PURPOSES : This study aims to propose drone-command standard operating procedure (SOP) guidelines and Analyze their potential application to increase the use and utility of drones in urban disaster situations. Although the effectiveness and efficiency of obtaining disaster-situation information through drones have been verified by previous studies and practical experience, a survey of actual drone usability indicated a utilization rate of only approximately 4.13%. METHODS : To provide guidance for improving drone command SOPs, prior research and relevant literature were reviewed to identify commonalities between disaster-response command and control and drone use. A sample of 73 active-duty firefighters, including incident commanders (ICs) and drone pilots, were surveyed and interviewed. The data were analyzed and categorized to establish the reasons why drones are not actively used in urban disaster-response procedures. RESULTS : The primary reasons identified for not actively utilizing drones in urban disaster areas were the lack of a drone command and control system and the lack of clear criteria for when to use drones in disaster situations. In addition, many problems were found in drone-operation procedures, including emergency flight approval, securing takeoff and landing sites, and accident burden due to urban flight obstacles. To address the issues identified, standards were proposed for the type, size, and scope of urban disasters requiring drone response; for accident-prevention on basic missions and through flight safety procedures; and for installing a video transmission and reception system to easily share drone video information with ICs. CONCLUSIONS : Application of the drone-command SOP guidelines to actual urban disaster situations by disaster type will help to improve the efficiency of information acquisition and flight safety. This is expected to enable increased drone utilization. In future, extension of the research reported in this paper beyond the Seoul metropolitan area via additional follow-up studies has the potential to establish applicability of the proposed SOP guidelines to a wide variety of environments and organizational characteristics.

6·25전쟁 시 패퇴하던 북한군에게 있어 중국인민지원군의 지원은 절 대적이었다. 그러나 중국인민지원군은 조중연합사를 구성하여 조선인민 군을 통제하였고 김일성은 추락한 위상을 만회하고 군권을 장악하고자 조중연합사와 협력하고 갈등하며 북한군의 독자적인 군사전략 발전의 필 요성을 느꼈다. 따라서 본 논문은 북한의 주체적인 군사전략이 6·25전쟁 시 조중의 협력과 갈등의 결과로 창출된 것임을 제시하는 것을 목적으로 한다. 이를 위해 조중연합사 운용 간 조중이 협력한 사항과 갈등을 빚은 내용을 분석하고, 6·25전쟁 이후 조중의 협력과 갈등이 북한의 주체적 군사전략 발전에 미친 영향을 분석하였다. 연구 결과 6·25전쟁 중 조중 연합사 운용 간 조중의 협력과 갈등은 김일성으로 하여금 주체적인 군사 전략의 필요성을 인식하게 하였고, 김일성은 자위적 안보에 초점을 둔 배합전략과 속전속결전략의 군사전략을 채택하는 계기가 되었음을 확인 할 수 있었다. 또한 이와 같은 군사전략은 국제적 안보환경과 북한의 핵 무력 완성 등에 따라 다소 유동적일 수는 있어도 김일성 주체사상에 기 초한 배합전략과 속전속결전략은 변함없이 이어질 것으로 예견해 볼 수 있다. 이에 대한 대비가 요구되고 있다.

Background: Backward walking exercise may offer some unique and potentially beneficial differences compared with forward walking exercise. There is still a lack of research on backward walking exercises and forward head posture. Objects: The purpose of this study was to determine the effect of backward walking exercise on college students forward head posture in their 20s. Methods: Twenty-one subjects participated in the experiment. The subjects were those with a craniovertebral angle (CVA) of 55 degrees or less who understood the purpose and method of this study and voluntarily agreed. A camera capable of taking pictures of the lateral plane was installed at a distance of 1.5 meters before exercising. Pictures were taken before walking backward, and after walking for 15 minutes on the treadmill, the images were taken in the same way. The composition of the backward walking exercise was walking at a rate of 1.0 for 5 minutes, and the remaining 10 minutes were walking at a rate of 1.5. Wilcoxon signed rank test was used to compare CVA and craniorotational angle (CRA) before and after exercise. Results: As a result of this study, there was a significant difference in CVA before and after exercise (p < 0.05). There was a significant difference in CRA before and after exercise (p < 0.05). Conclusion: The backward walking exercise and verbal command seems to have positively influenced the changes in CVA and CRA among college students in their 20s. It seems that studies to confirm balance or muscle activity as well as changes in forward head posture through the long-term intervention of the backward walking exercise should be conducted.

