        PURPOSES : This study aims to propose drone-command standard operating procedure (SOP) guidelines and Analyze their potential application to increase the use and utility of drones in urban disaster situations. Although the effectiveness and efficiency of obtaining disaster-situation information through drones have been verified by previous studies and practical experience, a survey of actual drone usability indicated a utilization rate of only approximately 4.13%. METHODS : To provide guidance for improving drone command SOPs, prior research and relevant literature were reviewed to identify commonalities between disaster-response command and control and drone use. A sample of 73 active-duty firefighters, including incident commanders (ICs) and drone pilots, were surveyed and interviewed. The data were analyzed and categorized to establish the reasons why drones are not actively used in urban disaster-response procedures. RESULTS : The primary reasons identified for not actively utilizing drones in urban disaster areas were the lack of a drone command and control system and the lack of clear criteria for when to use drones in disaster situations. In addition, many problems were found in drone-operation procedures, including emergency flight approval, securing takeoff and landing sites, and accident burden due to urban flight obstacles. To address the issues identified, standards were proposed for the type, size, and scope of urban disasters requiring drone response; for accident-prevention on basic missions and through flight safety procedures; and for installing a video transmission and reception system to easily share drone video information with ICs. CONCLUSIONS : Application of the drone-command SOP guidelines to actual urban disaster situations by disaster type will help to improve the efficiency of information acquisition and flight safety. This is expected to enable increased drone utilization. In future, extension of the research reported in this paper beyond the Seoul metropolitan area via additional follow-up studies has the potential to establish applicability of the proposed SOP guidelines to a wide variety of environments and organizational characteristics.

        기후변화는 연안지역에 심각한 영향을 미치고 있으며 그 영향이 점점 증가할 것이라고 예상되는 바, 최근 기후변화 적응 및 리스크 평가에 있어 많은 연구들이 취약성과 함께 회복탄력성 개념을 이용하고 있다. 본 연구의 목적은 기후변화 적응을 위한 연안재해 회복탄력성 측정 모형을 개발하는 것이다. 측정 모형 개발에 앞서 연안재해 회복탄력성에 대한 광범위한 문헌검토를 통해 취약성과 회복 탄력성에 대한 조작적 정의와 함께 여러 피드백 메커니즘이 포함된 개념적 프레임워크를 작성하였다. 연안재해 회복탄력성 측정 모형은 네 가지 측정값(MRV, LRV, RTSPV, ND)과 연안재해 회복탄력성 복합 지수(CRI)를 포함하고 있으며, 개발된 지수는 국내 연안침식 사례에 적용되었다. 또한 지수 등급에 따른 지역적 분석이 수행되었다. 연구 결과, 네 가지 회복탄력성 측정값을 통해 각 지점이 가지는 연안침식 회복탄력성의 다양한 특성을 파악할 수 있음을 확인하였다. 연안 회복탄력성 복합 지수의 매핑 결과 서해안 및 남해안 지역에 비해 동해 안 지역들은 연안침식 회복탄력성이 상대적으로 떨어지는 것으로 나타났다. 본 연구의 회복탄력성 측정 모형은 적응 이후의 이행전략에 대한 논의를 제공하는 도구로 활용될 수 있으며, 서로 다른 취약 지역 그룹 간 정책지원에 대한 우선순위를 결정하는 데 이용 가능하다.

        Indonesia is a disaster-prone archipelagic country and one of the world's largest emitters. Climate change has increased the risk of disasters in Indonesia, such as rising sea levels leading to floods. This is undoubtedly a threat to the Indonesian population in coastal areas and small islands. They will be forced to become Internally Displaced Persons (IDPs) if sea levels continue to rise and drown their houses. The number of IDPs in Indonesia has increased significantly in recent years. While IDPs have a legal status and are entitled to protection from the state, there is unfortunately no specific provision for IDPs due to climate disasters in Indonesia. This article examines the legal protection afforded to IDPs in Indonesia as a result of climate-related disasters; deals with the existing legal framework for IDPs; and assesses its adequacy in addressing the specific challenges faced by climate-related IDPs.

