This study analyzes the impact of occupational health risk assessments on the safety and health levels and the safety behaviors of workers in manufacturing workplaces. An online survey was conducted among 3,172 companies, yielding 637 responses. The statistical analysis on the collected responses revealed three key findings. First, the safety and health levels (safety importance, safety comprehension, safety awareness) positively influence the outcomes of occupational health risk assessments(safety practice, safety management, safety improvement) and safety behaviors (activity change, safety check). Second, the effectiveness of occupational health risk assessments has a positive impact on safety behaviors. Lastly, the effectiveness of occupational health risk assessments partially mediate the relationship between safety and health levels and safety behaviors. These findings are expected to contribute to the promotion of risk assessments in the field of industrial health and to enhancing safety performance by improving workplace safety, health levels, and safety behavior.
Executive safety leadership is essential to prevent accidents in the workplace. However, will safety be secured by emphasizing only executive safety leadership to workers? In this study, the impact of executive safety leadership on the workplace hazard level was analyzed by adding the supervisor's safety role as a mediating variable. This paper shows that executive safety leadership has no direct effect on workplace hazard levels. However, executive safety leadership was found to have a significant impact on the supervisor safety role, and the supervisor safety role was found to lower the hazard levels in the workplace. In summary, executive safety leadership was found to reduce the hazard levels in the workplace through the full mediating effect of the supervisor safety role. Based on these research results, this study seeks to present the following recommendations to the government and management: The government should ensure that a workplace safety and health system is established by strengthening the effects of other mediating factors, such as strengthening the role of supervisors who are actually responsible for workplace safety and health. Executives must grant supervisors actual authority and responsibility to properly perform their safety roles and establish personnel and performance evaluation systems.
This study analyzed the factors affecting the effectiveness of the Chemical Hazard Risk Management (CHARM). A survey was conducted on 104 learners who participated in the Risk Assessment training course at Occupational Safety and Health Training Institute. Through a self-administered questionnaire, the effect of personal characteristics, corporate characteristics, and safety and health level of the company on the effectiveness of chemical risk assessment was investigated. As a result of statistical analysis, the safety and health level of the company had a positive (+) effect on the effectiveness of Chemical Hazard Risk Management(CHARM), but personal characteristics and corporate characteristics had no relation to it. This study can be used as basic data for further research related to chemical risk assessment in workplaces.
Safety has once again emerged as a social issue due to the enforcement of the Serious Disasters Punishment Act and the occurrence of major disasters recently. As such, the safety culture related to unsafe human behavior is drawing attention as various discussions about the importance of safety and accident prevention are currently being undertaken. This study aims to determine whether changes in the level of safety culture in companies affect the accident rate. To this end, we targeted three workplaces in the same company in the domestic manufacturing industry, and 2,790 people were surveyed using DNV's Safety Will(ISRS-C version 4.0) for safety culture level diagnosis. The change in safety culture level and accident rate were compared and analyzed after carrying out safety culture level improvement activities for 5 years. As a result, the level of safety culture increased by 5.8 points, an overall improvement of 9.5%, while the total number of accidents decreased by 20%, from 5 to 4, indicating a general decreasing trend in accident occurrence. Results confirmed that the change in the level of safety culture affects the accident rate, and the improvement in the level of safety culture affects a reduction in accidents. Therefore, this study suggests that efforts to improve the level of safety culture within a company can be associated with accident reduction and accident prevention outcomes.
With the implementation of the “Critical Disaster Punishment Act” in 2022, the safety and health management system within the organization is being established and awareness of the importance of safety culture is spreading. Measuring the level of safety culture in an organization can grasp the perception and attitude of members about safety. You can also identify the safety-related problems and improvements of the organization. In this study, prior studies on the safety culture level scale were considered, focusing on domestic literature studied from 2001 to 2021. Domestic literature was analyzed by research period, research field, author, core terms, and constituent factors of scale. The implications of the research trend analysis results of the safety culture level scale were derived.
This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.
