        PURPOSES : Recently, interest in radioactive accidents has increased due to domestic and international nuclear power plant accidents. In particular, local residents' concerns are increasing due to safety issues such as radioactive leaks at the Hanbit Nuclear Power Plant in South Korea. As Gwangju Metropolitan City is not included in the emergency planning area set by the Nuclear Safety and Security Commission, there are significant limitations to establishing disaster prevention measures for nuclear power plant accidents. Considering the Fukushima and Hanbit nuclear power plant accidents, the improvement of Gwangju Metropolitan City's radioactive leak accident response manual is urgently required. This study aimed to establish disaster prevention measures to respond to nuclear power plant accidents in Gwangju Metropolitan City in the event of a Hanbit Nuclear Power Plant accident and to improve resident protection measures by estimating the arrival time of radioactive materials and radiation dosage through a nuclear power plant accident simulation. Additionally, we aimed to supplement the on-site action manual for radioactive leaks at the Hanbit Nuclear Power Plant. METHODS : This study focused on establishing disaster prevention measures centered on Gwangju Metropolitan City in the event of a major accident such as a radioactive leak at the Hanbit Nuclear Power Plant. Simulations were conducted assuming a major accident such as a radioactive leak, measures to improve resident protection were established by calculating the arrival time of radioactive materials and radiation dosage in the Gwangju area in the event of a nuclear power plant accident, and on-site response action manuals were supplemented in response to a radioactive leak. RESULTS : This study considered the concerns of local residents due to the Fukushima nuclear power plant accident and the Hanbit nuclear power plant failure, conducted a simulation to derive the impact on Gwangju Metropolitan City, and examined the effectiveness of an on-site response manual for radioactive leaks to derive improvement measures. CONCLUSIONS : In the event of an accident at the Hanbit Nuclear Power Plant in Gwangju Metropolitan City, insufficient portions of the on-site response action manual should be supplemented, and close cooperation with local governments within the emergency planning area should be ensured to respond to radioactive disasters. Therefore, based on the revised on-site response action manual for radioactive leaks, close cooperation and a clear division of roles among local governments will enable effective resident protection measures to be implemented in the event of a radioactive disaster.

        PURPOSES : According to government data, the Black Spot Program has resulted in an average 28.8% reduction in traffic accidents within one year of project implementation in areas where road conditions improved. However, there has been a lack of in-depth analysis of the midto- long-term effects, with a predominant focus on short-term results. This study aimed to analyze the mid-to-long-term effects of the Black Spot Program to assess the sustainability of its reported short-term impact. Additionally, the differences in the mid-to-long-term effects were investigated based on the scale of traffic accidents at intersections and the characteristics of these effects are revealed. METHODS : The mid-to-long-term effects of the Black Spot Program were analyzed at 122 intersections in Seoul, Korea, where the program was implemented between 2013 and 2017, using traffic accident data spanning five years before and after implementation. Additionally, the differences in the program's effects were analyzed at the top-100 intersections with the highest traffic accident concentration in Seoul using the chi-square test to identify these differences. To theoretically validate these differences, the Hurst exponent, commonly used in economics, was applied to analyze the regression to the mean of the intersections and reveal the correlation with improvement. RESULTS : Through the Black Spot Program at 122 intersections, a 33.3% short-term accident reduction was observed. However, the midto- long-term effect analysis showed a 25.8% reduction, indicating a slightly smaller effect than previously reported. Specifically, the top-100 intersections exhibit a 15.4% reduction. A chi-square test with a 95% confidence level indicated significant differences in the program’s effects based on the scale of traffic accidents at intersections. The Hurst index (H ) was measured for the top-100 intersections, yielding H = 0.331. This is stronger than the overall H = 0.382 for all intersections in Seoul, suggesting that the regression to the mean is more pronounced, which may lead to a lower effectiveness of the improvement. CONCLUSIONS : The mid-to-long-term effects of the Black Spot Program were relatively lower than its short-term effects, with larger differences in effectiveness observed based on the scale of traffic accidents at intersections. This indicates the need to redefine the criteria for selecting project targets by focusing on intensive improvements at intersections, where significant effects can be achieved.

        고주파 흡수제(Accusorb MRI)를 이용한 자기공명영상 검사 중 화재가 발생했다. 다행히 환자는 화상을 입지는 않았 지만 스트랩과 4채널 코일의 케이블, Accusorb MRI가 녹아서 탄 흔적이 발견되었다. 자기공명영상 검사에 사용되 는 도구의 안전 지침을 준수해야 하지만 이를 지키지 않으면 화상, 열상, 장비 손상의 위험이 있다. 사고를 방지하기 위해서는 철저한 사전 점검을 해야 하고 모든 기기, 물품들이 자기공명영상 검사 시 사용 가능한 제품인지 확인하고 사용법을 정확하게 숙지하여야 한다.

