Offshore wind power development has been promoted in countries around the world to cope with global warming. Despite its many advantages, offshore wind power affects the marine environment during construction and operation. As a result, the reduction of fishing areas, changes in the habitat of marine animals, damage to fishing gear, and impeding the safety of fishing activities are occurring. If the offshore wind power generation project is carried out, a fishing damage investigation is nescssary. There are only four fishing damage investigations related to offshore wind power, which are being conducted similarly to the existing fishing damage investigation related to offshore construction. Therefore, this study reviewed and analyzed the report on fisheries damage investigation related to offshore wind power conducted in Korea and suggested problems and improvement measures accordingly.

This study is to propose ways to improve the system for rational procedures for offshore wind power generation projects. The results of this study are summarized as follows. In order to quickly distribute and develop offshore wind power projects, the permitting period should be shortened through special laws, the government actively intervenes to support the formation and operation of privat-public councils to ensure residents' acceptance. In this way, it can be competitive in the future energy market. Above all, a special law (proposal) related to offshore wind power currently pending in the National Assembly should be passed as soon as possible. Finally, the government and local governments that manage public waters should provide active administrative support based on system improvement measures in consideration of these permits, and the project’s main body should minimize damage to the marine environment and ecosystem. Through these subject-specific roles, offshore wind power generation will be able to reduce carbon emissions and help establish a sustainable energy production system.

본 연구는 한국 푸드뱅크 사업의 발전에 대한 법제적 접근을 취하고 있다. 양적 성장에의 기여와 질적 성장에의 걸림돌이라는 상반된 평가를 받고 있는 <식품등 기부활성화에 관한 법률>에 관한 문제점을 분석 하고 이에 대한 개선방안을 제시하고자 한다. 이를 위해 기부식품등 제공사업의 특징과 한계를 살펴보고 <식품등 기부활성화에 관한 법률>의 정의, 기부식품제공사업, 식품등 기부활성화 시책, 국가지원, 실태조사 등에 대해서 심층적으로 검토한다. 연구결과를 토대로 본 연구는 한국의 푸드뱅크 사업의 발전을 위하여 법률적 관점에서 다섯 가지를 제안한다. 첫째, <식품등 기부활성화에 관한 법률>은 기부식품등 제공사업에 관한 별도의 장을 마련하여 법 체계성을 확보할 필요가 있다. 둘째, 기부식품등 제공사업과 기부자·사업자 에 대하여 명확하게 정의할 필요가 있다. 셋째, 임의신고제에서 비롯된 운영의 질 저하를 막기 위하여 신고 제를 개선할 필요가 있다. 넷째, 기초기부식품등지원센터의 지정제를 도입할 필요가 있다. 다섯째, 국가 차 원의 정기적인 실태조사 조항을 신설할 필요가 있다. 이 같은 법률적 개선이 이루어진다면 기부식품등 제공 사업의 공공성과 책임성, 투명성, 전문성이 한층 제고될 수 있을 것이다.

Power generation construction projects involving large amounts of capital can affect the survival of a company along with huge economic losses in the event of a business failure. In general, private companies are organizations with challenging risk taking tendencies while public companies have a risk averse tendency to avoid risk, so these differences in organizational tendencies make it difficult to respond to risk. In particular, public companies are more likely to fail than private companies because they choose the contradiction of risk picking to enter overseas markets with high uncertainty despite their tendency to risk averse due to the nature of the organization. Therefore, these organizations need risk management techniques that reflect a risk-averse strategy. Accordingly, this paper analyzes the risk management research papers of the existing overseas development EPC business in order to find the risk management techniques related to the organizational tendencies of public companies and proposes “establishing a performance audit system for risk management of the organizational tendencies of public companies” as a way to extract the risk factors through the examples of overseas development projects of public companies and to manage the organizational tendencies of public companies that affect them.

In order to improve the implementation of safety and health education at the site for industrial accident prevention activities, research was conducted to minimize inconvenience and increase utilization by redesigning and developing existing education methods. To date, occupational safety and health education has been conducted without considering the general work characteristics and functional facilities (mechanical, electrical, instrumentation, chemical) of workers (mechanical: turbine, valve, pump, hydraulic system, electrical: generator, breaker, motor, etc.). In particular, plant facilities were classified as mechanical and electrical facilities to improve the methodology for industrial safety and health education for plant maintenance workers. In addition, the “One Page Education Plan” was announced as a learning case because the spread of COVID-19 infectious diseases made it impossible to reduce or control the number of people in all groups and groups. The improvement of this training method will play a major role in improving the effectiveness of safety education in power plant workplaces.

