배타적경제수역의 난파물 제거에 관한 연안국의 개입권한과 절차, 비용회수 등에 관하여 규정한「난파물제거협약」이 채택되어 국제적으로 발효되면서 각 연안국은 자국의 실정을 감안하여 난파물 처리규정을 국내법으로 수용 하였다. 우리나라의 경우에도 「해사안전법」을 개정하여 영해뿐만 아니라, 배타적 경제수역의 난파물, 즉, 항행장애물까지 처리할 수 있는 근거를 추가적으로 마련하여 국제규범에 따른 해양관할권을 적극적으로 행사하려는 노력을 하고 있다. 그런데 항행장애물 제거와 관련된 현행 국내법규와 해역관할청의 대응역량은 몇가지 실행상 문제점을 가지고 있다. 예컨대, 항행장애물 제거역량을 적절하게 반영하지 않은 채 해역관리청에 업무가 위임되어 있는 것과 방치폐선, 해양표류물, 침몰선박 등 항행장애물 유사용어 및 제거규정을 규정한 다수의 법규들이 병존하면서 주관부서간 업무혼선이 야기되고 있는 것이다. 따라서 현행 항행장애물 처리제도의 문제점에 대한 개선방안으로 관련 법제의 적절한 정비와 주관부서의 현실적 구난능력을 감안한 업무조정이 필요하다. 구체적으로는 해사안전법 관련규정을 개정하여 구난능력을 갖춘 전문 민간기관·단체에 업무를 위탁하고, 중장기적으로 구조와 구난을 통합하여 일원화하는 방향으로 관련 법제를 정비할 필요가 있다.

The leisure life pattern of people is changing to a familial and enthusiastic way that eventually develops the camping culture. Thus, the number of campers and the size of camping market have been dramatically increased due to significant expansion of camping people. However, many camp grounds and facilities are operating without a proper registration by government rules and regulations. In addition, many of electronic and gas equipment and tools are not used in a safe way and in a safety regulatory boundary. Therefore, campers at the camping ground is situated in a fire and safety hazard. In addition, there is limitation in rules and regulations associated with camping ground safety and fire. This study analyzed the fire and hazard guidelines and rules regulations of developed countries of campground and compared them to the current situation in South Korea. Therefore, this study is to develop a safety and fire hazard guidelines and rules and regulations related to camp ground operation, gas and electronic equipment operation and management. The study will eventually reduce the future fire and safety incidents in a campground in South Korea.

Many countries have introduced new imported food safety measures, following the accident at Fukushima Daiichi Nuclear Power Station. This study was conducted to evaluate the measures contents and effects on food trades values. Eight percent of members were notified the introduced measures to the World Trade Organization. The measures’ contents were banning imports, enhancing inspection and adding certification requirement. The covered regions were some prefectures, entire Japan or all affected countries. European Union introduced a measure that subjecting foods originating from 12 prefectures to import at designated ports with required certification. The measures were amended 8 times until March 2014 to apply listed foods from 15 prefectures. The trade value of fishery products and miscellaneous foods were affected. Australia introduced a measure that required additional inspection of dairy, fishery and plants products from 13 prefectures with subsequent amendments. The trade value had no effect in tested foods. Chinese Taipei introduced a temporary import ban for all foods from 6 prefectures. Trade values for fruits were affected. The United States issued an import alert for detention without examination for listed prefectures and goods without introducing new measures. Although no specific products were affected, trade values for all foods were affected.

Crimes with explosives is one of the mass-destructive crimes that involves the most victims. It is heavily punished under the Korean laws. Mid-eastern area is one of the leading places that are home to improvised explosive device attacks, in the form of religious or political terrorism because of its convenience of use, production and disguise. Improvised bombs are permeating into domestic crimes in Korea as their tools. Use of explosive substances are strictly restricted in this country, but it is not impossible to find its information online and to create private explosives with a bit of interest. And they are being traded in the grey market. For this reason, this thesis offers the method of an efficient safety control of explosive substances, which can be used as raw materials for improvised explosive devices, in order to protect citizens’lives and properties and to promote national security down the road.

본 연구에서는 대정해상풍력단지 설치 해역과 인근수역을 이용하는 선박교통량과 해상교통흐름의 패턴을 분석하고 단지 조성 후 합리적인 대체통항로 지정에 따른 교통량을 예측하였다. 또한 예측된 교통량을 근거하여 통항로별 통항안전성을 평가하고 검토함으로써 선박의 안전운항에 필요한 제반조건 및 대책을 제시하였다. 풍력단지 설치 해역과 인근수역의 해상교통흐름 패턴을 분석한 결과 총 8가지의 교통흐름으로 분류되었고, 연간 교통량은 8,975 척으로 예측되었다. 이를 근거로 단지 조성 후 4가지의 대체 통항로 지정에 따른 교통량을 예측하였다. 예측된 교통량과 SSPA의 동력선충돌모델을 이용하여 통항안전성을 평가한 결과 충돌 및 침로이탈확률에 관한 국내 안전기준 10-4 이하를 만족하므로 계획된 대체통항로가 유용함을 확인하였다.

In other words, 610 traffic accidents occur and about 15 people pass away in one day. In addition, the proportion of traffic accidents is first place in the OECD countries and it is very high in the world. Understand occurrence tendency of traffic accident, accident frequency rate of the driver who drives more than 10 years was higher than the novice driver. In addition, as a result of examining the cause of the traffic accident, breach of safe driving obligation appears highest case (125,391 times), and followed by signal violation, break safety distance. Therefore, the majority of traffic accidents occurred by the lack of safety awareness of the driver. In this study, prevent the loss of human life and property in traffic disaster, by establish disaster prevention measures that investigated by questionnaire survey and statistical data of the state of consciousness and driving posture in response to the driving history of the driver.

