학생자치법정은 법무부가 중심이 되어 2006년부터 현재까지 학교, 소년원, 소년법원 등에서 시범․운영되고 있다. 학생자치법정은 미국 청소년법정을 모델로 삼고, 한국적 상황에 맞게 도입하는 것으로 상벌점제를 전제로 한 법교육프로그램의 일종이다. 최근 학생자치법정에 관한 법제화 논의가 제기되고 있어, 이 연구는 우리나라 학생자치법정이 모델로 삼고 있는 미국의 청소년법정에 관한 법제 현황을 분석하고 우리나라 법제화에 주는 시사점을 도출해 보고자 하였다. 미국의 경우 총 51개주(총 50개 주와 워싱턴 D.C 포함) 중 약 25개 주에서 법제화하고 있고, 법제화의 수준도 형사소송법, 소년법, 교육법 등 다양하며, 상세화의 정도에 있어서도 천차만별이다. 청소년법정은 소년범에 대한 다이버전 프로그램의 성격을 가진다는 점에서 우리나라 학생자치법정이 학생을 선도하고자 하는 교육적 목적의 활동이라는 점에서 차이가 있다. 또한, 미국의 청소년법정은 주로 소년법원이나 지역 단체에서 운영되며 학교에서 운영되는 경우는 상대적으로 적다는 점에서도 우리와 차이가 있다. 따라서 미국의 청소년법정이 법제화된 경우가 있다고 하여, 우리나라에서도 이를 법제화할 것인지 여부는 좀 더 많은 논의와 검토가 필요하다고 판단된다. 정부는 학생자치법정이 잘 운영될 수 있도록 학생자치법정 매뉴얼 개발․보급에 중점을 두고, 학교에게 자율적으로 학생자치법정을 운영할 수 있도록 지원하는 것이 타당하다.

지진위험은 발생빈도는 낮지만 피해규모는 국가적 재앙을 불러일으킬 수 있는 거대위험이다. 보험회사의 인수능력과 재보험회사의 담보력을 초과하므로 일반적으로는 보험가입이 불가능한 위험이다. 선진 외국에서는 국가 주도의 정책보험으로 지진보험을 성공적으로 운영하고 있다. 본 연구에서는 지진보험이 발달되어 있는 미국, 프랑스, 터키, 일본의 지진보험을 연구하여 국내에 주는 시사점을 도출하고 정책적 제언을 제시한다. 본 논문에서는 터키의 의무 지진보험이 보험회사와 정부, 그리고 국민이 윈윈윈할 수 있는 민관협동의 모범사례라는 사실을 파악하였다. 선진 외국은 정부 주도의 정책보험으로 지진보험을 운영하고 있으며, 터키, 프랑스는 의무가입, 미국, 일본은 임의가입으로 운영하지만 정부가 최종지급보증자의 역할을 하고 있다는 공통점이 있다는 사실을 발견하였다. 이에 본 논문에서는 정책적 제안으로서, 첫째, 우리나라에서도 지진위험을 의무보험화할 필요가 있으며, 둘째, 정부 주도의 국가재보험제도 도입, 셋째, 국가 주도의 지진재해지도를 작성할 필요가 있다는 점을 제시하였다. 향후 지진보험을 의무보험으로 운영하고 있는 뉴질랜드, 노르웨이와 대만에 대한 연구가 추가적으로 필요하다.

The objectives of this study were to establish of resource cycling agricultural system focused on farmer’s organization. Case is selected as the farming corporation for the regional agriculture considering the amount of sowing by-products and livestock by-products generated. As a result, generation of fertilizer ingredient depend on feces and urine of Korean native cattle is estimated nitrogen 7.7 ton, phosphoric acid 2.9 ton, and potassium 4.9 ton. On the other hand, generation of fertilizer ingredient demand in cultivated acreage is estimated nitrogen 42.4 ton, phosphoric acid 14.3 ton, am! potassium 17.0 ton. Therefore, optimum livestock numbers is estimated 1,867 cattle and it means 1,468 cattle can be raise additionally. In order to complete the resource cycling agricultural system, it should be establish nutrient management system at all of organization level and achieve improvements in regional resource supply. Both economic value of organic fertilizer and the resource cycling system linked market system is considered to develop resource cycling level.

