        21세기에는 본격적인 노인시대가 열릴 전망으로, 인구학적 변화에 따른 보건복지 국가정책방향에 대한 노인 작업치료의 효율적인 준비가 절대적으로 필요하다. 먼저 고령화 사회로 진입한 일본에서의 작업치료가 국가의 복지서비스방향에 따라서 변화하고 발전해온 것을 참고하기 위하여 우리나라와 일본의 보건의료복지서비스 정책, 작업치료사의 연도별 추이, 취업 현황, 교육 상황을 비교 하여서 노인작업치료의 발전방향과 준비를 위한 기초 자료를 제시하고자 하였다.앞으로 우리나라의 노인보건의료정책이 급속한 고령화에 따른 제반문제에 효율적, 합리적으로 대처해 나가길 바라며, 노인작업치료가 이러한 사회적 변화를 주도해 나가기 위한 더 많은 연구가 진행되기를 바란다.

        The welfare enhancement of discharged prisoners should be an important part in social welfare, criminal policy and correction services because it has great benefits for both discharged prisoners themselves and society. Even with these advantages, it has been relatively neglected in society and academic circles. This is caused by focusing on the programs, policies and systems related to criminals in prison. Also it is difficult to intervene their privacy because they already had their obligations for crime. Though every step of procedures for criminals as crime→ investigation→ justice→ correction→ after care for discharged prisoners has its own importance, the failure of the last stage to prevent discharged prisoners from committing crime again means that they can be fallen into vicious cycle and efforts so far have gone in vain. If the rehabilitation stage is executed scientifically and professionally, the effectiveness to prevent them from committing second offense could be high even though the prior steps were performed poorly. This study starts with the assumption that a health society can be established by helping discharged prisoners not to commit crimes again through systematic and scientific social support. So, especially it focuses on the roles of rehabilitation services and social network that help them overcome the obstacles surrounding them. Values and philosophy that should be planted in our society to promote discharged prisoners' social welfare. In addition, readjusting them to social life that can lead to enhance welfare and promise the public safety is examined based on interrelationship between prevention of second offence and rehabilitation services. Because rehabilitation agency for discharged prisoners rely on the justice department's policy, there are sufficient needs to examine and analyze the direction for rehabilitation services of government.

        Recently, we can see worldwide the rapid increase in the population of the aged people, while that of young people is decreasing. Especially present Japan has a super-aged society, and it is a big social problem how to take effective measures to that in the future, Some items as well as researches have come out of various research them to the user. Such a change in population will be seen also in South Korea. Because South Korea has many social things in common with Japan, though they have different languages. Through this report, it is expected that it will be a good example for Japan PT to expand its activities and will connect to the future joint research of South Korea and Japan, by introducing it to South Korea.

        The purpose of this study was to investigate the current foodservice management practices of children care social welfare facilities. Questionnaire were sent to the directors of all 275 children welfare facilities in Korea and 107 returned facilities in korea and 107 returned the complete answers. These questionnaire were answered by manager. Equipments were evaluated by investigators using the evaluation form. staffing structure revealed that most of the facilities had a director, a secretary, nurse, but only 15% of the system hired a dietitian. It showed the shortage of nurse, physical therapists, and dietitian. Therefore, food purchasing, menu planning, food delivery, and the other food service management processes are handled by non-professionals, such as director, secretary, or cooks. Food purchasing money of total budget is 10~20%. Food purchasing place in most facilities was market place. Foodstuffs were almost purchased 2~3 per weeks. 90% of the welfare facilities were used the menu. Modified food frequency questionnaire were used to get the frequencies of each food items used in menu. The results showed relatively satisfactory in food frequencies, however, this was about what was used in menu, not vat was eaten by the residents. conditions of most equipments in the kitchen were defective specially in dishwashing and sterilization step.

        The following study was done to investigate foodservice management practice. Total subjects were 18 foodservices in social welfare facilities in Seoul. Among studied facilities, nine were the welfare facilities for children, five were the welfare facilities for elderly, two were the welfare facilities for a mentally and physically disabled person and the remaining two were vagabond care facilities. Methods used were mainly questionaires. These questionaires were answered by manager and interviews were also done for a same person. Equipments were evaluated by investigators using the evaluation form. The results of the study were summarized as follows. Number of cooks and assistant cooks among employee in foodservice establishment were about 2-6 persons. One dietitian is stationed in 2 places among 18 places. Food purchasing and menu plannings were mainly practiced by manager, secretary and other personnels, in more than 50% of social welfare facilities. The type of the menu in most facilities was the set menu. The period of turn over for cycle menu was a week in 50% of facilities. Seventy seven point eight percentage of the welfare facilities were used the weekly or monthly cycle. For the food preparation, there was almost no place using standard recipes. Foodstuffs were purchased in local market. Moreover, the preference test of served foods were done for residence of each facilities. But it was not applicated effectively. Conditions of most equipments in the kitchen were defective specially in dishwashing and sterilization step.

