라오스는 지정학적인 관점에서 5개국(중국, 베트남, 미얀마, 태국, 캄보디아)과 국경을 접하고 있는 내륙국가로서, 라오스 정부에서는 동남아시아 교류 확대와 경제 성장을 위해 라오스 내 도로건설 가속화를 통해 라오스 경제 성장 동력 기반을 마련하고 주변국을 연결 하는 국가(Land-Linked Country)로의 전환을 추진하고 있다. 라오스의 총 도로 연장은 52,014km로 전반적으로 도로의 노후도가 매우 높 고 도로 상태가 열악한 상황이며 해외 원조사업을 통해 신설도로가 건설되고 있으나 포장도로의 연장은 약 11,755km(22.6%)에 불과하 여 우기에는 많은 비포장도로가 유실되는 사례가 발생하고 있다. 이러한 상황에서도 라오스 전체 화물량의 약 90%, 여객의 95%가 도 로를 활용하고 있으며 수송량은 연간 14~18% 지속적으로 증가하고 있어 도로건설의 필요성은 공감하고 있으나 도로건설 기준 재개정 미흡, 도로건설 품질관리 인프라 부재 및 비포장도로 개선을 위한 전략 부재 등으로 라오스 정부주도의 튼튼한 도로건설 자립화에는 한계를 실감하고 있다. 이러한 라오스 정부의 도로건설 자립화의 한계를 극복하는데 기여하고자 국토교통부 국토교통 ODA 사업으로 2021년 7월 “라오스 도로 건설 및 관리 기반 자립화 사업”을 착수하였다. 본 사업에서는 라오스 정부주도의 지속가능하고 튼튼한 도로 건설 환경 조성 및 도로건설 자립화 기반 마련 지원을 위해, 라오스 도로건설 기준 및 품질관리 현대화, 도로건설 자립화 기반 마련 지원, 라오스 현지 비포장도로 개선 시범사업 및 라오스 도로분야 전문가 역량 강화 등에 과업을 수행하고 있다.
한국건설기술연구원은 2016년 캄보디다 공공사업교통부 요청으로 건설인프라 및 건설관리 체계 현대화에 대한 기술설명회를 수행하였 으며, 2017년 국토 인프라 건설 분야 기술협력 및 캄보디아 건설기술연구원 시범 운영 지원을 위한 협력 MOU를 체결, 2018년에는 지 속적인 상호 호혜 협력 관리를 위한 캄보디아 현지에 공동사무실을 개소하였다. 국토교통 ODA 사업은 2018년 개최된 한-아세안 인프 라 장관회의에서 캄보디아 공공사업교통부(MPWT, Ministry of Public Works and Transport)에서 대한민국 국토교통부에 캄보디아 도로 건설 및 관리체계 현대화를 위한 지원을 공식적으로 요청하여 2020년부터 40억원 규모의 국토교통 ODA 사업으로 『캄보디아 도로건 설 및 관리체계 현대화 사업』을 지원하였다. 사업 추진체계는 국토교통부, 해외건설협회에서 발주하여 한국건설기술연구원(정부출연 연구기관), 한국도로공사(공기업)이 컨소시엄으로 구성하여 수행하였으며, 캄보디아측은 공공사업교통부(MPWT) 정부 주도하에 신생 조 직인 산하 공공사업교통연구소(TSIPWT)와 협업하여 지속가능한 도로건설 및 관리체계 현대화 사업을 추진하였다. 사업의 주요내용은 ①도로포장 건설 관리체계 현대화 ② 지속가능한 자립형 캄보디아 도로포장 기술시험소 설립 지원 ③ 시험 기자재 및 현장조사 장비 공여 및 운영 노하우 전수 ④캄보디아 도로포장 기술시험소 시범운영을 통한 자립화 ⑤ 해외사업 및 기술역량강화를 위한 인재 양성 으로 구성되어 있다. 본 사업은 2020년에 6월에 착수하여 2023년 10월에 수행하였으며, 캄보디아 정부 또한 미래 세대를 위한 지속가 능한 도로건설 및 관리체계 자립화의 초석으로 본 국토교통 ODA 사업이 성공적으로 수행되었으며, 양국 간 적극적으로 협력하고 있 으며, 2단계 사업을 2025년부터 2027년까지 3년 간 수행할 예정이다.
As the complexity and uncertainty of international construction projects increase, the importance of risk management capabilities in the construction industry has become more pronounced. Accordingly, Enterprise Risk Management (ERM) has become a widely adopted approach among organizations as a new way for more effective risk management. Despite its growing application, research related to ERM is still in its infancy, and most of the existing studies have been limited to financial industries. Therefore, this study aims to empirically examine the influence of ERM’s core elements on project risk management (PRM) and project performance within construction firms. Our findings indicate that the key ERM components—organization, policy, and culture—significantly enhance PRM processes, underscoring their critical role and importance. Additionally, effective PRM positively affects project outcomes, highlighting its significance for construction companies engaged in international projects. While ERM does not directly impact project performance, it indirectly improves outcomes through enhanced PRM capabilities. It suggests that ERM will contribute to the firm’s performance by improving the firm’s PRM capability through policies and a risk-focused culture corresponding to the adopted ERM organization and system..
