        본 연구는 축산식품과 식중독 세균 조합의 위험순위 결정을 위한 방법으로 축산식품 관련 식중독사고 보고서(2008-2012년 자료), 축산식품 전문가의 견해, 반 정량적 위해평가 도구인 Risk Ranger 를 이용하여 문헌자료를 분석 그 결과를 비교하였다. 본 연구결과에 따르면 지난 2008년-2012년 기간 동안 국내 축산식품에서 식중독 발생 빈도가 높았던 주요 원인균은 Salmonella, Pathogenic E. coli, C. jejuni 순으로 나타났으며 Salmonella 식중독의 주요 원인 식품은 계란인 것으로 보고되었다. 그러나 국내에서 우선적으로 관리가 필요하다고 생각되는 식중독 세균/축산식품조합에 대해 축산식품 전문가들은 가장 우선적 위해 관리가 필요한 Top 5순위 중 첫 번째로 Campylobacter/계육을 제시하였고 그 다음으로 Salmonella/식용란 및 알가공품, Enterobacter sakazakii/조제분유, Pathogenic E. coli/ 분쇄가공육, Pathogenic E. coli/식육을 선정하였으며 Salmonella 는 식육보다는 식용란 및 알 가공품에서 우선적 위해관리가 필요함이 제시되었다. 또한 분쇄가공육, 소시지 및 햄류에 대해서는 Cl. perfringens, L. monocytogenes, S. aureus 의 3가지 병원성 미생물들의 위해관리의 필요성이 제시되었다. 또한 국외에서 개발된 반 정량적 미생물 위해평가 도구인 Risk Ranger 를 이용하여 국내 식중독 발생 통계자료 및 전문가 의견 설문조사 등과 비교 분석한 결과, Risk Ranger 는 식품과 미생물 조합의 위험 순위를 간단하게 평가할 수 있는 장점이 있으나 Risk Ranger 의 결과에 영향을 주는 입력변수에 필요한 데이터가 없을 경우에 최종결과를 신뢰하기에 한계를 보였다. 특히 국내에서는 축산식품 원재료에 대해 식중독 세균의 정량적 오염수준 및 공정에 따라 오염수준에 미치는 효과에 대한 자료가 매우 부족한 것으로 나타났는데 Risk Ranger 결과, 위해순위가 0으로 나타난 경우를 분석해 보면 모니터링 자료가 없거나, 섭취 전의 조리를 통해 99% 가열이 가능한 경우였다. 최종적으로 본 연구에서는 축산식품관련 식중독 발생 통계자료, 전문가의견, Risk Ranger 분석결과를 종합적으로 분석하여 식중독 세균/축산식품 조합에 대한 위해평가 및 관리 우선대상을 순위별로 그룹화하였다. 식중독 사고 발생 및 위해 가능성이 가장 높은 위험그룹 I 에는 Salmonella spp./식용란 및 알 가공품, Campylobacter spp./계육, Pathogenic E. coli/식육 및 분쇄가공육이 선정되었으므로 차후 이들 제품에 대한 정량적 위해평가 연구가 필요할 것으로 사료된다. 본 연구결과는 차후 축산식품 및 그 가공품에 대한 정량적 미생물 위해평가의 효율 성을 높이고 우선 관리 대상에 대한 과학적 근거 자료를 제시할 수 있을 것으로 사료된다.

        This research is aimed at evaluating the nutrition knowledge and hygiene knowledge of people who are either foodservice employees or housewives and at providing data for conducting hygiene education by comparing the differences between the two groups. Both groups scored relatively high in nutrition knowledge with housewives scoring 9.9/12 and food service employees scoring 9.6/12. However, foodservice employees scored significantly higher in hygiene knowledge and degree of practice than housewives, A correlation was found between nutrition knowledge and the degree of hygienic practice and a significant correlation between hygiene knowledge and the degree of hygienic practice. The higher the hygiene knowledge was, the higher their degree of hygienic practice was. As for food hygiene information, foodservice employees obtained the information through hygiene education and lecture meetings, but housewives got their information through mass media. To summarize, mass media, which housewives can have easy access, must have programs for housewives to help them improve food hygiene in cooking, and programs for foodservice employees on washing food.

