With the rapid development of information technology and education informatization, the informational teaching ability of university teachers has become an indispensable ability of university teachers in the “Internet” era. Improving the ability of informational teaching and adapting to the development of the times have become the only way for the development of university teachers. This paper explores the countermeasures to the improvement of the teaching ability of teachers in colleges and universities. Firstly, the paper expounds the basic connotation of college teachers' informatization teaching ability: information teaching awareness and attitude, basic ability of informatization teaching, information technology and curriculum integration ability, evaluation and innovation ability, etc. Secondly, analyzes the main problems existing in the information teaching ability of Chinese college teachers. Teachers in universities and colleges have a certain awareness of using infoumation technology in teaching, but their ability to apply information teaching technology is poor, expecially in application of informatization teaching resources. On this basis, we find out the countermeasure form the perspectives of the government, schools and teachers, aiming to promote the connotative construction and characteristic development in private colleges.

The purpose of this article is to understand the status of education informatization in the Philippines based on trainee reports of the APEC e-Learning Training Program from 2007 to 2013. The entire number of the Philippines trainees was 60. 15 K-Fishbone analyses, project areas of interest, and purpose for participation in the training course were included in the scope of analysis. Specifically, this paper highlighted a trend in changing ICT policies and initiatives in the Philippines through K-Fishbone analysis. There were 3 major trend shifts in education informatization: the initial period (2007~2008) showed a Reversed Trapezoidal type, which then changed to Diamond type (2009~2011) and recently to Left Side Stingray type (2012~2013). Through the initial stage (2007~2008), education policy, an education integration system, motivation and HW, SW were all been equally important. During the interim period (2009~2011), supply of HW, SW and training received greater attention, followed by the demand for education policy and an education integration system in recent years (2012~2013). Finally, the analysis results of the K-Fishbone analysis proved that they fit well with the policies and initiatives implemented by the Philippines Department of Education.

Information and communications technology(ICT) has been emerged as a powerful tool for extending educational opportunities in a global society. Integration of ICT is a key factor of an educational reform agenda in many developing countries. This study examines the current state of ICT facilities and educational environment in Ethiopia. Basic research on Ethiopia and Adama Science and Technology University and interviews with each stakeholder were conducted in order to reveal which factors play a role in the decision to adopt ICT.

The purpose of this study is to discuss and analyze the trends in ICT in education informatization and the need for more scholarly research and dialogue done between Korea and Chile due to their similar ideals in furthering ICT in education in their respective economies. In result of this, 29 individual and team reports submitted by Chilean trainees in the APEC eLearning Trainee Program from 2006-2014 were analyzed. From this study, the results based on the reports were as follows. 1) The need for high quality teacher training programs created by the government and motivating the teachers to participate in these programs. 2) Implementation of more cooperation and collaboration between teacher-student, teacher-expert, and publicprivate partnership programs. 3) Improving students’ aptitude in utilizing ICT, especially in education. 4) Due to the majority of the trainees’ coming from the teaching profession, more research is needed to be done by other stakeholders involved in education informatization, such as government officials, learners, and professors, in order to enhance the totality of this study.

고등교육정보화는 국가 교육의 혁신에 영향을 미침으로써 국가경쟁력 강화의 핵심요소로 여겨지고 있다. 개발도상국 역시 고등교육의 정보화를 꾀하고 있다. 그 중 태국도한국과의 국제협력을 통해 고등교육정보화의 발전을 위한 노력을 기울이고 있어 태국고등교육정보화에 요구와 현황을 파악하여 컨설팅이 이루어질 필요가 있다.본 연구는 태국 고등교육정보화의 문제점과 그에 대한 해결책을 분석하여 태국 고등교육정보화의 현황과 요구를 파악하는 것을 목적으로 한다. 이러한 목적을 달성하기 위해 APEC e-러닝 연수의 태국 연수생들이 작성한 PBL형식의 개인 보고서 및 공동연구 보고서를 내용분석을 통해 분석하였다.내용분석은 교육환경의 정보화, 교육정보화 컨텐츠, 교수-학습의 정보화, 행정적 지원을 범주로 하였다. 문제점과 해결책의 13⨯13 형태의 분석틀을 통해 부호화를 실시하였다. 부호화한 자료를 다중응답교차분석을 통해 통계처리한 후 얻은 자료를 통해 결론을 도출하였다.

현재 정보통신기술의 발달과 국제화의 흐름 속에서 개발도상국의 교육정보화 사업에 대한 수요와 관심이 증대하고 있지만, 기존의 개발도상국에 실시된 교육정보화사업은많은 문제점을 드러내고 있다. 이에 본 연구에서는 체제적이고 총체적인 관점을 기반으로 기존 체제이론을 개발도상국 교육정보화사업에 적용할 수 있도록 개선하여 개발도상국 교육정보화사업에서 적용할 수 있는 Systemic Change Model의 개발 방향을탐색하는데 그 목적이 있다. 이를 위해 기존체제이론을 이끌어 온 대표적인 학자인Banathy와 Reigeluth 연구를 바탕으로 체제적 설계모형의 공통적인 관점과 원리를살펴보고, 개발도상국 교육정보화사업의 고려요소를 살펴보았다. 그리고 이를 바탕으로개발도상국 교육정보화사업에 적용하기 위해 기존체제이론에서 개선 및 추가해야 할사항을 도출하고 Systemic Change Model의 개발 방향을 탐색하였다. 본 연구를통해 도출된 Systemic Change Model의 10가지 기본 방향은 기본적으로 해당국의 교육시스템을 총체적으로 개선하기 위해 체제적인 관점으로 접근했다는 점, 개발도상국 교육정보화사업 시행의 고려 사항을 정리하고 향후 개발될 모형의 가이드라인을제시했다는 점에서 의의를 가진다고 할 수 있다.