Under increased complexity and uncertainty of overseas construction projects, it is important for construction companies to improve their own project risk management capabilities instead of risk-taking strategies to secure competitiveness in the overseas construction market. Although most of the risks occur in project execution stage, many previous studies focused on planning stage including risk identification and analysis among PRM process. Therefore, this study aims to verify the effectiveness of whole PRM process during project execution stage through empirical study on participants of overseas construction projects. As the result it was found that first, the factor directly affects the project success is the execution process of PRM. It implies that appropriate actions such as appointing charged manager for risks, timely implementation of responding plan, continuous risk monitoring and updating established plan are the key for contribution to the project success. Second, the importance of communication in PRM is also found, which is not conducted at a specific but throughout the entire PRM process and need to be managed as essential factor for successful PRM..
Recently, defects that occurred during the construction of apartment houses have become a social issue. Defects in apartment houses lead to waste of resources and economic loss, causing psychological and physical damage to customers, and a decrease in reliability and financial loss to construction companies. The purpose of this study was to analyze the impact of defect occurrence according to the difference in project management level in the apartment housing construction stage, and to investigate the extent to which the project manager's experience affects the defect occurrence rate. For the empirical analysis of the study, statistical analysis was conducted using data collected from 130 actual projects. The results of the analysis showed that schedule management, cost management, and quality management had a positive effect on reducing the defect occurrence rate in the execution stage of apartment housing construction, while human resource management productivity had a negative effect. This study theoretically demonstrated the importance of project management, and in practice, showed that schedule management, cost management, and quality management should be faithfully performed in the execution stage to reduce the rate of defects after project completion. It was also suggested that hiring an experienced project manager would help reduce project defects.
The “Carbon Neutral” has become the most important goal to achieve in the era of the climate change crisis. K-water has prepared a roadmap for implementing “Carbon Neutral” by 2050. However, only the reduction targets and strategies for scope 1 and 2 have been set, so the management of carbon generated during the construction project and upfront carbon is not being implemented. Therefore, in this study, the criteria and methodology for estimation carbon emissions in the construction sector at domestic and foreign were reviewed, and a methodology for estimation carbon emissions suitable for K-water construction projects was presented, and a case study was conducted. As a result, most of the carbon emissions were more than 90% of the upfront emissions due to material production. Therefore, upfront carbon management is required for carbon management of K-water construction projects, and it is necessary to quantify carbon emissions through GHG construction inventory, etc., and to establish strategies for future reduction technologies.
Recently, the importance of project management has increased due to the scale and complexity of the construction projects. Therefore, this study conducted a survey on construction companies and related public institutions to verify the relationship between the role of the Project Management Office(PMO) and PM leadership for project performance. Based on this, the effect of the PMO role on the project performance was identified and the moderating effect of PM leadership was analyzed. As a result, first, the role of the PMO was found to have an influential on the project performance. Second, the PM leadership was verified to has a moderating effect in the relationship between the PMO role and the project performance. The purpose of this study is to analyze the influential of the role of PMO on project performance in the construction industry to suggest the necessity of PMO in the construction industry and the need to adopt PMO in large-scale construction projects and analyze the moderating effect of PM leadership on project performance.
건설공사의 클레임(claim)은 공사진행과 관련하여 계약 당사자간의 권리 의무관계를 명확하게 정리하여 추가적으로 발생하는 시공비용 부담자를 결정하는 것을 말한다. 건설 공사는 현장이 매우 복합하고 예기치 못한 현상의 발생, 발주처의 요구 등으로 인한 계 약변경과 세계경제 변동 등으로 위험성을 항상 내포하고 있다. 이러한 불확실성과 위험 성은 다양한 이익 집단이 참여하는 공사과정에서 당사자 간의 갈등을 발생시키고 클레 임이나 분쟁을 발생하게 한다. 현장에서 발생되는 클레임의 유형은, ⅰ) 계약도서와 현장 조건의 상이, ⅱ) 발주자 측의 시공내용 변경지시, ⅲ) 공사의 지연, ⅳ) 발주자 측의 공사 수행의 독촉 행위 등이 있으며, 이에 대한 개선방안으로 첫째, 클레임 예방 제도 도입이며 세부적으로 ⅰ) 리스크 관리 예산 확보, ⅱ) 실질적 감사제도 확립, 둘째, 클레임 예방을 위한 계약제도 정비이며, 세부적으로 ⅰ) 발주방식에 적합한 공사계약특수조건 구비, ⅱ) 공사계약 일반조건의 개선, 셋째, 분쟁 전 단계별 협의 체계 수립이며 세부적으로, ⅰ) 클레임 발생 단계의 처리, ⅱ) 의견차이 단계의 처리, ⅲ) 논쟁 단계의 처리가 필요하며 이에 대한 제도의 보완이 필요함을 제언한다.