It is not an exaggeration to say that modern chemicals take a leading place in our life, and people live with the chemicals, having a huge impact on their daily life. The chemical industry in South Korea, ranked seventh in the world, is one of the key industries that are forming greater part of Korean economy. The actual state of the chemical industries, however, is that over 14 tons of hazardous chemicals are being discharged annually and threaten people's lives with a lack of knowledge of its potential danger. In this way, not only beneficial to us, some of these substances, All chemicals, but also present a threat fundamentally our living environment to hazards to human health and the environment, accidents such chemicals, unlike accidents general understanding the scale of damage and propagation velocity has a complex very difficult risk profile, that can occur during deployment of an accident type is also very diverse. Is the actual situation of public concern against harmful chemicals management's is amplified by the chemical accident in the wake such accidents, government and corporate and reactive system and management system prior to the chemical accident the need for communication to exchange ideas with each other between residents, providing information is important. Therefore, the government departments and corporations, which manage variety of chemicals, ought to contribute toward a development of national security by rigid control over the Hazardous chemicals.

The statistics of the safety accidents in labs show that the biggest reason for them is researchers' carelessness and insecure actions. In this way, the safety accidents in labs are affected a lot by researchers' safety consciousness. Therefore, in order to prevent the safety accidents in labs, this study aims at measuring the degree of researchers' safety consciousness, grasping the elements affecting their safety consciousness and suggesting the measures to improve the lacking safety consciousness. To accomplish this goal, a survey was conducted and analyzed on the safety consciousness of 1,226 researchers working at 10 government- supported research institutes in Daedeok R&D Complex. As a results, the measures to improve researchers' safety consciousness will be suggested as follows. First, in an environmental aspect, improvement of labs' environment exposed to danger, interest and participation of CEO, regular discussion on the safety in labs, installment of safety equipments in labs, and enlargement of individual labs are necessary. Second, in an educational aspect, the safety education offered by institutes need to be enhanced, experiential safety education fit for the characteristics of research should be applied, the time for safety education must be observed, and the communication among team members through the collective education in department units and safe culture through the campaigns to enhance safety consciousness have to be established. Third, in a systematic aspect, sanctions have to be imposed on the researchers who do not attend safety education, the number of safety supervisors and safety budget of labs should be increased, a safety certification system need to be introduced when a lab is built, the problems in safety have to be open to all departments and rewards for the persons of merit in labs should be extended.

이 연구는 2011년 춘계 학술대회 “다중이용선박 안전관리시스템 구축에 관한 연구”를 바탕으로 한 연구이다. 본 연구에서는 다중이용선박의 이용 및 관리에 대한 안전관리현황 분석을 통하여 문제점을 도출하고 외국의 사례 및 국내 유사 운영체제와의 비교를 통하여 대처방안을 모색한다. 나아가 다중이용선박의 안전관리 조직을 위한 단계별 추진 전략 및 법․제도적, 운영․관리적, 시스템적 측면에서 기반설계를 통하여 다중이용선박 안전관리시스템의 선진화 방안에 대하여 연구하고자 한다.

해양사고의 대부분은 해상교통량이 많은 연안해역과 해수욕장, 방파제 등 많은 사람들이 찾는 연안지역에서 발생한다. 최근 해양레포츠의 활성화로 연안에서의 안전사고위험은 더욱 증가하고 있다. 그러나 연안의 안전사고에 대한 대책이 안전사고 증가속도에 적절하게 대응하지 못하고 육지와 바다를 연계한 안전관리가 체계적이지 못하다. 최근 5년 동안 발생했던 안전사고를 분석하여 사고발생을 최소화할 수 있는 안전관리 대책방안에 대하여 연구하였다. 연안의 안전사고는 육지와 바다가 접촉되는 연안지역에서 발생하기 때문에 종합적인 안전대책이 필요하며, 종합적인 안전망 구축을 위해서 제도상 법률상으로 주무기관이 일원화되어야 한다. 또한 사고발생시 신속하게 인명과 재산을 구조할 수 있는 사고대응 체제가 체계적이고 효율적으로 작동되도록 구축되어야 한다.

최근 선박건조기술이 발전했음에도 불구하고 교통량의 증가와 해양레저의 활성화로 사고위험은 더욱 증가하고 있다. 이 논문에서는 그동안 발생했던 해양사고를 분석하여 사고발생을 최소화할 수 있는 여러 가지 방안과 사고발생시 신속하고 구조할 수 있는 체계적인 구조시스템에 대하여 논의한다. 선박이 해상에서 안전하게 항행하기 위해서는 선박기술, 항해관련 장비, 우수한 인적자원, 교통관제 등과 같은 구성요소들이 제도적으로는 구축되어야 하고, 각각의 항행요소들이 유기적으로 작동되어야 한다. 또한 사고발생시 사고수습이 신속하게 진행될 수 있도록 체계적으로 정부조직이 구성되어야 하고 그 조직들이 긴밀한 협력관계를 유지해야 한다. 민간부분에서의 협력지원도 현재보다 더욱 강화되어 국가의 관리영역에서 벗어난 해역에서는 민간부분에서 구조할 수 있도록 민간 구조대가 활성화되어야 한다.
