This study quantitatively analyzes risks of industrial incidents to fisher on overseas tuna purse seiners and long liners. A Bayesian network is employed to analyze 478 cases of industrial incidents, comprising 401 cases from purse seiners and 77 cases from long liners, reported from 2019 to 2022. The highest risk of industrial incidents on purse seiners is attributed to diseases. Excluding diseases, risks are the highest during fishing: 5.31 times higher during catch handling, 2.05 times higher during maintenance, and 2.38 times higher during loading and unloading. The risk of industrial incidents caused by the hull is 9.50 times higher than those caused by fishing gear, 4.59 times higher than those caused by machinery, and 3.61 times higher than those caused by the caught fish. Among the types of industrial incidents, slips are the highest: 2.58 times higher than industrial incidents caused by being bump, 3.74 times higher than those caused by hit, and 3.94 times higher than those caused by imbalance and overexertion. For long liners, most industrial incidents are concentrated in diseases, with dental, musculoskeletal, skin, and respiratory diseases being the primary types of industrial incidents identified. This study aims to propose reduction measures for reducing the high-risk form of industrial incidents, specifically slips, and to present health management strategies for preventing diseases among fisher on overseas tuna fishing vessels. By addressing these aspects, this study seeks to contribute to the safety and sustainability of the overseas tuna fishing industry.
This study employs Bayesian network analysis to quantitatively evaluate the risk of incidents in trap boats, utilizing accident compensation approval data spanning from 2018 to 2022. With a dataset comprising 1,635 incidents, the analysis reveals a mortality risk of approximately 0.011 across the entire trap boat. The study significantly identifies variations in incident risks contingent upon fishing area and fishing processes. Specifically, incidents are approximately 1.22 times more likely to occur in coastal compared to offshore, and the risk during fishing processes outweighs that during maintenance operations by a factor of approximately 23.20. Furthermore, a detailed examination of incident types reveals varying incidence rates. Trip/slip incidents, for instance, are approximately 1.36 times more prevalent than bump/hit incidents, 1.58 times more than stuck incidents, and a substantial 5.17 times more than fall incidents. The study concludes by providing inferred mortality risks for 16 distinct scenarios, incorporating fishing areas, processes, and incident types. This foundational data offers a tailored approach to risk mitigation, enabling proactive measures suited to specific circumstances and occurrence types in the trap boat industry.
The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.
Construction industry is considered as one of the most high-risk industries for work-related injuries and fatalities, accounting for more than half of fatalities in Korea. Advanced countries have recognized the critical role of designers in preventing construction accidents and have established regulations on design for safety. In line with this, the Korean government have also implemented regulations that require owners and designers to review the safety of design outcomes. However, it has been observed that designers face challenges in identifying hazards and integrating design solutions at the design stage mainly due to their shortage of required knowledge and skills. This study aimed to examine design solutions that can be applied to prevent fall accidents in the construction industry, and to establish a relationship between these solutions and fatal fall accidents occurred over the past three years in Korea. This study also analyzed the relationships of four variables (construction type, cost, work type, and fall location) with design solutions. The results indicated that all four variables have significant relationships with design solutions, with fall location showing the strongest relationship. The design solutions and their relationships with fatal fall accidents identified in this study can be utilized in identifying hazard and integrating design solutions to ensure design for safety.
Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by “A” safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to “A” specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.
Recently, the crisis of demographic extinction is rising in Korea more than any other country, and it is difficult for industrial sites to maintain without 'foreign workers'. Industrial accidents and accident deaths of foreign workers account for 7.6% and 12.3% of the total, through an in-depth analysis of fatal accidents in the manufacturing industry, differences and similarities between fatal accidents of foreign workers and all fatal accidents were confirmed in terms of occurrence type, workplace size, length of service, employment type, etc. In this study, customized countermeasures were found.
Fisheries is known as a high-risk industry in Korea, and various efforts have been made to reduce occupational accidents. Trap fisheries represent crustacean production, accounting for 4.7% of total fisheries production and 10.7% of its production value, which is classified as a relatively high-risk industry. With the disaster insurance payment data of the National Federation of Fisheries Cooperatives (NFFC) from 2016 to 2020, the accident rate of the entire fishery, the accident rate of trap fisheries, and the type of disasters in the past five years were analyzed. As a result, the average fishery accident rate for the past five years was 5.31%, but it was high at 6.15% for coastal trap fisheries and 5.59% for offshore trap fisheries. Slips and trips, struck by objects and contact with machinery were the most common types of the accident according to the characteristics of the work, and hand injuries were analyzed the most. Additional efforts, including education for accident prevention, development of personal protective equipment and improvement of the working environment, are needed to prevent accidents caused by repeated types of disasters.
The purpose of this study is the impact of national fishing port investment and typhoons on fisheries disaster damage. The dependent variables were the amount of damage to fishing ports, fishing boats, fisheries enhancement, external facilities, mooring facilities, functional facilities, fishing port and typhoons. The analysis period is from 2002 to 2018. Since the error term is in a simultaneous correlation, it was efficiently estimated by analyzing it with a seemingly unrelated regression (SUR) method. As a result of the analysis, external facilities have not significance to all models. Investing in mooring facilities increased the amount of damage to fishing ports for five years. Investing in functional facilities reduced the amount of damage to fishing ports and aquaculture over five years. Typhoons have significance to all models, and the amount of damage increased every time a typhoon occurred. Based on these results, as the influence of typhoons increases, it seems necessary to establish preventive measures. Timely investment and maintenance to enable the role and function of national fishing ports are considered important.
