PURPOSES : In this paper, problems and improvements in pavement marking standards are proposed as a result of the analysis of domestic/foreign standards and field data.
METHODS : In this study, the US FHWA and all state standards were analyzed and domestic pavement marking standards were compared and analyzed. In addition, national highway marking test data, namely the Yeoncheon Test-Bed data, and data from Hawkins et al. (2015) were analyzed. Based on this, problems and improvements in the Korean pavement marking standards are proposed.
RESULTS : As a result of literature and field data analysis, various problems were found in the Road Traffic Act and National Police Agency manual. In this standard, there is no definition of Qd; the RD reference value is set too low; and the RW and RR reference values are difficult to be considered reasonable values.
CONCLUSIONS : There is an aspect in which the standard items and values of pavement markings are set under some policy judgment. Therefore, it is necessary to properly revise the standards, considering technical and economic aspects.
스마트농업의 활성화를 위해서는 농업환경 데이터의 관측과 모델 그리고 통계자료의 상호운영성 확보가 중요하므로, 이를 위한 격자체계의 적용방안을 탐색하고자 한다. 국내외 격자체계 표준에 대한 사례조사와 농업분야의 격자표준 적용사례조사를 벤치마킹하고 국립농업과학원과 상위기관의 표준현황을 살펴보고, 농업환경 공간정보의 목록과 분류체계를 구축한 후, 사용자 요구사항을 파악하기 위한 설문을 실시하여 적정한 격자 크기를 선정하였다. 농업환경 공간정보의 공유와 활용을 위하여 국토지리 정보원의 기관표준을 차용하여 군 이하 소규모 지역은 10m, 광역시・도는 100m, 농촌경관 목적으로는 500m, 전국은 1km 격자 크기로 안을 제시하였고 원활한 표준 적용을 위한 전략을 제안하고, 현장 조사 및 관측 결과를 격자로 변환할 수 있도록 오픈소스 기반의 변환 툴을 개발하여 격자표준 적용 용이성과 시간 절약성을 확보하였다.
For national security, approximately 500 facilities have been designated as national security facilities. It is divided into grades A, B, and C depending on the fields such as electrics, energy and public service. In 2016, KINAC developed and suggested the installation standards and evaluation indicators for security equipment for national security facilities and they have been utilized to evaluate and manage the facilities. In order to update them by reflecting the recent security trend of the facilities and new technology, KINAC have investigated and updated the installation standards and evaluation indicators for security equipment. As a part of developing installation standards and evaluation indicators for national security facilities project, we conducted survey to identify the status and capabilities of facilities: how the security system is well designed, which type of security equipment is utilized. According to the results, the passive infrared (PIR) sensor is commonly used for interior intrusion detection (not included in 2016 project). Therefore, we investigated the passive infrared sensor and provided its installation standards and evaluation indicators. PIR sensor detects the energy generated by the objects which is different as their temperatures. PIR sensors do not emit any energy like active infrared sensor, and do not measure the energy. Rather, PIRs measure variation in thermal radiation. PIR sensor detects thermal energy by sensing the change between a heat source and the background temperature. In this paper, the characteristics and features of PIR sensor were discussed. Considering them, the standards and indicators to install/evaluated the PIR sensors were also proposed. The results would support national security facility to design and evaluate their security system.
The goal of this study was to develop a curriculum based on practice and job competency, reflecting opinions on the required job competence of nail practitioners and professionals related to nail beauty. Through in-depth interviews with nail experts, the research focuses on developing nail beauty competency-based curriculum and curriculum profiles that reflect practitioners’ needs of job competence in the field. In-depth interviews with 11 field experts and surveys of 154 people were conducted to develop a competency-based curriculum for beginner nail hairdressers. The results of this study show that the existing 38 National Competency Standards (NCS) job competencies were reduced to 21 job competencies. In addition, based on the common opinions of experts who reflect the current trend, two tasks on “eyelashes” and “waxing” were added, and they were modified and supplemented with 23 core competencies. The development of a competency-based curriculum and educational programs for nail beauty was performed based on the requirements of the core competencies investigated and the development of a systematic map for the core competencies of beginner nail technicians and hairdressers. In conclusion, the need for professional education and training for nail hairdressers is growing, and it can be seen that a curriculum building multi-faceted abilities is needed for their qualifications as experts. This study found that it is necessary to develop interpersonal communication skills that include marketing elements other than practical skills such as personality and customer response methods in the nail beauty curriculum.
