The mortality rate in industrial accidents in South Korea was 11 per 100,000 workers in 2015. It’s five times higher than the OECD average. Economic losses due to industrial accidents continue to grow, reaching 19 trillion won much more than natural disaster losses equivalent to 1.1 trillion won. It requires fundamental changes according to industrial safety management. In this study, We classified the risk of accidents in industrial complex of Ulju-gun using spatial analytics and data mining. We collected 119 data on accident data, factory characteristics data, company information such as sales amount, capital stock, building information, weather information, official land price, etc. Through the pre-processing and data convergence process, the analysis dataset was constructed. Then we conducted geographically weighted regression with spatial factors affecting fire incidents and calculated the risk of fire accidents with analytical model for combining Boosting and CART (Classification and Regression Tree). We drew the main factors that affect the fire accident. The drawn main factors are deterioration of buildings, capital stock, employee number, officially assessed land price and height of building. Finally the predicted accident rates were divided into four class (risk category-alert, hazard, caution, and attention) with Jenks Natural Breaks Classification. It is divided by seeking to minimize each class’s average deviation from the class mean, while maximizing each class’s deviation from the means of the other groups. As the analysis results were also visualized on maps, the danger zone can be intuitively checked. It is judged to be available in different policy decisions for different types, such as those used by different types of risk ratings.

As a result of frequent occurrence of serious industrial accidents due to chemical substances, Korea Occupational Safety & Health Agency has been implementing the PSM system (process safety management) since 1996, and the target sites are required to submit process safety reports. In the semiconductor business, which is becoming smaller and more integrated as the technology advances, many of these hazardous chemicals are used. Most of the semiconductor sites are PSM target sites, and many devices are included in the PSM target equipment. This study optimizes the introduction and setup process of new equipments in the semiconductor workplace using harmful hazardous materials, and conducted an empirical study on the improvement of the safety risk, focusing on the S group semiconductor business, and applied the common standard of work under the PSM system This is an example of improving the risk of leakage of toxic gas components and waste of rework by arranging functions and risks in the space centering method
The major issue in aircraft industry is aviation safety management because of demand improvement and advancement of the aircraft. This study is to assess the risks for aviation safety management using IRPN( importance-risk priority number) which is added to importance coefficient from RPN(risk priority number). In FMEA, RPN requires the factors like the occurrence (O), Severity (S), and Detection (D) of each failure mode to be precisely evaluated. Therefore, the severity and detection is derived by the value from FMEA of expert group based on the Fuzzy theory. The occurrence is calculated from the accident statistics of IATA(international air transport association) database. Particularly, this study introduces importance coefficient to prevent from RPN distortions. It is also derived from FMEA based on the Fuzzy theory. Finally, the critical ranking of risk factors according to I-RPN is compared with the existing research.
The purpose of this paper is to explain and identify how factors that related in consumer trust in food safety such as trust in agricultural food institutions, monitering responsibility of agricultural food institutions and truth-telling of agricultural food scandle have influence on agricultural food trust and consumer's perceived risk, and agricultural food trust have an effect on perceived risk and repurchase intention, and then the perceived risk has influences on repurchase intention in agricultural food product setting. A survey study was conducted to collect the data with women as consumers who have experience of purchase at several types of retailing grocery stores. Structural equation modeling with SPSS 19.0 and Amos 16 were performed to test the research hypothesis. The results of the study are as follows: First, trust in agricultural food institutions, monitering responsibility of agricultural food institutions and truth-telling of agricultural food scandle are positively associated on agricultural food trust, and truth-telling of agricultural food scandle are positively associated on consumer's perceived risk, but not in trust in agricultural food institutions and monitering responsibility of agricultural food institutions. Second, agricultural food trust are positively associated on purchase intention, but is negatively associated on consumer's perceived risk. Finally, perceived risk has not influences on purchase intention.
Recently, the Ministry of Labour, published clause 2 of Article 41 (Risk Assessment) of the Act "Industrial Safety and Health" dated 12 June 2013 in connection with continuous increase of accidents at construction sites in order to prevent accidents in industrial safety and health in new construction in accordance with the risk assessment on construction projects are realized after March 13, 2014.
In this paper, positive method of calculating risk discussed by performing research the awareness of general contractors and sub-contractors with presenting risky situation is considered. The purpose will be a positive method of calculating risk and would be a sufficient basе and give a positive direction in the development of new systems currently working in the construction and risk assessment which consider the characteristics of sufficient risk assessment system for future research.
This paper provides a study on the application and proposals of safety culture, new public management and social amplification of risk framework via ship accidents in Korea. This document analyzes what are the concept of safety culture, new public management as well as social amplification and risk framework and describes how 3 issues act, harmonize, interrelate through M/V Sewol accident. Korean government is needed to apply social amplification of risk framework to the in order to promote the safety culture in the maritime administration. Hence, this paper proposes safety framework in order to prevent and resolve future unexpected accident especially for maritime field.
