중간처우시설은 사회로 나아갈 범죄자들에게 일시적으로 주거의 문제를 해결해 주고 사회 적응력 향상과 재범예방 프로그램을 제공하여 사회복귀라는 현대 교정행정의 목적을 효과적으로 수행할 수 있는 시스템이다. 우리나라에서도 이와 같은 점을 인식하여 법무부 교정본부에서 안양교도소 구외에 사회내 중간 처우제도라고 할 수 있는 중간처우시설(‘소망의 집’)을 최초로 설립하였으며, 이를 4개 지방교정청별로 확대 운영하고 있으며 그 수요는 더 증가할 전망이다. 그런데 중간처우시설에서 획일적인 프로그램만을 제한적인 대상에게 일괄적으로 적용한다면 이는 수용자의 필요에 부합하지 않을 뿐만 아니라 예산과 인력의 낭비라는 비판을 면하기 어려울 것이다. 이에 따라 이 연구에서는 중간처우시설의 설립 여부에 대한 이전의 논의를 벗어나서 중간처우시설에서 어떠한 유형의 프로그램이 누구를 대상으로 실시되어야 가장 효과적일 수 있는가, 즉 수용자의 필요와 특성에 부합하는 중간처우시설 프로그램을 운영하기 위한 방안을 모색 하고자 하였다. 이를 위하여 미국과 캐나다에서 실시된 중간처우시설 프로그램 운영실태와 평가에 대한 경험적 연구를 통하여 시사점을 도출하고 이와 관련하여 수용자 선정을 위한 사정 도구의 개발, 프로그램의 다양화 및 개별화, 프로그램의 평가수단 개발 등의 방안을 제시하였다.

도시정책 패러다임의 변화에 따라 도시의 계획 및 개발위주의 정책은 기존의 도시와 마을을 가꾸고 정비하는데 관심이 높아지고 있다. 이러한 정책의 흐름과 더불어 주민참여의 중요성이 높아지면서 참여형태가 다양해지고 참여도도 활성화되고있다.최근들어 지자체, 시민단체, 중앙정부를 중심으로 다양한 주민참여 도시․마을만들기가 시도되고 있으며, 국토해양부에서는도시․마을만들기 계획수립과 더불어 주민역량을 강화하기 위한 교육프로그램의 일환으로 도시대학을 운영하고 있다. 도시대학의영은 사전준비단계, 프로그램 진행단계, 사후평가단계로 구성된다.본 연구에서는 중앙정부인 국토해양부에서 주최하는 스튜디오형 도시대학의 운영과정 특성을 살펴보고, 2009년도 호남권도시대학 실제 운영사례와 경험을 바탕으로 운영과정의 한계점과 과제를 도출하였다. 또한, 2009년도 호남권 도시대학의운영과정별 결과에 대한 평가를 통해 도출된 문제점에 대한 (정책적)해결방안을 제안하였다.중앙정부주최의 도시대학 운영은 규모에 있어 전국을 대상으로 운영함에 있어 참여자의 관심 및 결과물에 대한 의의가매우 크다. 이에 전국적 형평성을 고려한 도시대학이 운영되기 위해서는 권역설정 및 스튜디오 구성의 한계점을 해결하기위해 권역별 광역․기초자치단체와의 협력이 병행되어야 한다. 또한, 결과물의 실효성(사업성)을 높이고 평가의 객관성을 확보하기위해서는 프로그램 운영단계의 실습프로그램에 대한 범주화가 이루어져야할 것이다

The results of managing odor controlled areas which were the industrial complexes in Incheon area were estimated to produce the improvement methods of management those areas. The odor characteristics and the state of odor detection by questions with living citizens neighboring the area were estimated and many kinds of odors were smelt with the locations and the elapse of time. And the more effective management methods in odor controlled regions were investigated.

