Considering the negative impact of IUU fishing on fishery resources and fishery management, a revised approach for estimating risks of the ecosystem-based fisheries assessment (EBFA) of Zhang et al. (2011) was developed that incorporates three components of the IUU (illegal, unreported and unregulated) fishing as penalties. In this study, we introduced ways to develop indicators of IUU fishing suitable for the Korean fishery and apply them to ecosystem-based resource assessment. The indicator for the illegal fishing component was set as the fishing without licenses or permits, and that for the unreported fishing component was set as unreported fishing activities. Indicators for the unregulated fishing component were set as fishing operated by illegal fishing gear, illegal fish capture, fishing operations in prohibited fishing area, and fishing with restrict permits. IUU fishing significantly impacts the stock of target species. Therefore, in this study, the influence of IUU fishing is included in the Species Risk Index (SRI) at the species level, and weights are assigned based on the ratio of the stock, as ․ . The revised ecosystem-based fisheries assessment method, which considers the impact of IUU fishing, was applied to major fisheries on the south coast of Korea. It is necessary to reduce the non-reporting rate through the expansion of the TAC system and improve the accuracy of statistical compilation. To this end, the electronic fishing reporting system, which is being implemented on all vessels in Korean distant water fishing vessels, should be introduced to the coastal and offshore fisheries as well.
This study analyzes the impact of import country environments on Korean fishery exports. To achieve the research objective, focusing on trade facilitation and import market aspects, the import country environment was modeled and analyzed by panel gravity analysis technique. In the basic export model considering only the trade facilitation aspect, agriculture and institutional factors had a significant impact on Korean fishery exports. However, when considering both trade facilitation and import market aspects, it was found that import market aspect had a greater influence on Korean fishery exports than trade facilitation aspect. Specifically, the import market factor that had the most positive impact on Korean fishery exports was the GDP of the import country. GDP, representing the economic scale of the country, indicates consumer purchasing power through per capita GDP. Hence, a higher GDP level implies a higher consumer purchasing power, suggesting a higher potential consumption of fishery products. The second positive factor influencing Korean fishery exports was food imports in the import country. Therefore, to expand Korean fishery exports, it is essential to target countries with high levels of GDP and food imports. Conversely, factors negatively affecting Korean fishery exports were merchandise imports and population in the import country. Therefore, countries with high levels of these negative factors should be managed as demarketing targets. Additionally, trade facilitation variables, which have relatively smaller influence, such as transparency and institutions, also significantly impact Korean fishery exports. While transparency has a positive effect, institution has a negative effect. Thus, to expand Korean fishery exports, strategies should focus on countries with high transparency and less stringent institutional regulations.
항만 및 및 어항 설계기준에서는 항로의 설정 시 선박의 안전 항행을 보장하고 조선이 용이하도록 설계되어야 한다고 정의하 고 있다. 그중 항로 폭 설정은 항로를 설정함에서 중요한 조건 중 하나이다. 그러나 우리나라 항로 폭 설정 기준은 국외의 정량적 평가 기준과 비교하여 정성적 평가 기준에 비중이 있다. 선박이 항주 중에 받는 저항에 직·간접적으로 영향을 미치는 것이 바람, 조류, 파랑 등 의 자연환경 요소이다. 자연환경 요소의 크기에 따라 항주 중인 선박에 미치는 영향이 안전 운항에 위협이 되기도 한다. 이를 방증하듯 우리나라에서는 자연환경 여건에 따라 선박 출항 통제를 규정하고 있다. 이처럼 선박 안전 운항에 밀접한 관계가 있는 자연 환경적 요인 을 반영하기 위해 국외의 항로 설계지침에서는 자연환경 요소들의 정량적 평가 기준을 제시하여 항로 폭 설계 시 반영하고 있지만 우리 나라는 외력을 고려한 구체적인 평가 기준이 마련되어 있지 않은 실정이다. 본 연구에서는 목포항 입·출항 선박들의 항적을 기초 자료로 활용하여 실제 선박들이 운항하면서 사용한 항로 폭과 자연환경 요소와의 관계를 분석하고 이를 바탕으로 조류 크기에 따른 필요 항로 폭을 제시하고 국외의 항로 설계지침과 비교하였다.