        Recently, there are some outdoor floor advertising lighting devices as one of the active marketing methods. However, for outdoor use, there are many restrictions due to the Outdoor Advertisement Act, according to requiring high-output heat generation, waterproofing, and AC power, etc. The purpose of this study is to develop a Duo Light product optimized for indoor use through publicity and information guidance in normal times and automatic evacuation route guidance display in case of disaster, in conjunction with disaster safety. To that end, patent search and patent association analyses were conducted, and a comparative analysis with commercial products was conducted as a case study. In addition, prototypes were designed and produced through the review of operation principles, where field environment surveys and self-tests were conducted. Also, technology roadmaps were presented by preparing plans for expandability and advancement of products. For the analysis of technology commercialization, the feasibility of technology commercialization was examined through the analysis of Jolly’s Model and Lean Canvas Model. The results of this study will be able to contribute to minimize human damage through the effective response to disasters, which can increase the effect of indoor advertising by using the proposed indoor floor advertising lighting device in advertising and disaster situations.

        본 연구는 경로의존성과 정책선도자의 개념으로 최근의 주요 경비업 법 개정 관련 논란 및 사태 등을 살펴, 10.29 참사 이후 경비업법 개 정 관련 논의를 하고자 한다. 이를 위해 각종 논문 및 학술자료와 신문 기사 등 자료를 통한 문헌분석 방법을 통해 살펴본다. 경비업법은 경비 업 제한(지도와 감독, 규제와 처벌 논리)법으로서 기능을 하여 왔으며, 경비업의 권한 남용의 방지에 관한 광범위한 기술적인 규정을 두는 경 로의존성을 지니고 있으며, 경비업법에서 정책선도자인 행정안전부(경 찰청)의 역할과 기능은 매우 중요함을 알 수 있었다. 결국, 경비업법의 경로의존성은 개정 입법 논의의 한계로 작용하고 정책선도자인 행정안 전부(경찰청)의 의지에 달렸다. 최근 10.29 참사로 인해 경비업법의 개 정에 대한 정책의 창이 열렸다. 그간의 경비업법 개정 과정 분석을 통 해 경로의존성과 정책선도자의 특성을 고려해 본다면, 개정의 논의가 순탄치 않음을 탐색해 볼 수 있다.

        This study attempted to analyze the comparative advantage in terms of disaster safety costs in verifying the effectiveness and economic feasibility of the high-performance water-bulwark system in the pole tunnel, which was recently promoted as a part of the acceleration of vehicles. The tunnel to be analyzed was divided into a short tunnel(Anyang, Cheonggye) and a long tunnel(Suraksan, Sapaesan). As a result, it was analyzed that 25% of the improvement effect would occur if one lane was secured by applying the Water-Bulwark System. It was analyzed that this is because the time value cost, which accounts for a large proportion of the traffic congestion cost of short tunnels and pole tunnels, differs depending on the congestion time and traffic volume, not the length of the tunnel.

        This study is to investigate the degree of field awareness of how each provision of the Serious Disaster Punishment Act will affect accident prevention. As a result of conducting a survey of construction site workers, it was analyzed that construction site workers had a low sense of safety and did not voluntarily engage in safety activities. And it can be seen that they are taking a very passive position that it is efficient to implement safety under the supervision of the supervisor. Workers who need voluntary construction site safety activities are most aware of the situation at the site, but the problem was pointed out as “lack of procedures for listening to opinions and preparing improvement measures” for these problems. Future research is needed to see if this is a problem for individual workers or for those in charge of safety and health who do not correct it even though active opinions have been submitted.

        Mt. Umyeon is a low-altitude mountain near a residential area, and the actual forest area is not large due to the fact that development for use as a living green space is being completed and in progress across the mountain, so the buffering action for landslides was weak. The unit was located at the top of Mt. Umyeon, and there were reports of contents related to the military unit in some accident areas. Some experts suggested that the landslide that started on the cut side of the unit could be one of the causes of the landslide at Mt. Umyeon. It is presumed that there was a sudden collapse of trees that had fallen due to erosion inside the valley. In the case of the Umyeon landslide, localized torrential rain is the biggest cause, but the fact that it suffered a lot of damage is the result of no preemptive measures. In particular, it can be said that the damage was caused by the concentration of residential and commercial facilities due to the unplanned urban expansion without prior review of the feng shui geography of settlement areas. The important lesson we have learned is that we should recognize nature as living things and live in harmony and coexistence between humans and nature through understanding and cooperation. Adapting to changes in the environment can survive, but if it doesn't, it will be slaughtered. As such, geography influences changes in feng shui. Changes in feng shui have a profound effect on not only humans but also the natural ecosystem.

