase product. They will want manufacturers to divulge the energy efficiency of products. As technology develops, products will add additional functions that will increase future product costs. Eventually products that consume less energy will be more competitive as customers consider total ownership costs. The new market trends will create and expand the need for energy management systems utilizing ICT, renewable energy, and safety in nuclear power plants.

        기존의 역사공간은 형식화된 전통기법과 잘못 표현된 공간계획으로 역사적 사실의 정확한 전달 기능을 수행하고 있지 못하며 특히 잘못된 역사관을 심어줄 우려가 발생할 수도 있어 개선방안이 필요한 실정이다. 이에 본 연구에서는 우리나라의 대표적인 독립운동가인 윤봉길 의사를 테마로 한 새로운 역사공원 기본계획을 영화적 구성기법인 내러티브기법 을 적용하여 새로운 역사공간으로 계획하고자 하였다. 전체적인 공간 배치는 내러티브 구성기법인 파노라마 구성기법을 적용하였으며 단순한 시간 나열이 아닌 사건 중심으로 공간을 배치하였다. 세부적인 표현기법은 내러티브 구성기법인 에이징(aging), 원근법, 직선배제, 차단, 상황장면구성기법 (Set Figure Show) 등을 적용하였다. 이는 윤봉길 의사의 다양한 업적, 유물, 어록 등을 효과적으로 표현하기 위해 적용하였다. 평지형의 단조로운 경관을 탈피하고 입체적 시설 구성을 통해 공간의 다양성과 효율성을 도모하였다. 위인 중심의 역사공간은 기존의 추모 및 기념을 위한 공간에서 탈피하고 새로운 공공공간으로서의 공간구성방법이 요구되므로 내러티브기법을 적용한 기본계획을 수립하였다.

        대리만족권역은 2012년 농림축산식품부의 권역단위 종합정비사업계획 수립의 시범지역이며 즐거운 교육을 품은 건강한 마을 만들기의 목표를 가지고 기능별 공간구상을 중심으로 계획되었다. 권역은 대리와 호암리이며 쌀, 고구마, 고추, 율무 등이 산업의 중심을 형성하고 있다. 기본적인 공간개발의 방향은 도농교류, 교육과 문화체험을 위한 시설을 배치하여 교육을 품은 건강한 마을만들기를 주축으로 하고 있다. 주요 내용으로 기초생활기반은 도농교류센터와 독거노인 공동홈조성, 지역소득증대는 농산물 저장고와 농촌유학센터, 지역경관개선은 진입로 개선, 안내판 설치, 쉼터조성, 둘레길 조성 등이 계획되어 있다. 이러한 기능별 공간구상은 지역주민들에게 삶의 질을 높여줌과 동시에 지역자원을 활용할 경우 지역경제가 활성화될 것으로 판단된다.

        본 연구는 노후주거지의 총체적 재생을 위한 주민주체의 마스터플랜 수립에 있어 계획과정, 계획내 , 실행방법에 대한 시사점을 도출하는데 목적이 있다. 연구방법은 기존연구의 고찰, 마스터플랜 수립과정별 참여주체, 참여방법,계획내용을 분석하였으며 워크샵, 설문조사, 공람·공청회가 병행되었다.노후주거지의 총체적 재생을 위한 주민주체의 마스터플랜의 특징은 다음과 같다. 계획의 수립주체는 주민, 전문가,행정과 함께 중간지원조직으로 MP팀이 함께한다. 계획과정은 전체 주민이 직접 참여할 수 있도록 다양한 워크샵을운영하고 주민대표그룹과 행정, MP팀이 협의를 통해 단계별 계획내용을 결정한다. 주요내용은 물리적 재생을 위한 사유공간과 공공공간의 환경개선, 경제적 재생을 위한 일자리 창출방안, 사회적 재생을 위한 주민역량강화, 공동체활성화, 문화·복지환경 개선방안으로 구성되며 계획내용이 서로 유기적으로 연계된다. 실행방법은 적극적인 주민참여를바탕으로 실현가능한 사업에서 출발하며 중앙정부와 지자체의 다양한 공모사업에 응모와 제안을 통해 예산확보방안을모색한다.

        This study intends to investigate the measuring scales, locations and scales through arrangement plans for a research on construction plans. Through an analysis of the artifacts-measuring scales, the relation of two scales found, which further helped suppose the measuring scales applied during the foundation period. Southern dynasties-scale was still used even after the capital was transferred to Sabi till Tang-scale was introduced. Tang-scale was used for Buddhist temples mostly founded in the 7th century. On the other hand, Goguryo-scale seemed to be used almost at the same period as Southern dynasties-scale used, but it seemed that Goguryo-scale disappeared earlier than Southern dynasties-scale. The locations of Buddhist temples could be classified into mountains, flatlands and mountain valley. Buddhist temples founded in mountains were mostly small-sized, but ones located on flatlands could secure flat fields through mounding operations. In addition, through location conditions of Neungsa and Wangheungsa, it was possible to find out the district setting of Sabi Capital Castle. Finally, the expansion range of Buddhist temples were found to be towards the east and the west. As for the scales of temples according to such conditions of location, it was found a similarity in Temple sites. In general, it was possible to assume that the scales of Buddhist temples tended to be expanded along with spatial expansion and there were regular systems in Buddhist temples related to the Royal family. Through the analysis of arrangement plans between individual buildings, it was found that the basic arrangement of Gate-Pagoda-Main Hall-Lecture Hall was preserved, but the proportion of distances between individual buildings varied depending on cases. As a result, there were differences between scales of entire building sites, construction subjective influences and master plan for each location of a Buddhist temple.

SWOT분석과 As-Is Flow를 기반으로 경영업무 정상화를 위한 우선 실행과제를 선정하였고 선정된 우선순위에 따라 중장기적인 종합추진일정계획을 수립하였다.

        This study analyzed the budget investment plans for the unit-project items(UPI) of 176 project districts for the rural village comprehensive development projects (RVCDP). This study classified the master plan reports of 176 project districts into 88 unit project items in aspect of project management, in order to analyze characteristics of distribution of budget in each project item. Most of all unit project items have similar types of uniform distribution with plus skewness in frequency pattern analysis except the total budget of the project district. This study analyzed the characteristics of budget distribution per province, year, and geographical types of region. Furthermore this paper also analyzed ratio of budget in unit project items to find out distribution pattern of each budget between project items over time. The hierarchical system for UPI of RVCDP consisted of three steps, which are 4 items of the first step on Strength of Rural-urban Exchange & Regional Capability (RURC), Green-income Infrastructure & Facility (GIF), Culture- health-welfare Facility, and Eco-environment & Landscape facility (ELF), 13 items for the second one, and 52 items for the third project items. From the results of the budget investment analysis for 5 years from 2004 to 2008, the budget investment ratios of RURC and ELF have steady state for every year, while GIF in decreasing and ELF in increasing over time. The ratios of UPI on infrastructure were decreased, whereas those on culture, health, and welfare were increased. Portion of tow project items among 52 items, which are community centers for village residents and rural experimental study facility, has 30% of total budget investment. Futhermore, the budget ratios of seven project items showed 50% of total budget. Average value of project budgets for five years was optimized as a type of exponential function in the case of decent array for ranking order.