In this study, we collected and analyzed the current status of licenses for the limited fishery business and divided the problems related to licenses for the limited fishery business into partial damage compensation and cancellation compensation areas. In the case of partial damage compensation areas due to existing public water use projects, it is suggested that the issuance of licenses for limited fishery businesses should be reconsidered. In the case of cancellation compensation areas, it is recommended that the disposition of communal fishery businesses that do not require capital investment should be the principle. If capital such as facilities are invested, compensation should be made by Article 52 of the Enforcement Decree of the Land Compensation Act if the licenses for limited fishery business are closed due to other development projects. In addition, we proposed an improvement plan to establish a rational management system for licenses for limited fishery businesses. In addition to these improvement measures, we hope that further investigation and research on licenses for limited fishery business, which have been insufficient so far, will be conducted to promote the comprehensive use of fisheries resources and waters and the sustainable development of fisheries that are the objectives of the Fisheries Act, and contribute to the improvement of the quality of life of the people and the balanced development of the national economy.
The aging fishery training vessels from the past have mostly been decommissioned, and many universities are introducing state-of-the-art large fishery training vessels. The purpose of these training vessels is to train marine professionals and above all, safety to prevent marine accidents should be of utmost priority as many students embark on the vessel. This study estimated the impact of the hydrodynamic interaction forces acting on the model vessel (fishery training vessel) from the bank when the vessel pass near the semi-circle bank wall in various conditions through the numerical calculation, especially concerning maneuvering motions of the vessel. For estimation, variables were mainly set as the size of the semi-circle shape, the lateral distance between the bank and the model vessel, and the depth near the bank. As a result, it was estimated that, in order for the model vessel to safely pass the semi-circle bank wall at a speed of 4 knots, the water depth to the vessel draft ratio should be 1.5 or more (approximately 8 m of water depth), and the lateral distance from the semi-circle bank wall should be 0.4 times the model vessel’s length or more (a distance of 34 m or more). Under these conditions, it was expected that the model vessel would pass without significantly being affected by the bank wall.
The purpose of this study is to construct a regional-sector-fishery-offshore and inshore fishery competitiveness index, examine the types and changes of competitiveness, and derive implications by processing data of the Survey on the Current Status of Offshore and Inshore Fishery from 2013 to 2020 for this study. The main results of this study can be summarized as follows. First, considering the competitiveness of offshore and inshore fishery by region and year, Jeonnam, Jeju, and Incheon were relatively competitive. Second, considering the competitiveness of inshore fishery by region and year, we found that Jeonnam, Chungnam, Jeonbuk, and Jeju were relatively competitive. Third, looking at the types of competitiveness based on the competitiveness index in the management sector of offshore and inshore fisheries by region and year, Ulsan, Jeonnam, and Gyeongbuk were relatively competitive between 2014 and 2020. Fourth, Jeonnam and Jeju were relatively competitive between 2014 and 2020 based on the competitiveness index in the fishing sector of offshore and inshore fisheries by region and year. Fifth, we found that Jeonnam, Jeju, and Chungnam were relatively strong in the competitiveness of offshore and inshore fishery, combining the offshore and inshore fishery indexes by region and year. The results of this study have some limitation on outlier treatment, grade assignment, and weight for aggregation, so research considering these needs to be done in the future. In conclusion, the results of this study which were derived objectively and scientifically in the era of the 4th industrial revolution, when evidence-based decision-making was becoming critical, are expected to help the central or local governments determine the priority of support projects or investments.
The United States is Korea’s important trading partner, ranking third (13.7%) in exports of fishery products in Korea. The impact on exports to the United States is expected to be significant if the seafood import provisions under the MMPA are implemented in 2024 accordingly. It is expected that documents proving production information will be required for all items when exporting to the U.S. Therefore, this study attempted to examine the current status of exports and exporters in order to understand the actual conditions of major fishery products exported to the United States. Besides, there are currently no official system and procedures in Korea to prove production information for all fishery items, so we tried to suggest implications by examining distribution channels for major export items to the U.S. In this study, five items including seaweed and halibut as domestic aquaculture items, tuna and squid as deep-sea fishing items, and fish cake using imported raw materials were selected as the target items for distribution channel investigation. In addition, this study is meaningful in that it investigated the routes from production to processing, distribution, and export of each item and identified detailed distribution channel for major items exported to the U.S.
