This study analyzes the importance-performance analysis (IPA) of the 10 dimensions of the smart construction safety management system, and analyzes which dimensions are important and which dimensions are performing to determine key improvement tasks, incremental improvement tasks, Maintenance and reinforcement tasks and continuous maintenance tasks were derived. Among the 10 dimensions of the smart construction safety management system, the dimensions that are recognized as important by all field managers and field workers and have high performance are the automatic risk displacement measurement system, smart environmental sensor system, and heavy equipment seizure prevention system. However, areas that were perceived as having high importance but low performance were worker location tracking systems, smart safety helmet chin muscles, and smart safety ring fastening. Among the smart construction safety management systems perceived by field managers, areas for key improvement with high importance and low performance included worker location tracking system and smart safety ring fastening. Among the smart construction safety management systems perceived by field workers, the area for key improvement with high importance and low performance was the automatic risk displacement measurement system.
4차 산업혁명 시대에 건설산업은 전통적인 업무 방식에서 디지털 프로세스로 전환하고 있다. 특히, 건설산업의 특성으로 인해 업무 절차의 변경에는 어려움이 따르며, 점진적인 디지털 전환 및 시행착오가 발생하고 있다. 건설현장의 안전관리 분야도 역시 이 흐름을 따라 모든 데이터의 디지털화와 자동화를 목표로 연구 및 시도가 활발히 진행되고 있다. 그러나 최근의 통계에 따르면, 건설업 안전사 고는 계속해서 발생하고 있으며, 안전사고 사망자 수도 줄지 않고 있다. 본 연구는 이러한 문제를 해결하기 위해 건설공사 안전관리 종 합정보망의 빅데이터를 대규모 언어모델 인공지능을 통해 분석하였다. 분석된 결과는 실시간으로 업데이트가 가능한 상세설계모델 로부터 위치정보와 공간적 특성을 반영하여 안전관리가 필요한 현장모델링에 정보를 맵핑하였다. 해당 연구를 통해 건설현장 안전관 리 데이터의 디지털화를 통한 시설물 및 근로자의 안전을 강화하고, 건설사고 예방 및 효과적인 교육 지시를 위한 빅데이터 기반 안전 관리 플랫폼 개발을 목표로 한다.
The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.
Occupational safety and health management expenses in the construction industry are statutory and separately included in the cost statement to prevent occupational accidents and health problems. The expenses are determined by multiplying the standard amount by the rate decided according to construction types and scales. However, the current expense appropriation method does not properly reflect the recent changes in the construction industry such as industry size, industry diversification, and social atmosphere about safety reinforcement. This study surveyed 1579 questionnaires in total and analyzed expense execution rate and proportion of each expense category. The expense execution rate was relative higher in complex construction (e.g., heavy construction = 126%, civil engineering = 125%) and long-period project (equal to or over 48 months construction = 133%) compared to general construction (98~116%) and short-period project (less than 48 months construction = 115%). The proportion of spending expenses was higher in the category of safety manager labor costs (25~52%), safety facility costs (22~40%), and personal protective equipment costs (10~25%). The analysis results of the study can be utilized in revising the standard expense appropriation method by reflecting the current usages of the occupational safety and health management expenses in the construction industry.
This study examined the certification effects of safety and health management system (SHMS) on the establishment level of SHMS and accident statistics in construction industry. This study obtained the establishment level of SHMS for 106 construction companies surveyed from our previous study. In addition, three major accident statistics (mortality rate, accidental mortality rate, and injury rate) for the companies were collected from the database in Korean Occupational Safety and Health Agency. The statistical analysis results revealed that the establishment level for SHMS certified companies was significantly higher than those for uncertified or certification preparing companies. Furthermore, SHMS certified companies showed significantly smaller accident statistics compared to uncertified or certification preparing companies. The results of this study support the positive effects of SHMS on reducing major industrial accidents in construction companies.
When the foundation work of the underground part of the building structure or the excavation work of the civil engineering structure is carried out, there is the earthwork work by the inevitable process. As the economic situation continues to develop, construction in urban areas is becoming bigger and higher in scale due to the expansion of infrastructure and the rescue of urban dwellings in urban areas, and excavation of underground roads is inevitable. Excavation of the underground part may cause problems in the process difficulty and safety of the earthworks due to the complexity and various characteristics of the ground selected without consideration of the ground characteristics and site conditions. In order to complete the required facilities, it is necessary to secure the design and construction of the retaining walls. In order to complete the required construction, It is an important factor satisfying construction period and economical efficiency.