Stakeholder management in construction projects is an important factor in project performance creation. The purpose of this study is to verify the effect of the recognition of the importance of the quality influence factors among the stakeholders of the construction project on the perceived quality and the project performance. The impact of the project management methodology on the project performance has been actively researched, but there is little research result on the project stakeholders. The projects to be researched are apartments and buildings that have been completed within the last five years of domestic large construction company. The method of survey is to measure the consensus of the importance of the quality influential factors among the three parties such as the ordering party, the design supervisor and the constructor, and confirm whether the agreement affects the quality of the actual project. Finally, the research model was verified by surveying the satisfaction of the client on the final product. The results are as follow. The degree of agreement on the importance of quality influential factors among stakeholders has a significant effect on perceived quality. In the relationship between perceived quality of influence factors, organizational (support) quality influenced technological quality and managerial quality, and technological quality and managerial quality also have significant influence on resource quality. The results of analysis showed that perceived quality of resources strongly influenced project performance. The remaining three experienced qualities also significantly affect project performance.
BIM(building information modeling) has been actively applied to construction industries and to maximize its application through the life cycle of structure, various relevant technologies have been proposed. In particular, 4D sequencing management and 5D cost-related management were introduced as an improved version of the design review and interface control by 3D information design. On the other hand, the virtual construction using virtual construction equipment can sophisticatedly handle capacity, dynamic movement, collision boundaries of actual construction machines but it still stays at a low level in a technical sense. In this study, simulation systems based on BIM involving virtual construction equipment have been developed; then it is applied to the actual construction project to evaluate the safety and efficiency of construction equipments. It was confirmed that the simulation systems can be utilized to construct virtual construction site by using an effective 3D library of construction equipment and can plays a key role to secure construction safety and economic feasibility. Specifically, the simulation system are very useful for decision making by construction managers to select the optimum equipment and construction method with a better understanding for safety and cost-saving.

6 sigma is a management innovation strategy which improves most of all managerial processes including transactional and project based operations such as marketing, purchasing, accounting, and construction. Even though 6 sigma is trying to solve problems from the customer’s viewpoint in the scientific manner, project leader feels some difficulties in implementation because of several reasons. Especially the difficulties are prevalent in construction site. This paper investigates the cause of the difficulties through questionnaires, analyzes the investigation results, and verifies the critical success factors of 6 sigma implementation. Factor analysis has been usually employed in reducing quantity of data and summarizing information chaos. In this study, several variables from questionnaires are grouped into just only four factors by the process of factor analysis. The critical success factors are extracted as project management system, implementation mechanism, site condition, and project ownership. Some ideas for each individual success factor are suggested, which are expected to be useful in successful implementation of 6 Sigma in construction site.
This study was conducted to provide an improving direction of K-EIP(Korean Eco-Industrial Park) construction project by company's voluntary participation. For this purpose, we investigated and analyzed the status of domestic eco-industrial park projects from various literatures, foreign EIP cases and FGI(Focus Group Interview). The key issues to construct a voluntary K-EIP are the lack of experts, the difficulties of commercialization financing, and so on. In this study, therefore, the programs to resolve these problems in K-EIP construction project were suggested at the level of government and corporation.
민간업체의 기술개발의욕을 고취시킴으로써 국내 건설기술의 발전을 도모하고 국가 경쟁력을 제고하기 위하여 건설기술관리법에 의하여 건설신기술지정제도를 운영하고 있다. 해당 법에서는 신기술로 지정받은 기술에 대하여는 일정기간동안의 해당기술을 보호할 수 있도록 하고 있으며, 해당 기술의 사용자에게 기술사용료를 요구할 수 있도록 규정하고 있다. 이처럼 건설 신기술 지정제도는 특허제도와 유사한 형태로 기술을 보호, 활용할 수 있는 제도로 운영되고, 해당 기술의 설계 반영시에는 그 기술의 사용료를 일정 요율로 책정하여 운영토록하고 있다. 본 연구에서는 건설신기술 지정제도와 특허제도와의 차이점을 살펴보고, 표준 설정에서 활용되고 있는 RAND 조건과 전통적 경제학에서의 가격차별 유형을 고려하여, 건설신기술지정제도의 운영 취지에 맞는 운영 방안을 제시하고자 한다.
