본 연구는 생활도로 속도관리 방안으로 선진국에서 추진되고 있는 Zone 30 제도를 우리나라의 도로 및 교통여건에 맞게 도입하고, 시범운영을 통해 시행의 효과를 분석하는 동시에 시행상의 문제점을 분석하여 향후 제도 확산을 사전에 대비하고자 하였다. 시범운영지역으로 선정된 곳은 경찰청 T/F에서 현장 조사 및 전문가 의견을 수렴하여 상가 밀집지역 주변도로 중 편도 2차로 이내의 도로이며, 보행자 통행량이 많고 보행자 사고율 또는 위험성이 높은 경기 고양시 일산구 장항2동 (면적 0.65km2)이다. 우선 Zone 30 제도 검토 측면에서 생활도로와 생활도로구역의 용어를 정의하고, 생활도로 유형화 및 운영방안을 수립하였으며, 시범사업은 대상지에 대한 정밀 조사를 통해 문제점 및 개선점을 도출하고, 그에 따른 시설개선도면을 작성하여 해당 지자체와 협의하여 시설을 설치완료하였다. 시설 설치 전과 후로 나누어 효과분석을 수행한 결과 차량 속도는 시행전에 비해 가로별로 5~15km/h 감소하였으며, 교통사고의 경우도 시행전 25건에서 시행후 19건으로 24%가 감소한 것으로 나타났다. 또한 속도관리 사업의 시행과정이 빠르고 시설비용이 저렴해 전국적인 확산시행이 유리하여 보행자사고 감소에 실질적 기여가 가능한 것으로 나타났다. 시범사업 연구결과를 토대로 생활도로구역 속도관리 사업추진 방안 등을 제시하였다.

중간처우시설은 사회로 나아갈 범죄자들에게 일시적으로 주거의 문제를 해결해 주고 사회 적응력 향상과 재범예방 프로그램을 제공하여 사회복귀라는 현대 교정행정의 목적을 효과적으로 수행할 수 있는 시스템이다. 우리나라에서도 이와 같은 점을 인식하여 법무부 교정본부에서 안양교도소 구외에 사회내 중간 처우제도라고 할 수 있는 중간처우시설(‘소망의 집’)을 최초로 설립하였으며, 이를 4개 지방교정청별로 확대 운영하고 있으며 그 수요는 더 증가할 전망이다. 그런데 중간처우시설에서 획일적인 프로그램만을 제한적인 대상에게 일괄적으로 적용한다면 이는 수용자의 필요에 부합하지 않을 뿐만 아니라 예산과 인력의 낭비라는 비판을 면하기 어려울 것이다. 이에 따라 이 연구에서는 중간처우시설의 설립 여부에 대한 이전의 논의를 벗어나서 중간처우시설에서 어떠한 유형의 프로그램이 누구를 대상으로 실시되어야 가장 효과적일 수 있는가, 즉 수용자의 필요와 특성에 부합하는 중간처우시설 프로그램을 운영하기 위한 방안을 모색 하고자 하였다. 이를 위하여 미국과 캐나다에서 실시된 중간처우시설 프로그램 운영실태와 평가에 대한 경험적 연구를 통하여 시사점을 도출하고 이와 관련하여 수용자 선정을 위한 사정 도구의 개발, 프로그램의 다양화 및 개별화, 프로그램의 평가수단 개발 등의 방안을 제시하였다.

But nowadays, the needs of self management of these topics is rising up for the business continuity especially to the multi-national corporate. To prove their soundness they issued the management status report periodically. Internal audit will works not only the self confirming tool but also the best supporting tool for the policy managements in such circumstances. With the increasing prevalence of e-learning courses in higher education, it is important to investigate how the courses are being run and examine students’ perceptions of e-learning courses to provide an optimal learning environment. An end-of-course, summative evaluation and log files in an e-learning system were used in order to describe the characteristics and students’ perceptions of three e-learning English courses in a university. The section of background information in the evaluation showed that the majority of the students taking the courses are seniors, majoring in humanities and social sciences. Factors were found to influence students’ satisfaction with the courses such as use of various multimedia, interactions between instructor and students, and among students, and instructors’ evaluation of students’ achievement. A post-hoc analysis showed evidence significant differences existed by course. These findings of the study suggest that quality assurance is an issue in setting and managing e-learning English courses, which are expected to grow rapidly in a near future due to students’ increasing need for e-learning.

The purpose of the present study was to examine the effectiveness of an English program called Global English. The fall, 2003, program at a 4-year university in southwest Korea, was designed for students to attain ability and confidence in both oral and written reports in English necessary to participate actively in everyday and business situations. The study described the educational principles and curriculum in detail and provided an overall evaluation of the program. Students' communicative competence was measured by the computer-based TOEIC both prior to and in the middle of the Global English instruction. Questionnaires were administered to 2,791 students and to 18 native English-speaking teachers to identify their satisfaction with the program. The results from the paired-samples t test indicated that the Global English program significantly affected students' English achievement scores. The students demonstrated satisfaction with the program in the analyses of the questionnaires: The students' motivation, interest, and attitudes towards learning English improved, and their anxiety in speaking English with native speakers was lowered; their confidence increased. On the basis of the findings, educational suggestions were made for improving the Global English program.

본 논문에서는 현재 강원도 중소기업들이 기업경쟁력을 높이기 위해 실시하고 있는 품질경영 방안에 대해 연구하였다. 특히 본 연구에서는 공동기술개발 컨소시엄을 실시하고 있는 중소기업을 대상으로 21세기 일류기업으로 발전해 나가기 위해 기업에서 중점적으로 추진하고 있는 품질경영 추진방안에 대해 조사하였다. 연구수행에 있어서 지방 중소기업들이 공통적으로 겪고 있는 인력부족 및 자금부족으로 인해 기업에서 중점적으로 관심을 갖고 추진하여야 하는 품질경영 전반에 걸쳐 어려움을 겪고 있는 것으로 나타났다. 21세기 지방소재 중소기업이 일류기업으로 발전하기 위한 방안은 기업 내 인력을 지역 대학과 연계하여 주기적인 교육프로그램을 추진할 필요성이 있으며, 기업과 관련된 교수․외부전문가(연구원) 등을 적극적으로 활용하여 기업경쟁력 확보를 위한 경영전략을 모색하고, 지속적으로 산․학․관의 유기적인 시스템을 구축할 필요성이 있다. 본 연구의 한계는 조사 대상기업이 강원도에 위치한 제조기업 중에서 컨소시엄 참여기업이기 때문에 현황과 추진활동 차이에 따른 결과의 해석을 일반화하기에는 약간 무리가 있으며, 향후의 연구에서는 컨소시엄 참여기업 만이 아닌 강원도 소재 제조기업 중에서 표본을 추출하거나, 전수조사를 실시하여 보다 세밀한 분석이 실시되어질 필요가 있을 것이다.

The medium and small companies located in Gangwon-do are much concerned about customer-centered quality management, automation, new technologies, process improvement, and the acquirement of ISO 9000 certification. They are also interested in factory rationalization by 5S and suggestion system. It is also important for these companies to devise some measures, in search of strategies and tactics for gaining the market leadership, and in formulating an organic system of cooperation between the industries and learning institutions such as universities and government agencies.

This study investigated the management environment of medium and small business by examining the role of medium and small business in national economics, the change in management condition, and the problems in Qualify and technique. Also we analyzed problems in the past quality control activity of our medium and small business, and examined the driving direction and introduction method of QM. And to understand the effect of manager's concern in quality management to observe the quality system before and after introduction of QM. A target for this investigation is the medium and small business which has introduced QM through ISO 9000.