This study is performed to analyze the actual conditions of safety monitoring teams operating at a construction sites with high industrial accidents to derive more efficient methods and operational effectiveness. A fundamental study to improve the problems of the safety monitor's existing management system to provide more reasonable solutions will help prevent safety accidents.
정부와 안전보건공단에서는 건설현장의 안전사고를 줄이기 위하여 감독․점검, 기술지도, 재정지원 등의 산업재해예방 활동을 지속적으로 수행하여 왔다. 하지만, 전체 산업의 사고사망만인율과 재해율이 전반적으로 감소 추세에 있는 반면에, 건설업의 사고사망만인율 및 재해율은 2014년 이후 오히려 증가 추세에 있다. 특히, 2016년 재해통계를 기준으로 전체 건설업 재해자의 약 70%가 공사금액 20억 미만의 소규모 건설현장에서 발생하였다. 이러한 소규모 건설현장의 재해를 줄이기 위해서는 현재의 산업안전보건법 상의 소규모 건설현장 산업안전보건관리체제와 고용노동부 및 안전보건공단에서 수행하고 있는 소규모 건설현장재해예방 사업에 대한 실효성을 파악하고 개선할 필요가 있다. 현 산업안전보건관리체제에서는 건축공사 기준으로 120억 이상인 공사인 경우 안전관리자를 의무 선임하도록 되어 있으며 3억에서 120억 미만 공사의 경우 재해예방지도기관의 기술지도를 받도록 되어 있다. 또한, 안전보건공단에서는 민간위탁기관을 지정하여 3억 미만 건설공사의 안전관리를 지원하고 있으며, 클린사업장 조성지원사업을 통해 20억 미만 소규모 건설현장의 추락재해예방을 위해 시스템 비계, 사다리형 작업발판 및 안전방망 등의 설치 비용을 지원하고 있다. 본 연구에서는 공사금액별 재해통계 및 안전관리자 선임관련 제도를 분석하여 안전관리자 선임 대상을 현행 건축공사 120억 이상인 공사에서 단계적으로 50억까지 확대할 것을 제안한다. 설문조사와 전문가 의견을 수렴하여 재해예방지도기관의 기술지도 영역을 조정하고 실효성을 강화하기 위한 방안을 수립하고, 클린사업장 조성지원사업의 사업 확대 요구 및 개선사항을 도출한다.
Safety accidents, which are called industrial accidents in construction work, are often caused by unstable physical and personal conditions combined during preparation and execution of work. It is difficult to manage all the construction works, but especially in the field of apartment construction work, complex and many kinds of works are being carried out at the same time. In the current construction, safety regulations such as safety management guidelines are generally well maintained, but the execution of manpower resources that can fulfill them is limited, and it is difficult to reduce the accident rate and loss cost.
Therefore, in this study, it is a reality that most of the types of construction work are under contruction by subcontracting contract, so they are limit by methods of manual maintenance and safety education. Currently, the subcontractor is also allowed to perform safety management through the composition of the safety management review body, but it is operated formally. So alternatives to this were studied.
As a result, safety accidents occur in the subcontractor's worker due to vertical integration, which is characteristic of the construction industry, together to the contractor, the safety management system is based on a safety construction system in which a worker who has a certain qualification condition such as career experience of the work type, work understanding of the work type, and management experience of the work type among the subcontractor, when we manage based on mutual personality which is the personality of interpersonal relationship that can communicate with each other by work type, process and grouping, it is concluded that effective and practical safety management can be achieved to reduce the accident rate and loss cost.
The purpose of this study is to provide basic data to help ensure the safety and enhance industrial competitiveness of plant construction projects by analyzing the safety management status of, mainly, chemical engineering plant construction projects, and proposing specific measures and models to reduce human/educational, technical/systemic, institutional disasters. This study was done using literature research and case study/empirical study methods. The results of this study are summarized as follows. First, we classified the major disasters from the quarterly released ‘major diaster cases in construction business’from Korea Occupational Safety and Health Agency according to the type of construction and presented the causes and prevention measures.

It is possible to predict and prevent accidents by using real time accumulated big data information, and it is necessary to diversify research using data.
