It is very important to evaluate how the functions of products, facilities, and spaces affect human life. The evaluation of these actions has legal regulations such as certification, inspection, and diagnosis, and the degree of quality, safety, and excellence of the results is announced. This study sought to secure safety through efficient system operation by reviewing safety-related certification systems established and implemented by each government department in Korea and analyzing the characteristics of each system and similarities between systems. There was also an aspect of cross-checking safety through the certification and diagnosis system implemented by each ministry, but it was confirmed that the efficiency of the system should also be considered in terms of overlapping application. Therefore, when securing safety is confirmed based on each safety-related law, active alternatives such as exemption, substitution, delegation, etc. should be presented.

This study aimed to verify the validity of the evaluation items and weight determination of the indoor environmental safety area, which has the most frequent accidents, among the safety certification evaluations of educational facilities by the Ministry of Education of the Republic of Korea, which has been conducted since May 2021. As a preceding study, the evaluation items of the school safety evaluation checklist being implemented in the US state of Vermont were compared, and the causes of accidents judged by teachers in the accident experiences written by 200 Korean teachers were compared with the safety certification evaluation items belonged to the Ministry of Education. In addition, research literature using the AHP analysis technique on safety risks of elementary and secondary schools in China and safety evaluation index study cases of 539 elementary school children in Indonesia were analyzed. Through these preceding studies, measures to add and adjust evaluation items were derived and the validity and importance rankings of evaluation items were calculated through AHP questionnaires to teachers and safety experts. In addition, a survey was conducted on 104 ordinary people to verify the results of expert analysis. As a result of expert AHP analysis, 'safety education and disaster response training (.396)' was the highest priority for the relative importance of the first layer, followed by 'safety measures (.387)' and 'building materials'. Safety (.216)' was found to be the highest priority. In the overall importance ranking of the 13 second-tier screening items, safety accident prevention education had the highest priority and disaster preparedness training ranked second, proving that the Ministry of Education's review weight was underestimated. In addition, slip and collision accident countermeasures, which were not in the existing Ministry of Education review items, ranked 4th, laboratory practice room safety measures ranked 6th, and sanitation, cleanliness, hazardous substance management, and cafeteria/cooking room safety measures ranked 9th, indicating a significant level of importance. Referring to the importance ranking, which is the result of this study, it is suggested that it is necessary to review the weight of each review item again.

To improve the safety of tap water, a study was conducted on the introduction of sanitation safety certification system for water treatment plants(WTPs). In order to produce and supply safe tap, the inflow of pollutants should be blocked as much as possible during the tap water production process, and contaminated materials should be removed or inactivated to a safe level in the WTPs. In order to block the inflow of pollutants in WTPs, it is necessary to strengthen the sanitation management such as installation of facilities for preventing inflow and habitat of larvae, and to remove or inactivate pollutants in the tap water production process, strengthening the safety management such as enhanced turbidity management is needed. Sanitation and safety management in the WTPs can be significantly improved by introducing certification system of WTPs. This will induce continuous improvement in water purification plants with insufficient sanitation and safety management, and provide incentives for WTPs with good sanitation and safety management. In addition, when the WTPs sanitation and safety certification system is established, it is desirable to expand the proposed system from WTPs to the entire process of tap water production and supply.

Crane is an important equipment for the transport of heavy goods in industrial sites, but it is also known as one of the most fatal machines. In order to reduce crane accidents, it is necessary to minimize human errors during crane operations. To achieve this, ergonomic design principles are recommended to be reflected from the crane design stage. The study analyzed the safety certification standards for crane that should be fulfilled at the crane design and manufacturing stage. This study selected five representative ergonomic design principles (feedback, compatibility, consistency, full-proof, and fail-safe) by surveying heuristic evaluation principles that are widely used for usability evaluation in early design stage. Next, the principles were applied to the safety certification standards to identify insufficient clauses. This study identified 12 insufficient clauses out of 119 in the current safety certification standards for crane and discussed their improvement directions to comply the ergonomic principles. The analysis results of this study can help of improving the safety certification standards and the method used in this study can also be applied to identify insufficient clauses in the safety certification standards for other industrial machines such as press machine and lift.