In December 26, 2017, the Ministry of Science and ICT’s Cyber Infringement Response Division, the KCC’s Internet Ethics Team, and the National Police Agency’s Cyber Investigation Division announced the “Comprehensive IP Camera Measures” to prevent damage to users by strengthening IP camera security. The background was a countermeasure against the spread of public anxiety such as leakage of privacy and threatening national security as cases of illegal filming and distribution of videos by accessing IP cameras without permission at that time occurred. At that time, the measures consisted of three major strategies: institutionalization of products with security (manufacturing and import stage), rapid action and response to hacking threats in advance, and intelligent advancement of IP cameras (industrial development) and fostering various video and safety industries. This paper deals with the development of installation standards and evaluation indicators for CCTV systems installed in the relevant national security facility. When designing a CCTV system, the resolution and sensitivity of the camera, the angle of view of the lens, and the aperture should be selected in consideration of the length and width of the monitoring area. When it is necessary to determine an alarm based on the recorded image information, the resolution of the recording device should also be considered. If there is a restriction on the surveillance area of the camera due to topographic features, visitors, etc., additional cameras should be considered. Additional surveillance cameras should be considered to effectively monitor sections where fences are bent or sections with severe slopes. When designing a CCTV system, supplementary means that can be used for intrusion monitoring should be devised even if the entire or part of the system causes a failure. KISA’s performance test and certification procedures shall apply mutatis mutandis to intelligent CCTV image analysis test procedures and certification. Intelligent CCTV image analysis evaluates the performance of the equipment by comparing files of ground truth (GT) and system alarm (SA) for verification to calculate the evaluation score.
This study investigates some of the implications for developing Achievement Standards (ASs) in 2022 national English curriculum by analyzing the perception of elementary and middle school teachers on the role of ASs in the 2015 national English curriculum. The major research areas were categorized into clarity, practical usability, and AS level and amount in the national English curriculum. Based on a survey of both descriptive and inferential statistics, the results of the current study demonstrated group differences in specific subtopic questions. Teachers did not have positive perceptions regarding practical application and clarity, while they exhibited positive perceptions regarding the level and the amount of ASs. The survey also suggested alternative ways to improve clarity and practical application of ASs by strengthening the linkage between elements in the curriculum such as assessment methods and instructions and supplementary comments of Ass beyond clear presentation of the ASs.
스포츠계열 공공기관 채용에 대한 중요도 우선순위를 알아봄으로써 체육계열 학생들의 공공기관 취업에 대한 가능성을 높이는데 그 목적이 있다. 연구대상은 스포츠계열 교수 4명, 스포츠분야 NCS 전문위원 3명, 스포츠 공공기관 심사위원 2명, 공공기관 채용 담당자 2명 등 총 11명을 유목적 표집 (purposeful sampling)하였다. 이와 같은 과정을 통하여 2020년 1월 3일부터 3월 12일까지 NCS 직업기초능력 주요 항목 요인을 사용하여 계층구조분석을 이용해 중요도 우선순위를 분석하였다. 모든 자료는 통계처리를 하기 위해 Window 용 SPSS/PC (ver. 21.0)을 이용하여 빈도분석과 EC-2000을 이용하여 계층구조분석 하였다. 첫째, 스포츠계열 공공기관 채용 대영역에서 의사소통능력(.231), 조직이해능력(.177), 자원관리능력(.128), 대인관계능력 (.110), 직업윤리(.082), 문제해결능력(.061), 정보능력(.056), 수리능력(.054), 자기개발능력(.052), 기술능 력(.049) 순으로 분석되었다. 둘째, 평가항목에 있어서는 의사소통은 의사표현능력(.442), 수리능력은 기초 연산능력(.512), 문제해결능력은 사고력(.722), 자기개발능력은 자기관리능력(.587), 자원관리능력은 시간 관리능력(.531), 대인관계능력은 팀웍크능력(.382), 정보능력에서는 컴퓨터 활용능력(.677), 기술능력에서는 기술이해능력(.599) 순으로 분석되었다.
본고는 ‘조애구새(趙賹璽)’에 대해 관건이 되는 글자를 심층적으로 분 석한 다음 전국시기의 고새(古璽)와 진(秦)·한(漢)·위(魏)·진(晉)나라 황제와 황후가 사용하였던 옥새제도와 옥새실물들을 비교 분석하였다. 이 를 통해, ‘조애구새’는 삼진(三晉)의 조새(趙璽)이며, 여러 학자들이 주장하 는 ‘조태후새(趙太后璽)’가 아님을 증명해 내었다. 일반적으로 ‘태후(太后)’ 라고 읽었던 글자는 마땅히 ‘구( )’자로 읽어야 하며, 성씨가 ‘조(趙)’이고 이름이 ‘애구(賹)’인 개인의 인장이라고 할 수 있다. 본고는 ‘조애구새’에 보이는 글자들의 고석과 유형분류를 계기로 전국 시기 고새의 유형분류와 국가별 표준을 심층적으로 논의하였다. ‘도상새 (圖像璽)’의 종류, ‘성어새(成語璽)’의 기본적인 문자내용, 각국의 사새 (私璽)에 자주 보이는 성씨와 독특한 성씨, 관새(官璽)의 기본 구성형식 및 종류 등과 같이 서로 다른 고새의 특징을 명확하게 파악한다면 고새 의 속성에 대해 초보적인 판단을 할 수 있을 것이다. 다만 각국 문자의 구성특징과 서사풍격에 익숙하다면 각국 새인(璽印)의 형식특징을 이해 하고 각국 새인의 독특한 관직명, 기관명 및 각국의 독특한 지명, 호칭 등에 대한 정확한 판단을 토대로 하여야 전국시기 고새의 국가별 차이를 명확하게 판별하는데 도움이 될 수 있을 것이다.