        김정은 시대 북한 재해관리는 최고지도자의 관심과 법률 보완을 통해 체계적 관리로 발전하였다. 김정은 시대 재해관리 체계 확립에 있어 가장 우선시 되었던 조치는 2014년 「재해방지 및 구조, 복구법」 제정이다. 김 정은은 재해 관련 신속한 예방과 대응, 복구를 위해 ‘재해방지 및 구조, 복구법’을 새롭게 제정하고 재해의 범위를 자연·사회·보건으로 규정하여 관련 법률 적용을 일원화하였다. 다음 조치로 김정은의 관심과 현지지도이 다. 2014년 평천구역 아파트 붕괴 사고 이후 김정은은 6개월 동안 9차례 건설현장 현지지도를 실시하였으며, 이후 「건설감독법(2014)」을 제정하여 건설현장의 엄격한 관리를 규정하였다. 2020년 대규모 수해 발생 이후 김 정은은 2개월 동안 8차례 수해 현장 현지지도를 실시하였으며, 이후 2021 년 「환경보호법」·「건설법」·「산림법」 수정보충 및 「시군발전법(2021)」을 제 정하여 지역 개발과 발전을 도모하였다. 2020년 코로나19팬데믹 현상 이 후 김정은은 총 22차례 정치국 회의를 개최하고 13차례 코로나19 관련 논의를 진행하였으며, 이후 「전염병예방법」 수정보충, 「비상방역법(2020)」· 「의료감정법(2022)」을 제정하여 코로나19 확산을 통제하고 코로나19 확진 자 관리를 위한 체계를 수립하였다. 마지막으로 체계적 재해관리를 위한 조직 구조를 구축하였다. 체계적이며 신속한 재해관리를 위해 국가비상설 재해방지대책위원회와 국가비상재해위원회, 부문별, 지방재해방지대책위원 회, 시도군인민위원회, 국토환경보호성, 중앙인민보건지도위원회, 중앙비상 방역지휘부 등 각 재해 유형별 관리체계를 세분화하여 유기적으로 대응할 수 있는 조직 구조를 구축하였다. 특히, 2020년 비상방역상황에서 사회안 전군을 전면에 내세워 신속한 비상방역활동을 실시하였다.

        A radioactive complex disaster refers to a situation in which large-scale natural and social disasters such as earthquakes, fires, and chemical incidents occur in addition to nuclear power plants accident simultaneously. For the safe evacuation of residents, protective equipment must be prepared appropriately and sufficiently. We presented effectiveness, sufficiency, and versatility as selection criteria for choosing the essential protective equipment. The results of the survey of residents and local public officials suggested that masks, radioactivity meters, protective buses, and air purifiers have high priorities. Finally, through consultation with central government officials, masks, measuring instruments, and adsorption filters in protective buses were presented as prototypes. These items can effectively protect the people even in the event of a radioactive complex disaster.

        The purpose of this study is the impact of national fishing port investment and typhoons on fisheries disaster damage. The dependent variables were the amount of damage to fishing ports, fishing boats, fisheries enhancement, external facilities, mooring facilities, functional facilities, fishing port and typhoons. The analysis period is from 2002 to 2018. Since the error term is in a simultaneous correlation, it was efficiently estimated by analyzing it with a seemingly unrelated regression (SUR) method. As a result of the analysis, external facilities have not significance to all models. Investing in mooring facilities increased the amount of damage to fishing ports for five years. Investing in functional facilities reduced the amount of damage to fishing ports and aquaculture over five years. Typhoons have significance to all models, and the amount of damage increased every time a typhoon occurred. Based on these results, as the influence of typhoons increases, it seems necessary to establish preventive measures. Timely investment and maintenance to enable the role and function of national fishing ports are considered important.
