It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

부선의 50퍼센트 이상은 선박검사를 ‘무인부선’으로 받고 있다. 무인부선의 두드러진 이점은 유인부선에 비해 약 25퍼센트의 건현에 해당되는 화물을 더 적재할 수 있다는 것이다. 한편, 무인부선에도 항해 중에 선석 접안과 이안, 투묘와 양묘, 항해등화의 점등과 소등 등과 같은 업무를 담당할 선원이 필요하다. 피상적인 인식은 예인선이 부선 운항에 대한 책임을 진다는 것이지만, 부선 운항자가 예 선을 용선하는 경우처럼 다른 사례들도 다수 있다. 특정 계약관계에서는 예선이 부선의 운송인에 불과할지라도 예선 선장은 그 운송계약 (항해)을 완성하여야 하는 의무를 이행하여야 한다. 상당수의 예선 선장은 부선 제원과 선두 정보를 제공받지 못하고 있으며, 이러한 형태 는 선장의 권한을 존중하지 않는 것이며 관련 법령을 의도하지 않게 위반하게 된다. 이 연구는 이러한 문제점을 해결하기 위하여 정책적 접근을 통해 무인부선을 유인부선화하고, 승무정원증서를 발급받도록 하며, 부선과 선두의 정보를 예선 선장에게 제공하는 등 세 가지 개 선방안을 제시하고자 한다. 이러한 제안을 통하여 선두의 권리를 개선하고, 법령(최대승선인원) 위반 부담을 해소하며, 예선 선장의 권한 을 보장할 수 있을 것으로 기대된다.

Activities to prevent industrial accidents can be divided into management of disaster risk factors of production facilities, disaster prevention systems and procedures, and human factors management. Human factor management is the last and most effective means to minimize disaster incidence and loss costs. The key strategy for this is safety and health education. However, formal or fictitious education is still being carried out in the industrial field. In addition, it is true that the application of practical use is insufficient due to the simple theoretical education based on knowledge transfer. In order to change the safety consciousness of employers and workers, we think that the paradigm of education should be changed from the traditional text and video-oriented lecture education method to experience-oriented education. The purpose of this study is to measure and analyze the effectiveness of safety education through education contents using VR(Virtual Reality) and AR(Augmented Reality) technology in keeping with the changing times of the 4th Industrial Revolution, And to suggest the direction of future safety and health education and content development trend.

기존의 확률론적 안전성 평가의 신뢰도 제고를 위하여 잘 알려진 입력 파라미터의 일반적인 분포에 새롭게 측정된 신뢰도 있는 데이터를 결합하여 사후분포를 구할 수 있는 베이지안 업데이팅 방법론을 제안하였다. 마코프체인 몬테 칼로 샘플링 기법의 알고리듬을 통한 GoldSim 모듈도 개발하였다. 복수의 입력 파라미터의 사전분포에 대해 연속적으로 사후분포를 구 해낼 수 있는 베이지안 업데이팅이 가능하도록 개발된 이 모듈을 GoldSim 템플릿 형태의 기존의 GSTSPA 프로그램으로 이행하여 보다 신뢰도 있는 확률론적 방사성폐기물 처분 시스템 안전성 평가가 가능하도록 하였다. 이는 기존에 존재하는 사 전분포의 일반적인 형태는 취하되 새롭게 얻어지는 실제 측정치나 전문가들의 의견을 기존의 분포에 적용하여 보다 더 높은 믿음을 갖는 입력 파라미터의 사후분포를 얻을 수 있게 한다. 균열암반 내 핵종 이동에 관련된 몇 개의 입력 파라미터의 사전분포의 세차례의 연속적 업데이팅을 통해 프로그램의 유용성도 예시하였다. 이 연구를 통하여 처분시스템과 같이 장기적 평가가 필요하고 넓은 모델링 지역을 가지며 측정된 입력자료가 부족한 경우 보다 더 믿음직한 방법으로 안전성 평가를 수행할 수 있는 것을 보였다.