본 연구에서는 온라인게임산업의 선도기업인 "엔씨소프트"의 혁신역량을 혁신경로 창출능력의 관점에서 핵심기술 관리역량 6개 지표, 연계/통합 역량 4개 지표, 기술혁신 전략수립/정책대응 역량 3개 지표를 토대로 분석하였다. 각 부분별 이 기업의 대표적 강점으로는 핵심기술관리의 측면에서 글로벌 선도게임개발에 대한 지속적인 R&D투자, 연계/통합전략의 측면에서 해외 R&D인력과 스튜디오에 대한 적극적 투자와 M&A전략, 그리고 기술전략/정책 부문에서 글로벌 기술리더십의 확보를 들 수 있었다. 반면 보완이 필요한 부분으로 핵심기술관리 측면에서 개방형/가치창출형 지식재산관리전략으로 전환과 중장기적인 원천기술개발에 대한 투자 증대, 연계/통합전략 측면에서 공공부문 R&D기관과의 상생적 보완/협력방안 마련 및 국내와 해외 스튜디오 간 신기술 지식 교류 활성화 전략 수립의 필요 그리고 기술전략/정책 부문에서 새로운 사회적 가치를 제공하는 기능성 게임에 대한 투자 증대를 꼽을 수 있었다. 이와 같은 선도기업의 분석결과는 업계 전반의 발전전략 수립에도 시사점을 지닌다고 할 수 있다.

이 논문은 2009년 2월 20일 미국의 제9 연방순회항소법원에서 내려진 Video Software Dealers Association v. Arnold Schwarzenegger 사건에 대한 판결의 의미와 한국게임법제도에의 시사점을 검토한 것이다. 이 사건에서 제9 연방순회항소법원은 폭력성 비디오게임을 18세 미만의 미성년자에게 판매하거나 대여하는 것을 금지하는 캘리포니아 주법(州法)이 미국 연방헌법에 명시된 미성년자 (minor)의 권리를 침해한다는 판결을 내렸다. 이에 비해서 한국의 헌법재판소는 청소년보호를 위한 청소년유해매체물 제도와 사전등급분류 제도에 대해서는 합헌이라는 결정을 하였다. 헌법재판소는 미국의 제9 연방항소법원의 판결과 같이 음란과 폭력성을 구분하여 접근하고 있고, 폭력성 개념이 대해서 간접적으로 위헌적이라는 결정을 한 바 있다. 미국법원의 덜 제한적인 수단의 선택이라는 법리와 헌법재판소의 최소침해성 원칙에서 본다면 청소년유해매체물 제도와 사전등급분류 제도의 중첩 적용은 문제될 수 있으며, 이 중에서 더 강한 규제가 위헌이 될 소지가 있다.

In 1977, the Main Street Program(MSP) of the United States was founded by the National Trust for Historic Preservation to revitalize downtowns which suffered major declines in their economy and population. This study analyzed the methodology of MSP such as the Four-Point Approach and the Eight Principles, history of MSP, local program organizational structure, local program budgets and funding, official designation and so on. Three successful cases were discussed the background of an introduction to MSP, implementations, results and revitalization statistics. To be able to apply rural development projects in Korea, this study showed the implications such as the need for a program's ethic and methodology, a strong public-private partnership, a dedicated organization, a full-time professional program manager, a commitment to good design and comprehensive work plan, and an educational program of ongoing training for staff, volunteers and other residents.

이 연구는 예비교사들이 동영상 UCC 제작 및 활용 경험을 통해 어떤 활용 전략을 발견하고 획득하는지, 그리고 어떤 어려움에 직면하는지를 밝힘으로써 교사교육에서의 동영상 UCC 제작 및 활용 교육에 대한 시사점을 얻고자 수행되었다. 이를 위해 이론적 탐색을 통해 교육용 동영상 UCC 제작 및 활용을 위한 수업설계 모형을 추출하였으며, 이에 기초하여 예비교사들에게 동영상 UCC를 제작하고 활용하게 하였다. 그리고 각 단계에서 예비교사들이 어떤 전략들을 획득하고 어떤 어려움을 겪는지 그리고 필요로 하는 지원 사항은 무엇인지를 살펴봄으로써, 동영상 UCC 제작 및 활용 교육을 위한 교사교육에의 시사점을 추출하였다. 연구의 결과, 예비교사들은 직접 동영상 UCC를 제작하고 활용하는 경험을 하면서 동영상 UCC의 성공적 활용을 위한 많은 전략들을 스스로 발견하고 획득하는 것으로 나타났다. 그러나 부분성을 탈피하고 좀 더 심도 있는 전략의 획득을 위해서는 교사교육자의 적절한 안내와 지도가 필수적이며, 예비교사들이 직면하는 다양한 어려움 또한 지원해 줄 필요가 있음을 알 수 있었다. 그리고 이와 같은 연구 결과에 기초하여, 교사교육에 동영상 UCC 제작 및 활용 경험을 포함시킬 필요가 있음을 제안하였으며, 활동 단계별로 어떤 지원이 필요한지를 분석하였다.