This study aims to analyze the income structure, cost structure, and profit structure based on data related to the business performance of the boat seine fishery from 1990 to 2020, and to identify the direct and indirect factors affecting fishery profitability through panel regression analysis. The main analysis results are as follows. First, it was found that fish catch has a significant amount of impact on fishery profitability, which is a key factor in improving the profitability of anchovy boat seine fishery. Second, it is necessary to develop carbon-reduced fishing gear, develop fleet-reduced fishing gear, and improve the operating system in order to increase fishery profitability for the short run. Third, it is necessary to create and maintain sustainable profitability for the long run, the continuous fishing vessels buyback program, an active responses to climate change, and the follow-up investigations about marine aggregate extraction in the south sea EEZ are needed.
V. parahaemolyticus causes waterborne and foodborne disease such as acute diarrhea. In this study, V. parahaemolyticus isolates from seawater, fish tanks, and distributed fishery products in Jeju were investigated for potential toxin or species-specific genes (tdh, trh, tlh, and toxR) using RT-PCR and their genetic characteristics were analyzed using Pulsed-field gel electrophoresis (PFGE). Overall, V. parahaemolyticus of 90 strains (36.7%), including 33 strains from seawater, 8 strains from fish tanks, and 50 strains from fishery products, were isolated from 245 samples. All V. parahaemolyticus strains did not detect the tdh gene, whereas all strains detected tlh or toxR genes. In addition, trh genes were detected in 3 strains from seawater and 1 strain from fishery products. Monthly quantitative testing of seawater revealed that V. parahaemolyticus was positively correlated with water temperature. The 90 strains of V. parahemolyticus obtained in this study showed by gene homology between types, ranging from 64.0–97.3%. Among these, thirteen types showed 100% homology between genes. These results indicate that continuous monitoring is needed to facilitate food poisoning epidemiological investigations because some isolated V. parahaemolyticus strains harbored toxin genes and V. parahaemolyticus strains isolated from seawater, fish tanks, and distributed fishery products showed genetic similarity.
수산실무상 쟁점인 연근해 어업의 어업조정과 자원보전이라는 공익상 목적 으로 제정된「연근해어업의 어업조정 고시」는 법령보충규칙에 해당하고, 고시제정당시 전체 동해구 트롤어선 43척 중에 14척에 한해서만 선미식 조업을 허 가하고 나머지 어선에 대해서는 선미식으로 건․개조를 금지하게 함으로써 기존 에 선미식으로 조업했던 어선이 대체 · 상속 · 매매 · 침몰되었을 때 선미식 조업 어선을 양수한자는 선미식 조업을 할 수 있는지 논란이 된 것이다. 이것은 어 업허가의 양도성과 직결되는 것으로 어업허가는 대물적 허가인지 아니면 혼합 적 허가인지에 대해 의견이 나누어지지만 대물적 허가로 보는 것이 다수견해이 다. 대물적 허가로 보는 견해나 추가된「수산업법」제44조 규정취지를 해석하 면 어업허가는 양도되어야 하지만, 대법원 판결은 기존 어업허가를 받은 자에 게 어선을 양수하더라도 어업허가권까지 양수되는 것이 아니고 양수인은 어업 허가를 새로이 받아야만 허가어업에 종사할 수 있는 것이라고 하여서 어업허가 의 권리양도를 부정하고 있다. 따라서 판례에 따르면 양도인은 선박을 양도한 것이지 어업허가를 양도한 것은 아니므로 선미식 조업 허가권은 여전히 양도인 에게 존재하고, 양수인은 선박을 양수 받은 것이고, 선미식 조업 허가권을 양수 받은 것은 아니다. 동해구 트롤어선의 어업허가권의 법적성격과 승계는 수산실 무에서는 계속 분쟁이 지속되는 문제이므로 이에 대한 연구는 학문적이나 실무 적으로 검토할 가치가 있다.