The purpose of this study is to analyze how grammatical patterns of command in using hedge strategies function based on the principle of relative status in the Korean language. In order to accomplish the purpose, types of command in using hedge strategies are classified. The results showed that grammatical patterns of command are functioned to save the listener’s face from a listener’s viewpoint, and to strengthen details of propositions used from a proponent’s viewpoint. Also, from a speaker’s viewpoint, they are functioned to reduce the burden of command acts, and to agree with others implicitly or to follow his or her role demanded in the conversation. It also indicated that specific patterns are selected depending on language users, and context factors such as listeners’ reactions, hierarchical relations among listeners and speakers, their closeness to each other, location and formality of context, and publicity of their topics. Based on the findings, a pedagogical implication is suggested to provide language users’ multi-faceted competence in Korean.

On the early stage of Emperor Qianlong period, Qianlong ordered the ministers to sort out interior cultural relics. Therefore ministers successively compiled four antiques catalogue, they are "Midian Zhulin Buddhism and Taoism paintings appreciation", "Shiqu Baoji paintings appreciation", "Ancient bronze vessels collection appreciation in Qing Dynasty" and "Tianlu Linlang official books collection catalogue appreciation" respectively. The stylistic rules and layout of the first two was borrowed from Gao Shiqi "Jiang Cun Xiao Xia Lu". The stylistic rules and layout of the record of "Ancient bronze vessels collection appreciation in Qing Dynasty" was borrowed from Wang Fu "Bo Gu Picture" and Lv Dalin "The Archaeological Picture". To a great extent, the stylistic rules and layout of "Tianlu Linlang official books collection catalogue appreciation" was inherited from the connoisseur ideology of "Shiqu Baoji paintings appreciation" and "Ancient bronze vessels collection appreciation in Qing Dynasty", which was the evolutionary adaptation of style reference and actual situation of books identification and collection. As the classic examples of official connoisseur catalogue, "Tianlu Linlang official books collection catalogue appreciation" had a significant impact on Qing dynasty bibliography. As the development of textology in Qing Dynasty, the connoisseur gradually flourished in society. Under its inspiration and influence, the edition bibliography of Qing dynasty continued to develop.

이 연구는 학대피해아동의 학대후유증에 대한 치유를 위하여 ｢아동학대범죄의 처벌 등에 관한 특례법(이하 아동학대처벌법)｣ 제47조 제1항의 피해아동 보호명령과 제49조 보조인 조치에 대한 국가인권위원회의 2016 정책개선 권고 결정을 바탕으로 피해아동보호에 대한 개선안을 제안하는데 그 목적을 두었다. 아동학대의 심각성을 이유로 아동학대를 방지하기 위한 국가와 사회의 책임이 강조되었고, 이에 대한 피해아동보호와 학대 행위자의 처벌을 강화하기 위한 아동학대처벌법이 제･개정 되었다(강동욱, 2014a: 235). 아동학대처벌법의 제정･시행에 따라 종래 아동훈육으로 치부되던 아동학대를 범죄로 인식하고, 아동학대에 대한 국가가 개입할 수 있는 길을 열어 두었다.(김성규, 2014: 23) 아동학대는 심각한 신체･심리･정서적 후유증을 동반하고 건강한 사회구성원으로 성장할 발달권, 모든 형태의 학대나 폭력으로부터 보호받을 권리등 아동의 권리에 대한 중대한 침해에 해당한다. 특히 신체손상을 초래할 뿐만 아니라 심리적･정서적 손상과 같은 후유증을 동반하여 충분한 상담과 안정적인 환경에서의 치료가 절실하다. 하지만 아동학대처벌법 제47조에서는 피해아동보호명령 조치중 이러한 치료 규정이 없으며, 장기간 학대를 당한 아동은 자신에 대한 부정적 감정이나 학대행위자에 대한 과도한 공포 등으로 진정한 의사가 왜곡되거나 자신의 진술이 해당 절차나 본인의 삶에서 가지는 법적인 의미와 효과 등에 대해 제대로 알지 못하는 경우가 많으므로 보조인의 조력이 절실하다. 따라서 피해아동보호명령제도에 대해 피해아동이나 그 법정대리인은 제대로 알지 못하고, 대부분 아동보호전문기관에 의해 활용되는데, 아동보호전문기관의 여러 사정으로 인하여 대응하기 어려운 실정이다. 2016년 5월 29일 아동학대처벌법이 개정되어 신고의무자 불이익 금지, 인적사항 공개 금지 등 신고자 보호 규정이 신설되었다. 피해아동의 보호명령은 반드시 필요하다. 특히 피해아동의 의견은 존중되어야 하고, 보장되어야 한다. 따라서 본고에서는 현행 피해아동보호명령제도의 실태와 문제점을 살펴보고 개선방안을 제안하고자 한다.

