현대사회가 발전 할수록 대량산업화와 도시화가 심화되어 건축물의 초고층화 및 대형화가 증가하고 있으며, 안전적인 건축물 보다는 건물 및 제조사업장의 시각적인 디자인에 치우쳐 화재하중이 높은 건축자재의 내·외장재 및 고급스러운 장식물을 사용함으로써 그 위험뿐 만 아니라 화재발생시 대규모 인명 및 재산상의 피해를 가져오게 된다. 그리고 제조사업장화재는 화재로 인한 직접적인 손실 즉 물적 손실은 물론 생산중단으로 인한 간접적인 손실은 실로 측정하기가 어렵다. 지금까지 발생한 제조사업장화재의 발화요인별 분석은 부주의, 전기적, 미상 순으로 인한 화재가 가장 많고 발화열원은 작동기기, 담뱃불(라이터), 마찰․전도․복사등이 주요 원인이 되고 있고 대형화제 취약시설로는 공장 및 창고로 나타나고 있다. 소방방재청의 통계자료를 살펴보면 2012년 화재 발생현황 중 발화요인에 대한 화재별 장소 건수를 검토 한 결과 비주거의 화재발생 16,009건 중 5,758건으로 (36%)부주의이고, 주거에도 화재발생 10,715건 중 5,560건으로 51.9%의 부주의로 가장 높은 것으로 나타났다. 그러므로 제조사업장의 사소한 부주의로 발생하는 화재를 예방하기 위해서는 소방안전관리자의 처우개선과 기업활동규제완화의 겸직 허용을 재검토 하여야 하며 , 소방안전관라자의 실무능력 강화를 위한 소방안전관리 실무교육과정을 이론적 교육 보다는 현장 실습위주로 할 필요가 있다. 이를 위해서는 소방안전관리자에 대한 법정 실무교육 횟수를 확대하여 현행 2년에 1회 에서 1년에 1회로 하고, 실무교육에 있어서도 우수송방안전관리 업체를 선정하여 화재예방에 대한 구체적인 업무를 활성화 하고, 문제 발생요소들을 분석하여 실습을 통한 소방안전관리자의 실무교육을 실시해야 할 것이다. 이러한 전문 소방안전관리자로 소방대상물의 소방교육 및 훈련을 성실히 수행 해야 할 것 이다. 한순간의 부주의로 인하여 화재가 발생하면 돌이킬 수 없는 수백명의 생명을 앗아가고, 수백억원대의 재산피해를 줄이기 위해서는 소방안전관리자의 역량을 넓히고 화재예방 업무를 최우선적으로 수행해야 할 것이다. 화재예방을 위해 소방안전관리자의 업무개선 및 전문교육을 활성화 하여 업무능력을 향상 시켜 화재발생시 초기진압에 신속하고 정확하게 대처해야 한다는 것이 전문적인 화재예방 대책 일 것이다.

오늘날 기술의 발전으로 시스템들은 점차 대형화 복잡화 되어가고 있다. 이처럼 점차 대형화 복잡화 되어가고 있는 시스템들은 더욱 커진 사고 및 고장에 대한 위험을 내재하게 된다. 또한 대형 복합 시스템에서 발생하는 사고 및 고장은 바로 큰 재산피해나 인명피해와 직결 될 수 있다. 따라서 체계적인 안전관리의 필요성이 점차 커지고 있다. 이에 대응하여 철도, 항공, 해양 등의 산업에서는 각 산업에 적합한 안전관리체계를 수립하려 노력하고 있으며, 표준 및 매뉴얼을 제정하여 보급에 앞장서고 있다. 또한 시스템에서 전장품 및 소프트웨어가 차지하는 비중이 커지면서 기능안전이 안전분야의 이슈가 되고 있다. 이에 따라 IEC 61508, ISO 26262, IEC 61511 등 기능안전 관련 표준들이 제정되어 기능안전을 달성하기 위한 기반을 제공하고 있다. 한편 국내 철도산업에서도 철도안전법의 재정을 기점을 철도 산업전반에 걸쳐 많은 환경변화가 이뤄지고 있고 이에 대응하기 위해 철도 안전시스템을 바탕으로 한 안전관리체계를 구축하였다. 한편 다양한 운영체계를 갖고 있는 철도시설 및 운영기관이 존재하는 국가 철도 안전관리체계의 안전규제를 체계화하기 위해서는 체계적인 요구사항의 분석에 따른 시스템 아키텍처의 설정이 요구되고 있다. 이러한 아키텍처의 설정은 현재에 대한 분석과 미래의 철도안전시스템의 특성을 구조화하여 향후 비전을 프레임워크로 표현함으로서 구현이 가능해진다. 본 논문에서는 현재의 안전관리체계의 도입 배경 및 도입 현황에 대해서 분석하고, 최근 기존의 안전관리체계와 더불어 최근에 안전분야에서 이슈가 되고 있는 기능안전 표준을 반영한 안전관리체계의 구축을 위해 안전관리체계에 대한 아키텍처를 구현하고자 하며 이때, 모델링을 바탕으로 한 접근을 제시한다.