오늘날 인구의 증가에 따른 급속한 도시화, 산업화의 물결 속에서 기반시설의 확충, SOC(Social Overhead Capital), 핵가족화, 개인주의 등으로 인한 부동산의 수요는 점차적으로 증가하고 있다. 그러나 부동산의 공급은 부동산의 물리적특성 즉, 비생산성, 부증성 등으로 인하여 제한적일 수밖에 없다. 한편, 부동산중개업은 대외개방에 따른 국내업체의 경쟁력을 제고하고 부동산서비스업의 전문화를 위하여 많은 노력이 필요하다. 이러한 부동산업계의 전문화 필요성은 외적 여건의 변화에 의해서도 제기되고 있다. 부동산중개업의 경쟁력 강화는 서비스수준의 향상, 거래의 투명성 및 신뢰성확보, 전문성 제고 등을 통해 이룰 수 있으며, 의뢰자와 중개사 및 중개업 전반의 이익이 서로 조화를 이룰 수 있는 방향으로 제도개선이 이루어져야 할 것이다.

본 연구에서는 우리나라 해기사들의 행동특성을 파악하고, 이를 통제하기 위한 방안을 제시함으로써 해양안전 문화설계를 용이하게 하고자 하였다. 한국선원 377명을 대상으로 실증분석 결과, 우리나라 선원은 일반적인 한국인의 성격특성 중 “정이 많다”는 것이 가장 뚜렷한 인식을 보였으며, 유교적 관습이 아직도 해상직업 종사자들에게도 영향을 많이 끼치는 것으로 나타났다. 그러나 직책별, 성별, 선종별 집단간에는 행동특성의 차이를 보이지 않았으나 학력별로는 차이가 있는 것으로 나타났다. 한편 한국선박의 안전운항을 위해 동원될 수 있는 수단은 한국선원의 집단 구성에 관계없이 부적 강화물을 제공하는 것보다는 정적 강화물을 제공하는 것이 도움이 될 것으로 판단된다. 선박의 안전관리 수단은 학력수준 외는 집단별 차이가 없는 것으로 나타나, 선원의 학력수준에 맞는 안전관리방안을 도입하는 것이 안전관리의 효율성을 높일 것으로 판단된다.

Children are out future society members but they are not well cared to be safe from various accidents. This is due to facilities were installed upon the children's for adults which can not provide safe traffic environment for children's schooling who are not fare enough experience and matured. "The Rule of declaim for school zone and it's Management"was established in the year 1995 based on the article 11 by the "Road Traffic Low". And 15,136 school zone declared by the above rule. In this study, four elementary schools located in Nowon-gu are selected and analyzed about state of elementary school, scope of school zone, installation of street furniture, and safety signs. The analysis showed that scope of school zone is currently set in 150-meter though the regulation is within 300-meter radius. Therefore, expansion of the scope is required. It is necessary to take control of vehicle during commuting times and holograms which can be noticed in school zone have to be installed as well. Through these improvements, safety zone will be offered to children effectually.

The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

Safety education training from an early age desperately needed for safety's why. The government separated and established the industrial safety and health law from the Labor Standard law since 1981 to promote the labor's working environment and to improve the conditions of laborers. The government made a lot of effort to discharge the industrial safety and health law by continuous revision of the law thereafter. it is, however, difficult to establish clear-cut lines of authority and responsibility due to the fact that the substantial application of the industrial safety and health law is adapted by enterprise's autonomous management. There are frequent industrial disasters on the small and medium enterprises which have financial difficulty and it means this causes much more social cost. Finally, for the improvement of laborer's safety, health and working environment in the small and medium enterprises we need to raise the effectiveness of the industrial safety and health law through enhancing a government-office's administration and surveillance with the changing mind of a business proprietor. On this paper, we research on the actual condition of the administration, inspection and regulation of safety and health by means of the industrial safety and health law. Thereafter we analyze how much the Korea Occupational Safety & Health Agency and vicarious businesses of safety & health management help. we used the survey method to gather data from 380 laborers directly and analysed the data by SPSS v17.0.

Based on this research trend, this paper tried to review the relationship between safety climates and safety compliance. Based on the responses from 385 manufacturing workers, this paper reviewed the relationships among safety climates, safety motivation, and safety compliance. The results of statistical analysis showed that all safety climate factors(management involvement, leadership, safety training, precaution activities, safety system) have affirmative effects on safety motivation and safety compliance. Also, safety motivation appeared to have mediating effects on the relationship between 5 safety climate factors and safety compliance. Especially it appeared to have full mediating effects on the relationship between safety training/ safety system and safety compliance.
