        In port management, the scale of facilities and port layouts are major factors characterizing the port, which influence port economics and productivities continuously through the port operation. Grouping ports in certain region by their characteristics could be used as the principal informations to establish national policy for port development or investment and also to analyze the competitiveness between ports. Currently Korean ports are divided into two groups such as the local port and the designated port containing foreign trade port and coastal port under the Korean port law. These divisions seem to be used for port administration as the matter of convenience but some qualitative grouping is needed for research of port problems. In this paper, 20 major Korean ports were clustered by the similar characteristics using Fuzzy C-Means and found to be classified 8 qualitative groups.

        In order to streamline the procedure of data transmission in port and logistics industries, MOMAF introduced EDI systems as the method of data transmission of 19 documents 5 years ago. While operating EDI system, MOMAF has found the inconvenience and the inefficiency of using EDI systems in the field of requesting fast response. This thesis focuses on finding the possible fields of on-line processing system. The result of the paper presents that if data transmission area such as 'application for pilot'is changed to on-line processing method, the processing cost and time will be reduced compared with EDI processing method.

        In Pusan Harbour, new port development projects are implemented such as the Extended Terminal adjacent to the Gamman Terminal, Pusan New Port, the Navy ○○ piers, etc. which will require new marine traffic environments in the Passage I of Pusan Harbour. Specially, the turning basin of the Extended Terminal adjacent to the Gamman Terminal has been designed to overlay the Passage I of Pusan Harbour, which will interrupt the inbound traffic flow and the results will be worried to decrease the efficiency of port operation. Therefore, this paper will be aimed to evaluate the traffic congestion in the Pusan Passage I due to the opening of new ports within Pusan Harbour in 2006 and 2011 by using computer simulation based the queueing theory.

        Recently, the role of container ports is radically changing, These changes are largely driven by the innovation process of Logistics such as Supply Chain Logistics and Global Logistics due to the international expansional of industry. Under this environment, It is required that the container port should act as a integral part of a Supply Logistics Chain especially to provide the customer-oriented logistics service. This paper deals with the development strategy of container ports coping with these changes in the view point of container ports as a Logistics infrastructure to provide customer-response services and necessary to the economic promotion of hinterlands. Strategy is suggested in the phases of the customers desire, the pattern of container cargo, the economic promotion of hinterlands, and interrelation of container ports in north-east Asia and also domestics through the analysis of competiveness of container ports.

        Since the mid 1980s, the concept of logistics has become more important to the enterprises in strategic sense because it had aggrandized itself to more comprehensive and integrative concept. Therefore study on the service organization of the logistics system for customer’s satisfaction from the management’s point has been focused as one of the major subject in order to improve the logistics quality which would ultimately increase the value of logistics service. This study has been focused on what the port logistics functions and the factors of the port logistics quality are those Korean port managers acknowledge as important factor. And examins these port logistics quality levels and the port logistics value (port productivity, service results) obtained by the results of these activities while reviewing the relation of the custom value which the port managers evaluate in order to evaluate and promote the competitiveness of the Korean port. According to the study results the port logistics function which the Pusan Container Terminal managers recognized as important were customer service management the flexibility of the port facilities and curtailment of the original operation cost of the port. It also indicated that the managers recognized the importance of the customer-oriented terminal management as it showed a close relationship with the port quality level.

        Recently leading edge companies use the Supply Chain Management as a competitive weapon to secure and maintain customer loyalty. As a consequency they are concentrating resources on the company’s core business and employing strategic alliances with third-party providers to ensure the company provides its customers’desired logistics service levels at acceptable costs. Under this circumstances this paper surveys the third party logistics as a leading edge logistics industry coping with the progress of the supply chain management. The status and the type of the TPL including the Forwarder are analyzed in the view point of global logistics. Also the development strategy of third party logistics in the future is suggested.

        To ensure ship's safety and preserve the marine environment from ship, IMO(International Maritime Organization) has been making much efforts. Nevertheless there are still many possibilities threatening ship's safety and the marine environment. Many vessels navigate at sea in lack of standard required by the International Convention relevant to ship's safety and the protection of marine environment. Even though the administration is responsible for perfect and continuous control for safety of ship, it cannot has jurisdiction over ships hoist its flag reasonably at all times. So the Port State has strengthened the Port State Control(PSC) activity as one step of eliminating sub-standard vessels. In the light of the fact that mentioned above, this study deals with PSC activity in Korea and port of Pusan. Total 582 ships, inspected in port of Pusan from 1st January 1998 to 30th September 1999, were analyzed in various aspect and extracted results as follows : \circled1 The inspection rate in Korea was much lower than the other states taking part in Tokyo MOU, \circled2 For flag state, the ships belong to flag of convenience(FOC) had much more deficiencies than non-convenience flag ships, \circled3 For ship type, 39 number of general dry cargo ship were detained at Pusan with serious deficiencies, \circled4 For deficiency item, the items such as life saving appliances, safety in general, navigation, load lines and fire-fighting appliances were occupied over 71.7% of total number of deficiencies, \circled5 In Asia-Pacific region, Korea was one of flags with detention percentages exceeding 3-year(1996~1998) rolling average detention percentage. Average detention rate of Korean vessels was 6.73% which was over 0.24% of average detention rate(6.49%) in Asia-Pacific region. These results may reflect to improve the performance of PSC inspection for foreign vessels and are useful for preparing PSC inspection for ocean-going ships registered in Korea.

