This study aims to predict return-to-work outcomes for workers injured in industrial accidents using a TabNet-RUSBoost hybrid model. The study analyzed data from 1,383 workers who had completed recuperation. Key predictors identified include length of recuperation, disability grade, occupation activity, self-efficacy, and socioeconomic status. The model effectively addresses class imbalance and demonstrates superior predictive performance. These findings underscore the importance of a holistic approach, incorporating both medical and psychosocial factors.
This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.
In recent years, there has been a growing trend of occupational accidents involving foreign workers. As the number of foreign workers continues to increase, the risk of occupational accidents is also on the rise. Therefore, it is crucial to take proactive measures to prevent occupational accidents among foreign workers. To establish a common safety culture among foreign workers with varied backgrounds and educational experiences, and which is harmonized with Korean workplace. Safety communication, which includes culture respect and participation in the workplace, plays a significant role in shaping and developing the safety culture of foreign workers. Therefore, this study aims to assess the level of safety culture in workplace employing foreign workers by analyzing the reliability and validity of factors such as 'occupational accident awareness' and 'safety communication,' which constitute the safety culture at these workplace. Additionally, the mediating effect of 'work proficiency' on the relationship between 'safety communication' and the level of improvement in 'occupational accident awareness' using the validation method proposed by Baron & Kenny(1986). As a result of statistical analysis, The influence of‘safety communication’on‘occupational accident awareness’is β=0.339, and it has been found that this influence decreases to β=0.113 when‘work proficiency’is introduced, indicating partial mediation.
Since last year, the government has enforced the 'Act on the Punishment of Severe Accidents, Etc.' (hereafter referred to as the 'Serious Accident Punishment Act'), which punishes business owners and business managers who fail to fulfill their duty of safety measures with 'imprisonment of one year or more' and the Occupational Safety and Health Act. Based on this, various occupational safety and health policies were developed, including the operation of a system related to entrusting the work of safety managers. Despite these efforts, the effect of implementing the Severe Accident Punishment Act is a groundbreaking change in the current disaster prevention policy, which has increased by 0.02%P and 0.03‱P, respectively, from the previous year to 0.65% of the total accident rate and 1.10‱ of the death rate per 10,000 people as of 2022. As the need emerged, attention was paid to 'collaboration and governance with safety management institutions' in the 'Severe Disaster Reduction Roadmap' announced by the Ministry of Employment and Labor in November 2022. In this study, a meaningful result was derived by comparing and analyzing the industrial accident status of workplaces entrusted by “A” safety management institutions with the national average based on the industrial accident survey table, and the types of industrial accidents that occurred in consigned workplaces were selected as intensive management targets. The policy direction for industrial accident prevention was established. It is necessary to develop safety management work manuals based on the results of this study, expertise, discover best cases of risk assessment and develop guides, and educate and train consigned workers. In addition, it suggests that the government's guidance and supervision are needed to advance the professionalism of safety management entrusted tasks, and that safety management institutions should strengthen their roles and functions for preventing and reducing industrial accidents. However, due to difficulties in disclosing information of specialized safety management institutions, the limitation of the provision, collection, and viewing of research-related data to “A” specialized safety management institutions remains a limitation of the research. It seems likely that more thorough research will be conducted.
Recently, the crisis of demographic extinction is rising in Korea more than any other country, and it is difficult for industrial sites to maintain without 'foreign workers'. Industrial accidents and accident deaths of foreign workers account for 7.6% and 12.3% of the total, through an in-depth analysis of fatal accidents in the manufacturing industry, differences and similarities between fatal accidents of foreign workers and all fatal accidents were confirmed in terms of occurrence type, workplace size, length of service, employment type, etc. In this study, customized countermeasures were found.
