The Korea urbanization has been accelerated without regard to regional traits and the environment. Most of rural areas have been overurbanized with proper and long term plan. Especially the case of Yongin-community which is located 50km south of Seoul reveals a typical wrong urbanization policy. Evidence of such wrong policy is proved by this study for last three decades(1970-2000) in political economic approach with special reference to the Manuel Castells' theory. The study concludes that urbanization with no proper development plan is mostly vulnerable and wasteful. And the environment is once spoiled, it is almost impossible to recover, so it is necessary for us long term and proper plan before development.

It goes without saying that a teacher who is responsible for the effective teaching is one of the most important factors in teaching-learning situation. The controversy over who should teach English to elementary school students has continued since English was introduced in elementary schools in 1997. There are two systems in which English can be taught in elementary schools. One is the system in which a classroom teacher who has the deepest understanding toward his/her students teach English. The other is the system in which a subject teacher who has good command of English teach English. Generally, the Ministry of Education encourages the classroom teacher to teach English to children and the teachers who have little confidence in teaching English prefer the system in which a subject teacher teaches. Both systems are said to he strengths and weaknesses. This paper suggests the subject-exchange teaching system that compromises above mentioned two systems and shows how elementary school teachers think of this system and illustrates the case and the effects of subject-exchange teaching system.

In spite of importance of the farm area in the city, the urbanization and industrialization strongly results in decrease of the farm area. The purpose of this study is to establish an effective way of agricultural land uses by examining on the intention of the farmers based on the survey in Seoul area. The areas, the agricultural types, the landowner's ages, and farm land sizes, were surveyed and analyzed with respect to urban agricultural planning and land use planning. All the collected data were basically analyzed with Contingency Table and Chi-square Test using SAS statistical package. The structures of the intention of agricultural land uses were understood with the comparative analyses of the agricultural land owners, the agricultural land leaseholders, the areas, landowner's ages, farming types, and so on.