The damage caused by dry weather accounts for a great deal of importance throughout the industry. construction safety manager is responsible for the most practical and important task of preventing disasters. Job training is critical to improve the ability of the safety manager. Therefore, an analysis of the operational system and the educational contents of the institution is required. The purpose of this study is to apply a specific training model for occupational training to activate the construction safety task system and improve the job competency of the safety manager. To create a specific educational model, the criteria and units of the construction safety management area presented by the NCS(National Competency Standards) were applied. Based on the task experience, the task experience was divided into four levels of managers, intermediate managers, advanced managers, senior managers, and the class of managers according to the level of duty assigned by each level of staff, organized by each level of class, and determined the method of teaching and assessing teaching methods. In the improvement of job training, the quality of education should be improved by dividing the educational content according to the level of task competency. In addition, it can be expected to increase the effectiveness of training fees and improve the quality of education by enhancing the educational quality of education fees and improving the quality of education by implementing the training sessions to implement the training sessions of the entrusted services to practice the education of the entrusted services. Applying a specific task training model along with these institutional improvements is expected to facilitate the activation of job training, enabling the ability of the safety manager to become a crucial factor in preventing the overall development of the project.
In construction work, safety accidents often occur in combination with unstable physical and human conditions during preparation and execution of work. In Korea, the accident rate is higher to that of any country in the world. Therefore, it is necessary to take measures by fundamental prescription. In this paper, in the case of construction safety management, we tried to find a reasonable alternative through a questionnaire survey to apply to subcontracting and small-scale construction. In conclusion, workers who are well aware of the task could be able to reduce the accident rate by deploying them as safety management officers after receiving the training.
Safety accident in Building construction work in the process of preparation and implementation of the insecure human, material status is often caused by combining the reality is that many things. The objective of this study is to improve safe execution of the management plan in Construction Technology Promotion Act. This research addresses the issue how to prevent the collapse of facilities under construction and after completion, improve the examination system, and execute Improvement of Safety Management Plan. To achieve this goal, research providing insights into understanding the ways in which creating and presenting safety checks and deploying safety training measures effectively is imperative.
This study analyzed the safety management efficiency through input-oriented BCC Model using DEA by making of Models, in which this study selected the number of staff affiliated with the construction site, number of staff members on the construction team, and number of safety personnel as Input Factor, along with the number of disaster victims and zero-accident accomplished hours as output elements, targeting 40-or-so apartment building construction sites which are being built by 3 domestic construction companies. As a result of efficiency, it was 0.643, the number of efficient DMU was 4. In the aspect of returns to scale, 21 construction sites(52.5%) found to be in a state of increasing returns while 14 construction sites(35%) was in a state of Decreasing returns. The reason for inefficiency was found to lie in technical factors in case of 30 construction sites(75%). Lastly, inefficient DMU is in need of 38.9 % and 66% reduction in site personnel and safety personnel. Based on study results, the 29 construction sites accounting for 72.5% of DMU for safety management efficiency evaluation object turned out to do inefficient safety management that doesn't fit the size of each company.
While Korea had achieved radical growth of construction industry, it also had accumulated problems in material, human and economical loss due to its low quality of safety level. Therefore, not only enterprises but also the nation is putting in a great deal of efforts for construction safety. However, its effect is not satisfiable. This research aims for change of construction cite by introduction of professional Safety Patrol Management System(SPMS) and consideration of its necessity. To consideration of its necessity, we compared and anaylzed average numbers of indicated dangers and safety accident incidences in each construction cites and we researched changes in worker's safety sense. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.
The disaster and safety accidents in any construction site occur inevitably. Since the on-site disaster and accident occurrence became one of major concerning factors in construction site, architects & building executers have been flooded with safety management advices. The purpose of this paper is to survey and analyze the effect of the application of Safety Patrol Management System(SPMS) upon the reduction of disaster & accident occurrences in construction site. In order to estimate and reduce the disaster and accident ratio in construction site, various surveyed data has been analysed. It will establish the suitable design standards and suggest the basic database for estimating disaster and accident ratio.
In this paper, a research was carried out to extract the more concrete and systematic method for the safety management of skyscraper construction. Here, the most risky processes in the construction of skyscrapers were extracted through the general risk evaluation for safety management processes and their characteristics and trends were analyzed for the suggestion of safety management methods and safety inspection factors in the construction of skyscrapers, as well as for the suggestion of prevention measures for major disasters. The result of this paper will be well used as a basic data in establishing the manual necessary for executing the construction of skyscrapers more safely than the present where there is no specific direction for the safe management of skyscraper construction yet.
If industrial safety statistics are analyzed, among the total of 2,114 dead people from industrial disasters in 2011, construction workers took 29.4% with 621. The construction industry makes a lot of efforts to reduce the death toll. However, since the measures are not from the analysis of root causes but from superficial countermeasure plans near general matters, it is in a situation that the actual effectiveness is marginal. Therefore, in this paper, improvement measures were intended to be prepared in order to reduce accidents, by inspecting safety control systems of target companies with high accident rates among major construction firms and extracting overall problems of them.