        연구는 Lipsky의 일선관료론을 바탕으로 인허가 분야 일 선관료의 재량에 대해 살펴보았다. 인허가 분야는 허가와 규제의 활동을 통하여 어느 행정영역보다도 일선관료의 재량권 이 발휘될 가능성이 높은 영역이다. 따라서 인허가 관료의 재량이 있는지, 재량 행위 유형은 무엇인지, 재량 행위 원인들은 무엇인지를 파악하기 위하여 선행연구 검토와 설문조사를 실시하였다. 대상은 수원시의 인허가 관료(환경위생과와 건축과)로 한정하였다. 전반적인 재량 행사 정도를 보면 재량은 거의 행사되지 않는 것으로 나타났다. 또한 법규가 미흡할수록 재 량 행사가 증가하는 것으로 나타났으며, 남자가 여자보다 더 많은 재량권을 행사하는 것으로 나타났다. 재량 행위 유형에 따른 분석 결과에서 오직 고객통제를 종속변수로 삼는 모형만 이 유의미한 것으로 나타났고, 업무가 전문적일수록 고객통제가 증가하는 것으로 나타났다. Lipsky의 이론은 수원시 인허가 관료에 대해 충분히 설명하지 못한 것으로 나타났다. 우리 나라 일선관료에 대한 좀 더 적실성 있는 이론 개발이 요청된다.

        This paper reviewed the relationship between safety climate(superior attitude, education, precaution, communication, and job load) and safety performance(safety compliance and safety participation), and the moderating effects of gender and age. Based on the responses from 288 employees, the results of multiple regression analysis appeared as follow; 1) superior attitude effects positively on safety compliance and safety participation, but, job load effects negatively on safety compliance and safety participation. 2) precaution effects positively on safety participation. 3) education and precaution are more positively related with safety compliance and safety participation in female employee than in male employee. 4) education is more positively related with safety compliance and safety participation in older employee than in younger employee.

        The purpose of this research was to explore whether playing self-hygiene serious game has any effect on the knowledge, self-efficacy, and behavior related to self-hygiene of young children. Three children, ages 5 and 6, all male, participated in this study. Three children were observed for one, two, and three weeks before game play. After this baseline period, the children were given a game titled Parasite Wars, in which the children have to kill the parasites to get healthy, to play for one week. After the initial exposure to the game, the children were observed during one week of game play for self-hygiene behavior. Also, immediately before and after the week of game-play, children were tested on knowledge and self-efficacy related to self-hygiene. Results indicate that all children improved in knowledge and self-efficacy after the gameplay. Numbers of voluntary hand-wash increased after initial exposure to the game for all three children. The numbers of verbal facilitation for hand-wash all decreased with game-play.

        The purpose of this study was to determine the differences in perception of food hygiene and interest in dietary information among university students. A total of 550 college students from Seoul and the surrounding metropolitan area participated in this questionnaire using one-to-one interviews from September 20th to 28th, 2012. Three groups were classified according to level of awareness and practice of food safety. The highest education level of food safety was in the active-practice group (69.6%), with 58.0% in the want-practice group and 24.6% in the low-practice group. There were significant differences between the awareness and practice groups in terms of importance of food safety (p<0.001). Exactly 74.3% interest in food hygiene was measured in the active-practice group. Interests in dietary and food information were different between the groups: 71.4% for the active-practice group versus 24.6% for the low-practice group (p<0.001). Lowpractice group showed the lowest scores for interests in organic food, pesticide-free food, low-pesticide food, slow food, LOHAS, healthy-functional food, nutritional labels, and expiration dates. In conclusion, appropriate levels of food hygiene and food safety education should be provided by the food industry according to perception of food awareness and practice of food safety.

        This study was performed to investigate hygienic behavior of food workers on the awareness of hand-washing, and the microbial load of their hands. This study focused on the comparison of fast food restaurant workers and full-service restaurant workers. A questionnaire survey and microbiological analysis were carried out for thirty fast food restaurant workers and forty full-service restaurant workers. Samples for microbiological analysis were collected through the glove-juice method from the hands of the food workers, and were analyzed for the presence of aerobic plate counts, total coliforms, fecal coliforms, Escherichia coli, Staphylococcus aureus, and Salmonella spp. Microbiological analysis was done according to the Food Code of Korea. In the survey, significant differences (p < 0.05) were found between the fast food restaurant workers and full-service restaurant workers in the use of hand washing tools and method of turning off water. More full-service restaurant workers responded to wash their hands after touching face, hair, or clothes; after handling raw food materials, and more fast food restaurant workers periodically (p < 0.05). Aerobic plate counts were higher in fast food restaurant workers while total coliforms were higher in fullservice restaurant workers (p < 0.05). No remarkable difference was found between the two groups in the load of fecal coliforms, E. coli, S. aureus, and Salmonella spp. Poor hand hygiene practices were indicated by the positive results for E. coli, S. aureus, and Salmonella spp. on the hands of some food workers in both groups. The findings of this study emphasize the need for strict adherence to hand hygiene compliance among the food workers.