        Human stampedes were a major hazard that could occur during mass gatherings, but they have received limited attention in korea. However, after the 10.29 Itaewon disaster, this atmosphere has turned around. The cause of such an accident and how to prevent it should be considered. The main aim of this study is to identify the reason why did the accident happen at that time, the root cause, and the triggering cause with Delphi-AHP survey method. In addition, various preventive measures were investigated by experts to prevent accidents similar to 10.29 Itaewon disaster. Problems and solutions were presented by collecting expert opinions on the causes and preventive measures of the 10.29 Itaewon disaster. However, the opinion of the experienced peoples who experienced the risk at the Itaewon was not included, so further investigation is considered necessary.

        PURPOSES : This study analyzes the accident damage scale of hazardous material transportation vehicles not monitored in real time by the Hazardous Material Transportation Safety (HMTS) management center. METHODS : To simulate hazardous-material transportation vehicle accidents, a preliminary analysis of transportation vehicle registration status was conducted. Simulation analyses were conducted for hazardous substance and flammable gas transportation vehicles with a high proportion of small- and medium-sized vehicles. To perform a spill accident damage-scale simulation of hazardous-substance transportation vehicles, the fluid analysis software ANSYS Fluent was used. Additionally, to analyze explosion accidents in combustible gas transportation vehicles, the risk assessment software Phast and Aloha were utilized. RESULT : Simulation analysis of hazardous material transportation vehicles revealed varying damage scales based on vehicle capacity. Simulation analysis of spillage accidents showed that the first arrival time at the side gutter was similar for various vehicle capacities. However, the results of the cumulative pollution analysis based on vehicle capacity exhibited some differences. In addition, the simulation analysis of the explosion overpressure and radiant heat intensity of the combustible gas transportation vehicle showed that the difference in the danger radius owing to the difference in vehicle capacity was insignificant. CONCLUSIONS : The simulation analysis of hazardous-material transportation vehicles indicated that accidents involving small- and medium-sized transportation vehicles could result in substantial damage to humans and ecosystems. For safety management of these small and medium-sized hazardous material transportation vehicles, it is expected that damage can be minimized with the help of rapid accident response through real-time vehicle control operated by the existing HMTS management center.

        To ensure a systematic and integrated approach to defense safety management, individual safety management regulations have been consolidated into the National Defense Safety Directive. However, despite being enacted after the enforcement of the Severe Accident Punishment Act, the National Defense Safety Directive does not incorporate the contents of the Serious Accident Punishment Act. This omission is likely to cause confusion in safety management. In this paper, a PDCA analysis of the Severe Accident Punishment Act and the National Defense Safety Directive was conducted to identify area for improvement and supplementation in the Directive. Chapter 3 proposes amendments to clearly define the scope and responsibilities of safety management, implement serious accident prevention measures and inspections, and establish the penalties for those involved. These amendments aim to ensure faithful compliance with the Severe Accident Punishment Act. Chapter 4 emphasizes the implementation and inspection of risk assessments to enhance the effectiveness of safety accident prevention and preparation, thereby ensuring the completeness of the PDCA cycle.

        Cerebrovascular disease (CVD) refers to a condition wherein the normal functioning of the brain is impaired, resulting in either temporary or permanent damage. The causes of CVD include both hemorrhagic and ischemic events. A cerebrovascular accident (CVA) refers to a condition that occurs acutely. A CVA typically involves a sudden blockage of blood supply to the brain or the rupture of blood vessels, causing damage to brain tissue. This results in impairment of crucial brain functions and can manifest in various neurological signs. This study investigated characteristics of the signalment, clinical symptoms, lesion locations, and prevalence of CVA diagnosed using a 3.0T MRI in dogs. The breeds included 5 Maltese and one each of Poodle, Pomeranian, Chihuahua, Shih-tzu, and Yorkshire terrier. There was one neutered male, five intact males, two spayed females, and two intact females. The median age and weight were 7.5 years and 3.39 kg, respectively. Clinical signs included gait abnormality in five dogs, and four dogs exhibited seizures. Additionally, there were cases of head tilt or turn (n=3) and nystagmus (n=1). The most frequently affected region was the cerebrum (n=7), followed by the cerebellum (n=3), brainstem (n=2), and thalamus (n=1). Three cases exhibited multiple lesions among these regions. In this study using a 3.0T MRI scanner, the prevalence rate was 4.39%, which was higher than that reported in previous studies.