The purpose of this study is to investigate the effect of organizational safety and health management activities on safety and health performance by using the results of safety activity level evaluation of public organizations. To this end, a research model was established by using three fields as independent variables among the four areas of the safety activity level evaluation index: safety and health system, safety and health activity plan, and safety and health activity level, and the safety and health activity performance field as a dependent variable. Correlation analysis and regression analysis between major variables were performed. As a result of the correlation analysis, the safety and health activity performance had a significant positive (+) correlation with all of the safety and health system, safety and health activity plan, and safety and health activity level. The safety and health system had a significant positive (+) correlation with the safety and health activity plan and safety and health activity level, and the safety and health activity plan had a significant positive (+) correlation with the safety and health activity level. And as a result of the regression analysis, it was found that the organization’s safety and health system, safety and health activity plan, and safety and health activity level all had a significant positive (+) effect on safety and health activity performance.
The purpose of this study is to understand how to affect the safety behavior to the organization's trustees to investigate the level of safety awareness, safety awareness via the distribution center workers prepare the logistics industry disaster prevention measures. The survey was analyzed data to target by the clothing distribution center employees of 182 people. Analysis First, the level of safety awareness showed on a positive effect on organization trust. Second, it was found on the safety level of consciousness a positive effect on the safety behavior. Third, the level of safety awareness affect the safety behavior showed that the mediating role of organization trust. That is a higher level of safety awareness, such as the strict practice of business activities, investments, safety rules on safety education and training emphasis on safety increases confidence in the organization. It was confirmed the higher the confidence in the safety organization appears behavior such as actively participating in the work carried out in a safe manner, safety education and training. In addition, the effect was mediated by the organizational impact on confidence in the safety of personnel safety awareness actions. Based on that research results prepared safety awareness was raised through the industrial accident prevention measures
The safety culture of an organization is the product of individual and group values, attitudes, perceptions, competencies, and patterns of behavior that determine the commitment, the style and proficiency, and an organization’s health and safety management. A good safety culture includes effective, appropriate safety management systems; strong safety leadership & commitment from management; participation and involvement of the workforce; and organizational learning and continuous improvement. This paper will introduce the safety culture inspection standards and process in Korea Railway. The main purpose is to get a better understanding of safety culture and to develop measuring tool. First of all we developed the composition factor of safety culture and the question set. And we prepared the base of computerization of safety culture measurement by developing of evaluation standards and weighted value.
PURPOSES : The purpose of this study is to suggest a basis for setting appropriate safety goals specifically related to the threshold zone luminance in a vehicular traffic tunnel. .
METHODS: In the test, drivers were divided into two groups. One group consisted of all drivers (average drivers) group with an age ratio of drivers holding domestic driver's license and driver group by age to produce threshold zone luminance in the tunnel. The threshold zone luminance produced as a result was used to analyze how it affects the safety level of each driver group and provide a basis for setting an appropriate safety criterion that can be used to determine threshold zone luminance. We used test equipment, test conditions, and ananalysis of threshold zone luminance identical to that reported by ChoandJung(2014) but the values of adaptation luminance in our analys is were expanded to range from100 to10,000 cd/m2.
RESULTS : Adaptation luminance and threshold zone luminance are found to be related by a quadratic function. The threshold zone luminance needed by older drivers to ensure a certain safety level is significantly higher than that for drivers of other age brackets when adaptation luminance increases. 56% of older drivers are at an increased risk of an accident at the same luminance for which the safety level of average drivers is 75%. The safety level that can be achieved for older drivers increases to above 60% when threshold zone luminance level is set with the goal of attaining a safety level of more than 85% for average drivers. The safety level that can be attained for average drivers is above 90% when the threshold zone luminance is high enough to ensure over 75% in the safety level of older drivers. Results of this study are applicable to highways and others whose designed speed is 100 km/h.
CONCLUSIONS : Threshold zone luminance determined on the basis of drivers having average visual ability is of limited value as a performance standard for ensuring the safety of older drivers. Hence, safety level for older drivers should be considered separately from safety levels for drivers with an average ability to avoid risk. Upward adjustment of older drivers' safety level in the process of determining appropriate threshold zone luminance in a vehicular traffic tunnel may bring both tangible and intangible benefit as a result of reducing accidents. However, there is an associated dollar cost arising from installing and operating lights. As a result, the economic impact of these trade-offs should also be considered.
