본 논문은 미국의 대 아프리카 외교정책을 분석하고 있다. 이 논문에서는 미국과 아프리카 관계가 그동안 큰 진전을 보이지 못한 요인들이 무엇인지 살펴보고 있다. 일부 전문가들은 미국과 아프리카의 협력이 포괄적이며 꾸 준히 진전되고 있다고 주장한다. 그러나 이 논문은 미국이 아프리카에 대한 장기적이고 전략적인 정책과 비전이 부재하기 때문에 미국과 아프리카 관계 는 발전하지 못하고 있다는 점을 지적하였다. 9/11테러 이전 미국의 대아프 리카 정책은 인도주의적인 원조와 초국가적 범죄, 테러, 그리고 고질적인 질병 치료 지원 단기적인 협력과 같은 분야에만 국한되었다. 그러나 9/11테 러 이후 미국은 테러의 확산과 안보 위협의 증가를 막고, 지정학적, 경제적 으로 중요한 지역에 대한 통제, 그리고 자원과 시장에 대한 이유로 아프리 카에 대해 적극적으로 개입하기 시작하였고, 그 결과 미국의 아프리카에 대 한 직접 투자의 증가, 아프리카의 정치, 보건, 민주화의 개선 등이 이루어지 고 있다. 현재 미국과 아프리카 관계는 후원자와 고객 사이의 관계에서 동 등한 협력 방식으로 변화하고 있으며 이러한 추세는 지속될 것이다.

본 연구의 목적은 대전광역시의 공공외교 수행 결과를 중심으로 지방정부 공공외교의 개념과 한계를 분석하고 지방정부 공공외교의 발전방안에 관한 정책적 제언을 제시하는 데 있다. 대전광역시는 2011년 국제도시발전계획을 공공외교정책으로 인식하고 이를 수 립하고 시행하는 것을 공공외교활동으로 추진하고 있다. 대전광역시가 지방정부 차원의 공공외교를 수행하기 위해 설립한 법적, 제도적 기반과 운영적 기반을 성과 차원에서 검 토하였다. 그 결과 지방정부로서 대전광역시가 주체적으로 공공외교를 수행할 수 있는 법적 제도적 기반 및 운영적 기반이 부실하고 외교에 관해 중앙정부와의 법적 제도적 기반과도 충돌되고 있음이 드러났다. 이러한 한계는 대전광역시가 국제행사의 유치 및 추진을 공공외교의 수행으로 잘못 인식한데서 기인된 결과로, 공공외교에 관한 인식의 부족은 외교활동의 주체로서 인식의 부족을 초래하였고, 제도와 운영은 대전광역시의 정 치적 목적, 즉 지방정치권력의 유지와 확장 차원에서 이루어졌음을 보여주었다. 따라서 본 연구에서는 대전광역시가 공공외교의 개념에 대한 재인식으로부터 출발하여 공공외 교 패러다임에 따른 기본전략을 설정하고, 그에 따른 제도적인 운영방안의 개선 및 조직 의 확대 개편이 필요하며, 지속적이고 객관적인 공공외교 정책 평가와 민간 전문 인력의 확충 등을 제언한다. 한편으로 본 연구가 여타 지방정부의 공공외교정책 분석 및 발전적 인 정책적 제언의 유용한 선행연구로서 가이드라인이 될 것으로 기대한다.

본 연구는 『大全奇』에 관한 첫 연구이다. 『大全奇』는 조선에서 발전된 기문서임에도 불구하고 온전한 책이 공개되지 않아 지금까지 정식으로 연구된 바가 없다. 다행히 필자에게 온전한 책을 소장한 학인이 연구를 부탁해 왔기에 이 책을 전반적으로 살펴볼 수 있었다. 한국에서 1917년 간행된 『大全奇』는 鶴雲老仙→ 雲戶眞人→ 一雲居士로 전해지는 仙脈을 타고 내려왔다. 徐聖濬이 중국에 들어가 설법한 내용을 중국인 竇旭(淸虛山人)이 기록하고, 그것을 다시 한국인 韓圭轍이 구입하여 발간한 것이다. 지금까지 조선식 奇門學인 洪局의 연구는 『洪煙眞訣』을 통해서만 이루어졌다. 이와 달리 『大全奇』는 조선에서 전해진 기문의 또 다른 派가 존재하였음을 말해주고 있다. 『洪煙眞訣』이 지리산을 무대로 전해진 기문학의 내용이라면 『대전기』는 비슬산을 무대로 전해진 기문학의 내용이다. 洪局이 煙局과 다른 점은 이미 학계에서 논의되었지만 홍국 내에서도 同異가 있었음은 밝혀지지 않았다. 이번 연구인 『대전기』의 개괄적 고찰을 통해 홍국 내에서도 다른 派와 또 다른 이론이 있었음을 알 수 있었다. 연구를 통해 다음과 같은 몇 가지 특징을 살펴 볼 수 있다. 첫째, 修心과 呪術을 중요시한다는 점이다. 둘째, 조선 지리 분야에 대해 批判과 考正을 하였다는 점이다. 셋째, 師弟의 계승이 명확하고 동시에 그들이 모두 神仙術 의 관점에 있었다는 점이다. 넷째, 조선 기문을 연구 정리한 대표적인 성과물인 『洪煙眞訣』과 『大全奇』의 문파 간에 이론과 정보의 교류가 있었음을 알 수 있다는 점이다. 본 글은 『大全奇』에 관한 첫 논문이라 개괄적으로 살펴볼 수밖에 없었지만 추후 기문의 구체적 이론이나 활용과 관련하여 심도 있는 비교론적 연구가 진행될 수 있는 계기가 되리라 생각한다.

