        In order to solve the rapidly increasing domestic delivery volume and various problems in the recent metropolitan area, domestic researchers are conducting research on the development of “Urban Logistics System Using Underground Space” using existing urban railway facilities in the city. Safety analysis and scenario analysis should be performed for the safe system design of the new concept logistics system, but the scenario analysis techniques performed in previous studies so far do not have standards and are defined differently depending on the domain, subject, or purpose. In addition, it is necessary to improve the difficulty of clearly defining the control structure and the omission of UCA in the existing STPA safety analysis. In this study, an improved scenario table is proposed for the AGV horizontal transport device, which is a key equipment of an urban logistics system using underground space, and a process model is proposed by linking systematic STPA safety analysis and scenario analysis, and UCA and Control Structure Guidelines are provided to create a safety analysis.

        본 연구의 목적은 최근 확대되고 있는 스마트시티 조성과 주민참여를 통한 지역사회 문제를 해결하기 위해 스마트시티 리빙랩의 합리적 운영모델을 탐색하는 것이다. 이를 위해 스마트시티 리빙랩 이론적 고찰 및 선행연구, 리빙랩 방법론 등을 고찰하여 스마트시티 리빙랩 운영모델 구상(안)을 제안하였다. 또한, 스마 트시티 리빙랩 운영모델은 기본방향 설정, 운영환경 구성, 거버넌스 구축, 콘텐츠개발 및 운영프로세스 구성 등 4단계로 구성하고 단계별 세부적인 운영내용을 탐색하였다. 연구결과, 기본방향 설정에서는 운영 방향 설정, 리빙랩 프로세스 정의. 단계별 운영계획 수립이 필요하며, 운영환경 구성단계는 리빙랩 환경 정의, 예산 운영관리, 사용자 정의, 기술 하부구조 설정 등의 구성이 요청된다. 거버넌스 구축단계는 거버넌스 체계구성, 운영위원회 설치가 중요하며, 콘텐츠개발 및 운영프로세스 구성단계는 다양한 리빙랩 기법을 적 용한 스마트시티 리빙랩 콘텐츠 개발과 운영방식 및 리빙랩 기법 등의 개발을 제안하였다.

        In this study, a model to optimize residual chlorine concentrations in a water supply system was developed using a multi-objective genetic algorithm. Moreover, to quantify the effects of optimized residual chlorine concentration management and to consider customer service requirements, this study developed indices to quantify the spatial and temporal distributions of residual chlorine concentration. Based on the results, the most economical operational method to manage booster chlorination was derived, which would supply water that satisfies the service level required by consumers, as well as the cost-effectiveness and operation requirements relevant to the service providers. A simulation model was then created based on an actual water supply system (i.e., the Multi-regional Water Supply W in Korea). Simulated optimizations were successful, evidencing that it is possible to meet the residual chlorine concentration demanded by consumers at a low cost.

        In this study, based on the System Dynamics (SD) methodology, the interrelationship between the factors inherent in the operation of the New Technology Certification System (NTCS) in Korea was identified by a causal map containing a feedback loop mechanism in connection with ‘new technology development investment’, ‘commercialization of new technology’, and ‘sales by new technology’. This conceptualized causal map was applied to the simulation of the operations of the New Excellent Technology and Environmental Technology Verification System (NET&ETV) run by the Ministry of Environment among various NTCSs in Korea. A SD computer simulation model was developed to analyze and predict the operational performance of the NET&ETV in terms of key performance indices such as ‘sales by new technology’. Using this model, we predicted the future operational status the NET&ETV and found a policy leverage that greatly influences the operation of the NET&ETV. Also the sensitivity of the key indicators to changes in the external variables in the model was analyzed to find policy leverage.