선원은 해상이라는 노동환경의 공간적 특수성으로 말미암아 예측할 수 없는 다양한 해상위험에 노출되어 있어 이를 고려해 재해선원에 대한 충분한 보상이 필요하다. 그러나 우리나라의 선원법은 육상근로자와 비교했을 경우 재해선원에 대한 보상이 미흡한 상 태이다. 이에 본 연구에서는 유럽의 사회보험 선진국인 독일의 해양노동법, 산재보험법을 살펴보고 우리나라와 비교하여 시사점을 도출 하고자 하였다. 먼저 선원재해 발생 시의 보상 주체에 대해서 독일은 공적 성격의 기관에서 관리하는 반면 우리나라는 선박소유자가 전 적으로 보상하고 있는 것으로 조사되었다. 두 번째로 재해보상의 내용에 대해서 독일은 다양한 지원제도를 통해 연속적인 치료와 요양을 제공할 뿐 아니라 선박 업무 복귀를 위한 다양한 프로그램을 운영하고 있다. 그러나 우리나라는 선박소유자가 재해보상의 책임을 면할 수 있도록 하는 일시보상제도를 두고 있어 재해선원에게 불리한 상황인 것으로 분석되었다. 마지막으로 선원재해의 원인을 판단하는 주 체는 독일의 경우 공적 성격의 산재보험조합이 업무 기인성에 대해 판단하고 있으나, 우리나라는 선박소유자나 보험회사에 의해서 결정 되고 있는 것으로 나타났다. 따라서 우리나라의 재해선원에 대한 적절한 보상을 위해서 선원재해보상을 주관하는 공공기관을 설립하여 역할을 부여할 필요가 있으며, 재요양, 장해연금, 재활급여 등을 보상받을 수 있도록 선원법 정비 또는 관련 제도의 개선이 필요하다.
Volunteer is defined as a person who offer service for social welfare work without pay voluntarily and people who recognize the importance of volunteer activity and engage in volunteer work in government offices and non-governmental organizations. However, the disaster protection for the volunteers is still out of the law’s boundary. The volunteer in volunteer organizations, social welfare organization as well as teenage volunteer are now protected in nation through private health insurance but its coverage is limited and the guarantee level is not sufficient to protect volunteer. If volunteers cannot be protected from industrial accidents or paid proper compensation to realize their human dignity by assuring a basic right to live, it leads to serious loss personally and socially. If the volunteers are protected by occupational health and safety insurance that functions as social insurance and the industrial accident risk gets removed, it will contribute to invigorate the volunteer activities and thus, legal improvement and institutional strategy must be required so that volunteers enjoy various insurance benefits in Industrial Accident Insurance.

The regulation for industrial accident rate level assessment of construction companies was introduced to the construction industry in the Republic of Korea since 1993 and has brought positive outcome on industrial accidents reduction at construction work sites. There were considerable decrease of industrial accident ratio and enforcing of contrators' safety organizations from the beginning of the regulation for industrial accident rate level assessment. In spite of these positive outcomes, there were some negative effects such as contractors' shrinking accident reports to keep good accident ratios since these figures had a great impact on pre-qualification stage of bidding when general contractors were competing for new construction projects. In addition, Comprehensive evaluation bid system, which replaces the lowest price bid system is applied to government-ordered construction projects since 2016. Comprehensive evaluation bid system includes construction company's accident rate as one of the evaluation items and carries out with the industrial accident rate level assessment of construction companies at the same time. The regulations of two systems have been called for improvement to unify these different procedures and standards which have led business stakeholders to confusion for several years. This study aims to devote on lessening shrinking accident reports and to reduce the waste of business stakeholders through changing the regulation for industrial accident rate level assessment.
The past five years, industrial accidents due to food processing machinery have been occurred 725 cases, injury by the food cutter occurred 390 cases in its. On this study, to prevent food cutter injury, an attempt is made to present the improved documentation of fundamental safety of the food cutter workplace through the injury analysis of food cutter injury and surveys on band saw machine business field. Analyzing the result of 390 cases on food cutter injury, amputation, cut, puncture occupied 75.1 percent (293 cases), compressed occupied 23.3% (91 cases), also it showed constant component without reference to gender, age, scale of work place, service period. In the survey, lack of concentration for workers have been pointed out as the biggest factor in the cause of band saw machine injury. Meanwhile, such as the EU and Japan, whereas presents safety standards about band saw machines that are tailored to each country, on the other hand, South Korea doesn't provide the standards. To prevent the food cutter injury, safety standards need to be established in consideration of amputation, cut, puncture, compressed injury and financial support is required to procure protective equipment at each place of business.

