        본 연구는 국제협력기금의 메커니즘을 이해하고 이를 토대로 체제전환 국 베트남의 국제협력 사례가 주는 시사점 분석을 통해 북한의 체제개방 이후 전력인프라 조성을 위한 국제협력 방안을 제시하는데 목적을 두고 연구하였다. 연구결과, 베트남은 국제협력을 통해 전력인프라를 구축함으 로서 경제성장을 이루어낸 모범국가로 평가받고 있음을 알 수 있었다. 본 연구에서는 선행연구에서 다룬 체제전환국의 국제협력을 위한 주요 요인인 국제협력 유형과 전력개발사업 방식, 그리고 국제사회의 요구 준 수를 분석의 틀로 하여 베트남 사례가 주는 시사점과 북한 전력인프라 구축을 위한 방안을 논의하였다. 베트남의 국제협력 사례가 주는 시사점 을 통해 본 연구에서 주장하고자 하는 국제협력 방안은 첫째, 북한 전력 인프라 구축을 위한 국제협력자금 활용이다. 이를 위해 체제전환과 국제 사회의 신뢰를 받을 수 있도록 자체적인 노력이 필요하다. 둘째, 남한 주 도하에 북한의 미흡한 행정역량을 강화하면서 국제협력을 추진하는 전력 인프라 구축모델이다. 북한은 한국과의 특수관계를 고려해 볼 때 국제협 력에 있어 베트남보다 유리한 상황으로 평가된다. 셋째, 막대한 초기 재 원이 필요한 북한 전력개발의 속성을 고려한, 비용대비 효과가 큰 사업 과 민간투자방식(BOT)이다. 베트남의 경우도 민간투자방식을 통해 공급 규모에 맞는 전력인프라를 구축할 수 있었다. 한국의 국제적 지위와 국 가역량을 고려해 볼 때 북한의 국제협력을 강화하기 위해서는 체제전환 직후에 한국의 전략적 지원이 필요하다. 이는 한반도의 안정과 평화유지는 물론 남북교류협력을 활성화하여 남북관계를 획기적으로 발전시킬 수 있는 현실적인 방안이자 가치 있는 재시발점이 될 수 있을 것이다.

        ODA finance in the water sector has decreased after reaching a peak in 2012 although total ODA commitments have steadily increased according to OECD DAC data. However, climate finance in the water sector has increased so much since 2013 according to 7 MDB Joint report on Climate Finance. Water, especially, in climate change is the main issue for adaptation, and the total finance in the water sector reached 50% of the international public adaptation finance in 2016. However, the procedures for approval and the requirements of the proposals for climate funds are different from those for development finance. Notwithstanding the changes in money flows in the water sector, most korean engineering consulting firms in the water infrastructure area are not ready to win the funds relating to climate change. Therefore, It is important to understand a variety of sources of climate funds, characteristics, funding scale on each purpose and procedures for approval. Korean government needs to provide the firms the opportunities to buildup experiences by getting involved in climate adaptation projects with the financial support for developing PPFs, concept notes, and proposals.

        Southeast Asia has become a key area for the development of the “Belt and Road’ initiative (BRI). At present, among the six economic corridors planned by the BRI, Southeast Asia has covered two of them – the China-Indochina Peninsula Economic Corridor and the Bangladesh-China-India-Myanmar Economic Corridor. In the meantime, Southeast Asia is also an important part of ”21st Century Maritime Silk Road“ initiative, and thus can been considered as a sample of demonstration for the globalization strategy of the BRI. This study finds that in recent years, China-invested infrastructure and connnectivity building (particularly the railway constructions) have been growing fast in Southeast Asia. In addition, a number of China-ASEAN industrial cooperation zones have been established. Together with an increasing number of enterprises settled in these zones, transnational supply chains have begun to take shape. In this context, China’s private-owned enterprises have also started to expand their investment in the Southeast Asian markets. Nonetheless, the BRI has been confronted with problems and challenges, and has been criticized for the lack of risk management, profitability, sustainability, localization and public support. It shows that the export of ”China Model“ can be problematic, as it remains not adapted to other countries’ local conditions. This research first looks at the achievements of the BRI in Southeast Asia, and then examines the problems and challenges in these projects. Finally, this article also aims to provide a number of policy recommendations to the Chinese government.