연구에서는 한국 시민들의 지진 재해 준비도를 알아보기 위해 지진에 대한 지식, 인지, 대처의 3개 구인으로 구성된 설문 문항을 개발하고 비례 층화 표본 추출 방법으로 수집된 1,256명 시민의 응답을 라쉬분석, 추리통계, 군집 분석 기법을 이용하여 분석하였다. 연구 결과는 다음과 같다: 첫째, 시민들의 지진 재해 준비도 분석 결과, 전체적으로 시민들의 지진 재해 준비도는 ‘보통’ 수준이었으며, 지식과 인지에 비해 대처가 상대적으로 낮은 것으로 나타났다. 둘째, 지진 재해 준비도와 관련된 변인 분석 결과, 지진 재해 준비도에 영향을 주는 변인으로는 성별, 교육 수준, 실제 거리, 안전 인식이 있었다. 셋째, 지진 재해 준비도의 3개 구인 간 상관관계를 분석한 결과, 지식, 인지, 대처 세 가지 구인은 높은 상관을 나타내 구조적으로 서로 밀접한 관계를 보였다. 또한, 성별과 교육 수준이 달라도 이러한 구조적 상관은 비슷하게 나타났다. 군집 분석 결과, 5개 유형의 집단으로 구분되었으며 지진 재해 준비도 3개 구인의 수준이 중간 정 도로 서로 비슷한 집단 유형이 대부분을 차지하였다. 이 연구 결과를 토대로 시민들의 지진 재해 준비도 함양을 위한 교육의 지향점을 제안하였다.
The leading source of occupational fatalities is a portable ladder in Korea because it is widely used in industry as work platform. In order to reduce victims, it is necessary to establish preventive measures for the accidents caused by portable ladder. Therefore, this study statistically analyzed injury death by portable ladder for recent 10 years to investigate the accident characteristics. Next, to monitor wearing of safety helmet in real-time while working on a portable ladder, this study developed an object detection model based on the You Only Look Once(YOLO) architecture, which can accurately detect objects within a reasonable time. The model was trained on 6,023 images with/without ladders and safety helmets. The performance of the proposed detection model was 0.795 for F1 score and 0.843 for mean average precision. In addition, the proposed model processed at least 25 frames per second which make the model suitable for real-time application.
In this study, the risk factors of coastal purse seine fisherman were analyzed through a survey of fishery workers of coastal purse seine fishery and the accident compensation insurance data of the fisheries workers of the National Federation of Fisheries Cooperatives (NFFC). The classified fishing operation accident data was analyzed through 4M (Man, Machine, Media, Management) model of the National Transportation Safety Board (NTSB) and the accident prevention measures were presented using Harvey's 3E (Engineering, Education, Enforcement) model. The rate of accidents on coastal purse seinens each year was 75.8‰, 36.7‰ and 74.8‰ from 2015 to 2017. The accident frequency resulting from slipping was the highest, and the risk of a contact with gear was low. When comparing each insurance data, the average value of the contact with gear accident was the highest. This research result is expected to be important data in identifying and preventing safety hazards of coastal purse seiner fisherman in the future.
우리 조선업은 기술적인 분야에서 세계를 선도하는 역할을 수행하고 있으나 조선업에서는 매년 2,000여명의 재해자가 발생하 고 있으며, 이중 약 40명은 사망하고 있는 등 근로자의 안전측면에서도 과연 우리 조선업이 세계적인 수준인지는 의문이 들 수밖에 없다. 따라서 이 연구는 국내 조선업에서 2006년~2015년 동안 발생한 중대재해의 통계자료를 고찰하여 조선업 중대재해의 발생현황 및 원인을 분석하고, 조선업 근로자를 대상으로 설문조사를 실시하여 산업현장에서의 안전교육 형태를 분석하였으며, 이를 바탕으로 조선업 안전교 육의 문제점을 도출하여 개선방안을 마련하였다. 첫째, 조선소별로 수행하는 안전교육의 종류 및 수준이 상이하거나 교육품질이 미흡한 문제점을 해결하고 체계적으로 교육과정을 운영하기 위해서 조선업 안전훈련 표준체계의 마련이 필요하다. 둘째, 조선업 안전훈련 표준 체계를 바탕으로 조선업에 특화된 안전교육과정을 지속적으로 개발하고 표준화하여 조선업 중대재해를 감소시키고 근로자의 안전의식을 향상시킬 필요가 있다. 셋째, 조선업에서의 중대재해를 예방하여 근로자의 안전을 확보하기 위해서는 사업주와 근로자 모두가 적극적으 로 안전교육을 수행하고 참여하여 사업장의 안전문화를 형성할 필요가 있다.
기후변화에 따른 자연재해의 증가하고 있다. 이에 자연재해에 의한 토목구조물의 피해 및 붕괴를 예방하기 위하여 처짐 및 균열을 지속적인 관리가 필요하다. 이에 효과적인 구조물 관리를 위해 광학 이미지 기술이 유지관리 기술에 적용되고 있 다. 하지만 광학이미지 기술은 촬영에 따른 주변 조건의 영향이 크며, 그 때문에 촬영조건에 대한 검증이 필요하다. 이를 위해 본 논문에서 촬영조건으로 자연광, 촬영매수, 촬영거리를 따른 수직변위 추정값의 정확도에 대해 검증하였다. 실험을 통 해 확인한 결과 자연광이 수직변위를 추정하는데 자연광이 가장 큰 영향을 미치는 것을 확인할 수 있었고, 촬영거리 또한 수직변위를 검토하는데 주요한 영향을 미치는 것을 확인할 수 있었다. 본 결과를 통해서 외부환경에서 촬영하는데 활용하여 변위 추정 시 발생하는 오차를 최소화할 수 있으며, 이러한 과정을 통해 구조물 유지관리에 적용할 수 있다.