이 연구의 목적은 대전지역 노동시장의 구조와 특성을 살펴보고 일자리 미스매치와 성별 임금격차를 분석하여 일자리창출과 지역 고용정책 수립방안을 위한 시사점을 제시 하는데 있다. 대전지역의 실업률은 2013년 2.0%, 2014년 2.5%, 2015년 2.6%, 2016년 2.9%, 2017년 3.3%로 매년 증가하는 것으로 나타나 인력수급의 구조적인 불일치를 보여 왔다. 특히 금속가공제품 업종의 경우, 성별 임금격차는 월 평균임금이 439만원으로 여 성 월 평균임금의 283만원보다 156만원의 격차를 보였다. 성별 임금격차의 분석결과를 보면, 결혼(MAR), 교육(EDU), 고용계약(CONTRACT), 연령(AGE2 ), 가구주(HOUSEHOLD), 근무기간(TERM)의 순으로 나타났다. 인적자본 요소에서 결혼(MAR)의 β 값이 높은 것은 경력단절여성의 경우 결혼, 출산, 보육으로 인해 일시적으로 노동시장을 떠난 후 재취업 할 경우 장기근속 숙련공에 비해 임금의 차이가 높은 것으로 나타났다. 이러한 연구결과 는 대전시가 향후 경력단절여성의 경력개발을 위한 일・가정의 양립을 지향할 수 있 는 지속적인 사회 정책적 지원이 필요함을 시사하고 있다.

PURPOSES: This study aims to review the concept of emergency road networks through previous studies and propose a risk and resilience evaluation method for selecting an emergency road network in the event of an earthquake disaster in major highways in Daejeon. METHODS : Risk assessment in consideration of the possibility, exposure, and vulnerability of relatively weak spots and sections in the event of an earthquake disaster on major highways in Daejeon Metropolitan City, and responsiveness, mitigation, and accessibility for urgent response to disaster recovery and management. The emergency road network selection method was proposed by taking into account resilience evaluation. Five levels of links were classified using the P-I method and the overall scores were calculated by considering the weighting factors. RESULTS : In the selected emergency road network, the main roads located near major disaster prevention facilities (public institutions) and response facilities (firefighting and emergency facilities) exhibited a high priority during the earthquake. In addition, highways that emphasized the speed and connectivity between the local emergency road network and the surrounding suburbs exhibited a high priority. CONCLUSIONS : To designate the emergency road network in advance, evaluation of vulnerable facilities and exposure points in the event of a disaster needs to be considered, which can be used to establish a disaster safety plan, thereby ensuring speed and continuity in disaster response.

학교는 미래 사회를 책임질 학생들이 가정만큼이나 많은 시간을 보내는 장소이다. 학교는 아동과 청소년들이 신체적·정신적으 로 안전하고 행복하게 생활할 수 있는 공간이어야 한다. 하지만 학교폭력 문제는 학교를 안전한 공간으로 지켜가는 과정에서 가장 큰 걸림돌이 되고 있다. 학교폭력으로부터 학생들을 보호하는 것은 학교와 사회가 가장 우선시해야 할 과제이다. 이 연구는 대전광역시를 사례로 학교폭력의 특성과 공간분포패턴 변화를 분석하였다. 첫째, 대전광역시 학교폭력의 요인별 특성을 살펴보았다. 중학교에서 가장 학교폭력이 많았으며, 여학생보다는 남학생의 학교폭력이 많았고, 폭행이 전체 학교폭력의 절반 이상을 차지하였으며, 사이버 폭력이 증가 추세에 있었다. 둘째, 대전광역시 학교폭력은 특정 학교와 행정동에 공간적으로 군집·격리되는 특징을 보였다. 이 연구는 도시의 공간적 특성을 반영한 학교 CPTED의 개발 및 적용이 중요함을 시사한다.

