        직접 메탄올 연료전지(direct methanol fuel cell, DMFC)는 연료의 개질 없이 메탄올 연료를 공급하여 수소이온과 전자 생성을 통해 전류를 생산하는 에너지 변환 장치이다. 현재 DMFC에 적용되고 있는 고분자 전해질 막(polymer electrolyte membrane, PEM)은 높은 수소이온 전도도와 물리화학적 안정성을 갖는 과불소화계 이오노머를 활용한 PEM이지만, 높 은 메탄올 투과율과 분해 시 발생되는 환경 오염 물질 등의 문제로 인해 신규 소재 개발이 요구되고 있다. 최근 들어, 과불소 화계 이오노머에 비해 낮은 연료 투과율 및 우수한 물리화학적 안정성을 갖는 탄화수소계 고분자 기반 PEM을 DMFC에 적 용하는 연구들이 보고되고 있다. 본 총설에서는 탄화수소계 고분자 기반 PEM 중 1) 친수성/소수성 영역의 뚜렷한 나노 상분 리 구조를 나타내는 가지형 공중합체를 합성하여 수소이온 전도성과 메탄올의 선택도를 향상시킨 연구, 2) 제막 단계에서 가 교 구조를 도입하여 메탄올 투과율을 감소시키고 치수 안정성을 향상시킨 연구, 3) 유/무기계 첨가제 및 다공성 지지체를 도 입하여 성능을 개선한 복합 막 개발 연구에 대해 소개하고자 한다.

        The grassland section of the greenhouse gas inventory has limitations due to a lack of review and verification of biomass compared to organic carbon in soil while grassland is considered one of the carbon storages in terrestrial ecosystems. Considering the situation at internal and external where the calculation of greenhouse gas inventory is being upgraded to a method with higher scientific accuracy, research on standards and methods for calculating carbon accumulation of grassland biomass is required. The purpose of this study was to identify international trends in the calculation method of the grassland biomass sector that meets the Tier 2 method and to conduct a review of variables applicable to the Republic of Korea. Identify the estimation methods and access levels for grassland biomass through the National Inventory Report in the United Nations Framework Convention on Climate Change and type the main implications derived from overseas cases. And, a field survey was conducted on 28 grasslands in the Republic of Korea to analyse the applicability of major issues. Four major international issues regarding grassland biomass were identified. 1) country-specific coefficients by land use; 2) calculations on woody plants; 3) loss and recovery due to wildfire; 4) amount of change by human activities. As a result of field surveys and analysis of activity data available domestically, it was found that there was a significant difference in the amount of carbon in biomass according to use type classification and climate zone-soil type classification. Therefore, in order to create an inventory of grassland biomass at the Tier 2 level, a policy and institutional system for making activity data should develop country-specific coefficients for climate zones and soil types.

