통계의 생산 및 유포에 있어 GIS의 역할이 증대됨에 따라, 오늘날 많은 나라들은 GIS와 기존 통계 시스템이 결합된 지리통계시스템과 통계 내비게이터를 독자적으로 구축․운영하고 있다. 특히, 웹 GIS에 기반한 통계 내비게이터는 사용자와의 동적인 상호작용 통계 탐색 및 맵핑 인터페이스를 제공하여, 효율적인 사용자 서비스를 위한 가장 현실적인 대안으로 주목받고 있다. 본 연구의 목적은 세계 각국에서 운영되는 통계 내비게이터의 주요 특성을 파악하고 우리나라의 통계 내비게이터와 체계적으로 비교 분석하여, 보다 나은 지리통계시스템의 구축 및 서비스 운용을 위한 가이드라인을 제시하는데 있다. 이를 위해 특히 유럽연합을 비롯한 영국, 스웨덴, 핀란드, 노르웨이와 같은 유럽의 통계 선진국들을 대상으로 사례 분석을 수행하였으며, 데이터의 탐색 기능, 주제도 작성의 유연성 및 지도학적 표현, 원자료의 이용 가능성, 부가적인 기능에 초점을 맞추어 우리나라 통계 내비게이터와의 차이점과 유용성을 비교 평가하였다.

The purpose of this paper is to research Gunnar Asplund's Woodland Chapel (1918-20) in terms of the revernacularization of classicism and to investigate into the matter of the constructional logic. The term 'revernacularization of classicism' was used by Alan Colquhoun to explain the process to return to the pure sources of classical architecture, and the case of a successful fusion of classicism and vernacular traditions was suggested by Demetri Porphyrios through Scandinavian Doricist sensibility in the early 20th century. Porphyrios's classicism, not as style but as sensibility, is premised on a constructional logic of vernacular, and is to achieve an aesthetic quality by its mythical elaboration. Woodland Chapel, a representative of the Scandinavian Doricism according to him, illustrates characteristics of the revernacularized classicism as in the fact that it thickly displays vernacular images at the same time as relying on classicism; in the return to primitive simplicity; and in the mythopoeic power. However, the constructional logic of this building was obscured in the capital of the portico columns, the interior dome, and the whole structure of the roof. Confronting this paradox, we have to remember that although Porphyrios emphasized the constructional logic he opened an aesthetic exit of the mythical elaboration, which is in accord with the concept of the tectonic as the poetics of construction. Woodland Chapel assumes atectonic features but is never anti-tectonic. Asplund intensified a poetic effect by setting the myth over construction in the chapel, and so it can be seen as a key example of the revernacularized classicism with the Doricist sensibility.

The objective of this study is to develop an evaluation model for the National highway risky areas. Thus, for the purposes of doing this, National highway risky area evaluated targeting to provide determination ranking and suggesting rival-superiority factors as well as under-inferiority factors in ten National highway risky areas. This study developed for modules of risky areas evaluation, using fuzzy set theory and analytic hierarchy process for evaluation model of National highway risky area in transport environment. The preceding studies assess risk analysis through analysis of causal relationships by National highway safety sector not only handles rating scale development suitable for assessment area by referring to accident frequency model but also geometric structures model. As result of this study, this model of Fuzzy Ahp Risk Analysis (FARA) apply for programmable design in real time processing through easily derive strategy for improvement activities to provide a decision-making effectively. Furthermore, this study contributes frame for improvements of National highway construction for renovation's priority strategy as well as future's policy schemes.

학습조직은 조직학습의 일련의 활동을 포함하고 이 활동이 원활히 이루어질 수 있도록 조직의 구조적인 측면을 통해 개인들이 지식을 공유하고 창조할 수 있는 능력을 함양할 수 있는 여건을 마련해 주는 조직을 의미하며, 학습조직은 미래 사회에서 조직이 갖춰야 할 또 다른 경쟁력인 혁신에도 기여할 수 있으리란 예상이 가능하게 됨에 따라 학습조직 구축에 대한 필요성이 대두되었다. 이에 학습조직을 성공적으로 운영하고 있는 기업의 운영사례를 제시하여 학습조직과 혁신이 조직의 장기적인 성과를 증진시킬 수 있도록 하기 위해서는 조직의 적응력 과 유연성을 강화시키는 것이 필요하다는 인식하에 본 연구는 연구자의 컨설팅 경험을 토대로 광주지역에서 중소기업의 학습조직을 성공적으로 운영하고 있는 기업을 선정하여 학습조 운영 및 학습활동, 학습조 성공사례를 제시하여 자발적인 학습활동을 높이고 학습 성과와 생산성 향상방안을 높이고자 하였다. 본 연구에서 보여준 운영사례에서 살펴볼 수 있듯이 조직구 성원들의 자발적인 학습조 활동을 통한 조직구성원들의 역량개발을 통해 생산성 향상과 기업의 가치제고를 위한 중소기업의 인적자원 개발이 아주 중요한 부분을 담당하고 있다고 보여진 바 중소기업의 적극적인 참여가 경영성과 향상에 크게 기여할 것으로 기대된다.