본 연구는 지역의 자원을 발굴하고 지역주민의 삶의 질을 제고시키는 지역사회서비 스투자사업의 특성상 사업의 접근방식, 지역자원 발굴과정에 따라 사업의 진행양상이 전혀 다르게 나타날 수 있다는 것을 염두에 두고 새로운 지역발전의 전략으로서의 단서를 탐색하는 것을 목적으로 하고 있다. 이를 위해 “지역사회서비스투자사업”의 개발과정 및 포괄보조내 우선순위 선정과정이 이용자와 지역사회 변화를 통해 도시환경을 개선하였는가에 주목하고, 지역사회서비스투자사업을 추진 중인 낙후지역을 선정하여 사례 연구를 진행하였다. 이를 통해 지역사회서비스투자사업이 내생적 지역개발 수단으로 작용하기 위해서는 서비스 발굴 및 기획단계에서 지역주민의 욕구를 반영하는 것이 중 요함을 알 수 있었다. 이러한 점에서 강원도 지역자율형사회서비스투자사업의 성공적인 추진을 위해서는 단체장의 관심이 매우 중요하고, 차별화된 지역 특성을 고려한 다양한 사업을 적극적으로 발굴·기획하는 노력이 필요하다. 향후 지역사회서비스투자사업이 활 성화되어 사회서비스 제공과 지역의 개발이 동반성장하길 기대한다.

이 논문에서는 다양한 자료를 수집ㆍ활용하여 초창기 한국과학기술연구소 (KIST)가 한국 철강공업에 기여한 바에 대해 분석했다. KIST의 철강공업에 대한 가장 중요 한 기여로는 1969년에 있었던 신사업계획의 수립을 들 수 있다. 신사업계획은 종합제철사업 계획 연구위원회가 마련했으며, KIST의 김재관과 윤여경이 이를 주도했다. 신사업계획은 규 모의 경제, 설비의 구성, 제철소의 확장가능성 등의 측면에서 우수한 내용을 담고 있었다. 신 사업계획을 바탕으로 한국은 일본과의 협상을 추진하여 포항제철소 건설사업을 현실화할 수 있었다. 포항제철의 공식 기록은 오랫동안 신사업계획을 KIST가 주도했다는 점에 대해 언급 하지 않다가 최근에 들어서야 이를 수용하는 모습을 보였다. 이로써 KIST의 연구진이 신사업계획을 주도했다는 점은 KIST의 주장에 머물지 않고 포항제철도 인정하는 사실이 되었다. 신사업계획의 수립 이외에도 KIST는 일본과의 실무협상 추진, 제철소 운영에 대비한 예비조사, 일본 기술자를 활용한 기술자문 등을 통해 포항제철소 건설사업을 적극 지원했다. 이처 럼 KIST의 한국 철강공업에 대한 기여는 계획수립, 실무협상, 기술지원 등을 망라하는 총체적인 성격을 띠고 있었다. 이에 반해 기계공업, 조선공업, 자동차공업 등과 같은 다른 중공업 분야의 경우에는 KIST의 역할이 주로 계획수립의 차원에 머물렀던 것으로 판단된다.

말라위는 농업생산성 향상을 위해 관개시설 설치를 적극적으로 확대하고 있는데. 주로 외국의 원조에 의존하고 있다. 따라서 말라위의 효율적인 관개시설 구축을 위해 우리나라의 영산강유역농업종합개발사업(이하 영산강사업) 사례를 검토한 후 정책적 시사점을 제시하였다. 우리나라의 영산강사업은 유관기관들의 체계적인 협업 시스템으로 장기간에 걸쳐 시행되었다. 따라서 말라위의 중장기적인 관개시설 구축을 통한 농업생산성 향상을 위해서는 정부의 강력한 의지와 해당 사업을 주도적으로 시행할 수 있는 기관의 역할을 분명히 할 필요가 있다. 이를 위해서는 법적으로 규정해야 할 것이다. 현재 말라위의 사회경제적 여건은 우리나라의 영산강사업 추진 시기와는 매우 상이하다. 또한 한국의 영산강사업은 중장기적으로 걸쳐 시행되면서 각 과정에서 시행착오를 통한 노하우(know-how) 및 기술이 축적되었다. 따라서 말라위도 영산강사업과 같은 대규모 국책사업을 일괄적으로 시행하기 보다는 테스트 베드를 거쳐 말라위 여건에 맞게 시행할 필요가 있다. 영산강사업은 시행 초기에 환경문제가 크게 부각되지 않았지만, 90년대 후반부터는 ‘환경’에 대한 경각심이 커져 현재 영산강사업 5단계 설치는 중단된 상태이다. 따라서 말라위에서도 이러한 환경문제 및 제반 정치경제적 여건에 대한 면밀한 검토가 필요하다. 다만, 영산강사업은 벼농사를 위한 관개시설 위주의 사업이므로, 밭작물 위주의 관개시설은 그 형태 및 시사점이 달라질 수 있다 . 그리고 우리나라 영산강사업은 장기간에 걸려 축적된 노하우와 기술이 단계적으로 적용된 것으로 , 각 토목기술별로 말라위에 적용 가능한지는 추후 검토가 필요할 것이다 . 이러한 정책적 한계점은 추후 연구과제로 남겨둔다.