        현행 전자금융거래법 상 전자금융업종은 시행 16년이 지나 낡았고, 지나치 게 세분화되고 경직돼 있다. 이로 인해 최근의 전자금융시장과 업계의 현실 을 유연하고 탄력성 있게 반영할 수 없는 문제점을 노출하고 있다. 업종을 지나치게 세세하게 구분하다 보니, 동일한 기능임에도 불구하고 서로 다른 업종으로 분류되어 다른 규제가 적용되고 있다. 역외 적용 측면에서도 해외 전자금융업체에 적용하기 힘든 상황이다. 게다가 혁신적인 핀테크 서비스의 출현을 제도적으로도 뒷받침하지 못하게 해 우회적인 편법 영업을 만연하게 하는 현상마저 낳고 있다. 전자금융업종은 전자금융거래법의 핵심 규율체계이다. 글로벌 스탠다드에 맞는 원칙과 기준을 확립해 시장에 적합한 전자금융업종의 통합ㆍ개편을 시 급히 추진해야 할 것으로 본다. 먼저 전자금융업종 설계의 기본이 되는 전 자지급수단에 대한 개념정의와 종류를 외국 선진법제처럼 포괄적(네거티브) 탄력적으로 설계해 나가는 것이 바람직하다고 본다. 전자지급수단을 기능 및 역할이 동일 유사한 형태끼리 통합하고 스테이블코인의 경우도 선불전자 지급수단으로 포섭하는 것을 검토해야 할 것으로 본다. 전자금융업종에 대해서도 EU, 일본처럼 원칙과 기능 중심으로 포괄적 설계 를 하는 것이 바람직해 보인다. 핀테크 등 혁신기업의 범위도 전자금융거래 법에서 이를 명확히 할 필요도 있다. 신생 혁신기업의 진입 활성화와 경쟁 촉진을 위해 Sliding Scale 제도나 스몰라이센스의 도입도 필요하다. 종합 지급결제사업자의 도입도 적극 검토할 필요가 있다. 전용 계좌와 연계된 고 객의 결제 관련 각종 데이터의 독자적 확보와 활용을 가능하게 해줘 다양한 부가 사업에 나설 수 있게 해줄 뿐만 아니라, 마이데이터의 고도화도 가능 해지기 때문이다. 오픈파이낸스 시대에 오픈뱅킹과 마이페이먼트의 법제화 도 시급하다. 현행 선불업자에 대한 규제도 공정거래위원회의 신유형상품권 표준약관과 규제 대상 중복문제와 자가형 발행업자들인 대형 백화점, 유통업체, 항공사 등이 배제되는 형평성 문제도 해소할 필요가 있다. 소액후불결제업무는 신 용공여가 주목적이 아니고 포용금융, 대안금융, 금융데이터사업의 성격이 강 한 만큼 소액후불결제의 혁신성, 이용자 후생 증진에 무게를 두고 전자금융 거래법 틀 내에서 세부 행위규제를 새로 설정하는 것이 바람직하다고 생각 한다. 전자금융보조업자들을 시장에 명확히 공개(공시)하여 금융회사·전자금융업자 의 전자금융보조업자에 대한 계약과 간접 감독에 만전을 기하고 전자금융보 조업자의 업무범위와 책임관계를 명확히 할 필요가 있다. 유럽 PSD2, PSD3, 일본 자금결제법에서처럼 전자지급거래 청산기관의 제 도화를 위해 해당 법 규정을 전자금융거래법에 반영하는 것도 바람직할 것 으로 본다. 그리고 전자금융거래법에 역외적용을 강화하는 내용을 반영, 국 내 사업자와의 형평성, 자국민(기업) 보호 차원에서 소비자보호를 위한 행위 규제, 진입규제 등은 강행규정으로서 행위 주체의 소재 국가와 상관없이 적 용되어야 할 것으로 본다.

        Based on my attendance at the CIPA International Symposium(CIPA2023) organized by the International Scientific Committee on Heritage Documentation(ICOMOS), this paper explored research cases applying digital technologies, including BIM, to architectural heritage. The researches presented at this symposium were categorized into specific areas: data acquisition, data management, data sharing&experience. Through this classification, an analysis of research cases in architectural heritage utilizing digital technology was conducted. By categorizing the 43 academic papers from the CIPA2023 based on research themes, trends in the digital architecture field were analyzed, providing insights into future research directions for the digital acquisition, management, sharing, and experiential aspects of Korean architectural heritage. In conclusion, it is deemed necessary to reference and supplement the methodologies, including algorithms, workflows, and approaches developed in each study, to effectively apply methodologies suitable for the characteristics of Korean architectural heritage and its data.

