농림지식검색 전문포털사이트인 그린넷은 농림분야의 지식정보를 체계적으로 수집․분류하여 농업인 등 농업정보 수요자에게 신속하게 제공함으로써 농업․농촌정보화의 촉진과 정보 격차 해소에 기여하여 왔다. 그러나. IT기술의 진보와 더불어 지식검색시스템의 계속적으로 변화, 발전, 진화해 가고 있는 상황을 감안할 때 앞으로 그린넷의 지속적인 컨텐츠 개발과 양질의 정보서비스 제공을 위한 시스템 개선 노력이 요구된다. 이를 위해 기존의 종합탐색형 검색위주의 서비스제공에서 벗어나 농업정보 수용자 그룹별로 보다 실용적이고 유용한 정보를 제공하는 맞춤형 검색서비스나 주요 농림정보 및 사안에 대한 기획검색서비스 제공 등의 기능을 강화할 필요가 있으며, 농업정보 수요자가 키워드 검색시 더욱 정제된 디렉토리 검색 결과가 나타날 수 있도록 해야 한다. 궁극적으로는 농림유관소속기관 및 공공기관의 DB 유치 또는 연계를 통하여 농림지식정보의 공유체계를 확립하는 것이 필요하다.

In these days, the rapid innovation of internet technology change the media industry's game rule. This paper is concerned with a six sigma applications to internet media portal service company. The main focus of this study is to introduce an empirical study on the implementation of DMAIC procedures for internet media portal service company.

The purpose of this study is two-fold. Firstly, it is to examine the perceived effectiveness of using portfolio in the Internet environment. Secondly, it is to explore students' opinions about online English materials and learning experiences. For the purpose, a questionnaire survey complemented with qualitative interviews was conducted. The participants were 211 university students taking the general English courses as a requirement for graduation. The findings show that unlike the expectation, use of portfolio in the internet environment is not effective to teach the general English courses. It has been also found that the students are not satisfied with such courses due to the failure to provide the necessary condition for an effective use of portfolio in the language classes. Based on the findings, the study argues that for the use of portfolio in the internet environment to be effective, it must be practiced in the right condition. Some pedagogical implications are provided on how to incorporate the internet into college EFL classes.

본 연구는 청소년들의 인터넷 게임동기에 있어서 사교성과 공격성이 그들의 대인관계에 어떠한 영향을 미치는가를 알아보고자 하는 것이다. 연구결과, 인터넷게임 동기(사교성, 공격성)에 따라 가상적 대인관계는 차이가 있는 것으로 나타났다. 따라서 청소년들의 인터넷게임 동기는 그들의 가상적 대인관계에 영향을 끼치기 때문에, 공격성보다는 사교성의 동기로 인터넷게임을 하도록 장려하고, 올바른 가상적 대인관계를 형성할 수 있도록 유도하는 것이 필요하다.

인터넷이 발전해감에 따라 사이버 세계라고 하는 또 다른 세상이 창출되었다. 그러나 정보보호의 취약성 때문에 인터넷 게임과 인터넷 뱅킹 서비스를 이용하는 사용자들의 안전성이 보장되지 않고 있는 실정이다. 이처럼 불법 침입자들로부터 선의의 이용자를 보호하기 위한 대응책을 채택하고자 본 논문에서는 인터넷 게임과 뱅킹의 개선된 인증과정을 통하여 일반 사용자들도 이러한 정보들에 손쉽게 접근할 수 있게 하여 더욱더 인증보안이 강화된 알고리즘을 설계하고 구현해 보았으며 기존의 인증보안 방식과도 비교하여 설문조사를 해 본 결과를 바탕으로 새로운 인증방법을 적용해 보는데 그 목적이 있다.

대형 구조물에 대한 최적설계를 고려할 때 구조해석에 많은 시간과 노력이 소비된다. 한대의 개인용 컴퓨터에 의한 대형 구조물의 구조해석은 대용량의 기억장치와 많은 계산시간이 요구되므로 반복적 해석이 필요한 대형 구조물의 설계에 효율적으로 이용되기 어렵다. 따라서 본 논문에서는 이러한 문제의 대안으로 인터넷이 연결된 다수의 개인용 컴퓨터들로 고성능 병렬연산시스템을 구성하여 구조해석을 분산 처리하여 계산시간을 절감하였다. 아울러 반응표면의 근사를 위해 요구되는 구조해석을 상용 구조해석 어플리케이션으로 해결할 수 있다면 상용성이 확보되어 일반 구조물에 대하여도 반응표면법을 이용한 최적설계를 수행할 수 있을 것이다.