        In order to deal with high uncertainty and variability in emergency medical centers, many researchers have developed various models for their operational planning and scheduling. However, most of the models just provide static plans without any risk measures as their results, and thus the users often lose the opportunity to analyze how much risk the patients have, whether the plan is still implementable or how the plan should be changed when an unexpected event happens. In this study, we construct a simulation model combined with a risk-based planning and scheduling module designed by Simio LLC. In addition to static schedules, it provides possibility of treatment delay for each patient as a risk measure, and updates the schedule to avoid the risk when it is needed. By using the simulation model, the users can experiment various scenarios in operations quickly, and also can make a decision not based on their past experience or intuition but based on scientific estimation of risks even in urgent situations. An example of such an operational decision making process is demonstrated for a real mid-size emergency medical center located in Seoul, Republic of Korea. The model is designed for temporal short-term planning especially, but it can be expanded for long-term planning also with some appropriate adjustments.

        아시아헌법재판소연합(Association of Asian Constitutional Courts and Equivalent Institutions, 이하 AACC)은 헌법재판 관련 경험 및 정보교류를 확대하고 헌법재판기관 간 우호협력관계를 강화하여 아시아 민주주의 발전과 법치주의의 실현, 나아가 국민의 기본적 인권증진에 기여하기 위하여 2010년 7월 창설된 자율적·독립적·비정치적 기구이다. 2016년 8월 인도네시아에서 열린 제3차 총회에서는 새롭게 상설사무국을 대한민국, 인도네시아, 터키의 3개국에 나누어 설치하기로 합의하였는데, 특히 한국의 서울에는 AACC 연구사무국(AACC Secretariat for Research and Development, 이하 AACC SRD)을 두기로 결정하였다. 한국의 헌법재판소는 그동안 AACC의 설립과 발전에 중추적 역할을 해온 바, 이번에 AACC 연구사무국을 유치함으로써 동 기관을 아시아의 베니스위원회와 같이 만들어보겠다는 구상을 현실화하는 것이 새로운 과제로 대두되었다. AACC는 기본적으로 ① 아시아 국가의 헌법재판기관들 사이의 국제적 연대와 협력 강화를 지향하면서, 동시에 향후 중장기적으로는 ② 아시아 인권재판소와 같은 지역적 인권보장기구를 수립하는 방안을 모색하고 준비하는 목적을 가진다고 볼 수 있다. AACC의 목적이 위와 같다면, 대한 민국이 새롭게 유치한 신생기관인 연구사무국도 AACC의 기본 목적을 달성하는데 충실하게 조직되고 운영되어야 할 것이고, 특히 상설사무국 중에서도 연구 사무국이라는 특성을 고려하여, 아시아 인권보장체제의 발전에 따라 단계적이고 유연한 역할의 확대를 모색할 필요가 있다고 생각한다. AACC 연구사무국이 이와 같은 역할을 충실히 해낼 수 있으려면, 조직이 적정하게 구성되어야 하고, 인력이 적정하게 충원되어야 하며, 지속가능한 재정지원과 국내외의 법률적 근거가 뒷받침되어야 한다. 또한 대내외적으로 활발한 교류협력을 통하여 협력적 거버넌스를 구축함으로써, 아시아 인권공동체를 향한 아시아인의 의지를 확인하고 합의를 이끌어내는 적극적 역할을 수행해야 한다.

