Recently, the Severe Disaster Punishment Act (January 27, 2022) was implemented, and the importance of industrial safety and health is being re-recognized. In addition, the reality is that the management burden is increasing, such as investing huge costs in reducing safety accidents centered on large companies. In this situation, we would like to help improve the working environment consistent with safety and health by deriving diagnosis and improvement measures for the current situation through a survey of production workers working in mid-sized and small-sized enterprises.

This study conducted a survey on environmental awareness and analyzed outdoor PM10 and heavy metals (cadmium, lead) for 60 local residents living in the Gwangyang national industrial complex from July 2019. 40.0% of subjects responded that local environmental pollution was serious. Especially, there was a high proportion of residents living near the industrial complex or roads where it was perceived that local environmental pollution was serious. The average concentration of PM10 in the outdoors of the houses was 10.95 μg/m3 and the average concentration of heavy metals in PM10 was 1.90 ng/m3 for Cd and 24.92 ng/m3 for Pb. Overall, the average concentration of PM10 and heavy metals revealed a tendency to be high in the houses located near the industrial complex or the roads. As a result of a risk assessment carried out, the cancer risk of Cd was estimated to exceed 106 in the CTE, RME and Monte Carlo analysis. These results suggest that the urgent implementation of specific environmental health education for local residents is necessary.

In this study, 40 residents of the Gwangyang and Yeosu areas were assessed for their level of exposure to heavy metals (As, Cd, Ni) from April 2017 to June 2018. The aim was to understand the differences in levels of indoor exposure to heavy metals (As, Cd, Ni), and a health risk assessment was conducted to determine whether there was any fatal cause from carcinogenic elements. The mean concentrations of PM10 particles indoors were As 0.24 μg/m3, Cd 0.07 μg/m3, and Ni 0.89 μg/m3. The health risk assessment for the arsenic, cadmium, and nickel in indoor air confirmed that the mean values exceeded the cancer risk tolerances specified by the U.S. EPA, for As (males 3.07 × 10−4, females 3.35 × 10−4), Cd (males 3.83 × 10−5, females 4.18 × 10−5), and Ni (males 6.36 × 10−5, females 6.95 × 10−5).

The government separated and established the industrial safety and health law from the Labor Standard law since 1981 to promote the labor's working environment and to improve the conditions of laborers. The government made a lot of effort to discharge the industrial safety and health law by continuous revision of the law thereafter. it is, however, difficult to establish clear-cut lines of authority and responsibility due to the fact that the substantial application of the industrial safety and health law is adapted by enterprise's autonomous management. There are frequent industrial disasters on the small and medium enterprises which have financial difficulty and it means this causes much more social cost. Finally, for the improvement of laborer's safety, health and working environment in the small and medium enterprises we need to raise the effectiveness of the industrial safety and health law through enhancing a government-office's administration and surveillance with the changing mind of a business proprietor. On this paper, we research on the actual condition of the administration, inspection and regulation of safety and health by means of the industrial safety and health law. Thereafter we analyze how much the Korea Occupational Safety & Health Agency and vicarious businesses of safety & health management help. we used the survey method to gather data from 380 laborers directly and analysed the data by SPSS v17.0.

This research had been conducted from May to October 2007, studying 110 residents of G, Y, H industrial area in Jun-nam province. It is designed to understand the difference in levels of indoor, outdoor and personal exposure to VOCs(benzene, toluene, Ethylbenzene) and a health risk assessment was conducted to see if there was any fatal cause from carcinogenic or non - carcinogenic elements from a case group and a control group in all areas as well as each different area. In the case of benzene in the air, the geometric levels for the case group are indoor, outdoor and personal exposure; a higher than for the control group. As a results of the Monte - Carlo study about benzene, it shows that the case group’s carcinogenicity is higher than that of the control group and it also shows that, on the CTE, RME condition and Monte - Carlo analysis, all subjects are seen to exceed the carcinogenicity tolerance 10-6 of US EPA. In the case of toluene, ethylbenzene on the CTE, RME condition and Monte - Carlo analysis, these do not exceed the non - carcinogenic standard of 1, but toluene in RME condition for both groups’ personal exposure and the indoor and personal exposure of ethylbenzene in Monte - Carlo show that these seem to exceed the standard.