최근 사회 전반에 걸쳐 인터넷 포털 사이트의 명예훼손 책임에 대한 논의가 주요 이슈로 등장하고 있다. 주로 문제되는 것은 포털 사이트의 뉴스게재와 게시물 방치로 인한 불법행위 책임의 성립여부이다. 이러한 논의는 인터넷 포털 사이트가 과연 언론에 해당하는지 여부에 대한 논의와도 깊은 연관성을 가지고 있다. 본고에서는 인터넷 포털 사이트의 명예훼손 책임에 대한 미국과 일본의 입법 및 판례이론을 살펴보고, 이를 통해 포털 사이트의 책임범위 확정과 관련하여 각국에서 제시하고 있는 면책기준들을 검토한다. 이어서 포털 사이트의 명예훼손 책임과 관련된 국내의 법령들을 간략히 살펴본 후, 우리나라 판례의 태도를 심층적으로 검토한다. 먼저 인터넷 사이트 게시판을 통한 명예훼손과 관련된 과거 대법원의 판결들을 검토한 후, 포탈 사이트의 명예훼손 책임을 정면으로 다룬 이른바「억울하게 죽은 내 딸」사건(서울고등법원 2008. 7. 2. 선고 2007나60990 판결) 을 중심으로 국내 판례에서 제시하고 있는 포털 사이트의 명예훼손 책임 기준을 검토한다. 아울러 위「억울하게 죽은 내 딸」사건에서 촉발된 법리적 논쟁들에 대한 개별적인 검토를 끝으로 본고를 마무리 한다.

Rapid spread of the internet has made our everyday life more convenient, however it has brought some problems along with it. Especially, undergraduate student are losing their social ability as they become absorbed in the internet game, act selfishly in the cyber space and lose interest in studying. As a result, they become isolated from their friends and experience difficulty in the relationship with their parents. In this paper, the influence factors of internet game addiction is investigated using the Analytic Hierarchy Process (AHP) and statistics techniques. This study is to define the influence an important factors of internet game addiction using a questionnaire to internet game player and expert group. It is believed that this study will be more receptive to results that include the priority weights of internet game addiction among the addiction group, non-addiction group and expert group.

최근 몇 년 동안 한국 사회에서 인터넷을 둘러싼 규제와 관련하여 최대의 논쟁의제로 설정되어 있는 것이 소위‘포털(portal site)’규제의 필요성과 정당성의 문제이다. 이러한 포털규제와 관련된 사회적 논란은 소위‘포털의 사회적 영향력’과‘포털의 사회적 책임’에 관한 담론에서 출발하여, 현재의 상황에서는 법률, 법원의 판결 등 법제도적인 차원의 문제로 비화되고 있다. 이 글은 최근 몇 년 동안 한국에서 논쟁이 되고 있는 포털규제와 관련하여 몇 가지 문제제기를 함으로써, 포털규제담론이나 법제도화의 내용과 방향성에 대한 의문을 제기하는 것을 그 목적으로 하고 있다. 구체적으로 포털규제 관련 입법안, 포털의 법적 책임 범위에 관한 법원 판결들, 포털규제와 관련된 현행 법제도 중 인터넷 실명제를 분석대상으로 설정하고, 한국의 인터넷 규제시스템이 기본적으로‘봉건제형 인터넷 규제시스템’에 해당한다는점에서 출발하여, 최근 진행되고 있는 포털규제의 법제도화의 방향이나 내용이‘인터넷에 대한 몰이해를 바탕으로 한 봉건제형 규제시스템의 유지’에 터 잡고 있다는 점을 밝히고 있다.

In 21st century, the sudden changing Information Technology which has an effect over Politics, Economy, Cultures, Science, Environment, Religion that makes us to look over the new mission prospect with the Internet which has the best advantage for mission instrument in the state of today. In this study, we consider for theological understanding of the Internet mission which appeared as a convenience of new facilities of civilization in the close arrival of an information-oriented era to our life, moreover, it suggested the effective scheme for the Internet mission via practical analysis of the main churches’ mission web-sites which have high rate to link. The Internet has the fertility of soil which like a open space, a tool for activation community, a province of God’s Creation and interconnection of a meeting. Thus, theological understanding of the Internet mission brings a new mission prospect about widely opened cyber space through the Internet. The Internet is a meeting field where has no restriction by time or place. Therefore there can be useful in fellowship, education and a consultation and it is strong tool for promotion to form religious community belongs to the way of practical use. At the present time, the Internet site which is operated by churches need innovational changing to be more effective internet mission not only for the church guidance or advertising which gathered all formal informations but also to be enterprising web page which has influence for mission. If there is one-way service like preaching in the web site of church, it needs to insert management of good interactive community section which originate ministers and congregation to get active relationship and homepage of church needs to be changed for a space of communication which is able to link among the church members or between ministers and the church members. Also, there is a requirement to make better web site to be more useful for mission and educational effect of Christianity through enriched link-service which improve the contact with all denominations in the way of the Church and connect to mission organizations, Christian community or a group of cooperation. Accordingly these shows assignments which must be handled by today’s Church through; noticing a flowing of knowledge information-oriented era that more rely on the Internet, identifying new commission of the times for the Internet mission and the whole effort for the Internet evangelism and mission which include growing the professional manpower with commission.