        In this study, water resource topics, infrastructure, water supply, users, and economic indicators based on statistical annual standards for evaluating water welfare were selected by examining domestic and foreign water resource-related indicators. The level of water welfare was evaluated relative to 23 cities and counties in Daegu and Gyeongsangbuk-do using data from the Statistical yearbook, and places with high value of indicators urbanization and large populations were excellent in the infrastructure field, but overall analysis showed that small and medium-sized cities had higher levels. It is judged that it is necessary to develop continuous research and indicators that can evaluate and quantify the level of physical welfare that the people can feel by utilizing the results of this study. In future studies, it is necessary to systematically evaluate the level of water welfare by local governments in Korea through more diverse evaluation items and detailed indicators for each item so that it can be used as basic data for realizing water welfare.

        6·25전쟁 이후 급증한 성매매여성을 돕기 위해 세워진 애란원의 설립자 반애란 선교사는 기독교적 여성 인식을 바탕으로 ‘한번 성매매에 빠진 여성은 회복이 불가하다’는 한국 사회의 편견을 극복하기 위해 노력하며 이들에 대한 복지의 필요성을 촉구하였다. 또한 국내 최초의 미혼모 보호시설의 설립을 통하여 태아의 생명 보호 및 모성보호에 가장 먼저 앞장섰다. 이러한 활동은 요보호여성 복지사업에 있어서 다양한 기관들의 관심과 연합을 이끌어내었다. 반애란 선교사의 설립 정신이자 애란원이 추구하는 태아의 생명존중, 모성 보호, 가정보존 등의 가치는 한국 기독교가 지향하는 사회 윤리와도 그 맥을 같이 한다. 결국 애란원의 설립과 성장은 기독교의 가치가 한국 사회 전반에 공유 될 뿐 아니라 정부 정책의 변화를 이끌어내고 유교 전통의 영향력을 대체하는 여성 인식의 새로운 기준으로 자리 잡은 사례라 볼 수 있으며, 이러한 점으로 인해 한국 교회사에서도 역사적인 의의를 가진다고 할 수 있다.

        The plasma cortisol of nurserypigs was examined using an outdoor efficacy testwith a digital content-based approach in animal welfare convergence types. Nine nurserypigs,without discriminating between female and male, were classified into 2 groups of 3 pigs each: control and group 1 (effect+nature), control and group 2(effect+nature+music). The control group was the same for group 1 and 2 to compare the effects using a t-test. There was no significant difference in plasma cortisol levels between the control group and group 1 until 4 h after stress induction. However, significant differences were subsequently found between the control group and group 1 from 8 h to 72 h (p<0.05). Further, plasma cortisol was not affected in group 2 at 0 h through 8 h and 72 h. At 12 h through 48 h, group 2 showed a reduction in plasma cortisol level compared to the control group(p<0.05). These results indicated that after stress induction, applying effect plus nature or effect plus nature plus music can effectively decrease plasma cortisol levels in nursery pigs within8 h through 72 h and may serve as a better model for digital content-based approach in animal welfare convergence types.

        Sport activities of the local residents are admitted as a positive and awarding welfare. This study reviews the current status of and the way to activate life sport program on the policy level that would bring a number of effects. By reviewing related-literature review, this study presents theoretical and practical foundation regarding on the necessity for the local social welfare, organization operation, facilities, participation, leadership, and program management. Finally, the authors suggest policies for life sport development on local level below. First, in order to the function of sport for all in social welfare system, it is needed to pursue institutional changes to secure diversity in the age group which participates in sports for all. Second, connectivity in public sports facilities should be fortified. The government should develop sports program in conjunction with public sports facilities built for the interest of community members. Third, club advisors should be educated with well organized-manual and reeducated to rebuild their capacity to develop the programs and manage them if necessary. In the similar view, the policy which can check the advisor’s field experience and ability should be prepared. Fourth, for economic sustainability, a profit generating project developing a target marketing strategy is required.