과학적⋅산업적 목표를 넘어 사회문제 해결이라는 사회적 목표를 내세우는 사 회문제 해결형 연구개발사업이 등장하고 있다. 사회문제는 여러 이해관계가 복잡하게 얽혀 있기 때문에 난제인 경우가 많다. 한 번의 사업으로 해결되지 않으며 장기적인 과정을 거치 게 된다. 따라서 사회문제 해결형 연구개발사업은 대증적 접근이 아니라 문제를 근원적으로 해결할 수 있는 시스템 전환 차원에서 접근해야 한다. 이 글에서는 시스템 전환의 관점에 서 서 현재 진행되고 있는 사회문제 해결형 연구개발사업의 발전방향을 다룬다. 이를 위해 ‘전 환실험화’라는 개념을 토대로 사회문제 해결형 연구개발사업을 전환실험으로 변화시키기 위한 방안을 검토한다. ‘전환 거버넌스 구축’, ‘전환비전 형성과 전환실험 기획’을 연구개발사업 의 전환실험화를 위한 핵심 과정으로 설정하고, 현재 진행되고 있는 사회문제 해결형 연구개 발사업에서 이를 효과적으로 추진하기 위한 정책방안을 살펴보았다

본 연구는 조류발전 사업이 보다 환경친화적 에너지개발사업이 되도록 유도하기 위한 국내 해역에 적합한 환경평가 가이드라인을 제시하는데 목적을 두었다. 본 연구는 국내외 관련 문헌들을 수집하여 조사·분석하였고, 해양에너지 개발 및 해양환경 전문가들과의 면담과 전문가 세미나를 진행하여 합리적인 입지선정 타당성 검토방안과 환경평가단계의 가이드라인을 도출하였다. 입지선정 타당성 검토방안은 입지선정 시 고려해야할 항목을 제시하였고, 이를 바탕으로 조류발전 사업의 특성과 환경영향을 최소화 할 수 있는 적정입지선정 방안을 제시하였다. 환경평가 단계에서의 가이드라인은 조류발전 사업에 대한 환경영향을 파악하고 이에 대한 환경영향평가를 효과적으로 수행하기 위해 현황조사, 영향예측, 저감방안, 사후환경영향 조사계획의 네 단계로 구분하여 제시하였다.

This study analyzed fashion businesses based on the 6P's, products, prices, place, promotion, people, and patron for business owners in the Myeongdong commercial fashion district. Furthermore, this study proposed plans that would activate the Myeongdong fashion district and continuously develop it as a global fashion city. A survey was conducted from August to September, 2012 for 249 fashion business owners in Myeongdong. Eventually, only 208 questionnaires were used for the analysis. The research results were as follows. First, domestic brands have the largest share in the market and sales of fashion accessories were higher than the sales of clothes. Second, the prices for those fashion items ranged from low to mid-price. Third, the opening of new shops keeps increasing, and the size of the shops falls between ten and twenty pyeong generally. 'Self-production' was the highest form of production compared to any other form, and regarding importation sites, importation from overseas was the highest. Fourth, regarding promotion types, the sales in shops was the most commonly used promotion method compared to television and magazine advertising, and personal selling. Fifth, the proportion of male proprietors was larger than that of female proprietors. Most employees had less than five years of sales experience. Sixth, the main customers were females in their 20s and the proportions of Korean and foreign customers was similar.