        This survey was conducted to investigate the attitude towards food hygiene, and the correlation between sanitary knowledge and the performance of college students in Daejeon. The respondents were composed of 218 food majors and 296 nonmajors. The answer that food hygiene was very important was given more often by food majors (82.9%) and those educated (80.5%) than non-majors (65.1%) and the uneducated (68.7%) (p<0.05). Information on food hygiene was mainly obtained from TV, radio, or the internet. The average food hygiene knowledge score was 4.08 and that in practice was 3.37 (p < 0.001). The average score was lower in practice than knowledge for personal hygiene, food separation use and storage, washing-sterilization of food, and utensils. The average knowledge score was higher for food majors and educated than that in non-majors and uneducated (p<0.001). The degree of HACCP perception was much higher in food majors (34.9%) and educated (37.4%) than in non-majors (5.4%) and uneducated (8.2%). The knowledge and practice scores were correlated (p<0.01). It is necessary that college students be educated to obtain useful knowledge about food hygiene and conduct proper personal food sanitation in their daily life.

        Blood from livestock is a common by-product which is obtained in industrial slaughterhouses. Blood is mainly composed of three fractions, red blood cells (RBCs), white blood cells (WBCs) and plasma. Plasma contains about 8% proteins, which is mainly composed of albumin, globulins and fibrinogen. Hemoglobin is the major protein within whole blood including RBC. These proteins isolated from animal blood have been used in variety of industry such as food, medical, pharmaceutics, animal feed and laboratory. Initially, blood is sterile in healthy animals thus adequate blood collecting system helps to minimize the risk of contamination. In Europe, closed-draining systems are adopted and a high-quality blood product is produced. European Union lays down health rules as regard animal by-products and derived products called Regulation (EC) No 1774/2002 which is improved to No 1069/2009. This regulation lays down strict animal and public health rules for the blood collection, transport, storage, handling, processing and use or disposal of all animal by-products. In spite of the significant using of blood from livestock, almost blood from slaughtering is considered a waste except only small part for use and causes a serious environmental pollution in Korea. Because of the environmental pollution by blood from slaughterhouse, the great expense is loosed, and blood-related products are small and are imported from foreign countries in Korea. For successful blood utilization, suitable infrastructure facilities are needed to control microbial contamination of blood from slaughterhouses and more specific plans on animal blood control may be established at the same time.

        This study was performed to investigate awareness of hand washing, hand washing behavior, and the levels of indicator microorganisms on hands of food handlers who work in the food court and cafeteria of a university campus. The three methods used were questionnaire survey by interview, direct observation in restrooms, and microbiological examination according to the Food Code of Korea. A positive attitude toward hand washing compliance was reported by the responded food handlers; however, improper hand washing and poor hand hygiene of the food handlers were recognized by the unnoticed direct observation. Significant differences were found between the questionnaire survey and the direct observation (p < 0.05) in hand washing compliance after using the toilet, duration of hand washing, use of hand washing agent, washing different parts of the hands, hand-drying method, temperature of water, and method of turning off the water. Samples taken from their hands before work showed higher level of standard plate count, total and fecal coliforms, and Escherichia coli than those taken after washing with water. After washing hands with antiseptic liquid soap, the bacterial populations including Staphylococcus aureus on hands were dramatically reduced. This study indicates that there is a remarkable difference between the food handlers' awareness of hand washing and their hand washing behavior. Poor hand washing compliance and hand hygiene were indicated by the positive results of total and fecal coliforms, E. coli, and S. aureus on hands of some food handlers. The findings of this study suggest that the hand hygiene of the food handlers need to be improved. More training/education on hand washing and hand hygiene of the food handlers should be necessary.

        The purpose of this study was to evaluate the elementary students’ knowledge, attitudes, and practice for food hygiene and safety. A self-administered questionnaire was developed and offered to 375 elementary school students throughout the Seoul region. The results of the survey were as follows: First, the knowledge, attitudes, and practice were not at satisfactory level. The scores of children's knowledge, attitudes, and practice were 67.42%, 3.83, and 3.81 out of 5 point scale, respectively. Second, knowledge, attitudes and practice levels were significantly different according to demographic characteristics. The lower grade-students had significantly higher scores for knowledge (p<.05), attitudes (p<.05) and practice (p<.01) than higher gradestudents, suggesting that food hygiene and safety education is more effective in younger students or that repeated education is needed for higher grade-students. Third, knowledge, attitudes and practice levels were significantly correlated each other. These results suggest that the education programs for food hygiene and safety should be developed for, as well as implemented in, lower elementary school grades.