        Ganggyeong, a city which is located at riverside of Geum River, played a role to connect the inland cities and the coastal cities through the Geum river waterway. In Chosun dynasty, Ganggyeong was one of the three major markets in Korea, and at the same time, it was one of the two river docks in Korea. However, after the railway was installed in Korea, railroad was more important than waterway in transporting logistics and in 1911 Honam railroad and Ganggyeong railway station was installed. Thus it was necessary to reorganize urban structure of Ganggyeong city from the traditional river-dock city to modern railroad city. In addition, urban infrastructure to prevent flood damage was needed because Ganggyeong suffered from floods and water shortages every year. Therefore, between 1910s and 1930s large-scale social infrastructures including road, water and sewage system, river bank, floodgate was constructed not only to revitalize the declining city but also to prevent flood damage and water shortages that hinder urban development. The installation of urban infrastructure has enabled the urban expansion and development of Ganggyeong city, and it is still served as a basic urban structure.

        본 연구는 친수공간 이용 활성화를 위한 계획연구의 일환으로 수변공간의 복합적이고 다 기능적 이용에 초점을 두었다. 계획대상지인 하단 포구는 역사성과 잠재적 가치를 가졌으나, 현재 낙동강으로부터 시각적으로 단절되었고 도시에서의 잃어버린 공간(Lost space)으로 전락하여 수자원으로서의 가치를 상실하였다. 따라서 연구의 접근은 그린 인프라적 환경 재생을 통하여 수변 공공거점으로 이용가치를 증대하고, 친수공간으로서 코어의 역할 수행을 위한 물리적 환경 개선 계획을 목적으로 하였다. 연구 결과는 수변공간의 자원화 및 거점 마련을 위한 ‘공간에 대한 장소성 창출’, ‘포구 환경정비 및 재생’, ‘접근체계 차별화 및 네트워킹’ 등에 중점을 두어 기본계획을 수립하였으며 결과의 세부내용은 다음과 같다. 첫째, 공간에 대한 장소성 창출은 즉 ‘하단 포구를 어떻게 명소화할 것인가’로 귀결된다. 따라서 장소성 창출은 외부로부터 경관 랜드마크(유리가벽)를 통하여 공간을 인지하게 하였고, 내부에서의 전달은 낙동강에 대한 인지적 방향성과 그에 대한 가상경관을 시각 자원(미디어 스크린)을 통하여 제시하였다. 둘째, 포구 환경에 대한 정비는 기존 어민의 작업환경을 개선함과 동시에 방문객의 여가활동을 수용하기 위한 중의적 공간 계획을 제시하였다. 신규시설 도입을 지양하며, 2차원적 평면계획(포장패턴)을 통하여 활동영역에 대한 암시성을 제시하였으며 지역축제 프로그램 등에 대비한 탄력적 운영을 유도하였다. 셋째, 하단 포구의 이용 활성화는 보행 접근성 향상을 통한 수자원의 이용과 활용에 중점을 두었다. 이에 따른 주요 계획으로는 녹지 축의 연속성 확보, 진출입부 환경 개선, 시각적 개방성과 연속성 확보 등이 해당한다. 본 연구 결과는 그린 인프라적 환경 재생을 통하여 하단 포구에 대한 수변 공공거점으로서 현실적인 개발 가능성을 제시하였다. 이는 미시적으로 생업을 위한 효율적 환경개선과, 여가 및 탈 일상적 경험에 대한 이용 가치를 제공할 것이다. 아울러 친수공간으로서 도시발전 및 지역 정체성 확립을 위한 기반시설의 환경개선 사례로서 그 역할을 기대 할 수 있을 것이다.