If examining utilization by completion of National Competency Standards development, efforts are made so as to organize curriculum matched to education or training and perform subjects based on competence unit educationally in specialized high schools, colleges and university. However, National Competency Standards is insignificantly utilized in enterprises and on the spot due to characteristics of occupation type and diversity of process. This thesis intended to measures of safety efficiency improvement of final enterprise through the human resources assessment system of National Competency Standards based enterprise. Therefore, various methodologies were introduced and results of analysis by Balanced ScoreCard method were suggested for policy measures improving final safety efficiency. The results of this analysis are expected to make contribution to improving the effectiveness of the government's industrial safety and health policies through the establishment of systematic safety and health systems according to the risk level of individual business.

The present study is triggered by the implementation of the achievement assessment system and the 2009 revised national curriculum, and the consequential need to help teachers to understand the new version of the curriculum when carrying out the achievement standard-based evaluation at school. The present study focuses on the newly introduced advanced courses of the 2009 revised national curriculum of English and provides an analysis of the hierarchical and interconnected relationship among these courses and the organization of their achievement standards. The study also provides guidelines for teachers on refining and customizing the curriculum-based achievement standards of the advanced English courses, for their own evaluation activities at school. Based on the analysis, the study attempts to suggest directions for the successful implementation of the new assessment system.
The purpose of this study was to analyze writing activities of 1st grade middle school English textbooks based on the achievement standards of the 2009 revised National Curriculum and provide suggestions for improvements of textbooks. In this study, seven textbooks out of twelve were selected and their writing activities were analyzed as to whether they stick to the guidelines of the 2009 revised National Curriculum. For this purpose, specific focuses of the current study were 1) to look into writing activities based on achievement standards stipulated in the 2009 revised National Curriculum, and 2) to investigate the ratio of integrated writing activities to separate writing activities ones. The results of the analysis revealed that most of the writing activities seemed suitable based on learners’ real-life situations for achievements standards; however, the types of writing activities were rather simple, mainly focusing on given words. Next, there were not only separate writing activities but also a variety of integrated activities such as listening-writing, speaking-writing, and reading-writing activities. At the end of the paper, a few suggestions were provided to improve the qualities of writing activities in the textbooks.
현재 중등학교 교육과정은 ‘7차 교육과정’, ‘2007 개정 교육과정’, ‘2009 개정 교 육과정’ 등이 혼재된 상태로 준비 또는 진행 되고 있어 현장의 선생님들은 교수․ 학습 및 평 가 등에 있어 혼란을 겪고 있다. 규준참조평가(norm-referenced evaluation)는 ‘학생이 무엇을 얼마만큼 알고 있는가?’ 보다는 상대적 서열에 관 심을 두는 평가 형태이다. 준거참조평가(criterion-referenced evaluation)는 학 습자 또는 개인이 정해진 준거 혹은 목표에 도달하였는지 여부를 판단하는 평가 형태이다. 따라서 준거참조평가(criterion-referenced evaluation)를 위해서는 교육과정 내용에서 성취기준을 마련하고, 성취수준을 기술해야 한다. 이는 교육과정 변화에 따라 무엇을 가르치고, 평가해야 하는가를 명확히 할 필요성이 있기 때문 이다. 평가문항(도구)의 제작은 성취기준에 의해 개발된다. 「2009 개정 교육과정에 따른 한문과 성취기준 및 성취수준 개발 연구」는 국가 수준의 평가 기준 및 성취 기준을 제시하고자 하였으며 그 일환으로 ‘예시평가문항’을 제시하였다. 그러나 2009 개정 교육과정 한문과 교과서 개발은 금년에 중학교가 완료되었다. 이 또한 아직 학교 현장에는 적용되고 있지 않다. 따라서 2009 개정 교육과정 한문Ⅰ 교과 서가 존재하지 않은 상태에서 2009 개정 교육과정에 따른 ‘예시평가문항’을 만들 고 ‘예시평가도구’를 제시하는 것은 어려운 일이다. 그러나 ‘평가 기준’만을 제시할 경우, 실제 이러한 평가기준에 따라 어떤 평가 문항을 만들어야 하는가에 대하여 현장의 선생님들은 많은 의문이 생길 수 있다. 이 때문에 ‘성취 기준’에 따른 예시 평가문항(도구)의 제시가 필요하게 되었다. 현재 2009 개정 교육과정에 따른 ‘고등학교 한문Ⅰ’교과서가 부재한 상태이다. 이러한 상황에서 문항을 개발한다는 것은 상당한 어려움이 있다. 그러나 예시 평 가 문항은 현장에 많은 도움을 줄 수 있기에 반드시 필요하다. 이에 따라 두 가지 대안을 마련하였다. 하나는 가장 공인된 ‘7차 교육과정 수능시험 문항’에서 ‘2009 개정 교육과정 평가 기준’에 맞는 문항을 찾아 제시하는 방법이며 다른 하나는 2009 교육과정의 새로운 유형의 문항은 개발하는 것이다. 이 글은 20개의 ‘예시 평가문항’을 2009 개정 교육과정 대영역인 ‘독해’, ‘문화’, ‘한문지식’으로 구분하고 문항에 대한 질적 평가를 하였으며, 이를 통하여 문항의 ‘내용 타당도’를 확인하였다.