        This study aims to analyze the household economic behavior of salt farmers participants in Salt Business Empowerment Program (Pugar) including of salt production, work flow, household revenue, the behavior of consumption of food and non-food items and the welfare level. This research followed a survey method by engaging 32 household farmers as participants. The findings revealed that the empowerment program was carried out through the technical assistance of salting production and the assistance of equipment and technology from Thread of Screw Filter and geoisolators to improve the quality of salt. The problems come when the marketing of salt is still limited to the collectors of salt which led to the price of salt level, manufacturers have not remained stable. Household revenue sources for some salt farmers also come from non-salt pond business activities. Farmer household revenue can be used to meet staple food consumption and non-food staple consumption. Based on the indicators of family welfare, households participating in the empowerment program were group into the category of prosperous families.

        본 연구는 (사)반딧불 나눔복지재단의 브랜드 아이덴티티 디자인 개발에 대한 연구로 2018년 05월 ~ 2018년 09월까지 진행된 브랜드 아이덴티티 디자인 개발 사례를 대상으로 한다. 브랜드란 제품을 판매하는 기업이나 개인이 소비자에게 특정 이미지를 주고, 경쟁자가 제공하는 서비스, 재화와 차별화하기 위해 만든 심벌, 이름, 디자인 등의 항목이나 또는 이들의 조합을 말한다. 오늘날 소비자 인식을 방해할 정도의 많은 브랜드 속에서 소비자들에게 긍정적이고 지속가능한 상징적인 의미로 기억에 남기 위해서는 경쟁사와 구별되는 브랜드 이미지가 요구된다. 이렇듯 소비자가 해당 브랜드를 떠올릴 때 가장 먼저 그릴 수 있는 시각적인 이미지가 브랜드 디자인이며, 기업은 타경쟁사와 차별적이면서도 기업의 철학을 담은 브랜드를 구축해야 한다. 이에 본 연구는 사회적기업인 나눔복지재단의 특징과 유사사례들을 철저히 분석하고, 선행연구를 통해 장기적인 관점에서 반딧불 나눔복지재단이 타 나눔복지재단과 차별화된 브랜드 아이덴티티를 개발할 수 있도록 목표를 설정했다. 특히 반딧불 나눔복지재단을 상징하는 모티브를 가지고 디자인 이미지를 표현하고 구성하였다. 이를 통해 새롭게 제작된 브랜드 아이덴티티의 차별성이 선호도 등 긍정적인 결과로 도출되었다. 본 연구를 통해 반딧불 나눔복지재단의 브랜드 아이덴티티 구축을 시작으로 이러한 사회적 기업이 운영목표를 성취하고 공동체 활성화에 기여할 수 있기를 바란다.

        Purpose - The Korean child welfare services may have different feelings between providers and users. Few studies on the child welfare service quality have been conducted and research on the coorientation model of child welfare services are nonexistent. We compared the perceptions of Korean child welfare service providers and users in this study. It will have many applications in the service quality fields by applying a coorientation model. Research design, data, and methodology - In order to enhance user satisfaction with child welfare services, around 200 samples were carried out both in Busan and Kyungsangnamdo randomly. Seven point Likert scale was used in the questionnaire. Two measurements were made to evaluate the different positions on the part of child welfare service providers and users to assess their mutual orientation. Paired t-test verification was conducted for congruency analysis, and the verification of agreement and accuracy was analyzed by independent t-tests. Results - We empirically examined the differences between the providers and the users stance. The results are as follows. We have verified the statistical significance of the difference in perception between providers and users. We also confirmed a degree of agreement, a degree of congruency, a degree of accuracy and a degree of meta agreement in the study. In the Korean child welfare service quality, the coorientation model of process quality appeared in the form of semi-dissensus, the coorientation model of results quality were shown in the form of ignorances and the coorientation model of physical environment quality were investigated in the form of semi-dissensus. Conclusion - The study concluded that users need to understand more about the providers in order to enhance the coorientation model in process quality and physical environmental quality, and the providers need to persuade the users clearly about the positive factors. To enhance the coorientation model of the result quality, it can be misunderstood by guessing that the other party will positively evaluate it. Therefore, users believe that they need to talk more clearly to the provider about the results of the korean child welfare service quality to reduce misunderstandings and to understand each other about the resulting quality.

        As the aging of the facility increases, the safety, durability, and serviceability that were originally possessed by the natural aging deteriorate. Accordingly, periodic safety inspections, repair and strengthening are the basic procedures for th maintenances of facilities. However, except for some facilities that are prescribed in the law, the safety and maintenance of facilities are still insufficient. Especially, social welfare facilities, which occupy the majority of small-scale vulnerable facilities, have a high proportion of old facilities with many years of age, leading to major damages that affect the durability and safety of facilities. The purpose of this paper is to identify the main damage and its causes according to the change of the years of social welfare facilities, and to use it as a basic data to suggest reasonable maintenance methods.