        It is very important to quantitatively assess the movement of sea water and pollutant dispersion before or after constructing shore structures such as breakwater considering marine environment and long-term utilization of those structures. This assesment is possible through the use of simulation models designed to predict water movement and pollutant dispersion in a certain area. In this study the numerical computations were carried out to predict the sea water quality in the Ilgwang Harbor located at the east coast of Pusan. The flow patters were investigated before and after the development of Ilgwang Harbor. The computational models adopting ADI Method (Alternating Direction Implicit Method) were used here and were already verified from the previous studies. As a results of this study the tidal exchange in Ilgwang Harbor after development proved to be worse due to the increased semi-enclosed at the harbor limit. In order to improve the water quality of this area after development a new method was proposed to improve water quality in the semi-enclosed bay by creation and control of tidal residual currents. For this purpose the unsymmetric structures so called bottom roughness were introduced in this study. The simulation was carried out on the basis of the study by Komatsu et. al. and Gug and we made a conclusion that it is possible to generate a new tidal residual current and to increase the tidal exchange by application of bottom roughness arrangement.

        The main purpose of this study is to design the port marketing strategies for strengthening the competitive power of container terminal. So far many attempts have been made to analyze the international competitiveness of the terminal. Six factors hypothesized by this study come from previous research analyses about customers preference for port selection. Those are Cost Centrality and Intermediacy Free trade port Inland transportation connections Political and Economic institution and Port facilities. this study analyzes the most important factors about hob port and transhipment port separately through questionnaire analysis about users(shipper shipping company and freight forwarder) influencing on port selection.         The subject of port efficiency is one of the important issues facing port authorities and policy makers today. A number of studies have been undertaken which compare ports in terms of their efficiency. But any port comparison can only be valid and meaningful if a port’s efficiency is compared with a similar port. The main objective of this paper is to introduce a systematic approach to identifying similar ports based on the technique of principal component analysis and cluster analysis. And it seeks to identify the most important factors underlying the port classification. Lack of awareness of which factors differentiate ports has resulted in an unnecessary collection of data which are of limited use in port classification. This paper has identified five groupings of similar ports within which port comparision can be justifiably made. This approach can be used for any future port comparision.

        Although many studies on modelling of port competitive situation have been conducted, both theoretical frame and methodology are still very weak. In this study, therefore, a new algorithm called ESD (Extensional System Dynamics) for the evaluation of port competition was presented, and applied to simulate port systems in northeast asia. The detailed objectives of this paper are to develop Unit fort Model by using SD(System Dynamics) method; to develop Competitive Port Model by ESD method; to perform sensitivity analysis by altering parameters, and to propose port development strategies. For these the algorithm for the evaluation of part's competition was developed in two steps. Firstly, SD method was adopted to develop the Unit Port models, and secondly HFP(Hierarchical Fuzzy Process) method was introduced to expand previous SD method. The proposed models were then developed and applied to the five ports - Pusan, Kobe, Yokohama, Kaoshiung, Keelung - with real data on each ports, and several findings were derived. Firstly, the extraction of factors for Unit Port was accomplished by consultation of experts such as research worker, professor, research fellows related to harbor, and expert group, and finally, five factor groups - location, facility, service, cargo volumes, and port charge - were obtained. Secondly, system's structure consisting of feedback loop was found easily by location of representative and detailed factors on keyword network of STGB map. Using these keyword network, feedback loop was found. Thirdly, for the target year of 2003, the simulation for Pusan port revealed that liner's number would be increased from 829 ships to 1,450 ships and container cargo volumes increased from 4.56 million TEU to 7.74 million TEU. It also revealed that because of increased liners and container cargo volumes, length of berth should be expanded from 2,162m to 4,729m. This berth expansion was resulted in the decrease of congested ship's number from 97 to 11. It was also found that port's charge had a fluctuation. Results of simulation for Kobe, Yokohama, Kaoshiung, Keelung in northeast asia were also acquired. Finally, the inter port competition models developed by ESB method were used to simulate container cargo volumes for Pusan port. The results revealed that under competitive situation container cargo volume was smaller than non-competitive situation, which means Pusan port is lack of competitive power to other ports. Developed models in this study were then applied to estimate change of container cargo volumes in competitive relation by altering several parameters. And, the results were found to be very helpful for port mangers who are in charge of planning of port development.