본 연구는 IT 운영관리 부분이 글로벌 환경 하에서 기업의 경쟁력 및 기업의 역량을 키우기 위해 관리개선에 집중하고 있으며 기업에서는 이를 위해 아웃소싱을 통해 운영관리 프로젝트의 성능 및 품질 개선의 일환으로 프로젝트의 목표와 수행실적을 극대화하기 위하여 SLA(Service Level Agreement)를 적용하는 사례가 늘어나고 있다. 하지만 성공적인 SLA (Service Level Agreement) 적용을 위하여 구체적인 사례 연구를 통해 서비스 제공 수준을 최소 서비스 수준 이상의 IT 서비스 품질을 보장함으로써 비즈니스 경쟁력의 우위를 확보하여 각 영역별 서비스 품질 측정을 위한 목표 서비스 수준보다 개선된 IT 운영관리 개선을 이루고자 사례연구를 통하여 살펴 보았고, 프로젝트 운영 관리는 점진적으로 진보되고 있으며 이에 따라 대부분의 프로젝트 관리에 있어서 프로젝트의 목표와 수행 실적은 목표대비 수행 실적이 정량적인 지수로 나타나기는 하나 보다 구체적인 SLA(Service Level Agreement)를 도입하여 품질관리에 있어서 향상된 결과를 얻기 위하여 최소한의 목표보다 더욱 향상된 결과를 도출할 수 있으며 최적의 결과를 얻기 위해 선택할 수 있는 체계적인 평가기준 정립은 매우 중요하다.

The Construction of u-City is spreading under leading the government and the full-scale u-City operation is scheduled to unfold as Dongtan u-City has been completed. While a local self-government city takes over and runs the u-City, a procurement of operating costs and the development of business model utilizing the u-City assets become new issues. In this paper, in order to establish the systematic operating framework of u-City, we suggest some applicable models based on analyzed structure of operating costs and assets. we provide a base framework through comparative analysis about operating costs for each model. It helps to select a relevant model according as the characteristics of each City.

The use of the gas turbine for power supply is increasing recently. Accordingly, the operation and maintenance cost of the gas turbine is gradually increasing and the various efforts to cut the cost are needed. For an operation and maintenance cost saving of the gas turbine, reductions of the new purchasing charge and the reproduction repair cost of the hot gas parts are required through more effective operation and life management methods for the hot gas parts. The hot gas parts are the main parts of the gas turbine and they are replaced with the periodic. In this research, efficient operation and life management methods for the hot gas parts were presented with the cases. The methods were analyzed and verified based on real data and the cases for improving a lifetime were utilized in the field.

Ten years have passed since the establishment of KOSHBA(Korea Small and medium enterprises Hybrid Business Association). KOSHBA is composed of over 400 regional groups; over 6,000 enterprises are participating in the association. To become a dynamic and vital association, it is necessary to share, learn, and discuss their managerial problems based on mutual trust and respect at the regular monthly meeting.

This paper suggests the design and operation of value stream mapping(VSM) applied to project management, such as R&D, IT Investment. First this study represents design methodology of VSM process using SIPOC(Supplier, Input, Process, Output, Costumer). Second, this paper considers the identification and improvement plan about non-added value time for VSM using FPC(Flow Process Chart) and PERT/CPM. Last, this paper proposes VSM scheduling method using PERT/CPM and CCPM(Critical Chain Project Management)

Quality system management adapted by small and medium enterprises in Kangwon province to enhance the competitiveness was studied. Variance analysis on several questionnaire answers was performed. Motives for acquiring the accreditation, such as product export, adjustment to international trend, enhancement of brand/product recognition, CEO's mind change, and management innovation, have been changed significantly among business types. Mind changes after the accreditations were setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality. Amongst service problems to maintain the ace reditations were difficulties in maintaining the recognition of the company's finality management, labor increase to maintain the ISO 9000 enforcement team, and financial burden to keep the accreditation. Quality recognition after the accreditations was significantly improved in setting company's first priority on quality, enhanced recognition on compliance of in-house standards and regulations, employee's performance with the recognition of quality.