The weapon systems development has some distinct characteristics in that a big size of government budget (derived from national tax) has been expended frequently and the completion of the development projects seems to take long. Thus, the impact of the potential changes in the required operational capability on the development activities can induce some type of project risks. As such, proper management of project risk has been one of crucial subjects in the weapon systems development. Although a variety of methods can be considered, an approach based on the test and evaluation (T&E) process has been selected in this paper in order to appropriately handle those potential risks. In the study of the underlying T&E process, the safety consideration (for instance, explosiveness) of weapon systems is also included. To achieve the objective of the paper, a step-by-step procedure is first presented in the analysis of the T&E process. Then, to pursue some enhancement on the process, a set of necessary and useful activities are added in terms of risk and safety management. The resultant process is further analyzed and tailored based on a design structure matrix method. The case study of a tank development is also discusse
최근 제품의 개발 주기가 지속적으로 단축되고 있으며, 많은 기업에서는 이에 따른 제품개발 프로세스의 혁신을 위한 노력을 끊임없이 하고 있다. 현재의 공학기술측면과 새로운 기술개발측면에서는 고객의 요구사항 분석, 기술개발 실현 등 많은 발전이 있 었지만, 제품의 안전성이나 신뢰성 측면의 기술 개발 속도는 여전히 더딘 실정이다. 이러한 문제점을 해결하기 위한 가속신뢰성시험 중에 초가속수명시험(HALT : Highly Accelerated Life Test)은 최단기간에 제품의 신뢰성을 확보 할 수 있는 신뢰 성시험 기법이다. 이에 따라 최근에는 대기업을 중심으로 HALT의 수요가 급격히 증 가하고 있다. 하지만 국내 연구소와 시험 서비스 기업에서 보유하고 있는 HALT 장비 는 매우 제한적이며, 대부분 수입에 의존하기 때문에 구입과 설치에 많은 비용이 필요 하다. 이러한 이유로 중소기업에서는 HALT 장비의 효과적 활용에 많은 어려움을 겪 고 있다. 정부에서는 이러한 문제점을 해결하기 위해 HALT 장비의 국산화 개발을 추 진 중이다. 본 논문에서는 HALT 장비의 안전성을 확보한 국산화 개발을 위해 리스크 분석 방 법을 조사해보고자 한다.
Crimes with explosives is one of the mass-destructive crimes that involves the most victims. It is heavily punished under the Korean laws. Mid-eastern area is one of the leading places that are home to improvised explosive device attacks, in the form of religious or political terrorism because of its convenience of use, production and disguise. Improvised bombs are permeating into domestic crimes in Korea as their tools. Use of explosive substances are strictly restricted in this country, but it is not impossible to find its information online and to create private explosives with a bit of interest. And they are being traded in the grey market. For this reason, this thesis offers the method of an efficient safety control of explosive substances, which can be used as raw materials for improvised explosive devices, in order to protect citizens’lives and properties and to promote national security down the road.
The occupational health and safety accidents were continuously increased during handling, usage and manufacturing the chemical materials according to increase of small and medium sized enterprises in domestic industries. These accidents mainly resulted from insufficient occupational health and safety management and deteriorative facilities and focused on corresponding operation to minimize the damage of accidents after occurrence. But, it was required that we grasped the occurrence causes of occupational health and safety risk in handling, usage and manufacturing the chemical materials and develop the adequate corresponding operation and system according to the possible occurrence of occupational health and safety risk. This study deals with the development of risk assessment model to derive the risk and important risk of occupational health and safety and then help to construct the self-controlled occupational health and safety system for small and medium sized enterprises handling the chemical materials.
According to Department of labor guideline “2012-104 (2012.9.26.)” This study is to suggest the basic information and the improvement for the application of risk assessment on a construction site by group interview & survey of construction worker who is the practice of the subject and then numerical analysis about awareness and action plan of Safety and health. The result of group interview and survey of construction worker, most of construction worker feel the danger during the work. Then construction worker analysis results that risk assessment helps to change & raise awareness of safety and reduce an industrial disaster. Easy Safety management activity such as TBM & safety education active will be necessary for safe worksite and then I suggest the TBT(tool box talk) active which combines TBM & safety education.
This study compared the disasters in construction field under construction amount of 300,000,000 won and the whole construction fields in order to improve the efficacy of various industrial safety and health policies and services and examined the characteristics of disasters in construction field under 300,000,000 won. It also examined, compared and analyzed the characteristics of disaster in construction field under construction amount of 300,000,000 won that disaster prevention technical experts saw. The subjects of comparison were selected with statistical data of disaster for 2011 and those of disaster in construction field under construction amount of 300,000,000 won from January to August of 2012. And questionnaire was conducted with technical instruction experts of small-sized construction field and priority was drawn, compared and analyzed with AHP. Consequently, the results of different views between actual disaster data and experts' views were obtained. Therefore, this study suggested the characteristics of disaster in construction field under construction amount of 300,000,000 won and presented the methods for improving disaster prevention technical experts.