In spite of the fact that the food group(Food, Drinks and Health foods & Agricultural and Marine products) occupies little position in total sales of Internet shopping mall, the food group's sales in cyber shopping mall in 2006 have increased 678.1% over 5 years. In addition to the fact that the food consumption pattern has changed from quality-oriented to convenience, health and safety-oriented, the need to decrease the opportunity cost created by housework is rising in the context of increase of women's work participation rate. The wind of change like these will become the foundation on which cyber food industry will be developed. The factors having an effect on consumer purchasing intentions when one buy foods through internet shopping malls are researched in this thesis. For the investigation, women of 697 were surveyed by a questionnaire, and the data were analyzed by the SPSS for WINDOW(Version 12.0). The result is as follows: Factors having an effect on food purchasing intentions are Convenience(Timesaving, Troublesomeness), Customer service(Responsiveness, Reliability, Empathy, Tangibility), Perceived Customer Risk(Economic, Social, Performance risk) and Shopping experience(Easy to find out, Easy process for payment) in order.

최근 인터넷 기술의 발달로 말미암아, 수많은 사람들이 인터넷을 사용하고 있고 인터넷을 통해 많은 정보를 받아들이고 있다. 현재 인터넷은 소위 '정보의 홍수'라 일컬어 질 만큼 무수한 정보를 매일같이 쏟아내고 있으며, 많은 사람들이 인터넷을 통해 지식을 얻고, 세상의 흐름을 파악하고 있는 상태이다. 이렇듯 수많은 정보가 넘쳐나기에, 그리고 정보의 신속한 배급을 최우선으로 삼기에, 인터넷에서 사용되는 언어에 있어서 문제점이 발생하게 되는 것은 피하기 어려운 현상으로 보인다. 그러나 일반인들이 블로그에 글을 올리는 것과, 아마추어 작가들이 글을 작성하여 인터넷을 통해 배포하는 것들에서조차 언어사용에 있어서의 엄격한 잣대를 모두 들이대기는 어렵겠지만, 뉴스보도의 작성자라든가, 기자, 편집자들, 특히나 사람들이 많이 보는 중요 매체의 뉴스 작업자들은, 자신들에 의해 만들어진 뉴스에 책임감을 가져야 하고, 그 뉴스를 읽는 독자에 책임감을 가져서, 자신들이 올바른 언어의 전파를 책임진다는 사명감을 가지고서 최대한 언어 사용에 있어서의 오류는 범하지 않아야 할 것이다. 본 논문은 많은 인터넷 뉴스에서 사용되고 있는 중국어 가운데, 20여개의 대표적인 예를 들어, 오자, 어법 오류, 불합리적인 사용 등 여러 방면에서 문장의 오류가 발생하게 된 원인을 분석하였다. 본인은 인터넷 뉴스에서 사용되는 중국어의 혼란 현상을 지적하고 바로 고치기 위해 노력하고, 인터넷 뉴스의 언어 사용 오류에 대한 엄정성을 제기하여 기자, 타이피스트, 편집원 등 뉴스 작업에 종사하고 있는 전문인들에게 문제의 심각성을 일깨우는 한편, 인터넷 문화 상품의 함양 개선을 강화하고자 시도하였다. 그리고 본 논문 중에서 예로 든 오류 문장들은 중국어를 가르치는 사람들에게도 충분히 참고할 만한 가치가 있으리라 확신한다.

Korea' s plant pest management is largely divided, depending on the area of occurrence, among 3 organizations including National Plant Quarantine Service (responsible for pests and diseases on imported and exported agricultural products), Rural Development Administration (responsible for pests and diseases on crops), and Korea Forest Service (responsible for pests and diseases on forest) and has experienced difficulty in plant pest identification, sharing information on pest occurrence and taking joint responses. In order to address the problem of independent system operated by each organizations and to effectively manage the pest and disease problem at home and abroad,’A Plant Pest Diagnosis Network System" was established to allow experts from NPQS, research institutes and universities to discuss freely and to exchange the images of pest and disease as well as information on the occurrence using the internet, and a pool of 113 experts responsible for Diagnosis of plant pest was formed. This system is in operation in 31 regional and branch offices of NPQS, 6 external organizations including National Institute of Agricultural Science and Technology, Korea National Arboretum and universities such as Seoul National University, University of Incheon, and Sangji University, and is very helpful in blocking the introduction of foreign pests, implementing countermeasures at an early stage and providing support for export of Korean agricultural products. Furthermore, this project will be further promoted, and plans to increase the number of participating organization in 2008 and 2009 and to expand the expert pool on pest and disease classification and identification, in order to improve it as "a national plant pest crisis management system" that can handle all issues including surveillance of plant pests and diseases at home and abroad, classification and identification, sharing of information, and pest control and prevention.