        미디어 산업과 팬덤 문화의 결합으로 탄생한 팬덤 플랫폼은 팬 활동의 중심 무대를 변화시키며 문화콘텐 츠산업의 풍경을 새롭게 조성하고 있다. 전통적으로 다양한 채널에 분산되어 있던 팬 활동들이 이제 팬덤 플랫폼으로 집중되어, 팬 활동의 대부분이 팬덤 플랫폼을 통해 진행되고 있다. 새로운 팬덤 플랫폼들이 시 장에 진입하며, 이들은 단순한 팬 서비스를 넘어서는 다양한 기능과 통합된 경험을 제공하고 있다. 이러한 흐름을 고려할 때, 앞으로의 팬덤 플랫폼의 발전 방향과 영향력의 변화를 자세히 분석하고 예측하는 것이 중요하다. 그리고 팬덤 플랫폼의 발전과 확산은 엔터테인먼트 산업에 혁신적인 변화를 불러오고 있으며, 이에 대한 깊이 있는 이해와 적응이 필요한 시점이다. 이에 본 연구에서는 팬덤 플랫폼이 무엇인지, 팬들이 이에 어떻게 반응하는지, 그리고 이와 관련된 산업적 가능성과 한계를 탐구하고, 팬덤 플랫폼의 미래 전망 에 대해 논의하였다. 이러한 분석을 통해 팬덤 플랫폼이 문화콘텐츠산업에 미치는 영향과 이에 따른 산업적 변화를 이해하고자 한다.

        Central bank digital currency (CBDC) is generally defined as the digital form of a country’s fiat currency. Based on the distributed ledger technology and other financial technology, CBDC could improve the efficiency of domestic and cross-border payments, increase payment safety and soundness, and promote financial inclusion. However, it is argued that the introduction of CBDC would threaten data security and invade personal privacy. Currently, this issue has received growing concern, and some recommendations are proposed by countries or international organizations, like privacy design, restrictions on public authorities and payment intermediaries, and establishing independent supervisory authority. Other suggestions include getting countries involved in international coordination and promoting the formation of unified standards. Among major economies, China is the first to launch CBDC, which is known as e-CNY. Based on an overview of the privacy protection legislation in China, this article attempts to describe the rules that should be followed when dealing with personal data generated in e-CNY circulation.

        Purpose: This study aims to analyze the domestic studies on spiritual health to confirm research trends and present future direction. Methods: This study adopts the scoping review method, which comprises six stages: 1) identify the initial research question; 2) identify the relevant studies; 3) study selection; 4) “charting” the data; 5) collate, summarize, and report the results; and 6) optional consultation. An analysis of 372 research works between 1980 and 2022 was carried out. Results: Among the 372 studies reviewed, 218 were on nursing. The most frequently used study design was survey-correlational. The majority of study participants were patients and nursing students. The main research topic was spiritual well-being. In interventional research, the most frequently used program was spiritual care and spiritual care education. In the survey-correlational study, the variable of spiritual health had a positive relation with quality of life and mental health and a negative relation with depression and anxiety. The main instrument used for measuring variables was Paloutzian and Ellison’s spiritual well-being scale. Conclusion: The domestic research about spiritual health needs to utilize a variety of approaches, including tool development studies suitable for the Korean people, qualitative studies, systemic reviews and meta-analyses on spiritual health promotion program, typifying variables related to spiritual health.