For the matter of elevator, one of the multi-use facilities for unspecified public, the JIS has re-established and reformed to apply to the environment in South Korea for the past 20 years. In the aspect of safety assurance, it was inevitable to suggest improved measures. The government, Ministry of Public Administration and Security has secured the safety by enhancing the safety management functions in the elevator inspection standards and expanding its safety device measures. Further, the international inspection standard has been introduced, which is about unifying inspection standard system into the international standard code. In March 14th 2012, the international standard (EN) has been amended and fully announced. Escalator and passenger conveyor among lift devices have several common danger factor that cause safety accident. First, the accident caused by decreased braking power of brake. Second, the accident caused by the rate difference between handrail and tread-board. Third, the accident caused by defects of contraflow preventing device or carelessness inspection. Fourth, the accident caused by wet tread-board or wet floor of platform which makes passenger slip and fall. As the improvements to prevent and reduce these negligent accidents, the inspection list to check and methods should be subdivided and applied for each accident likelihood cause for safety management enhancement and safety assurance of existing escalator and passenger conveyors. The escalators and passenger conveyors without safety devices in existence should be obliged to modify the part of the system or install additional safety device. With making these measures obligations, it requires to improve the system to be suitable for the international inspection standard and to have measures to prevent safety accidents. It also needs to arrange improvements for skid accident of tread-board by the external environment factors such as snow and rain.
PURPOSES: This paper presents the results of computer simulations of roadside safety barrier, called by safety roller guardrail, consisting of rotational roller, rotation control plate, post and subsidiary members. The rotation roller and rotation control plate are made by EVA(ethylene vinyl acetate), and PE(polyester), respectively. METHODS: The occupant risk analysis has been carried out under vehicle crash condition for high containment level of SB-4 for the purpose of local road. Simulations are performed with the finite element code LS/DYNA-3D. RESULTS: The numerical results obtained by LS/DYNA-3D software from the viewpoints of vehicle stability, vehicle trajectory, occupant risk, etc. CONCLUSIONS: It is noted that not only impact severity is drastically reduced but also vehicle trajectory is improved due to the characteristics of energy absorption and rotation pattern of EVA rollers connected by control plates.
In the present study, we collected the information of the 18 major food safety incidents and conducted a delphi survey with 10 experts to analyze the effect of difference between terms used in reporting of the major food safety incidents on risk communication. In the result of the analysis of information from the major food safety incidents, discord of terms used from government, local government, media and consumer groups had a tremendous effect on the socioeconomic losses and caused the expansion of the incidents. The survey with 10 experts showed that there was a high correlation between the difference in ripple effect of reporting terms and the difference in reporting terms. A correlation coefficient was 0.865. Therefore, ripple effect of incidents was significantly affected by reporting terms and we concluded that standardization of term is necessary in reporting of the food safety incidents. These results can be used as a basic material for successful risk communication among the government, enterprises and consumers.
Risk Assessment to list possible safety disasters and their probability and severity is the starting point for effective safety management on construction project site. However, the safety managers in owners, construction supervisors, contractors, and sub-contractors still have difficulties in judging the priorities of safety activities and preparing responses to each potential safety disasters. Therefore, this study aimed to suggest a systematic method in assessing safety risk prior to commencement with the agreement of stakeholders. FMECA(failure mode effects and criticality analysis) was selected as a main assessment tool and it was modified according to the characteristics of construction projects and trades. Each risk is, firstly, evaluated with occurrence probability, possible loss and impacts to projects, and detections, and then risk priority number(RPN) is calculated. Subsequently, the managers of each stakeholder discuss the types, timing, and responsibilities of responses as a group decision-making process.
This study was conducted in order to assist with infusing safety consciousness and resolving insensitivity towards safety for industrial accident in workers, managers and executives of chemical companies. Among many industrial accident prevention methods, Korea has been mostly taking an engineering approach of preventing industrial accidents by replacing old machines with risks of an accident and through new facilities and equipments. Through an attitude survey of workers in large scale chemical companies, this study wished to examine the fact that the biggest reason why the accident rate for the past 10 years has not decreased is because safety consciousness has not been established yet.
As of Dec. 31, 2011, the number of nation's escalators accounts for 24,248 units, 5.4% of total elevators in our country, safety accidents take up as many 539 case, 55.2% of total elevators' safety accidents. Escalator safety accidents show high incident ratio of primary safety accidents breaking out by users' careless and abnormal use type, taking up multi-caused accident, which mainly take place from vulnerable age groups such as children under 13, and elders above 65. The Government will have to devote itself for policy and support for the establishment of safety management system fit for current state, the revitalization of preventive education for safety accident, the enhancement of safety awareness to escalators' users in order to secure escalator safety environment on an international level and support domestic industrial development.