The EU recently adopted the policy for organic food and farming, Even though the EU enacted a regulation for or ganic farming in 1991, there has been no formal policy for supporting organic farming in the EU. This may mean that the EU regards the organic food and farming as an important sector for the future of European farming Therefore, this study firstly explores the development processes and current situation of the EU organic food and farming policy, and then summaries the priorities of the EU organic food and farming sector. These were reflected to make up an action plan and a new regulation for the EU organic food and farming. The main features of the recent change in the EU policy would be the application of comprehensive perspective for dealing with organic food and farming issues.

The purpose of this study is to identify the trend of the contents of the plan that was implemented through contents analysis on the master plan project of rural village development projects that began in 2004. Contents analysis is based on the classification of business in the detailed enforcement regulations of rural village development project. Analysis on the project contents was conducted for 30 days from June 20 to July 20 for the 132 regions established in the master plan during the period from 2004 to 2007. The results of the analysis showed the following. First, scenery facilities, rural tourism, cultural welfare and income basis projects accounted for 76.5% of the total projects. Second, with regard to investment costs depending on the contents of the projects, cultural welfare, rural tourism and income basis projects accounted for 66.3% of the total investment costs. Third, it was found out that, with regard to the trend of change in the project contents by year, income basis projects were sharply reduced whereas cultural welfare and scenery facilities projects were increased. Finally, with regard to the analysis on the projects by region, it was found that Gangwon, Gyeonggi and Chungnam gave high weight on rural tourism, whereas Gyeongbuk, Jeonnam and Jeonbuk gave low weight on rural tourism. Particularly, Gyeongnam was found to have given low weight on income basis project.

본 연구에서는 주요국의 교사양성 사례 분석을 실시하여 교실친화적 교사양성 기본체제를 구축하는데 필요한 시사점을 도출하였다. 사례 분석 대상 국가는 핀란드, 미국, 독일, 일본이며, 교사에 대한 관점(철학), 교사양성체제, 교사양성 프로그램 등으 분석 기준으로 하여 국가별 교사양성 사례를 제시하였다. 핀란드는 이론에 기반한 연구자로서의 교사를 양성하기 위해 실제 현장과 접목된 연구 중심 양성체제를 운영하는 것이 주요 특징이며, 미국 미시간 주립대학교 사범대학의 경우에는 교육실습과 현장 인턴제 등 실천 중심 개혁가로서의교사를 양성하기 위한 노력을 진행중이다. 독일의 교원양성체제는 기초학문을 강조하는 것이 특징이며, 일본은 전후 개방제 형식의 교원양성을 택하면서 수업실천과 고나련된 전문성 함양을 목표로 교직과정을 운영하고 있다. 외국 교사양성 사례 분석 결과를 통해, 교사교육의 이론적 기반 확립, 탄력적인 교육과정 운영, 교육 실습 강화, 이론과 실천의 연계 등이 주요 시사점으로 도출되었다.

동ㆍ서독의 통일은 아무도 예상치 못한 상태에서 이루어졌다고들 한다. 그러나 긴 안목에서 보면 장기간의 교류와 협력을 통해 준비된 통일이라고 볼 수 있다. 오랜 교류와 협력 기간 동안 교육계의 상황은 어떠했는지를 분석하고, 동ㆍ서독의 경험으로부터 남한이 대북교육교류와 협력을 추진함에 있어서 얻을 수 있는 시사점이 무엇인지를 추출하는 것이 이 글의 목적이다. 학생과 청소년, 학술 분야의 교류와 협력을 분석해본 결과 교사, 교육행정가들, 입법권자들의 남북한 교육 분야 교류와 협력에 대한 관심 제고, 이를 재정적으로 지원할 방안의 제도화 모색, 교육적 성과를 얻기 위해 요구되는 관계자들의 인내, 교류와 협력에 있어서 철저한 사전 준비와 사후 평가, 북한의 연구 성과에 대한 관심과 인정, 북한의 최우선 관심사를 중심으로 한 교류와 협력 등의 시사점을 얻을 수 있다.

Organic farming including organic livestock farming in EU has been extended since the latter half of the 19th century. Especially, the organic farming area of Italy, Spain, Germany and U.K. is extensive compared to other EU countries. And organic farming area has been extended rapidly in Portugal and Greece. EU will have an influence on many countries’ organic farming on the history and world agriculture. If FTA reaches between Korea and EU, livestock products like ham or sausage will be imported a great deal from EU. So Korea has to establish countermeasures to livestock products export strategies of EU

Hansalim is a cooperative organization dealing with environmental-friendly/organic products(EFOP), which is pursuing both movement and business. Hansalim consists of producer"s organizations and consumer’s organizations, and always talks over organization structures and management directions all together. Hansalim has the movement goal of values and a world view for all lives, and so produces, distributes and consumes the EFOP as a way of achieving the goal. Hansalim was founded in 1986, and has about 130,000 members, the total sales of about 93.6 billions, 19 regional hansalims and one logistics center in 2006. Product strategy and promotion strategy are remarkable among green marketing mix of hansalim. Product strategy focuses safety, the environmental intimacy, differentiation and superiority of products. And the characteristics of promotion strategy are spontaneity, the self-control, cooperative spirit, mutual trust and close relationship among producers, consumers and staffs in charge.