        A quartz crystal analyzer is utilized to monitor the corrosion process of an aluminum surface of a quartz crystal for marine sensor by sea water. A quartz crystal having 2000 a of aluminum layer is installed in a specially designed cell and is in contact with sea water imitated electrolyte solution. While a constant potential is applied to the cell, the resonant frequency and resonant resistance are simultaneously measured using the quartz crystal analyzer. In addition, surface topographs are taken with an atomic force microscope(AFM) and the element analysis of the surface is conducted using an energy dispersive X-ray spectrometer(EDX). The simultaneous measurement of resonant frequency and resonant resistance during the corrosion process explains the change of surface structure caused by the corrosion. The variation of resonant frequency addresses the amount surface metal dissolution. As a conclusion, it is found that a simple measurement using the quartz crystal analyzer can replace the complex monitoring employing large equipments in the investigation of a corrosion process of sensor surface.

This assesment can be made through the use of simulation models designed to reproduce the water movements of the area. And it is very important to predict a phenomenon of pollutant dispersion in the area. In this study, in order to predict the changes of sea water quality for the port development plan, Ilgwang harbour, located at the east coast of Pusan, the numerical computations were carried out. The flow patterns were investigated before and after the development of the harbour bay and coastal area connected on it. The computational models are an extension of earlier work on the flow which used the ADI Method (Alternating Direction Implicit Method) in appling to Osaka Bay by KANEKO et al. The transport of pollutant constituents depends upon the currental characteristics of the water-transporting medium. In the currental flow model, water velocities and water levels are computed throughout the regions of it. These value are then used in the mass-balance equation to obtain the pollutant-constituent transport. As a result of this research, the present water quality of Ilgwang harbour and the coastal areas connected on it was proved out some good condition. The changes of sea water quality due to the port development plan of the Ilgwang habour bay and the coastal area were not large compared with the present condition, but it will be likely able to get worse by increasing the semi-enclosed areas in the harbour bay. In order to improve the water quality of the area after development, the method to activate tidal exchange in the area can be needed, as a mitigation technique.

        The productivity of port labor in Pusan port is very low and the ratio of port accident is high in comparision with other advanced foreign ports. The aim of this paper is to find why the productivity in Pusan port is much lower than that of other countries in terms of port labor education systems. To obtain the objective of this study, the writers used 163 questionnaire for port labor in BCTOC, PECT and UTC for the survey of training method of cargo equipment handling. The result of this study shows as follows; (1) From the fact that ratio of labor who were trained by KPTI was 2.5%, we could say the public training system of port labor is not operated properly (2) As most of laborers are trained by the experienced associate, they do not recognize how the level of cargo handling equipment is set to increase the productivity. (3) In order that the port public training system plays a good role in port industry, a new license system should be introduced and an expert education system should be developed.

        The export/import processing systems of the foreign advanced port use the integrated database to increase the productivity of the users involved in the port and logistics activities. However all the port and logistics related organizations in Korea such as container terminal, customs, ministry of maritime affairs and fisheries, etc. are using their own databases, so it is very inconvenient to the users to process their export/import affairs. It is necessary to develop the integrated database for the port and logistics affairs to provide the one stop service to the port and logistics related users. So we have investigated and analyzed the databases of port and logistics related organizations, and recognized the users' various needs of information. And then we have suggested the conceptual architecture of integrated database for port and logistics, and proposed the strategies for successful development of the integrated database in this paper.

        This paper aims to suggest the strategies for Korea port, especially Busan to develope into a viable transhipment center and/or Hub port as the articulation points between mainline and feeder nets. To tackle this goal, the authors clarify the requirements for Korea port which will be critical in determining its position as Hub trough the careful analysis on competitiveness, environmental impact, port policy and capacity, transhipment traffic and inherent ability to generate traffic. The results are summerized as follows. (1) Coping with increasing container volumes, new investment is sustainedly necessary to increase the capacity and inherent ability of container port and create economies of scale. Moreover, increasing port capacity will increase the potential for the Korea port's inclusion into mainline rather than feeder networks. (2) Considering an increasing awareness of need for customer-oriented operations and service quality rather than simply a reliance on infrastructure-led efficiency, privatization of one sort or another and corporation of port have been key strategies in achieving greater efficiency in Korea containerport.

        The evaluation of port competition could be applied to determining the selection of a calling port. A few fundemental attributes of port competition were adapted by the 'brian storming'method. The criteria used for evaluating a port's competitiveness were as follows : efficiency of port operations, competitive power of each port's industry, economic activity of the hinderland associated with each port and capability of globalization. The weight of each criterion was 30%, 40%, 20% & 10%, respectively. And the most important factors that were considered in choosing each of the above criteria were profitability, port information system, cargo volume & inducement of foreign capital. The results of this study seemed to suggest that factors which influence port competition varied according to port circumstances, such as computer and communication systems and access to the global trade within the World Trade Organization.