        When a fire breaks out in a distribution center, it causes a lot of damage. And the most casualties are caused by Fire accidents. Therefore, training for fire prevention should be mandatory at the distribution center. Also, the contents of education should be different in room temperature warehouses and low temperature warehouses. Fire education in low-temperature warehouses should be more emphasized. This is because many fires occur in low-temperature warehouses. In this study, a study was conducted to determine the important order of training hours and contents for fire prevention education according to the type of distribution center. The importance of time and content for safety education in all types of warehouses did not differ significantly. It was first decided that safety prevention training should be conducted periodically in all types of warehouses

        The objective of this study was to conduct research and analysis using Group Focus Interview to survey the between construction site workers and managers implementing for the Severe Accident Punishment Act. Focused on measures to improve safety management effectiveness for the effectiveness of establishing a safety management system. A plan to improve the efficient safety management system was presented to 50 construction industrial managers and workers. In order to ensure the industrial accident prevention policies appropriately, it is necessary to be aware of safety obligations for workers as well as business operators. In addition, despite the existence of a commentary on the Serious Accident Punishment Act, confusion in the field still persists, so in the event of a major accidents, the obligation to take safety and health education is strengthened, and effective case education is proposed by teaching actual accident cases suitable for actual working sites. It is necessary to make all training mandatory, and it is necessary to reconsider awareness through writing a daily safety log, awareness of risk factors, etc., and writing down risk information. Above all, at the construction ordering stage, it is necessary to keep the construction safety, request corrections and supplements for problems issues that arise, and consult between the orderer and the construction company about the problems issues. Rather than having only the construction company correct or supplement the safety management plan, the contents should be shared with supervisors and workers to establish a more practical solution. Results of this study will contribute to improving the effectiveness of the serious accident and construction safety management system.

        PURPOSES : This study aims to identify the thresholds at which various factors affecting traffic crashes lead to actual traffic crashes METHODS : To verify the thresholds, we created scenarios and ran simulations with a combination of factors that affect traffic crashes. Lateral offset and minimum TTC were used to evaluate whether an incident occurred. RESULTS : In the first scenario, the most significant factor affecting traffic crashes is curvature, and it was found that the smaller the curvature(200 meters or less), the greater the deviation from the lane. And in the second scenario, especially the passenger car scenario, no accidents occurred when the curvature was greater than 90 meters and the speed was 40 km/h or less. The smaller the curvature and the higher the speed, the more accidents occurred. Similarly, in the bus scenario, no accidents occurred when the curvature was 120 meters or more and the speed was 30 km/h or less. Also, accidents tended to occur when the curvature was smaller and the speed was higher. CONCLUSIONS : Through this study, we derived the thresholds of factors that influence traffic crashes. The results are expected to help design and operate roads in the future and contribute to reducing traffic crashes.

        This study attempted to provide implications by analyzing the impact of business Owner’s safety commitment on industrial accidents and examining the mediating role of management supervisors’ safety leadership and worker participation. Analysis was conducted on 2,067 manufacturing sites with 20 to 50 employees in the 10th Occupational Safety and Health Survey data. SPSS waw used to secure the reliability of the measurement variable. Hypothesis vertification was carried out after securing the suitability and validity of the structural model using AMOS. The direct impact of three latent variables on industrial accidents was confirmed: the business owner’s safety commitment, the management supervisor’s safety leadership, and the worker participation. The employer’s safety will and the management supervisor’s safety leadership do not directly affect industial accidents, but it has been verified that worker participation has a diret impact on industrial accident reduction. In addition, it has been confirmed that the safety leadership and worker participation of the management. Supervior have a complete mediating effect on the reduction of industrial accidents by mediating with the safety leadership of the management supervior and the participation of the workers. This study analyzed the impact on industrial accidents by dividing the stakeholders constituting the workplace into three classes: business owners, superviors, and workers, but the results suggest that employers and all workers inside the workplace may be organically linked to achieving the goal of reducing industrial accidents. Therefore, in order to establish an autonomous safety management system for safety and health at workerplaces, efforts are needed to reduce industrial accidents in their respective location by forming an organic community among internal stakeholders.

        In recent years, there has been a growing trend of occupational accidents involving foreign workers. As the number of foreign workers continues to increase, the risk of occupational accidents is also on the rise. Therefore, it is crucial to take proactive measures to prevent occupational accidents among foreign workers. To establish a common safety culture among foreign workers with varied backgrounds and educational experiences, and which is harmonized with Korean workplace. Safety communication, which includes culture respect and participation in the workplace, plays a significant role in shaping and developing the safety culture of foreign workers. Therefore, this study aims to assess the level of safety culture in workplace employing foreign workers by analyzing the reliability and validity of factors such as 'occupational accident awareness' and 'safety communication,' which constitute the safety culture at these workplace. Additionally, the mediating effect of 'work proficiency' on the relationship between 'safety communication' and the level of improvement in 'occupational accident awareness' using the validation method proposed by Baron & Kenny(1986). As a result of statistical analysis, The influence of‘safety communication’on‘occupational accident awareness’is β=0.339, and it has been found that this influence decreases to β=0.113 when‘work proficiency’is introduced, indicating partial mediation.