Smart-Phones are utilized in disaster management field because it can deliver disaster information to large population simultaneously and quickly, and provide accurate information through situation-based service using the LBS(Location Based Service). To study on the utilization of smart phone for disaster information collection and dissemination method, this study suggest a framework which connects smart phone by loading application for reporting disaster. The disaster monitoring and situation dissemination system framework using smart phone is composed of 4 parts. First, smart phone application enters image, video, voice and text information and location of the disaster. Second, the disaster report reception and situation dissemination server receives the information, save in the DB, and send through smart phone SMS. Third, store into disaster information database. Fourth, display the disaster report and management information on 2D GIS, support the decision making process in deciding whether to manage as disaster, and disaster management web service which disseminates situation.

국가보훈은 국가와 민족의 존립과 유지를 위해 특별히 공헌, 희생한 자에 대하여 국가가 보상의 의무를 다하여 국가가 국가유공자를 예우하며 국민호국의식을 일깨우며 국가공동체의 규범원리로 보는 제도이다. 즉, 국가보훈의 역할은 “국가를 위하여 공을 세우거나 희생한 사람에게 물질적으로 보상하고 시혜를 베풀며, 이들의 나라사랑 정신을 널리 선양함으로써, 국민들이 ‘이처럼 예우하며 더 나아가 국가를 위하여 자신을 희생하려는 삶의 양식’을 보훈문화로 형성하도록 하는데 두고 있다. 더불어 국가보훈처의 선양정책은 여러 차원에서의 정책적 목적이 있는데 특히, 청소년의 역사의식과 국민통합을 이룩하는 밑거름이 된다. 청소년의 역사의식이 희박하고, 세대간, 이념간의 갈등이 상존하고 있는 현실에서 애국선열들의 희생정신과 애국심을 일깨워 주어 세대간 이념간의 대립과 갈등의식을 해소하고 나아가 국민통합에 기여한다고 본다. 그러나 보훈정책이 단지 국가유공자에게 물질적인 보상행위로만 치우친 것으로만 비춰져 민족정기 선양사업의 심화나 발전으로 인한 애국심의 고취면에서 인식이 미흡하고 1990년대의 보훈정책은 민족정기 선양사업이 중심이 되고 있으므로 새로운 보훈문화의 정착의 필요성이 대두되고 있다. 오늘날 선진국가들에서 보훈제도가 발전되어 있는 것은 국가공동체를 유지․발전시키고 역사를 개척하는 힘의 원천이 바로 보훈정신이기 때문이다. 다시 말해 보훈정책은 국민의 정신적 에너지를 국가발전을 위해 집중시키는 국가상징정책이라 보고 있는 것이다. 특히 청소년시기는 정체성이 구축되는 시기로 국가정체성 확립체계가 중요함에도 불구하고 2004년 국가보훈처에서 조사한 국민보훈의식지수 조사결과에 의하면 연령이 낮은 집단의 국민보훈의식지수가 낮은 것으로 나타났으며, 중․고교생은 초등학생에 비해 상대적으로 호국․보훈에 대한 경험이 적고 이에 따라 국가정체감이 낮이지는 성향이 나타나 그 문제의 심각성이 우려되고 있다. 이는 지금까지 보훈교육이 선행되오던 방식은 학교에서 진행되어 오던 방식과 보훈처와 몇몇 보훈관련 단체에서 실시한 보훈캠프, 보훈글짓기 등에 한정되어 오고 있는데 체계적인 보훈선양프로그램은 애국심의 형성의 바탕이 될 뿐만 아니라 보훈의식 향상의 매개체가 될 수 있을 것이다. 많은 연구들이 청소년층에 대한 보훈교육을 중요시하였음에도 불구하고 교육컨텐츠와 교육루트가 한정되어 있어 청소년들이 보훈교육을 접할 수 있는 루트가 제한되어 있는 문제점이 제기되고 있다. 이에 본 연구는 보훈처에서 국한되어 학교 혹은 보훈 관련 단체 중심으로 시행되던 보훈선양프로그램을 시민단체, 종교 혹은 가정도 관심을 가지고 애국심의 덕목함양에 나서야 한다. 청소년보훈선양프로그램 활성화를 위하여 거버넌스정책이 필요하므로 본 연구는 청소년 보훈의식 함양을 위한 보훈선양자원봉사프로그램 구축을 통한 보훈정책 거버넌스 고찰이라는 연구목적을 수행하기 위하여 다음 <그림 1>과 같이 보훈선양정책 모델을 구축하였다. 이에 청소년보훈선양프로그램을 통한 거버넌스정책을 확립하기 위한 실증적 연구를 위하여 2009년․2010년 하계방학시 안양시종합자원봉사센터에서 관내 안양시 중․고교 청소년 324명을 대상으로 보훈선양자원봉사프로그램을 구축하여 실시하였다.안양시 중․고교생 보훈의식 조사와 보훈선양자원봉사프로그램 구축을 위한 설문지를 실시하였으며, 실증분석을 위해 수집된 설문지는 컴퓨터 통계 프로그램인 SPSS 13.0을 활용하여 빈도분석과 백분율, 교차분석 등을 실시하였다.이 검증을 통하여 청소년 보훈선양자원봉사프로그램이 보훈선양프로그램의 활성화 방안을 모색과 보훈거버넌스정책 가능성을 검증하는 성과를 얻었으며, 더욱 많은 청소년과 시민들이 애국심 함양을 위하여 보훈선양프로그램의 다양한 방법을 강구하는데 일조했다는데 이 연구의 의의를 두고 있다.