        광양만 교통안전특정해역은 3개 항로(입항항로, 출항항로, 깊은수심항로)로 구분되어 있으나 입항항로에 삼여 암초와 인공어초의 부설로 선박들이 이 항로를 이용하지 못하고 있다. 삼여 암초와 인공어초 제거에 대한 문제점은 선박운항자뿐만 아니라 항만관계자를 통해 지속적으로 제기되어 왔다. 이 연구는 특정해역 내에 있는 삼여 암초를 제거 전과 후에 대한 안전성 평가 및 항로운영방안에 대한 것으로 선박운항자 위험도 기반 모델을 이용한 해상교통류 시뮬레이션을 수행하였다. 실험결과, 장래의 선박교통량이 현재와 같고 2개 항로를 3개 항로로 운영한다고 가정할 때, 46.4 %(50,000 DWT 이상 선박은 깊은수심항로를 이용)와 57.1 %(10,000 DWT 이상 선박은 깊은수심항로를 이용) 위험 감소 효과가 있는 것으로 나타났다. 또한 교통량이 현재와 같은 상황에서는 50,000 DWT 이상 선박을 깊은수심항로로 통항하게 하는 것이 위험도 분산 측면에서 효과적임을 알 수 있었다. 한편 선박교통량이 현재보다 1.5배 증가한 상황에서는 10,000 DWT 이상 선박을 깊은수심항로로 유도하는 것이 더 효과적이었다. 이 연구는 선박운항자 위험도 기반 모델을 이용한 분석 결과로, 삼여 암초와 인공어초 제거 등에 필요한 비용 대비 효과를 검토한 것이 아님을 밟혀둔다. 본 연구의 결과는 삼여 암초 제거 후 항로 설정과 항로 운영 방안(특히 깊은수심항로 통항선박 제한) 등에 활용이 가능할 것으로 기대된다.

        The validity of landfill gas models is an important problem considering that they are frequently used for landfill-site-related policy making and energy recovery planning. In this study, the Monte Carlo method was applied to an landfill gas generation model in order to enhance conformity. Results show that the relative mean deviation between measured data and modeled results (MD) decreased from 19.8% to 11.7% after applying the uncertainty range of Intergovernmental Panel on Climate Change (IPCC) to the methane-generation potential and reaction constants. Additionally, when let reaction constant adjust derived errors from all other modeling components, such as model logic, gauging waste, and measured methane data, MD decreased to 6.6% and the disparity in total methane generation quantity to 2.1%.

        In this paper, a System Dynamics(SD) computer simulation model has been developed to assess the effects of developing and providing an alternate water source. A water service index was also developed to estimate the level of overall customer satisfaction on water supply service. Data from the Busan water supply service and the Korea Development Institute regarding the Nak Dong river bank storage development were utilized during the modeling processes. Some important indicators of the system under study were analyzed by the simulations of development of the alternate water source for Busan. The developed SD model and the water service index can be further utilized as a tool that can assess the extent and timing of an additional service improvement project.

        Most systems used in industrial sites, actually have non-linearity and uncertainty. Therefore there are a lot of difficulties in evaluating conditions of these systems. Generally, the quantitative analysis and expression are found hard because the general public cannot easily make an accurate interpretation on the systems. Thus development of a system that utilizes an expertise from skilled analysts is required. In this research, a real-time sensor signal conditioning system and Fuzzy-expert system have been separately set up into an inference algorithm. So that it ensures a fast, accurate, objective and quantitative operational condition value provided to the manager. Therefore, FE_AFCDM is suggested in this literature, as an effective system for diagnosing the problems related to the air compressor. It can quantify the uncertain and absurd condition to operate the air compressor facilities safely and financially.

        Semiconductor industry is based on equipment industry and timing industry. In particular, semiconductor process is very complex and as semiconductor-chip width tails and is becoming equipment gradually more as a high technology. Equipment operation is primarily engaged in semiconductor manufacturing (engineers and operator) of being conducted by, equipment errors have also been raised. Equipment operational data related to the error of korea occupational safety and health agency were based on data and production engineers involved in the operator's questionnaire was drawn through the error factor. Equipment operating in the error factor of 9 big item and 36 detail item detailed argument based on the errors down, and 9 big item the equipment during operation of the correlation error factor was conducted. Each of the significance level was correlated with the tabulation and analysis. Using the maximum correlation coefficient, the correlation between the error factors to derive the relationship between factors were analyzed. Facility operating with the analysis of error factors (big and detail item) derive a relationship between the model saw. The end of the operation of the facility in operation on the part of the two factors appeared as prevention. Safety aspects and ergonomics aspects of the approach should be guided to the conclusion.