인터넷은 광범위한 정보를 담고있지만 실제 이용자가 접근할 수 있는 정보는 제한된다. 따라서, 정보검색 서비스는 이용자가 찾고자 하는 정보에 접근할 수 있는 도구로서 역할을 한다. 검색사업자는 정확한 정보를 이용자에게 제공한다는 점에서 공공적 역할을 하는 것이다. 뉴스서비스도 이러한 맥락에서 이해될 수 있다. 그러나 동시에 뉴스서비스에 대한 이해관계가 다양하기 때문에 많은 논란이 있는 것은 사실이다. 따라서, 뉴스서비스의 역할과 바람직한 비즈니스 모델 내지 사회적 책임이라는 측면에서의 고찰이 필요하다. 이에 본 연구는 포털 뉴스서비스가 가지는 법률문제에 대해 개략하고자 한다. 이러한 이슈를 해결하기 위하여 포털사이트에서 진행하고 있는 개선내용에 대해 네이버 뉴스서비스를 중심으로 살펴보기로 한다. 사회적영향력의 확대에 따른 책임과 규제 논의를 통하여 포털 뉴스서비스가 갖는 역할에 대해 개략한다.

이 논문은 법적인 관점에서 정보매개서비스제공자로서의 포털사이트가 특히 자신이 제공하는 뉴스서비스로 인하여 전통적인 의미에서의 언론에 해당하는지의 여부를 밝힘으로써, 포털을 전통적인 의미에서의 언론에 포섭시켜 규제하려는 차원에서 현재 국회에 제출되어 있는 신문법개정안이나 언론중재법개정안, 검색서비스사업자법안의 문제점을 분석하는 것을 목적으로 한다. 연구결과 포털사이트는 전통적인 의미에서의 ‘매체’에는 해당되겠지만, 전통적인 의미에서의 ‘언론’에 해당된다고는 할 수 없다는 것을 알 수 있었다. 즉 포털사이트가 비록 뉴스서비스, 엄밀한 의미에서는‘뉴스전달서비스’내지‘뉴스매개서비스’를 제공하고 있다고 하더라도, 전통적인 의미에서의 언론이라고 보기는 힘들다는 것이 이 연구의 결론이다. 물론 포털사이트, 특히 뉴스서비스로 인한 피해발생의 경우에 그 피해를 어떻게 효과적으로 신속하게 구제할 것인가의 문제는 중요하다. 하지만 이 문제는 본문에서 언급하였듯이, 포털의 언론성 여부의 문제와는 별개의 것이라는 점이 중요하다. 따라서 포털을 전통적인 의미에서의 언론에 포섭시켜 규제하려는 차원에서 현재 국회에 제출되어 있는 신문법개정안이나 언론중재법개정안, 검색서비스사업자법안들은 기본전제에서 잘못된 출발을 하고 있으며, 그 내용도 저작권법의 문제 내지 포털과 언론사간의 뉴스이용허락계약의 문제로 해결되어야 할 것들을 공법적 측면에서 규제하고 있다는 점에서, 그리고 정보매개자로서의 포털에 대해서 뉴스유통과 관련된 법적 책임을 너무 과도하게 부과하고 있다는 점에서 문제가 많다는 것을 지적하였다.

Can the information-holder on the Internet control the flow of information within his boundary even when he does not possess any proprietary right over the information? What if someone accesses to the information and obtain it without any approval? This article intends to provide comprehensive responses to these fundamental issues, mainly from the Korean perspective. To facilitate the analysis, eBay Inc. vs. Bidder’s Edge, Inc, one of the landmark U.S. court decisions in this regard, is introduced and examined here. This article categorizes a wide variety of disputes into three types. The first type is the proprietary dispute, focusing on the protection of computer system as a chattel. The traditional trespass theory will be applied, and actual harm will be required to justify injunctions. The Second type is the access dispute. The article 48 of the“ Information Network Act”in Korea will play a crucial role in determining the unlawfulness of the access on the Internet. The interpretation of the above article requires the balance between information holders and the information users. The third and the final type is the information property related dispute. Laws on Intellectual property right and related legislations will govern this type of dispute. To narrow down the gap between the body of traditional legal theory and the recent changes in the legal environment brought on by technological advances, a new set of legal norms is needed. Korea has been responding to this challenge by legislating relevant acts in an ad hoc way. Relatively few attention has been devoted to the whole frame of norms with regard to the unlawfulness issue in response to the Internet. This article, however, endeavors to emphasize the systematic and comprehensive approach and to suggest the general standards by which unlawfulness of the information related disputes can be measured.