        We investigated the intake trends of street foods for middle school, high school and colleges students through the survey study. In addition, the factors affecting the students' consumption of street foods and their perception toward hygiene status of street vendor were studied. The levels of total aerobic bacteria, coliform groups and enterobacteriaceae in Kimbab, eomuk, and eomuk-kukmul were counted using 3M petrifilms. More than ninety seven % of the respondents had experienced street foods. All the respondents ate street foods 1 to 5 times a month. Forty percent of the respondent stated that 'good taste' and 'time-saving convenience' were their reason for eating the street foods. Their favorite foods were ddokbokgi and various fried foods. All the students responded that frying oil, drinking water, and soy sauce as well as the street vendors' attire and their cooking tools in street vendor were unsanitary. Forty percent of the respondents ranked frying oil as the most unsanitary substance. Eighty percent of the respondents responded that an enforcement of hygiene should be imposed on the street foods vendor. There were significant differences (p〈0.001) among the student's age in the opinion related to the reasons of eating street foods, hygiene enforcement, existence of street foods and interest of hygiene status of street foods. High correlation (p〈0.05) between the frequency of street foods and snack intakes was shown, regardless of student's age. The result shows that those who eat snacks more than once a day tend to eat street foods more frequently. Aerobic plate counts in Kimbab in 5 different vendors exceeded 105/g and contamination levels of enterobacteriaceae or coliform in Kimbab exceeded more than 103/g, which did not satisfy the microbiological standards. In conclusion, although the respondents thought that the sanitation of street foods was poor, most of them want the street food vendor to be maintained with better hygiene condition. This indicated that the regulation for safe street foods should be enforced and educational information about the preparation and serving for safe street foods should be provided to street food vendor.

        본 연구는 학교습식의 위생안전성관리에 대한 학부모의 지식, 태도 및 행동 수준과 이에 미치는 요인을 알아보고자 수행되었다. 1개 도지역에서 직영급식을 실시하는 초등학교에 다니는 학생의 어머니를 무작위로 추출하였으며, 미리 개발된 설문지에 의하여 2001년 4월부터 5월 사이에 조사를 실시하였다. 설문조사는 응답자의 자기기입식으로 수행하였으며 응답자 301명의 자료를 통계적으로 분석하였다. 응답자의 점수에서 전반적으로 행동 수준(평균 2.89점)은 지식 수준(평균 4.48점)이나 태도 수준(평균 4.34점)에 비하여 유의하게 낮았다(p<0.05). 또 5개 범주(식품안전성관리, 종사자개인위생관리, 시설·설비·기구위생관리, 폐기물관리 및 기록유지관리)에서도 모두 그러한 경향을 보였다. 로지스틱 회귀분석 결과 응답자의 학교급식의 위생안전성관리에 대한 지식과 태도에 영향을 미치는 요인으로는 교육 수준이 비교적 많이 제시되었으나, 행동에 영향을 미치는 용인으로는 학교급식활동 참여 여부가 가장 많이 제시되었다. Pearson 상관분석 결과, 응답자의 지식과 태도 사이에 유의한 상관관계가 관찰되었다(r=0.61404, p<0.01). 이러한 결과는 응답자의 지식과 태도는 양호한 수준이나 지식과 행동 및 태도와 행동 사이에는 큰 격차가 있음을 제시한다. 학부모의 학교급식의 위생안전성관리에 대한 행동 수준을 향상시키고 또한 이러한 격차를 줄이기 위해서는 학교급식참여 프로그램을 강화 및 개발할 필요가 있다.