        Traditional wastewater research mainly focuses on 1) estimating the amount of waste entering sewage treatment facilities, 2) evaluating the treatment efficiency of sewage facilities, 3) investigating the role of sewage treatment effluent as a point source, and 4) designing and managing sewage treatment facilities. However, since wastewater contains a variety of chemical and biological substances due to the discharge of human excreta and material used for daily living into it, the collective constituents of wastewater are likely a reflection of a community’s status. Wastewater-based epidemiology (WBE), an emerging and promising field of study that involves the analysis of substances in wastewater, can be applied to monitor the state of a defined community. WBE provides opportunities for exploiting indicators in wastewater to fulfill various objectives. The data analyzed under WBE are those pertaining to selected natural and anthropogenic substances in wastewater that are a result of the discharge of metabolic excreta, illicit or legal drugs, and infectious pathogens into the wastewater. This paper reviews recent progress in WBE and addresses current challenges in the field. It primarily discusses several representative applications including the investigation of drug consumption across different communities and the management of community disease and health. Finally, it summarizes established indicators for WBE.

        1. 중앙 아시아는 5 개의 국가로 구성되어 있으며, 이 국가들은 1991년에 소련 연방에서 독립하였다. 독립 이전에는 5개 국가 모두 공산주의 통치 하에 동일한 소비에트 계획경제 체제를 가지고 있었다 2. 1991년 이래로 중앙 아시아 국가들은 정치적, 사회적, 자연적, 지리적 조건에 따라 각기 다른 개발 경로를 경험하였다. 3. 더 나은 통치 환경은 현대 기술 혁신을 장려하고 토지에 대한 신기술의 적용 및 토지에 대한 권리를 보장하도록 동기를 부여한다. 또한 상대적으로 낮은 거래 비용이 조성될 수 있도록 지원하여 생산 증대로 이어질 투자를 촉진한다. 4. 따라서 통치 환경의 개선은 농업 생산 증대에도 중요한 요인이다. 본 연구는 통치 환경과 농업 생산과의 관계를 실증적으로 분석하고 이를 검증하였다. 5. 본 연구의 결과는 농업 생산의 증대를 위하여 통치 환경의 개선이 중요함을 입증하였으며 , 그 중에서도 부패 통제 및 법의 지배의 개선이 농업 생산 증대에 가장 큰 영향을 미친다는 것을 밝혔다 .

        At the Bank of Korea, capital stock statistics were created by the PIM (perpetual inventory method) with fixed capital formation data. Asset classifications also included 2 categories in residential buildings, 4 non-residential buildings, 14 constructions, 9 transportation equipment, 28 machinery, and 2 intangible fixed assets. It is the Korean government accounting system which is developed much with the field of the national accounts including the valuation, but until 2008 it was consistent with single-entry bookkeeping. Many countries, including Korea, were single-entry bookkeeping, not double-entry bookkeeping which can be aggregated by government accounting standard account. There was no distinction in journaling between revenue and capital expenditure when it was consistent with single-entry bookkeeping. For example, we would like to appropriately divide the past budget accounts and the settlement accounts data that have been spent on dredging into capital expenditure and revenue expenditure. It, then, tries to add the capital expenditure calculated to FCF (fixed capital formation), because revenue expenditure is cost for maintenance etc. This could be a new direction, especially, in the estimation of capital stock by the perpetual inventory method for infrastructure (SOC, social overhead capital). It should also be noted that there are differences not only between capital and income expenditure but also by other factors. How long will this difference be covered by the difference between the ‘new series’ and ‘old series’ methodologies? In addition, there is no large difference between two series by the major asset classification level. If this is treated as a round-off error, this is a problem.

        The Paris Agreement compared to the Kyoto Protocol has a distinct characteristic of all non-party stakeholder’s participation including civil society, private sector, and other subnational authorities to respond to climate change. This study develops Green Infrastructure Performance Index(GIPI) to measure, report and verify greenhouse gases reduction impacts on climate change policies particularly focusing on road transport sector in Korea. It is applied with 16 metropolitan areas to provide policy planners with valuable reduction information and practical and on-time policy implications. The empirical findings show that applying to traffic avoidance, technology improvement, and modal shift strategies through GIPI with the 9 core indices (eco-driving activity, electric vehicle usage, mileage-based auto insurance, etc.) that set target achievement in 2030 is projected to reduce 34.7 mill. CO2-eq, accounting for 11.2% above the national carbon dioxide reduction target of 25.9 mill. CO2-eq by 2030.