It is not an exaggeration to say that modern chemicals take a leading place in our life, and people live with the chemicals, having a huge impact on their daily life. The chemical industry in South Korea, ranked seventh in the world, is one of the key industries that are forming greater part of Korean economy. The actual state of the chemical industries, however, is that over 14 tons of hazardous chemicals are being discharged annually and threaten people's lives with a lack of knowledge of its potential danger. In this way, not only beneficial to us, some of these substances, All chemicals, but also present a threat fundamentally our living environment to hazards to human health and the environment, accidents such chemicals, unlike accidents general understanding the scale of damage and propagation velocity has a complex very difficult risk profile, that can occur during deployment of an accident type is also very diverse. Is the actual situation of public concern against harmful chemicals management's is amplified by the chemical accident in the wake such accidents, government and corporate and reactive system and management system prior to the chemical accident the need for communication to exchange ideas with each other between residents, providing information is important. Therefore, the government departments and corporations, which manage variety of chemicals, ought to contribute toward a development of national security by rigid control over the Hazardous chemicals.

While the reduction of industrial accidents has been stagnant, many researchers have been studying and focusing on safety behaviors including safety perception, attitude and safety culture as a new solution as well as a turning-point of this issue. However, we do not pay attention to those studies and researches in Korean construction. Therefore, this study is to introduce preceding researches and case studies in other countries and suggest a new direction to Korean construction. This study found out the current situation and problems in Korean construction studies after tracing the safety perception, attitude and safety culture in Korea and reviewing the background and trend of overseas studies and researches with regard to safety behaviors. Fundamental researches and systematic studies must be conducted in Korean construction with the reference and research data of this study.

국가 간 국제무역 확대로 인한 물동량 증가, 국민의 삶의 질 향상에 따른 해양레저 활동의 증가 등 해상교통 환경은 빠르게 변하고 있다. 또한 선원의 고령화, 외국인 선원 증가 등 선박운항 환경도 변화하고 있다. 이러한 해상교통 및 선박운항 환경변화에 따라 시장에서는 해운선사의 수준 높은 안전관리 능력을 요구하고 있다. 본 논문에서는 해운선사의 해양사고, 항만국통제, 안전관리체제 등 개별 제도에 따른 안전관리 결과를 종합적으로 평가 및 관리할 수 있는 제도 도입을 위하여 국내외 유사사례를 조사 분석하고 모방전략을 적용했다. 모방전략을 이용한 연구결과에 있어서 모방산업과 제도는 건설업체 환산재해율 산정제도, 교통안전 우수사업자 지정제도를 선정했다. 두 제도를 분석하여 모방대상으로 근거법률, 평가지표, 인센티브를 추출하고 해운선사 안전관리 수준 평가제도를 위한 근거법 도입, 해양사고율, 항만국통제 점검률, 안전관리체제 심사율로 구성된 평가지표와 안전점검의 면제, 수수료 감면 및 심사시간 단축 등의 인센티브 방안을 제안하였다. 또한 제도의 신속한 도입과 지속적인 시행을 위한 모방시점과 방법을 단계별로 제시하여 제도의 지속발전이 가능하도록 하였다.

Recently in the construction business construction companies has been ordered to survive in the terriblly competitive environment. Aa a result, most of the project with low-priced contract needs a speedy progress during all construction period. For the last five years major incident frequently occurs and results in the death of 189 workers at major top 6 construction builders. In most recent 10 years, the cause of major incidents happened in construction company is the speedy construction work that is affecting on the safety management. To prevent these accidents in the speedy construction work, four factors were chosed and analysed such as the personnel/organization, the working budget, the subcontractor selection and the employee motivation. The head office taked the support plan and tested it at the pilot work site. It showed a reduced accident and the harmful factors can be eliminated. It should be able to apply to the field to secure safety and prevent accidents.