이 연구에서는 해양사고 발생시 소중한 국민의 생명을 신속하고 안전하게 구조하기 위한 현장 지휘관의 리더십 개념으로 ‘임무형 지휘’를 제시하였다. 먼저 임무형 지휘의 개념과 한계, 도입 정착시키기 위한 노력에 대해 고찰해 본 후, 이러한 임무형 지휘의 해양경찰 도입 필요성, 임무형 지휘 적용시 그 범위와 구체적 방법에 대해 살펴보았다. 한치 앞도 예견할 수 없는 사고현장에 효율적인 구조 업무 달성을 위해서는 임무형 지휘가 해양경찰에 도입되어야 한다. 그러나 임무형 지휘는 하루아침에 이루어지는 것이 아니며, 임무형 지휘의 안정적 정착을 위한 조직 차원에서의 장기적이고 체계적인 계획과 노력이 필요하다. 임무형 지휘의 기본요건을 착실히 갖추어 나갈 수 있도록 교육 훈련, 인사, 절차 등 모든 제도 전반에 걸쳐 지속적인 개선 노력이 뒷받침되어야 한다.

본 연구의 목적은 해양경찰의 현장지휘체계에 대한 문제점과 원인을 밝히는 것이다. 해양재난 발생현장에서 현장지휘관이 합리적인 의사결정을 할 것이라는 기대가능성에 대해 매우 부정적인 결론을 도출하였고, 여러 관점의 문제점을 연구하였다. 해양사고 대응 조직체계와 같은 구조적인 측면뿐만 아니라 의사결정과 같은 비구조적인 측면을 이론과 분석을 통해 비효율적인 조직체계, 합리적인 의사결정의 실패, 현장과의 소통 부족과 같은 문제점을 밝혀냈으며, 선진형 현장 지휘체계의 모색, 효율적인 조직, 전문인력의 양성, 개방적인 조직문화의 조성과 같은 대안들을 제시하였다.