본 논문은 디지털 기술의 발전에 따른 문화콘텐츠 유통의 발전, 특히 게임산업의 유통체계를 살펴보고 있다. 컨버젼스 기술의 발전에 따라, 문화콘텐츠 유통에 있어서 핵심적인 가치의 중심은 플랫폼에서 콘텐츠로 옮겨가고 있는데, 이와 관련하여 특히 게임산업의 유통구조에서는 3가지 유형(오프라인, 온라인, 모바일 게임)이 나타난다고 알려지고 있다. 본 논문에서는 심층인터뷰 등을 통한 사례조사를 통해 앞으로 통합적인 모델로 발전할 것으로 검증하고 있다. 결론적으로 본 논문은 이러한 변화에 맞추어 앞으로 문화콘텐츠산업의 장기적인 발전을 위해 유통구조의 개선, 기업과 퍼블리셔 등 관계자들의 갈등해소, 국제화 등을 위한 다각적 정책지원이 더욱 필요함을 제안하고 있다.

The study aims to explore the situation of allotment garden and its implication from case study on the Kleingarten in German the Dacha in Russia and the Civic Garden in Japan. It has shown that the allotment gardens have gradually been an important for urban people to have recreation and health from agricultural activities. The results suggest that whereas most of kind of allotment gardens in three countries was perspectively enhanced according to their historic and social contexts, the basic rationales initiated were to provide recreation areas for supporting people health and preserving green areas in urban areas. To expand these kind of allotment gardens, we conclude that the establishment and amendment of the related law are needed to activate and enhance the allotment garden in Korea.

The purpose of this study were to identify the different farming styles of red pepper growers, to describe their characteristics and to get some implications far planning the agricultural development strategy in the area. The researcher surveyed quantitative and qualitative data through interview with researcher developed questionnaires from selected 99 farmers in Eumsung county, Chungbuk province, Korea. The researcher found the low types of red pepper farming: 'red-pepper-centric middle farmers', 'diversified larger farmers', 'red-pepper-dependant small farmers', and 'small farmers for own use'. Based on the above findings, the researcher could derive some implications as follows. Firstly, the difference of market strategy and marketing efforts among the four farming styles should be regarded as important considerations when planning the agricultural development strategy in Emsung county. Secondly, the cooperatives' red pepper marketing strategies in Eumsung county were focused on the processed red pepper products sold at middle or low priced by big retailers in urban areas. Therefore, the cooperatives should change their view point of quality, if they want to initiate the planning process of 'the production and marketing high quality red pepper'. Thirdly, the major efforts of Eumsung county Agricultural Technology Center (ATC) made efforts on increasing the productivity of red pepper farming, however, the technologies recommended by the ATC for farmers required more cost and labour especially for 'red-pepper-dependant small farmers' and 'diversified large farmers'. The ATC should make efforts to find new technologies for helping 'red-pepper-dependant small farmers' to reduce the use of pesticides and 'diversified large farmers' to use the regional images effectively for marketing their hish quality red peppers.

Organic farming in the UK has been greatly grown for the last decade. Two policies for supporting organic farming introduced in 1994 and 1999 played a crucial role in expanding organic farming area and increase in the number of farmers taken up organic farming methods. Comparing the two policies, this paper identifies that the significant increase in financial aid to organic farming in 1999 not only was a key factor to succeed in the scheme but also provided environmental base for further development of rural areas. However, such a national aid scheme should be improved in order to reflect regional specific characteristics in terms of environmental protection and local social and economic development. The experience of the UK suggests that the role of organic farming in rural economies should be defined before enhancing financial support to farmers.

The study intends to find out contents and impacts of rural development projects implemented by government in Ucheon myon-center village (Hoingseong-county) between 1989-1995. The projects in concern are Rural Industrial Estate Project(1989-90) and Rural Collective Village Project(1992-93), The restructuring of village plan introduced new construction and renewal of buildings that are required for a myon-center in general has to be. The study reveals some morphological patterns the village has and needs to be adjusted. As a conclusion, it proposes a conception of self-containment for a myon-center development. It is necessary that a project plan strategy should be based upon harmonious exploitation between old and new, flexible planning, and sense of technological alternatives.