In this study, samples of sea anchor canopy cloth mainly used in Korean jigging fishing vessels were collected and tested for performance evaluation. The canopy cloth of sea anchor is a basic element of form composition that is known to have the greatest influence on anchor performance. In order to evaluate the performance of sea anchor canopy cloth, five types of samples were tested for new metric count, tensile strength, water vapour transmission rate and drying speed according to the national standard (KS), and some correlations were identified. As a result of the test, the new metric count of cloths was 335.5-443.4 denier in warp and 217-447.6 denier in weft, and the minimum tensile strength was 860 N in warp direction and 430 N in weft direction. The apparent number and tensile strength of cloth were proportional, the water vapour transmission rate of the sample was 206.8 g/m 2 h, and the drying speed was 90-100 min. This study partially confirmed the performance evaluation based on speculation by the standard test method, and further research is needed on the clear relationship between the research results and the performance of the sea anchor.
The objectives of this study were to analyze the fish community structures and distribution characteristics of fisheries resources in the Osip Stream and Wangpi Stream, fishery resources protection areas. For the study, we conducted fish samplings four times in the two streams from April to October 2019. In Osip Stream and Wangpi Stream, we sampled 31 species and 29 species and the dominant species were Zacco platypus (28.6%) and Squalidus multimaculatus (41.7%), respectively. According to the life type of fish species, primary freshwater species were collected 18 species (58.1%) and 21 species (72.4%), and migration fishes were sampled 4 species (12.9%) and 6 species (20.7%) in Osip Stream and Wangpi Stream, respectively. Fisheries resources species showed high relative abundance in June, and the fish biomass was highest in October. As a results of comparing the previous studies with this study, both rivers showed high biodiversity and were found to maintain stable populations of fishes. According to analysis of tolerance guilds, the proportion of tolerant species, based on the number of individuals, was composed of 14.4% and 1.1% in Osip Stream and Wangpi Stream, respectively. This very low ratio of tolerant species confirmed that both streams have very good physiochemical environment conditions. From the above results, it was judged that the fishery resource protection areas of Osip Stream and Wangpi Stream have high ecological function and preservation value. For sustainable use and management of fishery resource protection areas of Osip Stream and Wangpi Stream, it is suggested that biological disturbance management, fish discharge projects considering environmental capacity, efforts to improve the habitat environment, and establishing a fishery resource protection areas management system were necessary as considerations.
This study analyzes the importance and implementation of countermeasures to reduce safety accidents that may occur during fishing in coastal gillnet fishing. Safety accidents that may occur in coastal gillnet fishing were classified into 56 measurement items in six areas: slips and trips, contact with machinery, falls, struck by object, musculoskeletal symptoms, and electrical shock. 35 fishermen belonging to coastal gillnet associations in Tongyeong and Namhae were selected as samples, and the importance and implementation of the proposed measurement items were investigated in the field. In addition, the results were evaluated visually by IPA analysis. As a result of the analysis, the importance of struck by object was the highest, and the implementation of slips and trips was the highest. On the other hand, prevention of musculoskeletal damage was found to be the lowest in both importance and implementation. The area with the most significant difference in importance and implementation by the classified area for measurement items was struck by object, and the area with the minor difference was slips and trips. Among the measurement items, the importance is highly recognized, but there are items with low implementation. To improve their level of implementation, countermeasures such as continuous education, economic support, and structural change of fishing boats should be prepared; moreover, policy support activities for implementation should be carried out.
The Korean tariff rate for fishery products is a single tax rate of 10% for live fish and frozen seafood, and 20% for all others. Since FTAs have been concluded with several countries, the tariffs is not an appropriate means to protect domestic fishery producers. The differential tariff rate according to the scientific name (genus) of the fishery products, which was implemented 30 years ago to protect fishery products produced in the Korean coastal waters has lost its original purpose. It seems that future fishery trade policy should focus on IUU prevention, hygiene and safety of consumers rather than protecting fishery producers through customs tariffs. This paper suggest that a paradigm shift in the fishery producers protection policies such as direct financial support from the state, protection and development of fishery resources, and support for fostering the 6th industry rather than indirect protection through tariffs.