The Chicago Convention in 1944 made important contributions to aviation safety improvement, building an aviation safety monitoring system for its signatory countries. As ICAO is now on the verge of changing its supervision system from self-reporting to preventive Continuous Monitoring Approach(CMA) in 2013, we also expect our own safety system to make a progress accordingly. The government is pushing ahead with plans to build an integrated safety management system at government level that satisfies international standards and reflects domestic features. To this end, this report proposes the most effective system-building model, by analyzing the current status of the system that is in use and meets the requirements of international aviation agencies.

우리나라에는 약 9만여척의 어선이 등록되어 있고, 항·포구를 중심으로 수산물 생산활동과 도서민교통수단, 례져활동수단 등 다양한 기능을 하고 있다, 그러나 어선중 원양어선을 제외한 소형 연근해 어업을 중심으로 하는 어선은 다른 대형 선박과 달리 체계적인 안전관리시스 템이 모듈이 없으며, 어업인 중심의 자율적인 안전관리를 하고 있어 전문지식 부족과 안전의식 결여로 많은 해양안전사고가 발생되고 있으며 , 정부의 어선 안전관련 업무를 살펴 보면 기능과 역활이 여러 부․처 및 지자체로 분산되어 있어 효율적인 어선안전관리시스템 부재로 인명과 재산 피해가 많이 발생 되고 있어 개선방안으로 통합어선안전관리시스템구축을 제시하고자 하였다

연간 우리나라 전체 인구의 약 1/3에 해당하는 약 1,500만 명이 해상여행을 즐기고 있는 오늘날, 국민의 생명과 재산을 보호하며 안전 하고 즐거운 해상여행을 위하여 다중이용선박의 이용 및 관리에 대한 안전관리 시스템 구축 방안에 대하여 연구해 보고자 한다. 다중이용선박의 근거 법령 및 운영 기관의 현황과 해상사고 사례분석을 통하여 현재 실태 분석 및 문제점을 도출하여, 선진국 사례 및 국내 방안 벤치마킹을 통한 대처방안을 모색하고자 하며 나아가 법제도적, 운영관리적, 시스템적 측면에서 종합적인 안전관리 시스템을 설계하고자 한다.

In the previous study, the construction guideline of IT infra-structure for a u-City was introduced. However, it is only concentrated on the components and construction procedure for provider-oriented and technology-oriented sensor networks. In this paper, it is described (1) introduction of the construction guideline of IT infra-structure for a u-City, (2) the problems of the previous study, and (3) the enhancement direction of the construction guideline of IT infra-structure for a u-City.

The objective of this research is to analyze the effect of quality management system constructed by ISO 9001 certificates through BSC perspectives. Evaluation of quality management system based on BSC framework can consider short-term financial performance as well as nonfinancial performance characteristics, which will derive future financial results. This results show that QMS has an indirect effect on business performance through quality performance and customer satisfaction, which are internal business process and customer perspective, rather than has a direct effect on financial performance. Finally we suggest implications of this study and future research direction.
