        2018년도 시설물의 안전 및 유지관리에 관한 특별법이 전면 개정됨에 따라 제1종 및 제2종시설물 중에서 사회기반시설물 범주에 해당하는 시설물(이하 ‘성능평가 대상시설물’)에 대해 성능평가를 실시하도록 하여 성능등급을 지정하도록 하고 있다. 본 연구에서는 성능평가를 통해 도출된 시설물별 성능등급을 시설물 유형별로 성능등급으로 분석할 수 있는 방법을 도출하고 그 결과를 개선할 수 있는 방안에 대해 고찰하였다.

        「시설물의 안전 및 유지관리에 관한 특별법(이하 ‘시설물안전법’」에서는 제1종 및 제2종시설물에 대하여 안전점검 및 정밀안전진단을 통하여 시설물의 안전 및 유지관리를 실시하고 있으며, 종외 시설물의 노후화에 따른 안전관리 문제가 제기됨에 따라 제3종시설물을 지정하여 안전관리를 할 수 있도록 시설물안전법을 전부개정(’18.1.18.)하여 시설물 전반에 대한 안전관리를 하고 있다. ‘제3종시설물 안전등급 평가 매뉴얼(이하 ‘매뉴얼’)에서는 교량, 터널, 건축물 등 시설물에 대한 정기안전점검 기준 및 방법에 대하여 평가 등급기준을 3단계로 제시하고 있다. 본 연구에서는 기존 매뉴얼의 3단계 평가체계에서 5단계 평가체계로의 전환을 위해 평가등급별 기준을 도출하였으며, 현장적용성 검토를 통해 평가지 표의 적정성을 확보하고자 한다.

        국가 주요 시설물의 안전점검 업무가 일원화됨에 따라 업무 효율성과 전문성 강화 등의 효과가 기대되고 있다. 세계적으로 시설물의 물리적⋅기능적 결함을 초기에 발견하는 외관조사의 중요성이 강조되고 있다. 이에 본 연구에서는 기존 외관조사 방법의 문제와 한계를 극복하기 위해 시설물 안전점검을 위한 E-PAD기반 상태평가 시스템을 개발하였다. 본 시스템은 시설개요, 작업목록, 외관조사, 결함표로 구성되어 있으며, 현장에서 외관조사망도를 다운받아 조사된 손상 및 정보를 입력하고, 평가 등급을 확인할 수 있다. 본 시스템의 검증을 위해 교량 10개소에 대한 외관조사 데이터를 입력하여 기존 안전등급을 비교하였다. 그 결과 시스템에서 산출된 안전등급과 기존 안전등급이 동일한 것으로 확인되었다. 또한 AHP기법을 통해 타당성 분석 결과 기존 방법 대비 기능 10%증가, 비용 36%감소, 가치 30%증가한 것으로 분석되었다. 따라서, 시설물 관리 수준 향상을 위해 체계적인 데이터 구축 및 정보 분석을 위한 시스템으로 기여할 것으로 기대된다.

        This paper presents a methodology for assessing the old-age level of facilities. In order to evaluate the retirement level, a method of selecting the indicators related to the old age was presented and a method of assessing the old age level through the measures of the selected indicators is suggested to improve the reliability of evaluation results and to develop evaluation algorithm. In the future, it is expected that it will be possible to efficiently manage the old facilities through the convergence of the old- level evaluation method and IoT sensor, big data, and artificial intelligence.

        This paper present change and expectation effectiveness after reforming raw and revising guideline about seismic performance evaluation of buildings. After reforming raw, many high-rise and large spatial structure will be included as ‘duty subjection of seismic performance evaluation’. And the guideline will change performance objectives, seismic hazard and require nonlinear dynamic analysis, structural consideration about masonry etc. After this reformation and revision, it is expected that the duty subjection of seismic performance evaluation will be extended and the raw and guideline require more high-degree specialization.

        The law of facilities safety is maintained for the purpose of protecting the safety of the people. Recently, the law of facilities safety is revised to introduce an evaluation system based on performance. In this research, we classified the civil complaints that occur continuously in relation to the introduction of the performance evaluation system and through this we drew the improvements to establish the system.

        The review of the existing facilities inspection guideline reveals that the dam and river facilities are evaluated mainly by visual and safety inspection. For the efficient maintenance it is necessary to inspect the steel member of the dam and river facilities using the performance-based evaluation method throughout quantitative measurement. In this study durability evaluation index of steel member and evaluation method for the facilities is presented.

        This study proposes a selection method of a performance evaluation index of waterproofing and anti corrosion materials used in domestic water treatment facilities for material and construction failures based on different usage and environmental conditions to study the possibility of structural performance maintenance. Different types of waterproofing・anti-corrosion materials have been evaluated based on their respective properties, and have been classified into separate categories based on their case studies of material failures in construction. As a result, 12 different performance evaluation indexes have been produced for the performance evaluation method. Among the 12 performance evaluation index 5 were selected with relatively low importance that produced a low value of 60% importance using AHP analysis method, and conclusively proposed 7 performance evaluation index criteria (wet surface adhesion, fatigue resistance, crack resistance, adhesion performance, joint performance, impact resistance, impermeability)

        The safety of SOC facilities is constantly under threat by the globally increasing abnormal climate. Responding to disasters requires prompt decision-making such as suggesting evacuation paths. For this, spatio-temporal information with convergence of disaster information and SOC facility information must be utilized. Such information is being collected separately by the government or related organizations, but not collectively. Through this study, the disaster and SOC facility-related data, which are being managed separately, can be collected and standardized. The integrated information required for the estimation of facility importance, risk, and damage can be provided. The suggested system is expected to be used as a decision-making tool for proactive disaster response.

        풍해의 위험도 분석을 수행하기 위해서는 강풍위험요인, 풍해위험지표, 시설물과 같이 풍해 위험도 분석에 필요한 자료에 대해 데이터베이스를 구축할 필요가 있다. 구축되는 데이터베이스의 품질은 풍해 위험도 분석 결과의 정확성 및 신뢰도와 직결되기 때문에 정확한 데이터를 확보하고 체계적인 과정으로 데이터베이스를 구축하여 데이터베이스의 품질을 높일 필요가 있다. 특히 시설물 데이터베이스는 타 데이터베이스와 다르게 1차적으로 기본자료를 확보한 후 현장조사를 통해 데이터베이스를 통해 구축해야 하므로 조사항목 및 기준설정이 필요하다. 따라서 본 연구에서는 각 시설물별로 풍해 위험도 평가시 활용되는 구성항목을 결정하고 건축물 대장 및 농업시설자료를 통해 전라남도 여수시와 강원도 강릉시를 대상으로 산업용시설물, 아파트, 상업용시설물, 연립주택, 다세대주택, 비닐하우스, 축사에 대한 자료를 확보하고 조사대상 시설물을 결정하였으며, 현장조사를 통해 데이터베이스를 구축하였다.
