단감은 연평균기온이 13℃ 이상이며 겨울철에 –14℃ 이하의 낮은 기온이 없는 지역을 재배안전지역으로 설정되어 있으므로 주 재배지는 전남과 경남지역으로 전국 재배면적은 24,299ha에서 171,699톤을 생산하고 있는데, 유기재배 면적은 20.7ha로 전체 면적의 0.09%를 차지하여 매우 경미한 실정이다. 이처럼 단감 유기재배가 확대되지 않은 가장 큰 이유는 병해충 방제가 어렵기 때문으로 조사되었으며, 방제가 어려운 병해충으로 는 탄저병, 둥근무늬낙엽병, 감꼭지나방, 노린재류, 주머니깍지벌레 등이었다. 유기재배 선도농가의 병해충 방제회수는 해에 따라 다르지만 연 9~16회 살포하며, 주로 사용하는 자재는 석회유황, 황토유황, 기계유유제 그리고 유기목록 공시자재로 등록된 식물추출물제, 자가제조한 마늘, 은행, 자리공추출물 등을 사용하였다. 유기재배 단감의 병해충 방제체계 확립을 위하여 부유 8년생에 종합관리 Ⅰ(연 8회 살포), 종합관리 Ⅱ(연 11회 살포)를 두고 농가관행방제와 비교하였다. 종합관리1, 2, 농가관행방제에서 최종 착과율이 각각 81%, 74%, 77%였으며, 탄저병, 주머니깍지벌레, 감관총채벌의 피해는 처리간에 차이가 없었으나, 수확기 노린재 피해과율은 각각 16.5%, 27.7%, 30%로 종합관리 처리에서 관행보다 다소 낮은 피해를 보였다. 또 농가에서 가장 빈번하게 사용하고 있는 유기농자재의 안전사용기준을 설정하기 위하여 시기별, 농도별 약해시험 결과, 유황제는 어린잎일때는 300배, 잎 전개 후에는 200배로 사용하고, 보르도액, 유화제는 모든 시기에 100배, 기계유유제는 모든 시기에 50배 사용하여도 약해는 발생하지 않는다.

『Act on Facilitation of Purchase of Small and Medium Enterprise – Manufactured Products and Support for Development of Their Markets』 was created and implemented. The act states that the materials designated by the Small and Medium Business Administration are directly purchased from the small and medium enterprises and provided to the construction companies so that the materials can be provided as GFGI (Government Furnished and Government Installed) in the case of a public construction project. This thesis is aimed to analyze the current status on the problems of each project party and understand their improvement requests so that mutually beneficial plans can be sought and improved process is presented for the continuous development of the direct construction material purchase system as well as successful construction projects. And This thesis summarized the purpose of the institutions and their change histories, and related law as well as codes for the better understanding of administrative procedures for the purchase system and the analyses as well as the improved process on the difficulties in complying with the current institutions.

시판되는 친환경유기농자재 19종을 대상으로 실내에서 퉁퉁마디뿔나방 (Scrobipalpa salinella) 유충을 대상으로 살충효과를 조사한 결과 90% 이상의 살 충효과를 나타낸 것은 수도응삼이 등 15개 제품이었다. 실내에서 살충효과가 우수 한 수도응삼이 등 5종의 친환경유기농자재 및 자체 개발한 B.t HARI042균주를 대 상으로 전남 신안군 증도면의 함초 재배포장에서 퉁퉁마디뿔나방의 방제효과를 조사하였다. 자체 개발균주인 B.t HARI042균주의 방제효과가 88.1%로 가장 높 았고, 친환경유기농자재인 수도응삼이, 선초 및 멸다이의 순으로 80% 이상의 방 제효과를 보였다. 함초 재배지에서 퉁퉁마디뿔나방의 친환경적인 관리체계는 유 충이 1년에 3회 피해를 주기 때문에 6월 상순부터 8월까지 주 발생시기 초기에 각 각 1회씩 3회 처리하면 퉁퉁마디뿔나방을 안전하고 효과적으로 방제할 수 있었다.

This study was conducted to suggest ideal management system for organic materials. As the performing method of the study, surveyed results on understanding of related persons (organic farmer 846, organic materials manufacture 70 and Organic materials Auditors 7) with eco-friendly farming were used. And the opinion on unintentional pollution source contained in organic materials was surveyed additionally. The issues pointed out by organic farmers on product of organic materials were high price (60% to total), poor efficacy (16%), disorder on distribution system (13%) and containing chemicals as a pesticide (10%). And notification system for organic materials was accepted in general (positive and so so 76%) while most interviewees preferred (89%) unification of certification system dominantly. As unintentional contamination source, pollution on imported row material was indicated as major reason, and other causes were confirmed as insertion during manufacturing process, agricultural by-products using as product additive et al. Based on these surveyed results, authors suggest bellows as considerable methods for effective improvement of management system on organic material. First, establish new integrated certification system which contains standard of quality certification and notification system on organic material. Second, for evaluation ofefficacy, apply relative evaluation system of significance such as Duncan’s multiple test instead of existing absolute evaluation system. Third, constitute and operate selection of standard comparison subcommittee in organic Agro-materials committee in RDA.

It is required development on the work process of the legal system, quality management and safety management for safety securement of construction. Therefore, this study examines the status and issues surrounding the current legal systems and proposes improvements of material for safety securement of construction.