        In the nuclear fuel cycle (NFC) facilities, the failure of Heating Ventilation and Air Conditioning (HVAC) system starts with minor component failures and can escalate to affecting the entire system, ultimately resulting in radiological consequences to workers. In the field of air-conditioning and refrigerating engineering, the fault detection and diagnosis (FDD) of HVAC systems have been studied since faults occurring in improper routine operations and poor preventive maintenance of HVAC systems result in excessive energy consumption. This paper aims to provide a systematic review of existing FDD methods for HVAC systems therefore explore its potential application in nuclear field. For this goal, typical faults and FDD methods are investigated. The commonly occurring faults of HVAC are identified through various literature including publications from International Energy Agency (IEA) and American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE). However, most literature does not explicitly addresses anomalies related to pressure, even though in nuclear facilities, abnormal pressure condition need to be carefully managed, particularly for maintaining radiological contamination differently within each zone. To build simulation model for FDD, the whole-building energy system modeling is needed because HVAC systems are major contributors to the whole building’s energy and thermal comfort, keeping the desired environment for occupants and other purposes. The whole-building energy modeling can be grouped into three categories: physics-based modeling (i.e., white-box models), hybrid modeling (i.e., grey-box models), and data-driven modeling (i.e., black-box models). To create a white-box FDD model, specialized tools such as EnergyPlus for modeling can be used. The EnergyPlus is open source program developed by US-DOE, and features heat balance calculation, enabling the dynamic simulation in transient state by heat balance calculation. The physics based modeling has the advantage of explaining clear cause-and-effect relationships between inputs and outputs based on heat and mass transfer equations, while creating accurate models requires time and effort. Creating a black-box FDD model requires a sufficient quantity and diverse types of operational data for machine learning. Since operation data for HVAC systems in existing nuclear cycle facilities are not fully available, so efforts to establish a monitoring system enabling the collection, storage, and management of sensor data indicating the status of HVAC systems and buildings should be prioritized. Once operational data are available, well-known machine learning methods such as linear regression, support vector machines, random forests, artificial neural networks, and recurrent neural networks (RNNs) can be used to classify and diagnose failures. The challenge with black-box models is the lack of access to failure data from operating facilities. To address this, one can consider developing black-box models using reference failure data provided by IEA or ASHRAE. Given the unavailability of operation data from the operating NFC facilities, there is a need for a short to medium-term plan for the development of a physics-based FDD model. Additionally, the development of a monitoring system to gather useful operation data is essential, which could serve both as a means to validate the physics-based model and as a potential foundation for building data-driven model in the long term.

        Activated carbon (AC), extensively used across various industrial sectors, serves as a sponge for different types of gases due to its porous carbon material. These gases are attracted to the carbon substrate via van der Waals forces. In nuclear power plants, AC is commonly used to adsorb radioactive gases such as 86Kr and 134Xe, as well as radioiodine sources like 131I and 133I from gaseous effluents. Even if the adsorbed radioactive gases and radioiodine decay into non-radioactive elements, the spent AC still contains radioactive species with long half-lives, such as 3H (Tritium, T) and 14C (radiocarbon). Minimizing and separating waste that contains long-lived nuclides (e.g., 14C) are pivotal components of an efficient waste management approach. A challenging aspect of effectively managing disposed AC is to minimize long-lived radioactive substances by eliminating them. This paper explores and summarizes the technology used to remove pollutants (3H, 14C) trapped within the pores of Activated carbon through thermochemical vacuum and surface oxidation processes. By recycling and reusing spent Activated carbon, we anticipate a reduction in the volume of radioactive waste, leading to decreased disposal costs. Furthermore, this paper will contribute as a valuable reference in future studies, enhancing the understanding of vacuum thermal desorption and surface oxidation of used Activated carbon.

        The Korea Institute of Nuclear Nonproliferation and Control (KINAC) conducts outreach to promote and educate regulated entities on the export control regime’s purpose, importance, and implementation. Outreach activities help to reduce regulatory blind spots and minimize domestic and international penalties for non-compliance. The need for outreach is growing as domestic and international policies are changing rapidly, and the scope of export regulations is expanding due to increased exports of nuclear power plants. In order to explore the long-term development direction of outreach activities, we will analyze the trends of nuclear export control and the outreach activities of related organizations. Here are some key trends in nuclear export controls. In recent years, countries worldwide have been reorganizing their supply chains for critical industries, focusing on their own and friendly countries, and strengthening their trade policies in security aspects such as export control and technology protection. Following the trend of international sanctions against Russia, the Korean government has implemented domestic export control measures similar to those of the international community, such as blocking the export of strategic goods to Russia. In addition, the number of strategic goods classifications and export licenses has been increasing as Korea promotes the export of new nuclear power plants. In line with carbon neutrality, it is expected to revitalize and diversify nuclear energy-related export businesses, such as joint research on fourth-generation nuclear power plants and SMRs. Finally, the scope of exports is expanding from ‘goods’ such as existing nuclear reactors to ‘technology’-oriented transfers. The means of technology transfer are diversifying with the development of information and communication technologies such as cloud services, email, video conferencing, and large-capacity removable storage devices. Next, look at the outreach activities of nuclear export control organizations. The Korean Security Agency of Trade and Industry (KOSTI) is an organization that implements export controls on dualuse items. It puts much effort into one-on-one consulting services with companies and has established and operated various online training programs. It also actively utilizes online promotional materials such as card news and videos. The export control agencies of major countries have a common trend of expanding outreach to research institutions, providing export control guides tailored to the characteristics of each field, holding annual seminars and conferences, and operating educational programs