Al2O3-SiC ceramic composites are produced using pressureless sintering, and their plasma resistance, electrical resistance, and mechanical properties are evaluated to confirm their applicability as electrostatic-discharge-safe components for semiconductor devices. Through the addition of Mg and Y nitrate sintering aids, it is confirmed that even if SiC content exceeded 10%, complete densification is possible by pressureless sintering. By the uniform distribution of SiC, the total grain growth is suppressed to about 1 μm; thus an Al2O3-SiC sintered body with a high strength over 600 MPa is obtained. The optimum amount of SiC to satisfy all the desired properties of electrostatic-discharge-safe ceramic components is obtained by finding the correlation between the plasma resistance and the electrical resistivity as a function of SiC amount.

PURPOSES: The purpose of this study is to develop a crash prediction model at signalized intersections, which can capture the randomness and uncertainty of traffic accident forecasting in order to provide more precise results. METHODS: The authors propose a random parameter (RP) approach to overcome the limitation of the Count model that cannot consider the heterogeneity of the assigned locations or road sections. For the model’s development, 55 intersections located in the Daejeon metropolitan area were selected as the scope of the study, and panel data such as the number of crashes, traffic volume, and intersection geometry at each intersection were collected for the analysis. RESULTS: Based on the results of the RP negative binomial crash prediction model developed in this study, it was found that the independent variables such as the log form of average annual traffic volume, presence or absence of left-turn lanes on major roads, presence or absence of right-turn lanes on minor roads, and the number of crosswalks were statistically significant random parameters, and this showed that the variables have a heterogeneous influence on individual intersections. CONCLUSIONS : It was found that the RP model had a better fit to the data than the fixed parameters (FP) model since the RP model reflects the heterogeneity of the individual observations and captures the inconsistent and biased effects.

The purpose of this study is to estimate the dimensions of the Protruding distance of Seven-layered Gongpo of Baoguosi Temple Main Hall in Ningbo, China, and to analyze the meaning of the dimension through the 『Yingzaofashi(營造法式)』and other similar cases. Through this study, it is clarified that the 『Yingzaofashi』 stipulates the limited use of the structural role of Ha-ang, but Baoguosi Temple Main Hall has expanded the structural role of Ha-ang actively by increasing the total Protruding Distance and effectively controlling the Protruding Distance of the layer where Ha-ang is placed. And as a result, the effect of lowering the total height of the protruding part was confirmed.

T. S. Eliot’s Four Quartets and Murder in the Cathedral inherited the religious and philosophical tradition of Thomas Aquinas’s Summa Theology and Dante’s Divine Comedy. The Anglo-Catholicism, as distinguished from the Roman Catholicism, thereby may be seen to designate Eliot’s religious identity. Dante’s Divine Comedy shows the apex of his contemplation based upon the intellect. Dante illustrates “paradiso” reaching contemplation by using various lights, and Eliot’s Four Quartets similarly reveals a still point that is a mystical experience filled with much light. In Four Quartets the moment of mystical experience can be seen like those in the works of Thomas Aquinas and Dante belonging to a Catholic tradition that reaches sanctification. The action of Archbishop Thomas Becket in Murder in the Cathedral might just sin as a failure to will in accordance with God, which is the choice of good and evil of human acts interpreted by St. Thomas Aquinas’s Summa Theology. For the true martyr is the person who has become the instrument of God, who has lost his will in the will of God, and who no longer desires anything for himself.

대전광역시 농업기술센터는 1957년부터 설치되었으며, 현재 1소장, 2과 7담당 7농업인상담소 등 43명 정원으로 운영되고 있다. 농업을 지속가능한 생명산업으로 발전시키고 “작지만 강한 대전농업” 을 농업인과 함께 실현하고자 지역특화작목의 육성과 역량있는 농업경영체 발굴 육성을 추진하고 있다. 농업은 단순한 농산물 생산에서 가공․유통․관광까지 포함한 6차산업으로 범위를 넓혀가고 있으며 건강과 안전먹거리에 관심이 높아지면서 농업기술센터의 역할과 기능이 점차 확대되고 있다. 농업기술센터는 농업인에게는 신기술을 신속히 보급하고 시민들에게는 농업과 관련된 유용한 정보들을 제공하여 사람과 자연이 소통하고 농업 인과 도시민이 함께 상생하는 건강한 녹색생명도시를 만들어 가는데 앞장서고 있다. 대전은 도시 외곽이 산으로 둘러쌓인 천혜의 자연조건으로 도시와 융합되어 농업여건이 우수한 지역이다. 대전광역시 버섯연 구회는 52명의 회원이 활동하고 있으며, 표고, 느타리, 양송이 등 품목농가로 구성되어 있다. 대표적인 농가 중 하나인 ‘미르농장’은 느타리와 큰느타리를 30여년간 재배해 왔으며, 생산된 버섯은 학교급식과 로컬 푸드매장에 공급하고 있다. 배려의 대상일 것 같았던 우리 농업과 농촌이 변화에 대응하여, 힐링팜으로서 의 농업 농촌이 상생의 배려로 지친 현대인들을 맞이하고자 노력하고 있다.