본고는 2009 개정 한문과 교육과정 어휘영역 내용에 근거하여 개발된 성취기준 의 내용과 체계 그리고 이 성취기준에 의해 개발된 성취기준 단위 성취수준의 내 용과 체계에 대한 분석을 진행하였다. 어휘 영역의 성취기준 개발은 일반적인 성 취기준의 개발 원리에 입각하여 학년군 간의 위계성, 연계성, 그리고 교육과정 내 용에 대한 보다 상세하고 분명한 진술 등을 지향하였다. 한문 지식의 특성을 고려 하여 보다 효과적인 교수․학습 활동 및 평가활동이 될 수 있도록 하기 위해 교육 과정을 재해석 내지 재구성하기도 하였으며 학교 현장의 상황을 적극적으로 인식 하고 이를 반영함으로써 교육과정의 공유와 상호 전달을 도모하고자 하였다. 또한 성취기준과 성취기준 단위 성취수준을 토대로 진행되는 교수․학습활동 및 평가활동에 있어서의 구체적인 활용의 예를 제시하고 아울러 ‘상’‘중’‘하’ 각 수준에 도달하는 학생들의 지식, 수행 능력, 특성 등도 기술함으로써 학교 현장에서 이를 참고하여 상황에 맞게 적용할 수 있도록 하였다. 본고의 논의를 통해 성취기준과 성취기준 단위 성취수준에 대한 공유와 상호 전달이 보다 효과적으로 실행되어 어휘영역에 대한 ‘교육과정 ⇄ 교과서에서의 성취기준 구현 ⇄ 학교 현장의 교수․학 습 활동 및 평가 활동’의 유기적인 관계 정립에 있어 보탬이 되었으면 하는 바람이다.
This study intends to present a direction for the better reforming of fishers'onboard living conditions and proposals for preparing for ratification of the Work in Fishing Convention by means of making a comparison between standards on recent national fishing vessel accommodation facilities and standards on the Work in Fishing Convention and Its Recommendation, 2007, ILO. For the most part of standards on national fishing vessel accommodation facilities are somewhat insufficient to satisfy the provisions in Annex III of the Convention. Considering by items on fishing vessel accommodation facilities, the standards on insect protector, noise and vibration, heating and air conditioning, lighting, persons per sleeping room, recreational facility are not provided in national law. Headroom, separation of accommodation, sleeping room floor area, mattress size, mess room, galley and food storage are partially sufficient for the Convention. In case of sanitary facilities, national standards are not sufficient for the Convention. The other side, facilities related safety of ship and crew such as emergency escape etc., are fully sufficient for the Convention. These insufficiencies caused by different types of fishing vessel depend on originality of fishing method and practices. In the comparison between equivalent tonnage about vessel's length on convention and calculated tonnage of national existing fishing vessel, the difference are 226tons about length 24m and 501tons about length 45m. For that reason, headroom, persons per sleeping room, cabin of sicker and injured, sanitary facilities may decide to use gross tonnage in place of length (L) and the alleviating measure basis of convention. But in case of standards on sanitary facilities which are unsufficient for the Convention, specially in coastal fishing vessel length basis should be adopted with alleviating basis for less than length 24m.

Through this study on utilization of de facto standards for national standards, it is researched that major de facto standards bodies status and domestic industrial fields which need utilization of de facto standards for national standards. Through overseas Case, effective usage of de facto standards will be obtained.