The logistics industry in Incheon is lack of basic usage for logistic information. As development of logistics industry the companies recognized the importance of logistics informatization. But due to a small scale of logistic companies it is difficult to equip the basic infrastructure for logistics informatization. To investigate the status of informatization of logistics companies in Incheon, we divide questionnaire by the aspects of information operations, aspects of information needs, information effects and policy aspects of planning and support information. By the result of survey we suggest the supporting plan for Incheon logistics industry.

우리나라는 국제사회에서 불과 40여 년 전 최빈국이었던 국가가 경이적인 경제성장과 발전을 통해 성공을 이루어 낸 모범사례로 공인되고 있고, 경제규모 확대와더불어 최근 부상하고 있는 공여국(Emerging donor)으로 평가 받고 있다. 또한 국내에서는 새 정부 출범이후 글로벌 경제위기 극복을 위한 교육서비스 산업의 일자리 창출과 민간 경쟁력 활용을 통한 교육수출이 요구되고 있으며, 공적개발원조를통한 해외진출확대를 위한 창구 또는 하나의 대안으로 받아들여지고 있다.본 연구에서는 우리나라 교육정보화 분야 공적개발원조사업 추진현황을 해외 양자및 다자간 공적개발원조사업과의 비교, 분석을 통해 동 분야의 해외진출 발전전략을 탐색하였다. 그리고 우리 교육정보화 강점분야의 공적개발원조 사업 연계방안및 해외진출 활성화 방안에 대해 연구하였다. 도미니카공화국, 라오스, 스리랑카,몽골 등 6개국에 대해 한국정부가 실시한 교육정보화 분야 공적개발원조성 사업에대한 평가를 통한 시사점을 살펴보면 다음과 같다.첫째, 원조효과의 극대화를 위해서는 사업추진에 필수적인 사업계획 단계(Predesign)에서부터 충분한 검토와 분석, 이에 따른 사업절차의 확립이 필요하다. 둘째, 교육정보화관련 정책 인프라, 법제 정비 등 시스템 구축 분야에 관한 새로운 체제를 구축하는 방향으로 지원 사업의 패러다임 변화가 필요하다. 셋째, 수원국의 현재 기술수준과 미래 전망을 고려한 물자 및 기자재 지원이 필요하다. 넷째, 교육정보화 지원 사업에 대한 표준화된 지원 모델(Standard model) 마련이 필요하다. 다섯째, 체계적인 사후관리시스템 지원이 필요하다. 여섯째, 사업수행 형태의 과학화가 필요하다.무엇보다 교육정보화 분야에서 한국형 개발협력 모델은 국제 원조 규범을 존중하면서 선진국들의 전통 원조 방식과는 차별성을 지니는 비교우위 분야에 집중해야 할 것이다.

This is a study done to assess the level of Informatization, simple definition of utilization of Information and Communication Technologies (ICTs), in the rural areas of Sri Lanka. The level of Informatization is measured as an index value. In the Asia Pacific region different types of Informatization Indices are calculated in different countries. In this study authors have defined a mechanism to calculate the Informatization Index for Sri Lanka, by considering the number of indices related to Informatization. This Informatization Index is calculated using 48 measures categorized under 11 sub components of ICT. Also a hypotheses testing based on an identified analysis framework is conducted in this study. According to the results obtained from this study, it was observed that in rural areas high utilization is there for utilization of Radio, Television, and Telephone. Mobile phone and Computer utilization is at a medium level. Level of utilization of ICT also varies with the demographic factors also.

본 연구의 목적은 World Bank에서 실시된 교육정보화분야의 사업들을 한국교육정보화 연대기를 통해 분석하여, 현재 World Bank가 추구하는 교육정보화 사업의 방향과 핵심내용을 파악하는데 있다.본 연구의 방법은 문헌연구와 선행연구를 분석한 후, World Bank시행된 교육정보화에 사업중 한국정보문화진흥원에서 발표한 연구에 제시된 우선 협력 국 기준에 따라 7개국을 선정하였다. 또한 본 연구의 분석준거를 마련하기 위해, 한국의 교육정보화에 대한 연구도 병행하였다. 연구의 절차는 한국의 교육정보화에 대한 연구를 통해 분석 대상 국가들에서 실시된 교육정보화사업이 한국의 교육정보화 단계에 비추어 어느 정도 수준인지를 제시하고, 이를 분석 대상국의 1인당 GNI, DOI를 바탕으로 비교․분석 하였다. 이를 통해서 분석 대상국들의 교육정보화 사업의수준이 경제적 수준과 정보화 수준에 따라 어떠한 분포를 보이는지 파악할 수 있다.본 연구를 통해 다음과 같은 결론을 도출하였다. 첫째, World Bank의 교육정보화 사업은 한국의 교육정보화 단계 중 도약기 수준에서 실시되고 있다. 둘째, World Bank의 교육정보화 사업은수혜국의 DOI 수준에 고려하여 계획 및 설계될 필요가 있다.

This paper presents the practical goals and approaches to drive forward informatization of small and medium enterprises(SMES). The presented goals such as productivity, duedate, production cost, and quality measurements are used effectively in the previous diagnosis and the post evaluation for the business of the informatization. As the practical approaches to improve these goals, I consider the importance of balancing, sequencing, scheduling.