주거나 상가건물에 관하여 수요와 공급의 불균형, 소수에 의한 소유와 다수의 이용수요가 존재하는 부동산시장에서 채권관계인 임대차의 경제적 약자인 임차인의 보호를 도모하지 않을 수 없다. 그리하여 “매매는 임대차를 깨뜨린다”는 로마법상의 임대차가 독일보통법에 이르러 “매매는 임대차를 깨뜨리지 않는다(Kauf bricht nicht Miete)”는 원칙으로 변화되었으며, 우리의 경우에도 일정한 방식에 대항력을 부여하는 등의 방법으로 부동산임차권은 채권이지만 물권화하고 있다. 즉 부동산임차권의 물권화 경향은 주택임대차보호법과 상가건물임대차보호법을 통하여 부동산임차인의 지위를 강화하는 방향으로 진행되어 왔고 현재도 진행 중이다. 과거 우리는 IMF 체제라는 국가적 경제위기 상황을 겪는 과정에서 임대인으로부터 임차보증금을 반환받지 못하는 임차인들의 피해를 경험하였다. 그리하여 이러한 문제점을 시정하여 임차인을 보호하고자 임차인 단독으로 임차권등기를 신청할 수 있게 함으로써 대항력과 우선변제권을 그대로 유지하면서도 자유로이 주거이전을 할 수 있도록 하는 주거용 건물에 관한 임차권등기명령제도가 1999. 1. 21. 법률 제5641호로 주택임대차보호법(상가건물임대차보호법 제정 2001. 12. 29. 법률 제6542호)의 개정을 통하여 도입하여 현재에 이르게 되었다. 그러나 임차권등기명령제도의 이용이 그다지 높지 않았던 것이 작금의 현실인바, 이 글에서는 형식적으로 존재(임차인의 형식적 보호)하고 있는 동 제도를 활성화하고 실효성을 제고하기 위한 개선방향을 제시하고자 한다. 먼저 민법 제621조에 의한 임차권등기가 임대차의 존속기간 중에 신청할 수 있음에 비추어 임차권등기명령은 임대차의 존속기간 중(임대차계약의 성립과 보증금의 지급을 조건으로)에 임차인이 신청할 수 있도록 개선, 둘째 임차권등기를 한 임차인은 임대차가 종료되었음에도 보증금을 돌려받지 못한 경우 그 임차권등기에 기하여 직접 경매신청을 할 수 있도록 입법적으로 개선할 것을 제안한다. 이러한 제안이 임차권등기명령제도의 개선을 통하여 사회적·경제적 약자인 임차인을 보호하기 위한 임대차보호법의 목적을 달성하기를 기대한다.

We also assumed that storage queue and retrieval queue being operated separately. The approximation attempts are performed under the proposed storage/retrieval policies after we derive S/R machine travel time distributions.

일반적으로 한국의 독도 영유권 주장의 역사적 근거로, 『삼국사기』 신라본기의 512년 사료인 ‘이사부의 우산국 복속’을 가지고, ‘독도영유권에 대한 歷史的 權原’이라고 한다. 權原이란 권리의 원천이 된다는 말이다. 이사부의 우산국 복속은 지증왕 대에 신라가 국호를 제정하고 국왕호를 칭하는 등 국가 체제를 정비하고, 동해안으로 진출하여 북상이 이루어지는 과정에서 이루어졌다. 즉 신라는 실직주(삼척)와 하슬라주(강릉)를 장악한 후, 우산국을 복속하고 이어 비열흘주(안변)와 달 흘주(고성) 설치하고 진흥왕순수비를 세우며 삼국통일의 기반을 닦아 나갔다. 그리고 우신국 복속은 고구려와 대립적인 상황에서 고구려와 왜와의 연대나 우산국과 대마도와의 교류를 차단하는 등 신라의 배후를 안전하게 위해 이루어졌다. 그 결과 신라의 우산국을 복속은 동해의 제해권 확립이라는 결과를 도출해 내었고, 그러 한 사실은 『삼국사기』 신라본기의 왜 관계 기사를 통해서도 확인할 수 있다. 『삼국사기』에 나오는 왜의 신라 침입기사는 기원 전후부터 총 34회인데, 그 가운데 33회가 500년까지 나타나고 우산국 복속이후 231년간은 1번밖에 없었다. 그것은 우산국 복속에 의해 동해의 제해권을 신라가 장악했다는 사실을 말해주는 것이다. 그러한 의미에서 신라의 우산국 복속은 신라가 동해의 제해권을 확립한 역사적인 산물이며 독도를 우리의 영토에 편입했다는 확실한 역사적 증거이기도 하다.

A network-based robot [1] is a robot that explores service servers in the network environment for analyzing sensor data and making decision. Since network-based robot architecture was proposed, it’s possible to reduce costs of robots. We hope robots would be all around at home environment. Therefore, normal users who are not experts need to be able to control those robots by using easy commands. We developed a scripting language, named CCSLR, to help users and developers who control various robots in ubiquitous environment. We focused on how to design the common language for various robots and how to translate a CCSLR script into a sequence of low-level commands of the target robot. In this paper, we propose scripting methods, with three layers. The CCSLR system reads the profile information from the knowledge representation database. Users don’t have to know all about kinematical and mechanical details of a robot. Then again, the CCSLR system will use the profile information to translate the script into separated executable library commands. The CCSLR system manages robot’s changing state every time a robot executes a command.