건설현장에서 주로 사용하는 주요 가설기자재 규격에 대한 표준을 정하고 성능에 대한 신뢰를 확보하기 위하여 1992년 처음 도입된 가설기자재 성능검정제도는 2009년 안전인증제도로 변경되어 산업안전보건법 제34조(안전인증) 및 제35조(자율안전확인의 신고)에 근거하여 가설기자재 제조업체의 기술능력과 생산체계, 제품의 성능을 종합적으로 심사하고 안전인증기준에 적합 여부를 검증하여 안전인증표시(마크)를 사용할 수 있도록 하는 제도이다. 성능검정제도는 가설기자재 30종에 대해 제품의 성능만을 시험하여 합격증을 교부하였으나 2009년 1월 1일부터 의무안전인증 가설기자재 12종 33품목과 자율안전확인 신고 가설기자재 8종에 대해서 기술능력 및 생산체계와 제품의 성능을 심사하여 인증서를 교부하는 것으로 변경되었다. 가설기자재의 안전성 및 제품의 신뢰도 향상으로 건설공사 품질 및 안전이 확보됨에도 불구하고 일시적이며 부수적으로 사용되는 자재인 것으로 여겨져 가설기자재의 안전성 확보를 위한 관심과 노력은 매우 미흡하였다. 가설기자재에 대한 관심이 소홀한 가운데 안전성 여부를 확인하기 어려운 재사용가설재가 폭 넓게 사용되고 가설기자재의 가격경쟁이 심화됨에 따라 저가의 재료를 사용한 불법 가설기자재를 생산․유통하는 등 가설기자재 제도 전반에 불법적인 행위가 빈번히 이루어지고 있어 가설기자재 관련 제도와 제품에 대한 안전성과 신뢰의 문제가 다시 제기되고, 향후 가설기자재의 신소재(강화플라스틱 등) 및 신제품(접이식 틀비계 등) 등이 도입될 경우 현행 기준으로는 안전인증 또는 자율안전 확인을 받기 어려우므로 빠르게 진행되는 건설환경 변화에 적절하게 대응하지 못한다는 문제점 또한 제기되고 있다. 가설기자재 관련 문제점들과 제반 현황이 가설기자재를 제조하고 유통하고 사용하는 이해당사자간 신뢰를 잃고 있어 이해당사자간에도 제도 개선을 통한 가설기자재 시장의 정화와 개선이 필요하다는 공감대가 형성되고 있다. 따라서 정부는 가설기자재 관련 문제점을 종합적으로 검토하고 개선하기 위하여 다양한 방향으로 제도개선을 추진하고 있으며, 이와 같은 추진 대책의 일환으로 가설기자재 인증표시 기준에 관한 개선방안 마련을 위하여 가설기자재 생산․유통 및 사용 실태를 파악하고 가설기자재 관련 이해당사자 및 전문가의 의견 수렴 등을 통하여 가설기자재 인증표시 기준을 합리적으로 개선하고 효율적으로 관리하기 위한 연구가 필요하게 되었다. 본 연구를 통해 국내 건설산업에서 중요한 역할을 분담하고 있는 가설기자재의 안전성 향상과 신뢰성 회복을 위한 합리적인 개선방안을 도출하여 산업안전보건법령의 제‧개정에 반영할 필요가 있다.

KC Mark is one of the country's integrated legal force to the minimum mandatory certification mark system for safety. That is absolutely needed for manufacturing and sales of goods in Korea. This thesis intended to see what is prevalent for both imports and domestic products for illegal and defect and rebuild the ecosystem as soon as possible for the healthy development through public awareness. In this theses point out the seriousness of the problem based on the various kinds of press releases, data of KCA(Korea Consumer Agency), MOTIE(Ministry of Trade, Industry and Energy) and KCA(Korea Customs Service) to the problem of certification system of KC mark and propose a solution to that issue. This study is considered to make befit the nation's place in the world and sustainable development is possible about the system of certification KC. This study expect more research on this issue in order to make enhance the confidence of KC mark

The present management of the domestic and international advanced enterprises is transferring the systems and the regulations to the prevention system management. Expecially, KOSHA (Korea Occupational Safety & Health Agency) in Korea has supported to set up the OSHMS (Occupational Safety & Health Management System) by KOSHA 18001 since 1997. But small & medium enterprises (SMS) have many difficulties to set up the OSHMS because of limited natural and human resources. Therefore, this study is developed and proposed the certification standard of an OSHMS for SMS based on the case study on advanced countries, actual conditions of SMS in Korea, and opinion of specialists.