As people make efforts on accident prevention, the number of accidents has decreased over the years, however the number of fatal major industry accidents has rather increased, which resulted in the increase of the number of deaths in total. Under these conditions, there is an attempt to introduce and perform the safety vocational education system as a means for preventing major industry accidents. Therefore, in this paper, we analyse vocational education of manufacturing industry from the safety's point of view and suggest the efficient techniques measuring and managing each safety management. Proposed techniques show that the specification on safety determines weight through the managers of firms and each process is suggested by using SN ratio.

유전자변형생물체(Living Modified Organisms, LMO)는 인류가 직면하고 있는 식량, 의료, 환경, 에너지부족 등 각종 문제점을 해결하기 위하여 점점 더 다양한 유전자와 특성을 지니도록 연구개발 되고 있다. LMO연구와 상업화가 급속하게 증가하면서 국제적으로 LMO가 인체 및 환경에 잠재적으로 미칠 수 있는 부정적인 영향을 사전에 예방하기 위하여 바이오안전성의정서(Biosafety Protocol)가 채택․ 발효되었고 국내에서도 의정서 이행을 위하여 제정한 ｢유전자변형생물체의 국가 간 이동 등에 관한 법률(이하 LMO법)｣이 발효되었다. 동 법률에 따라 연구실에서 이용되는 유전자변형생물체의(시험‧연구용 LMO) 수출입 및 연구 안전관리는 미래창조과학부에서 관장하고 있다. 미래창조과학부는 시험․연구용 LMO의 안전한 연구환경 조성과 LMO 안전관리에 대한 국민의 신뢰확보를 통한 생명공학 연구 활성화를 정책목표로 하고, 5년 단위의 제2차 시험․연구용 LMO 안전관리계획 (‘13-’17)을 수립‧시행하고 있다. 본 안전관리계획은 LMO연구시설 안전점검 및 자율안전관리기반 확충 등 LMO 연구시설의 안전성 확보, LMO안전관리교육의 전문화‧다양화와 홍보 및 정보교류 활성화 등 LMO 안전문화 확산, 신규 LMO 연구개발 전망에 따라 LMO 안전성 평가기술 개발전략 수립․추진 등 LMO 위해관리 인프라확충을 통한 역량강화, LMO법 시행 후 연구현장과 수출입‧ 생산 ‧ 유통현장의 애로사항 및 문제점을 지속적으로 발굴하여 LMO 법･제도 정비라는 4개의 중점 추진과제로 구성되어 있으며, 이러한 중․장기 계획을 바탕으로 시험‧연구용 LMO안전관리사업을(한국생명공학연구원 LMO연구안전센터 수행) 시행하고 있다.

PURPOSES: This study is to develop a road traffic sign recognition and automatic positioning for road facility management. METHODS: In this study, we installed the GPS, IMU, DMI, camera, laser sensor on the van and surveyed the car position, fore-sight image, point cloud of traffic signs. To insert automatic position of traffic sign, the automatic traffic sign recognition S/W developed and it can log the traffic sign type and approximate position, this study suggests a methodology to transform the laser point-cloud to the map coordinate system with the 3D axis rotation algorithm. RESULTS: Result show that on a clear day, traffic sign recognition ratio is 92.98%, and on cloudy day recognition ratio is 80.58%. To insert exact traffic sign position. This study examined the point difference with the road surveying results. The result RMSE is 0.227m and average is 1.51m which is the GPS positioning error. Including these error we can insert the traffic sign position within 1.51m CONCLUSIONS: As a result of this study, we can automatically survey the traffic sign type, position data of the traffic sign position error and analysis the road safety, speed limit consistency, which can be used in traffic sign DB.

In this study, we analyzed the database for items reported to Korea Food and Drug Administration as for manufactured health/functional food during 2010. There were 183 health functional food products manufactured in domestic having over 2 functional ingredients (hereinafter, combinational health functional food) among total 7319 products. Among 183 products, there were 177 products having over two kinds of functional ingredient and 6 products were over 3 ingredients. The most commonly used functional ingredients in the combinational health functional food were Garcinia cambogia extracts which were used in 41 products, Octacosanol and Saw Palmetto extract. When we searched the safety information for the pair of ingredients used in combinational health functional food using several database, there were no reports for safety concern. However, as there are still safety concerns when intake various functional ingredients at once, we suggested to enforce the reporting system of adverse event in order to strength safety management of health functional food. With these complement, the safety management of health functional food might be achieved including a combinational products.

There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as appurtenant works, temporary works, structural works, equipment work, finishing work and etc based on accident examples and investigation on actual condition in plants construction work. In addition, the safety management system was developed to perform risk assessment of plants construction and use it for effective safety training for labor.