Preschoolers are the most effective age to start fire safety education. But, if the education contents are inappropriate, they may form the wrong habit to preschoolers. Many educational contents of fire safety in Korea are not so obvious in the principle and order of priority about what to do during fire and they often contain unnecessary contents to preschoolers such as how to use fire extinguisher. This paper has analyzed fire safety awareness of preschoolers and teachers and, based on the results, has claimed unsuitability of training on how to use fire extinguisher and has suggested the improvement of fire safety education.
In this study, based on the international standard the quantitative assessment model for the level of safety, health and environment was developed. As a result of applying this model, the company(workplace) which has established improvement plan based on quantitative assessment of short-term and long-term requirements, and implemented it was acquired more higher level of safety, health and environment by more than the existing ones.
Automobile was first introduced in 1903 in South Korea, the masses of the car was carried out rapidly compared to other countries. However, many people were killed in a traffic accidents and economic loss was occurred due to the spread of the automobile. In South Korea, 2012, traffic accident occurred 223,656 times, 5,392 fatality, 344,565 injured people. In the last five years, about 224,000 accidents per year were occurring. In other words, 610 traffic accidents occur and about 15 people pass away in one day. In addition, the proportion of traffic accidents is first place in the OECD countries and it is very high in the world. Understand occurrence tendency of traffic accident, accident frequency rate of the driver who drives more than 10 years was higher than the novice driver. In addition, as a result of examining the cause of the traffic accident, breach of safe driving obligation appears highest case (125,391 times), and followed by signal violation, break safety distance. Therefore, the majority of traffic accidents occurred by the lack of safety awareness of the driver. In this study, prevent the loss of human life and property in traffic disaster, by establish disaster prevention measures that investigated by questionnaire survey and statistical data of the state of consciousness and driving posture in response to the driving history of the driver.
The purpose of this study was to determine the differences in perception of food hygiene and interest in dietary information among university students. A total of 550 college students from Seoul and the surrounding metropolitan area participated in this questionnaire using one-to-one interviews from September 20th to 28th, 2012. Three groups were classified according to level of awareness and practice of food safety. The highest education level of food safety was in the active-practice group (69.6%), with 58.0% in the want-practice group and 24.6% in the low-practice group. There were significant differences between the awareness and practice groups in terms of importance of food safety (p<0.001). Exactly 74.3% interest in food hygiene was measured in the active-practice group. Interests in dietary and food information were different between the groups: 71.4% for the active-practice group versus 24.6% for the low-practice group (p<0.001). Lowpractice group showed the lowest scores for interests in organic food, pesticide-free food, low-pesticide food, slow food, LOHAS, healthy-functional food, nutritional labels, and expiration dates. In conclusion, appropriate levels of food hygiene and food safety education should be provided by the food industry according to perception of food awareness and practice of food safety.
국가 간 국제무역 확대로 인한 물동량 증가, 국민의 삶의 질 향상에 따른 해양레저 활동의 증가 등 해상교통 환경은 빠르게 변하고 있다. 또한 선원의 고령화, 외국인 선원 증가 등 선박운항 환경도 변화하고 있다. 이러한 해상교통 및 선박운항 환경변화에 따라 시장에서는 해운선사의 수준 높은 안전관리 능력을 요구하고 있다. 본 논문에서는 해운선사의 해양사고, 항만국통제, 안전관리체제 등 개별 제도에 따른 안전관리 결과를 종합적으로 평가 및 관리할 수 있는 제도 도입을 위하여 국내외 유사사례를 조사 분석하고 모방전략을 적용했다. 모방전략을 이용한 연구결과에 있어서 모방산업과 제도는 건설업체 환산재해율 산정제도, 교통안전 우수사업자 지정제도를 선정했다. 두 제도를 분석하여 모방대상으로 근거법률, 평가지표, 인센티브를 추출하고 해운선사 안전관리 수준 평가제도를 위한 근거법 도입, 해양사고율, 항만국통제 점검률, 안전관리체제 심사율로 구성된 평가지표와 안전점검의 면제, 수수료 감면 및 심사시간 단축 등의 인센티브 방안을 제안하였다. 또한 제도의 신속한 도입과 지속적인 시행을 위한 모방시점과 방법을 단계별로 제시하여 제도의 지속발전이 가능하도록 하였다.