This paper is to investigate the employees' corresponding types and casual analysis. It proposes the legal and practical measures for improvement of Industrial Accident Compensation Insurance's usability. The results from the empirical analysis indicate that (1) 91.4 percent of the respondents feel the necessity of Industrial Accident Compensation Insurance, (2) 67.4 percent of the respondents perceive that Industrial Accident Compensation Insurance is useful, (3) employers’ perceptions of the specific items of Industrial Accident Compensation Insurance appears to be low. (4) 35.9 percent of the respondents deal with industrial accidents through other ways such as health insurance and car insurance. The study ends with discussion of the findings and provides several theoretical and managerial implications and recommendations for future research and applications.
Despite over eighty percent of industrial accidents were caused by unsafe behaviors, most safety programs still focus on changing workers’ internal status such as thinking and attitude rather than directly changing safe related behaviors. The purpose of this paper is to introduce the basic concepts and procedures of Behavior-Based Safety (BBS) which originated in applied behavior science (ABS), BBS attempts to change safety related behaviors by manipulating antecedents and consequences of workers’ behaviors. Also this paper introduces several case studies conducted globally in various industrial fields. These case studies highlight the procedures of BBS, their impacts on safety performance and accidents rate, and other business results. Based on these results, this paper proposes new guidelines for safety management.
We undertook the quantitative evaluations of Industrial Accident Prevention Program (IAPP). The six parameters, such as relevance, efficiency, consistency, sustainability, effectiveness, coherence, were chosen by expert plenary sessions. Two stage of Analytic Hierarchy Process were used to determine the weighted value of assessment criteria. This expert plenary suggests that the six parameters and its weight values are useful for quantitative evaluations of IAPP. Additional researches regarding the real world application of this assessment tool should be initiated.
The purpose of this study is to analyze the employer's perception and corresponding types of the Industrial Accident Compensation Insurance System. Based on the analysis of interview and survey results, we proposed policy alternatives to raise awareness of the Industrial Accident Compensation Insurance System and increase the utilization of the Industrial Accident Compensation Insurance System.
The unsafe act and unsafe condition is induced by the fundamental cause factors of industrial accidents. In this paper, stress is classified into job, life and workplace stress. Therefore, the purpose of this paper is to develop a Korean stress model focused on the unmarried workers in order to prevent fundamental industrial accidents. The results of this paper are followed. First, the oriental culture and idea in Korea is directly connected to the central axis of all life. Accordingly, concrete and systematic safety management methods should be proposed from the point of Korean culture. Finally, the industrial accident questionnaire needs an item that reports the mental and physical condition of workers in order to prevent occupational diseases.
There are two kind of method to perform a safety management in industrial field. One is a management by safety manager employed in company and another one is safety management by acting agency. In case of the company that managed by the acting agency dose not coincide with the state of company and safety management performance because of the safety management is carry out by periodically. Therefore it is considered that the sufficient safety management is difficult. And a company that employ a safety manager also show a low level of safety management compare with the advanced country in view of safety and health. From the statistics of accident rate of the company, it is necessary that an improved safety management through the studying and analysing a coverall matters for the company that managed by acting company.
Judgment of cerebral and cardiovascular diseases arising out of duty follows the legal judgment method for the purpose of investigation of medical causes based on the Industrial Accident Compensation Insurance Act, with the characteristics of the occurrence as personal factors etc. act as risk factors while work-related ones as triggers, in the case of disease due to occupational cases, as whether it arose out of duty must be judged including even the individual's personal risk factors, there are limitations securing fairness even with existing laws, regulations and guidelines. This study was carried out to suggest basic data for the preparation of standardized guidances for diseases arising out of duty by reviewing the standards for the acknowledgment of cerebral and cardiovascular diseases due to occupational cases, and it has a significance in that it suggests target diseases that may be judged as cerebral and cardiovascular diseases, legal criteria for the acknowledgment and standards for the judgment of cerebral and cardiovascular diseases arising out of duty.