        본 연구의 목적은 스포츠분야 ‘플로깅’에 관한 주요 키워드와 사회현상을 분석하고 중요 정보를 도출하는 것이다. 이러한 목적을 달성하기 위해 한국언론진흥재단에서 제공하는 뉴스분석시스템 빅카인즈 (BIG Kinds)를 활용하여 분석하였다. 분석기간은 2018년부터 2022년이며, 수집된 뉴스 5,148건 중 스포츠 분야에 해당하는 42건을 최종적으로 사용하여 분석하였다. 분석방법은 빈도분석, 관계도분석, 연관어분석 을 실시하였으며 결과는 다음과 같다. 첫째, 스포츠분야 ‘플로깅' 관련 빈도 분석 결과, ‘제주’, ‘선수들’, ‘구 국제마라톤대회’, ‘SSG’, ‘이봉주 선수’ 등의 키워드를 확인할 수 있었다. 둘째, 스포츠분야 ‘플로깅' 관련 관 계도분석 결과, ‘코로나19’, ‘국가대표’, ‘엘리트’, ‘마스터즈’, ‘코로나’ 등의 키워드를 확인할 수 있었다. 셋 째, 스포츠분야 ‘플로깅' 관련 연관어분석 결과, ‘합성어’, ‘봉사활동’, ‘마스터즈 비대면’, ‘제주’, ‘선수들’ 등 의 키워드를 확인할 수 있었다. 국내 프로스포츠 분야의 플로깅은 국제 스포츠기구의 탄소중립실천을 위한 환경 활동 참여와 프로구단의 홍보를 목적으로 적극 활용하는 것으로 나타났다.

        In the context of the 4th Industrial Revolution, the rise of electric vehicles and personal mobility is evident. However, regulatory authorities seem to overlook vast opportunities, placing two-wheelers in a deregulated category and focusing mainly on regulations. This paper addresses a notable trend in e-mobility, emphasizing aspects often overlooked in traditional motorcycle regulatory research. Using the industrial life cycle theory as a basis, we identify challenges that have affected traditional combustion-engine two-wheelers and offer insights to navigate similar obstacles in the future. Consequently, the domestic two-wheeler market experienced a brief surge but lacked sustainable growth prospects. However, considering Japan's success in establishing global standards and design dominance in the two-wheeler industry despite its late entry, there appears to be potential for a rebound in the domestic market.

        To investigate the national science and technology policy direction in the field of construction machinery, an analysis was conducted on projects selected as national research and development (R&D) initiatives by the government. Assuming that the project titles contain key keywords, text mining was employed to substantiate this assumption. Project information data spanning nine years from 2014 to 2022 was collected through the National Science & Technology Information Service (NTIS). To observe changes over time, the years were divided into three-year sections. To analyze research trends efficiently, keywords were categorized into groups: ‘equipment,’ ‘smart,’ and ‘eco-friendly.’ Based on the collected data, keyword frequency analysis, N-gram analysis, and topic modeling were performed. The research findings indicate that domestic government R&D in the construction machinery field primarily focuses on smart-related research and development. Specifically, investments in monitoring systems and autonomous operation technologies are increasing. This study holds significance in analyzing objective research trends through the utilization of big data analysis techniques and is expected to contribute to future research and development planning, strategic formulation, and project management.