        The purpose of this study is to provide the demand information about services (S/W) and infrastructure (H/W) for rural welfare and culture. The survey was conducted on the overall satisfaction level, the condition change, the importance-satisfaction level of each field and the top priority items for administrative agencies and rural residents. In the overall satisfaction level, administrative agencies responded more than 'normal' to all fields, but the overall satisfaction level was lower than 'normal' in the fields excluding the healthcare field in the case of rural residents. In terms of condition changes compared to the past five years, both administrative institutions and local residents evaluated the improvement. IPA analysis was conducted to identify the priority ranking of each field and it was found that emergency medical facilities in the healthcare field, infant day care facilities in the social welfare field, movie theaters in the culture field, lifelong education institutions and academy facilities in the education field and private sports facilities in the leisure and sports field were most needed, respectively. The results of this study are expected to be helpful in increasing the efficiency and presenting the improvement direction about the development policy of the rural culture and welfare.

        This study developed diagnostic system to understand the level of welfare cultural service and infrastructure in rural areas. The applicability was reviewed through the Delphi survey and the sample survey of 60 villages. The diagnostic indicators consist of three areas: the demand area, supply area, and delivery area. The demand area consists of 8 indicators, 25 indicators for welfare services and infrastructure (healthcare, social welfare) and 32 indicators for cultural services and infrastructure (culture, education, leisure sports). The service delivery area was divided into service supply area access and traffic accessibility (public transport use status and rural transport model status) by each indicator. A diagnostic system was applied to 60 villages. Services and infrastructure for rural welfare and culture were supplied more in the Si area than Gun area. The delivery area was easier to access the Gun area than Si area. In the case of traffic access, public transportation was more frequently used in the Si area than Gun area, and the rural transportation model was found to have a relatively large amount in the Gun area compared to Si area. The diagnosis system about services and infrastructure for rural welfare and culture will provide information necessary for establishment and decision making of regional development policy taking into account characteristics of rural areas in the future.

        Purpose - Social welfare is a social insurance system that provides funds and services for all citizens to maximize their life quality. Its ultimate goal is to alleviate social contradictions. Therefore, this paper explores the determinants of social welfare in terms of macroeconomics. Research design, data, and methodology - Based on the vector error correction model, the annual time series from 1990 to 2017 will be used to conduct an empirical analysis. The real GDP, the real income, the inflation and the degree of openness will be treated as independent variables. The input of social welfare will be treated as a dependent variable. These variables will be used to perform the cointegration test and the vector error correction model to explore how the macroeconomic variables affect social welfare both in long run and short run. Result - Via the empirical analysis, it can be summarized that the real GDP, the real income and the degree of openness are the driving determinants to enlarge the social welfare. Conversely, the inflation is the obstructive determinant to reduce the social welfare. Conclusion - The positive and negative determinants of social welfare exist simultaneously, China’s government should take macroeconomic regulation and control to balance them to enlarge social welfare.

        본 연구는 의원에 근무하는 방사선사의 복지만족요인을 분석하기 위한 연구로 복지의 만족요인과 만족 수준 및 개선해야할 사항들을 분석하기 위해 실시하였다. 연구에 사용한 도구는 설문지로 2014년 7월14일 부터 2015년 3월31일까지 경남에 소재하는 의원에 근무하는 방사선사를 대상으로 설문지 총150부를 배부 하여 연구에 적합한 130부를 SPSS 18.0 통계 프로그램을 이용하여 분석하였다. 복지에 대한 요인으로는 생 활, 금융, 교육, 의료, 문화 등을 복지요인으로 하였으며, 인구사회학적특성으로는 성별, 결혼, 학력, 연령, 근속연수를 기준으로 하였다. 복지요인별 만족수준을 살펴보면 생활복지(2.74±.65), 금융복지(2.42±.74), 교 육복지(2.24±.72), 의료복지(2.68±.69), 문화복지(2.27±.64)로 복지요인에 대한 만족수준(2.45±.59)은 평균에 미 치지 못하는 것으로 분석되었다. 의원의 특성상 복지에 대한 경영진의 인식이 부족한 점은 현실적 한계라 고 할 수 있다. 복지에 대한 의원방사선사의 만족수준을 높이기 위해서는 의원을 경영하는 의료진의 인식 의 전환과 함께 전향적인 변화가 있어야 할 것으로 판단되며, 복지에 대한 직원들의 욕구조사를 통한 효과 적인 선택적 복지를 제공하는 것이 중요하다고 볼 수 있다.