초 록 현재 우리나라는 1997년 7월부터 KOSHA18001 인증제도를 운영하여 사업장의 안전보건경영시스템 구축을 지원하고 있다. 그러나 사업장 규모에 따라 그 수준이 현저하게 차이가 있을 뿐만 아니라 안전보건경영시스템의 평가기준이 복잡하고, 어렵기 때문에 담당자들이 시스템 인식에 어려움을 겪고 있다. 특히, 중소규모 사업장은 한정된 자원과 인력으로 자율안전보건경영체제를 구축하기에는 더욱 어려움이 크다. 따라서 본 연구에서는 국내 중소규모 사업장의 자율안전보건경영체제 구축을 지원하기 위해 선진국의 안전보건경영 관련 사례와 국내 사업장의 의견을 바탕으로, 중소규모 사업장용 안전보건경영시스템 인증기준(안)을 개발하였다.

어린이 먹거리 안전관리 사업의 일환으로 어린이 식품 품질인증제도 연구를 수행하였다. 이 중 어린이 눈높이에 맞는 친숙한 브랜드 이미지 구축을 통하여 식품자체의 안전성을 확보함과 동시에 어린이에게 올바른 식품선택기준과 기회를 제공하기 위한 품질 인증마크를 개발하였다. 눈높이는 8~13세의 초등학생으로 하였고, “안전한 식품, 바른 영양, 건강한 어린이”라는 식약청 vision에 따라 로고 컨셉은 안심·미소, 인증·검증·보호, 건강으로 하였다. 명칭은 식약청내 공모를 통해 제안된「어린이용우수식품」, 「어린이안심식품」,「어린이우수식품」등 세 가지 안으로 하였으며, 명칭에 따라 총 36가지의 품질인증 로고시안을 제안하였다. 설문지는 이 중「어린이우수식품」으로 디자인된 12가지 시안으로 구성하였고, 초등학교 학부모(331명) 및 어린이(321명)를 대상으로 설문 조사를 실시하였다. 학부모와 어린이의 선호도를 종합한 결과 시안 8이 16.1%로 가장 높고, 시안 6(15.5%), 시안 3(14.0%) 순임을 알 수 있었다. 이러한 연구결과를 토대로 어린이 먹거리 안전성 확보 사업의 기반을 구축하여 어린이 기호식품에 대한 부모와 어린이의 선택권을 강화할 수 있으며, 바르고 안전한 식품을 선별하기 위한 검증으로 어린이 건강을 보호할 수 있을 것으로 사료된다.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health & Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB). The most important finding is the relationship between safety climate and organizational commitment will mediate the relationship.

The purpose of this research is to understand the role of safety climate in the safety management system. Based on the 121 responses from facilities got Occupational Health &Safety Assessment Series (OHSAS) 18000 certification, the results of statistic analysis show that there is significant relationship between safety climate, work attitudes and Organizational Citizenship Behaviors (OCB).

This study was intended to help workplaces set up an occupational health & safety management system by investigating the certification of the system and by conducting a questionnaire to survey the necessity, purpose, effect and promotion of the system. The occupational health & safety management systems generally adopted in Korea are OHSAS 18001 and K-OHSMS 18001, which are the PDCA model, such like the quality and environment management system. Because these standards have a compatibility with other management systems, individual or integral certification is available. A telephone questionnaire was conducted with 30 workplaces in Kyeonggi Province and Incheon Metropolitan City, which have been certified for the occupational health & safety management systems (OHSAS 18001, KOSHA 2000, and/or K -OHSMS 18001). About 92 percent of them were large-sized workplaces with over 500 employees. For the question on the necessity of the system, most of the respondent answered very necessary. The purposes of the certification were to control the risks in safety and health, to have a systematic approach for accident prevention and sustainable improvement, and to comply with a range of regulations voluntarily, in that order. Most of the answers to the question on the effect of the system were prevention of accident. For the question on the promotion of the system, the most prominent answer was reduction in the workers compensation rate.

This study suggested the improved safety certification marking system on the types of the temporary equipment. By surveying and interviewing the related persons in the construction company, the manufacturing company, and the rental company, the safety certification marking system was analyzed. The results show that the efficient marking was analyzed to utilize a depressed engraving on the target equipment and material. For marked contents, a certification mark, an identification number, and the production year should be displayed and the manufacturer name could be selectively presented. However, the opinions of the certification mark position among the users and manufacturers did not come into the agreement.