        As the transportation sector accounts for approx. 30% of energy consumption in Germany, a gradual increase in the number of electric vehicles (1 million should be operating by 2020) can make a significant contribution to road transportation sustainability. We need to plan and construct multi-functional infrastructure corridors to accelerate the introduction of electric vehicles. These not only include the actual transportation infrastructure, but equipment for obtaining energy (solar power units and wind turbines) and the necessary recharging systems (charging points, places and lanes). Zwickau University of Applied Sciences has conducted a feasibility study to mathematically calculate the technical design criteria and energy balance (energy requirements/output) along a section of highway, depending on the electric car quota, the section’s parameters and various energy generation scenarios; this involved driving simulation and real driving experience. The experiment results clearly show that, when designing transportation infrastructure, it makes sense to plan so-called multi-functional infrastructure corridors, which enable independent energy production, parallel energy distribution through cables and directly supplies from the recharging infrastructure. The real transportation infrastructure must develop from a simple to an intelligent roadway. The road standards must take into account the new requirements for alignment and cross-section design. Zwickau University has developed a new methodology for planning and designing multi-functional infrastructure corridors. It generates them with computer support, taking into account points of constraint. Genetic algorithms serve as the mathematical model. Pilot scheme results show that it will be possible to transfer this process to engineering offices in the near future.

        BIM 설계에서 라이브러리의 구축 및 활용은 매우 중요하다. 기존 컨텐츠의 재활용이 가능하므로, 설계를 보다 효과적이 고 효율적으로 진행할 수 있다. 건축분야와 달리 토목분야, 특히 철도시설분야에서는 라이브러리의 구축 및 표준화가 미진하 다. 따라서 본 연구에서는 철도시설분야에 3차원 객체 라이브러리를 구축하고 표준화하고자 한다. 철도시설물 분류체계 및 관련도면을 수집 및 분석한다. 분석된 표준도면의 항목과 분류체계 항목을 매칭하였다. 각 항목별로 라이브러리가 필요한지 여부와 그럴 경우 어떤 소프트웨어가 적절한지를 검토하였다. 사용가능한 소프트웨어는 주로 Civil 3D와 Revit 등으로 나타 났다. 향후 이를 바탕으로 철도인프라 3차원 라이브러리의 속성 항목 및 명세서를 설계하고 라이브러리를 구축할 예정이다.

        This study reviews concepts, theories and formulas included in standards on soil-structure interaction and also shows practical example of application for engineers. Real structures are 3 dimensional and multi degree of freedom but they are often idealized to single degree of freedom for convenience. In this study, detailed procedures to calculate soil spring constants and damping coefficients and method to model soil-structure system are explained. Additionally, case studies to judge fixed base condition and evaluation of applicability of simple analysis method based on response spectra are performed.

        PURPOSES : In this study, systematic road snow-removal capabilities were estimated based on previous historical data for road-snowremoval works. The final results can be used to aid decision-making strategies for cost-effective snow-removal works by regional offices. METHODS: First, road snow-removal historical data from the road snow-removal management system (RSMS), operated by the Ministry of Land, Infrastructure and Transport, were employed to determine specific characteristics of the snow-removal capabilities by region. The actual owned amount and actual used amount of infrastructure were analyzed for the past three years. Second, the regional offices were classified using K-means clustering into groups “close”to one another. Actual used snow-removal infrastructure was determined from the number of snow-removal working days. Finally, the correlation between the de-icing materials used and infrastructure was analyzed. Significant differences were found among the amounts of used infrastructure depending on snowfall intensity for each regional office during the past three years. RESULTS: The results showed that the amount of snow-removal infrastructure used for low heavy-snowfall intensity did not appear to depend on the amount of heavy snowfall, and therefore, high variation is observed in each area. CONCLUSIONS: This implies that the final analysis results will be useful when making decisions on snow-removal works.