        The purpose of this study was to evaluate the microbiological quality, and to assure the hygienic safety of the food production in the university foodservice facility located in Seoul in accordance with the Hazard Analysis Critical Control Point(HACCP) concepts. In the hygienic state assessment of kitchen, it has revealed that it was very important to remove water from the kitchen floor and to establish standard method for disinfection of cooking utensils. And foodservice workers were required to have training program for the safe handling of food and utensils since they did treat food without hygienic gloves. The kitchen layout had to be improved because the near distance of table with heating unit and shelf might cause the growth of microorganisms when prepared food was kept on the shelf. In terms of the time-temperature measurement and microbiological quality assessment during each of the food production phases, most of sengchae (raw vegetable dish) and namul (cooked vegetable dish) were treated within danger zone for food safeness (5-60℃). It has shown that the microbiological quality of raw materials was very much inferior at the time of receiving based on the TPC(10^5-10^7), coliform(10³-10^6), which was not acceptable level(TPC:10^6, coliform:l0³) suggested by Solberg. Microbiological growth has increased in the both of sengchae and namul considerably during most of food production phase. Therefore, it is extremely important to reduce holding and serving time and to avoid treating food within the danger zone for food safeness. In addition, the prevention of cross-contamination during mixing the ingredients with improper equipments and with insanitary treatments by workers was also important to keep the food safety in this speciqic university foodservice facility.

        A survey was conducted to investigate the attitudes of public officials related to food hygiene toward food safety. The official groups were divided into four sub-groups based on their area, agency, gender and age. Response of each group to the survey was statistically analysed. The survey's results showed that most of them (87.0%) were satisfied with a domestic level of food hygiene. But, some of them (29.8%) considered unsatisfactoryly on safety of the food they eat. Their response to food safety did not statistically significant between each group of area, agency and age but, in case of gender, female group showed stastically more negative attitude to food safety than male one (P$lt;0.05). All groups chose residues of chemical substances such as pesticides and food additives as the most potential food risk factor followed by foodborne pathogens, heavy metals and animal drug residues. The results are not consistent with the scientific judgement. Therefore, more education and information were needed for these groups. They pointed out food manufacturer as a responsible group for poor food hygiene (48.7%). In addition, food manufacture and processing were selected as main business types with the lowest level in the food hygiene but official, working in the area of the central government and Seoul metropolitan city, pointed out food services establishments as the poorest hygiene one (P$lt;0.01). This result suggested that education and information to let mind of responded groups change, working in this part, and governmental financial support are needed to improve hygiene level of food manufacture and processing (70.3%). They also chose HACCP as the most effective way for improving the level of food hygiene followed by Recall, PL (Product Liability), monitoring, labeling and increasing of number of company with good manufacture and processing (GMP).

        Retrospective study on the comparison of outbreaks of food poisoning for food hygiene in Korea and Japan. The average value of morbidity rate by year in Korea during the period of 1971 to 1992 was 2.9 per 100,000 population, and that of Japan was 29.1. The mean value of mortality rates in case of food poisoning by year in Korea was 2.33%, and that of Japan was 0.07%. When compared the rates of morbidity and mortality between Korea and Japan during the same period, the morbidity rates of Japan were much higher than those of Korea (p$lt;0.0l). However, mortality rate of patients in Korea were much higher then those of Japan (p$lt;0.01). Resulting from comparative observation of food poisoning by preparing facilities between Korea and Japan. The highest list the places where the outbreaks occurred was home-made foods accounted for 48.8% of the total cases in Korea and that of Japan was restaurants accounted for 33.0%. Causative foods in Korea, the most common incrimination vehicles were seafood, meat and animal products and grain and vegetables, including mushroom. However, in the case of the common incrimination vehicles Japan were unknown and other foods, seafood, vegetables and meat and animal products etc.. Food poisoning of pathogenic substance in Korea were 60.9% of bacterial food poisoning of the total cases showing that Vibrio species, Salmonella spp., Staphylococcus app., pathogenic E. coli, Clostridium app. and other app. were 33.3%, 26.2%, 16.3%, 5.3%, 0.4% and 18.5%, respectively. On the other hand, in Japan, major causes were Vibrio app. (45.7%), Staphylococcus app. (23.7%), Salmonella app. (16.8%), pathogenic E. coli (3.8%), Clostridium app. (0.2%) and other app. (9.6%).

        The purpose of this study is to identify potentially hazardous factors which can contribute to the outbreak of food borne disease and present more practical management methods in terms of sanitary management of cooking equipment and personal hygiene. 230 Korean-style restaurants in Seoul were surveyed in the same manner on the published study-A study for the Improvement of Sanitary Condition in Korean style-restaurant in Seoul city area (I). Sanitary check-lists were developed to evaluate the sanitary status of cooking equipment and personal hygiene of employee. The sanitary condition of cooking equipment the maintenance of refrigeration, food habits and personal hygiene were assessed by the sanitary score. The sanitary condition of cooking equipment, the maintenance of refrigeration as well as food habits and personal hygiene employee was in good condition. The effective sanitation education and training for good service workers should be practice for the improvement of sanitary management of cooking equipment and personal hygiene.
